GovernanceAttached HomesThe Attached Home Association represents theattached homes between the Clubhouse andYosemite. Each is governed by itsown Board of Directors and charges an additional quarterly assessment to provide additional home maintenance.Quarterly AssessmentsHeritage Todd Creek Master AssociationThe Master Association (also referred to as Master or HOA) covers all homes in the community. It is governed by a five-member board of Directors and has rules established in the Covenants, Conditions, and Restrictions (CC&Rs). The MasterAssociation is managed by Keystone Pacific. All homeowners are charged quarterly assessments by the Master Association,which provides amenities at the Clubhouse including pools, fitness areas, meeting rooms, and more (for usage, see FacilitiesRules and Regulations). Trash removal and management services, including financial planning, and administration, covenantcompliance, and a variety of lifestyle programming are also provided. Heritage Todd Creek Metropolitan DistrictThe Metro District (also referred to as Metro) is a quasi-governmental entity that also covers all homes in the community. It isgoverned by a five-member Board of Directors. the guiding parameters are legislated by the state of Colorado and the MetroDistrict Service Plan. The Metro District is managed by Advance HOA Management. All homeowners are charged quarterlyassessments and property taxes by the Metro District. The District maintains community property, including internal streetsand sidewalks (with snow removal in the winter), landscaping along internal and perimeter roads, perimeter fences, andentry access gates, and the various common areas throughout the community.All assessments are billed quarterly. Assessments are due on January 1, April 1, July 1, and October 1. You can expect toreceive a statement 15-30 days prior to the due date. The Keystone Connection Portal (or “portal” for short) is the payment portal you willuse to make one-time or recurring assessment payments online. Access the portal atwww.KeystoneConnection.net. Click "Sign In" at the top right corner of the page,then "Create Account". Once your account registration is reviewed and approved bythe Keystone team, you will receive a welcome email from donotreply@cincsystems.net to set your account password. You will then be able tosign in with your email and password to view your ledger and initiate one-time orrecurring payments.To have your assessment payment automatically debited from your checking orsavings account, you may sign up for the ACH program by downloading andsubmitting the ACH form. Other EntitiesHTC Golf AcquisitionsHTC Golf Acquisitions (also referred to as Golf) is a private entity that owns and manages the golf course, restaurant, andballroom. These amenities are open to residents and the public. HTC Golf can establish the services and prices they deemappropriate. As of January 1, 2024, property management responsibilities belong to Golf Acquisitions. Co-Tenancy AgreementThe co-tenancy agreement manages shared Clubhouse responsibilities. The Master Association owns approximately half ofthe building and HTC Golf Acquistions owns the other half. Each party has control over certain areas within the building, andthere are several areas of the property that have shared responsibilites. Each of the co-tenants is responsible for paying theentity called co-tenancy for its portion.Resident CommitteesThe Heritage Todd Creek Master Association encourages the broadest possible representation of homeowners in theplanning and decision-making processes of the community. To this end, the committee structure provides the opportunity forhomeowners with a variety of backgrounds, interests and expertise to serve. FINANCE COMMITTEE The Finance Committee provides recommendations regarding financial matters to the MasterAssociation Board. This entity is uniquein that it provides a utility service but is also structured as a quasi-governmental entity. Todd Creek Village charges for water,but has no authority to levy property taxes. They provide service to other neighborhoods outside of HTC as well.4
StandardsOne of the primary goals of the HTC Master Association is to protect the aesthetic appeal and property values of thecommunity. Homeowners abide by the rules and regulations defined in the governing documents. Several importantstandards are outlined below. While these are by no means an exhaustive list, please take time to familiarize yourself with allapplicable guidelines. If you have any questions, please contact the Community Standards Coordinator. Age RestrictionsThe Declaration of Covenants, Conditions and Restrictions (CC&Rs) defines a resident in one of two categories – QualifyingResident and Permitted Resident. In general, a Qualifying Resident(s) is a person who resides in HTC who is 55+ years old orthe owner of the lot who is 45+ years old and the first owner of the lot. In general, a Permitted Resident is a person who is19+ years old residing with a Qualifying Resident. A Permitted Resident cannot own a lot, and therefore cannot be aQualifying Resident. The specific definitions of each, which are controlling, are found in the CC&Rs.Yard & Property MaintenanceAs stated in the CC&Rs, lots must be maintained in a "clean and sightly condition" at all times. This includes cleaning up anydebris that may accumulate on your property, watering and trimming plant material frequently to ensure proper growth, andpromptly removing and replacing any dead plants. Flower and vegetable gardens can be planted in side and rear yards withproper screening and maintenance. Other exterior or replacement projects to consider over time include siding, exteriorpainting, window screens, gutters, window wells, and roofing. Street ParkingStreet parking is allowed from 6:00 am - 11:00 pm. Parking from 11:00 pm - 6:00 am is considered overnight parking.Residents may apply for a temporary overnight parking permit for examples such as out-of-town guests or constructiondumpster in the driveway. The permit must be displayed on the vehicle and the vehicle must be parked only on therequesting resident’s street. There will be a maximum of 2 permitted vehicles for up to 2 consecutive nights. Vehicles such asboats, trailers, campers, or other recreational vehicles may only be parked on the street for loading and unloading purposesand require a permit..Trash StorageGarbage bins are not to be visible on your property except for trash and recycling pick-up days. Trash and recyclingcontainers must be stored out of sight in your garage.Improvement ProjectsMost changes to the exterior of your home must be approved before installation and require a Design Review Request Formavailable on the HTC website or from the Clubhouse. Please note that projects can take up to 30 days to review. A full list ofthe Residential Improvement Guidelines can be found on the website. Some examples of projects that must be approvedinclude: LandscapingPaving Decks Patios While improvement projects are in progress, trade signs may be posted. These signs must be removed once work iscomplete.
