WOODY, JD, MA PROFESSIONAL EXPERIENCE QUALIFICATIONS SUMMARY Senior administrative appeals and adjudication executive with a proven record of high performance as aRegional Director, Senior Administrative Judge, trial attorney and supervisor. Possess a strong backgroundin a wide range of legal settings including administrative appeals processes, criminal law, adjudication, legalresearch, analysis and writing, agricultural law, rural economic development issues, and stakeholdercollaboration and outreach. RESULTS Successfully navigated a nine-state region of Administrative Judges and support staff through a globalpandemic that necessitated transitioning hearings from in-person to virtual; fielded the equipment andprovided the training necessary to support that transition resulting in continuity of operations foremployees, appellants, and organizational partners. Joined the Secretary, USDA’s COVID-19 task force to educate employees world-wide of policy changes inreal time; counseled employees requesting exemptions and processed exemption requests, issuingdecisions approving or denying on behalf of the Secretary. Dramatically expanded access to appeals for economically disadvantaged, rural farmers in Puerto Rico byestablishing hearing sites in six cities covering the entire island; acquired an Administrative Judge whois a native of Puerto Rico to adjudicate appeals on the island, eliminating language and cultural barriersand laying the foundation for trust between USDA and rural residents of Puerto Rico. Recognized by the Arkansas Land and Community Development Corporation for serving in a keyleadership role in efforts to improve access to USDA programs and services for traditionally under-represented farmers and rural homeowners across the state of Arkansas. Expertly led the USDA-OHA’s national Outreach Committee to establish the organization’s first socialmedia pages, leverage the podcast format, initiate a mail campaign for rural residents with limited accessto internet service, and enhance our Spanish language translation and interpretation services. Dramatically improved the overall performance of the region by eliminating unnecessary meetings,implementing standardized response times to the national office, regional employees, and organizationalpartners, and updating obsolete equipment and processes. Regional Director/Senior Administrative Judge (GS-15) – 02/20 - Present (40 hours per week) Southern Region, USDA Office of Hearings and Appeals, Memphis, TN Regional Director (one of only three, nationwide) for a nine-state region comprised of Tennessee,Arkansas, Alabama, Mississippi, South Carolina, North Carolina, Louisiana, Georgia, Florida, Puerto Rico,and the US Virgin Islands. These states and territories include more than 410,000 total acres of farmlandand represent one-fifth of the total 2 million acres of farmland in the country.The region employs experienced Administrative Judges who adjudicate disputes between USDA programparticipants and six USDA agencies (Farm Service Agency, Rural Utilities Service, Rural BusinessCooperative Service, Natural Resource Conservation Service, Risk Management Agency,). As Director, I am personally responsible for all operations, systems, performance improvement, quality,and community outreach programs necessary to ensure access to the appeals pipeline in rural andtraditionally under-served areas throughout the region. Assessed the performance of highly talented, experienced Administrative Judges to commend excellentperformance, address performance shortcomings, and ensure compliance with statutory timelines,adjudicative best practices, and adherence to USDA policy.
