Your support will help us to continue doing our job: maintaining a strong, well organized, honest, progressive and community-based Democratic Party in the City of White Plains.As many of you here tonight know, it’s not as easy as it looks. So, I want to start by thanking my fellow ofcers for their contributions over the past year: First Vice Chair Don Buchwald, who is also our most prolic petitioner and smartest petitioning strategist; Second Vice Chair Evelyn Santiago, who also co-chairs our Issues Committee, lends her tech expertise and keeps reminding us of the importance of inclusivity; Third Vice Chair Terry Degatano, who also heads our Newsletter Committee, keeps posting about us on Facebook, and put together tonight’s dinner journal; Fourth Vice Chair Danielle Solinski, who is working on upgrading our social media presence and also organizing our next pro-choice demonstration; Fifth Vice Chair Charlene Raynor, who also chairs our Nominating Committee, co-chairs our Issues Committee and is the Co-Chair of this dinner; our Treasurer, Lauren McCallion, who keeps us in good standing with the State Board of Elections and makes sure our vendors and others we owe money are paid promptly; Recording Secretary Steve Rabinowitz, who produces highly descriptive minutes of our meetings; and our Corresponding Secretary, Pam Tarlow, who is also working on an overhaul of our website.I also want to thank our local elected ofcials: Mayor Tom Roach, who has given us smart, honest and forward-looking government while always supporting the party; County Legislators Ben Boykin and Jewel Williams Johnson, who represent us so well at the county level; Council President Vicki Presser, who is also the Co-Chair of this dinner, as she has been for each annual dinner since 2018 (and she sings, too!); Council Member John Martin, who has so often lent us his ofce for phone banks; Council Member Justin Brasch, who, with his wife, Juli, has hosted our annual Summer Barbecue/Picnic for many years, and who is an honoree tonight; Council Member Jenn Puja, who connects us to organized labor and keeps reminding us of the importance of unity; Council Member Rich Payne, who lends his information-technology expertise whenever needed; and our newest Council Member, Jeremiah Frei-Pearson, who served as our Second Vice Chair until he took his seat on the Council, who has for years hosted our annual Holiday Party, and whose garage has long served as our repository for lawn signs, boxes of campaign literature, etc.In addition, I want to thank Rev. Gregory Robeson-Smith, the Chair of our Bylaws Committee; Andy Grossman, the Chair of our Organization Committee; Ellen Berger, the Chair of our Essay Contest Committee, and our Program Committee; State Committee Member Bil Alexander; and our Parliamentarian, Deborah Zipf.Finally, I want to congratulate our honorees, Jonette Mines, Justin Brasch and Dorothy Schere, and, at the risk of redundancy, thank Charlene Raynor and Vicki Presser for all their work as Co-Chairs of this dinner and Terry Degatano for all her work as Dinner Journal Chair.

White Plains Democratic City CommitteeLiz Shollenberger Annual Dinner May 8th, 2024DOROTHY SCHERESpecial HonoreeA native of Abington, PA, Dorothy Schere majored in psychology at Chestnut Hill College, then moved to New York and became a social worker. She met her husband Jonathan, an engineer, in New York City. They married in 1963 and had three children before moving to White Plains in 1971. While raising their children, Dorothy began her long career of service to the White Plains School District. Among her many roles, she was president of the Post Road School PTA, Eastview Middle School PTA, and PTA Council. Later, she was elected to the White Plains Board of Education, serving from 1987 to 2006, and School Board President from 2005-2006. She is proud to have been involved when the District moved to the School Choice Program, a successful model of student diversication that remains in place today. Dorothy has been engaged in many other aspects of education. She volunteered in the Parent Child Program for preschoolers, served on the White Plains Youth Bureau Advisory Board, and was involved in Family Services of Westchester’s Reading Buddies program. She was certied as a mediator for the Westchester Mediation Center, and worked as a community mediator for many years. Many other community organizations have also beneted from Dorothy’s leadership and commitment. One of her rst major volunteer roles was to serve as Founding President of Meals on Wheels of White Plains from 1978-83. She joined the White Plains Beautication Foundation in 1987, and served as its President from 2005-2007. She has been a long-time member of the League of Women Voters of White Plains, working on many different projects, such as voter registration, the voter’s guide, and swearing in of new citizens. Other local organizations that have been fortunate to count Dorothy as an active participant, include the Council of Neighborhood Associations and the White Plains Woman’s Club.Dorothy was trained as a Master Gardener by Cornell Cooperative Extension in 2002, and helped maintain a mixed deer proof perennial border in a park for 20 years. She opened her home garden for tours, and she and Jonathan hosted the LWV and Beautication Foundation for many summer gatherings, as well as fundraisers for Democratic candidates and picnics for rst graders.Dorothy has been honored by the County Commission on Human Rights, White Plains Historical Society, League of Women Voters of White Plains, White Plains Beautication Foundation, and White Plains Youth Bureau.

Mines was born and raised in a religious blended family in White Plains, and is the middle child of nine siblings. She is also a proud daughter of Winbrook Housing. Jonette attended the White Plains Public Schools, graduating in 1978. She transferred from Mercy College to Hofstra University and graduated with a Bachelors in Public Accounting. Jonette worked over 30 years at IBM Corporation in various Accounting roles, the most rewarding as the Worldwide Accounting and Finance Education Coordinator. She also worked for the Westchester County District Attorney Investigation Dept.; Today’s Students Tomorrow’s Teachers; The Kensington Assisted Living, White Plains; and is now Democratic Election Inspector Coordinator for the Westchester County Board of Elections. Jonette has always been an active and involved White Plains citizen. Perhaps her most lauded accomplishment is putting Juneteenth “on the map” in our City, as the current President of The White Plains Juneteenth Heritage Committee, Inc. The White Plains Juneteenth Heritage Committee is the trailblazer of Juneteenth celebrations in Westchester and Rockland Counties. The rst White Plains Juneteenth Parade and Festival was organized in 2004, the rst in both counties! For Jonette, the personal signicance of celebrating Juneteenth is being able to share with all of White Plains “the excitement and appreciation of the ending of slavery and letting our people and community know what the holiday is all about. For me, it’s about letting people understand that we’ve come this far by faith, but we still have a ways to go.”Jonette has been able to keep her beloved Winbrook community connected and informed, sharing history, memories and the transformation of White Plains. In 2022, Jonette thought it was time to have a Winbrook Reunion in White Plains before memories faded. To generate funds for the Reunion, she designed and sold “On the Streets Where We Lived” Winbrook T-shirts and hoodies. The Reunion was an enormous success, enjoyed by the entire White Plains community. It is now an annual event, coinciding with the White Plains Juneteenth Parade and Festival. Proceeds benet Thomas H. Slater Center Community Day, providing scholarships for the Slater Center Step-Up Girls.Jonette’s political involvement began with Nadine Hunt-Robinson’s campaign for White Plains Common Council. She now serves as a White Plains Democratic City Committee District Leader, as treasurer of the Black Democrats of Westchester, and as treasurer of the NAACP White Plains/Greenburgh branch. Jonette is a longtime member of Bethel Baptist Church in White Plains and serves in many capacities there, including Church Board Assistant Treasurer. Jonette has received many awards, honors and recognition for her outstanding community service. including the Women of Distinction Award for the 93rd NY State Assembly District; White Plains Youth Bureau Unsung Shero Award; and Thomas H. Slater Center Certicate of Recognition “in the spirit of the third principle of KWANZAA UJIMA – Collective Work and Responsibility.” She was also honored at the Bethel Baptist Church 90th Women’s Day Empowerment Brunch. Jonette’s love language are acts of service: “If I Could Help Somebody, then my living shall not be in vain.” She greatly appreciates all the love, support, and encouragement received from her family, Church family, and community. “May the Service I Give Speak for Me.”Winner of the Paul Schwarz Award

White Plains Democratic City CommitteeLiz Shollenberger Annual Dinner May 8th, 2024ABOUT THE PAUL SCHWARZ AWARDABOUT PAUL SCHWARZThe White Plains Democratic City Committee award for community service is presented to a White Plains resident who has made outstanding contributions to the civic life of White Plains. Previously the Ted Benjamin Award, it has now been renamed the Paul Schwarz Award in memory of Paul Schwarz.A lifelong resident of White Plains, Paul K. Schwarz devoted his career to children and his free time to serving his community. He began his professional life as a high school English teacher in Northern Westchester, then spent the majority of his career in the Scarsdale School District, where he created a broadcast journalism program, and was instrumental in establishing the public speaking program.After he retired from teaching, Paul embarked on a second career serving his community, at Aging in Place, Family Services of Westchester, the League of Women Voters of both White Plains and Westchester, The Mayor’s Advisory Committee for People with Disabilities and the White Plains Democratic City Committee, where he served as Second Vice Chair and Treasurer and co-chaired the Annual Dinner for a number of years. Paul also served for 20 years as both a Trustee of the White Plains Public Library (including several terms as Board President) and as Board Chair of Meals on Wheels. Paul was deeply involved with the Rotary Club of White Plains and served as Treasurer for several years. Paul was also a counselor and later head counselor for more than 20 years at Camp Winnebago, in Fayette, Maine, serving as a mentor to hundreds of boys, men, and women. Everywhere he went, Paul had a profound impact on people and institutions. He cared deeply about making life better for people, whether that was as the president of the teachers’ associations in Bedford and Scarsdale, negotiating the best contract on behalf of his colleagues and setting the standard for Westchester, or nurturing the talent of students, campers, and counselors, both the known stars and those with quieter passions.He brought music to local senior living centers and to Rotary Club meetings, and volunteered as a reading buddy in the White Plains Public Schools. Paul devoted countless hours, his immeasurable intellect, and his full heart to everything he touched. He was always ready with help, advice and support to all who approached him. He was the epitome of a community leader and a civil servant.

Brasch, his wife and three children have lived in White Plains since 2003. Justin is a graduate of Hunter College High School and Williams College, and attended Oxford University during his Junior year. He is also a graduate of the Benjamin N. Cardozo School of Law. He is a Partner at the Law Ofces of Justin C. Brasch, a New York City rm specializing in Landlord-Tenant, Leasing and Criminal Law. First elected to the White Plains Common Council in 2017, Justin is a member of the Budget and Management Advisory Committee, and former Council President and Chair of the Board of the White Plains Youth Bureau. Justin has devoted his life to public service, starting at age seventeen when he was an intern for then Congressman Ted Weiss. He has been a member of the White Plains Planning Board, White Plains School Board Budget Advisory Committee, and White Plains Multi-Modal Transportation Center Stakeholder Task Force. and served for over ten years on the Westchester County Legislature’s Citizens Budget Advisory Committee. He is also a former member of the Executive Committee of the New York State Democratic Party. Justin has served in numerous leadership positions as a volunteer for a variety of non-prot, advocacy, and charitable organizations, including the Sierra Club and the NAACP. He is a member of the Hebrew Institute of White Plains and Young Israel of White Plains. Justin’s wife, Juli Smith, is a lawyer in New York City and serves as a Commissioner of the White Plains Housing Authority.The White Plains Democratic City Committee is in Justin’s blood. He loves working with our party and its candidates, and views the City Committee as an “extended family.” For over twenty years he has worked to help local Democrats win elections, in addition to serving for many years on the Nominating Committee and as a Judicial Delegate. Justin won his rst primary for Democratic District Leader by campaigning door-to-door with our own Ben Boykin. For every election, Justin always gets up at the crack of dawn to introduce our Democratic candidates to voters at the White Plains train station. Justin and Juli have hosted the annual Democratic City Committee Barbecue at their home for twenty years. They are quite proud that it is a social event, not a campaign event and not a fundraiser, but “Just for Fun.” He comments: “I am honored and humbled to be given the Marilyn Stagg Award. Working with all of you and serving the White Plains Democratic City Committee is one of the highlights of my life. Thank you!”

White Plains Democratic City CommitteeLiz Shollenberger Annual Dinner May 8th, 2024ABOUT THE MARILYN STAGG AWARDABOUT MARILYN STAGGThe White Plains Democratic City Committee presents the Marilyn Stagg Award to a resident or residents who have made an outstanding contribution to the Democratic Party here in White Plains. Past recipients of the award include Evelyn Alicia Santiago, Steve Rabinowitz, Cheryl Melton, Don Buchwald, Howard Glassman, Dennis Power, Bob Solomon, Diane Travers, Bill Alexander, Bill Bradley, Pauline Oliva, Nancy McCants, Nick Wolff, John Martin, Robert Greer, Rubelle Myers, Barbara Schwarz and Paul Schwarz, Alison Greene, Steve Walsh, Irene Thompson, Marlene Perez, Zelle Andrews, Lydia Barkley, Liz Shollenberger, Tom Caruso, Ellen Blauner, and Ida Stewart.Marilyn was born in Mount Kisco in 1937, to Augustino and Maria Bagnato, hard-working second-generation Italian-Americans who raised Marilyn and her younger brother here in Westchester (rst in Mount Kisco, then in the Silver Lake section of Harrison.)After attending White Plains High School, where she excelled in math and nance, she married Arthur Zachary (“Mickey”) Stagg, with whom she raised four sons: Kevin, Thomas, Scott, and Mark, all of whom attended the White Plains public schools. This gave Marilyn the opportunity to serve on the PTA of the Post Road School, which elected her its president.When her children were a little older, Marilyn began what became a long career with Barry Howard & Associates, the design rm. As the company’s comptroller, she helped the rm gain the national prominence it achieved.Many district leaders today credit Marilyn with being the principal architect of the revitalization of the White Plains Democratic Party, bringing to the party her impressive organizational and “people” skills, along with tireless energy. She attracted talented volunteers and supporters, and much of the infrastructure she established exists today and has served as a rm foundation for the party’s many successes over the last decade.To every endeavor, Marilyn brought energy, enthusiasm, and the belief that one person could make a difference. She brought out the strengths in those around her−family, co-workers, friends, and political allies alike−teaching others to grow by focusing on their positives and looking beyond their aws. As a result of her leadership, others set their own sights high and soared to success.Marilyn uncomplainingly suffered a long illness, never allowing her physical problems to overcome her indomitable ghting spirit. Ultimately, tragically, her illness won out, and in September of 1992, just days after she and her beloved husband Mickey celebrated their thirty-fth wedding anniversary, Marilyn died. Marilyn’s love, her courage, her energy, and her spirit live on in her family, in her friends, and in White Plains’s Democratic Party, into which she poured so much effort and attention.

White Plains Democratic City CommitteeLiz Shollenberger Annual Dinner May 8th, 2024ABOUT LIZ SHOLLENBERGERLiz grew up in Alliance, Ohio and Circleville, Ohio. Co-valedictorian of her high-school class, Liz went on to graduate from Princeton University and Yale Law School. She worked as an associate at three New York City law rms before spending the bulk of her legal career as a Legal Services attorney in the Bronx and Queens, representing indigent clients in housing, public-benets, consumer and other matters. In 1997, she received the New York City Bar Association’s Thurgood Marshall Award for pro bono representation of death-row inmates. In 2007, she was a recipient of the New York City Bar Association’s Legal Services Award, for distinction in the representation of indigent clients. After becoming active in Greenwich Village Democratic politics in 1981, Liz was elected Female Democratic District Leader for Greenwich Village in a primary in 1986. She twice won re-election in contested primaries and was re-elected twice more without opposition, serving until 1995. In 1984, Liz established a community tenant clinic in Greenwich Village at which she provided free legal advice to tenants for over 20 years. She also served, through Gay Men’s Health Crisis, as a volunteer attorney for people with AIDS. She was an appointed member of Manhattan Community Board 2 from 1986 to 1996. Liz and her husband, Tim James (a Princeton classmate), moved to White Plains in September 1999, and became members of the White Plains Democratic City Committee a couple of weeks later. In 2000, Liz revived the City Committee’s tradition of publishing a journal in connection with its annual dinner. In 2003, Liz was elected Chair of the City Committee, succeeding Adam Bradley, who had been elected to the Assembly the previous year. Notwithstanding persistent health challenges, she was re-elected seven times, serving as Chair until 2016, when she was appointed by the Common Council as a City Court Judge. From 2006 to 2016, Liz served on the Board of the Lower Hudson Valley chapter of the New York Civil Liberties Union. She served for a number of years as a member of the community advisory board of the Coachman homeless shelter in White Plains. From 2014 to 2016, she was an elected member of New York’s Democratic State Committee.As Chair, Liz led the City Committee through periods of signicant challenge, including primaries in 2007 and 2008 that resulted when two Democratic Council Members formed an alliance with the Republican Mayor, and internal disagreement over how the City Committee should respond to domestic-violence charges brought in 2010 against the new Democratic Mayor. To help make the City Committee a community, not just a political organization, she established free annual social events, including the winter holiday party, the summer barbecue/picnic and the “Pizza and Petitions” gathering for handing out designating petitions. During Liz’s 13-year tenure as Chair, only one candidate for City ofce endorsed by the City Committee failed to win election. In 2014, she was honored as recipient of the City Committee’s Marilyn Stagg Award for service to the White Plains Democratic Party.
