Although the Not in My Backyardmovement has very often proven the baneof builders and developers, Jim Trump sayshe has never been very much bothered byit.Devotees and participants in the NIMBYmovement very often make their presenceknown at local planning and zoningcommission and city council meetings,sometimes organizing petition drives andwebsites, and putting up signs, all centeredon opposition to a given proposed project.Writing in the Multi-Housing News, PatrickSlevin, former mayor of Safety Harbor,Florida, notes that when NIMBY activistsdecide to go after something, it “typicallyputs a viable project on the defensive,which at the very least increases risk andcosts. At worst, the project fails to receivepolitical approvals.”Viewed differently, Carol Hager, assertsthat the NIMBY movement can “initiate aprocess of community learning in whichimportant issues of a citizen’s self-understanding, democratic politics,technical expertise, and issue framing areaddressed, resulting in innovative solutionsthat can serve as models for others.” Hager is the co-author of the 2017 bookNIMBY is Beautiful. While Jim Trump, the president of theAlbuquerque-based Strategic AssetManagement, would be the first toacknowledge that NIMBY activists doindeed present challenges and sometimeseven road blocks to a project, that’s not, hesays, always a bad thing.“If you are not willing to talk to theneighborhood, if you are not willing to goout and find out what people want, if youare not willing to hold charrettes, thenyou’re going to create resentments and fail,”says Trump.Formerly the president, for more than threedecades, of the Union DevelopmentCorporation, Trump may be particularlyknown for his working bringing back to lifethe historic De Anza Motor Lodge onCentral Avenue, a roughly $9 million projecttaking a neglected and declining motel builtin 1939 and turning it into a thriving mixed-use development.The De Anza redevelopment was one with apointed input from area neighbors, resultingnot only, as the process played out, inalternations to the project, but the saving ofa series of murals done by Zuni artist TonyEdaakie in a basement banquet room of themotel.“Saving those murals ended up being a partof the city agreement and the neighborhoodagreement,” notes Trump, “and it alsocreated great interest.”2021 Construction Reporter, LLC, All Rights Reserved. The De Anza public input, as it turned out,was no different than what Trump hasexperienced in any number of projects hehas been a part of.“I don’t know if I am really a people guy,”says Trump. “But the best part of mybusiness is getting people to agree, gettingthe neighborhood to agree, getting theresidents to agree. That’s the best part.”“When you bring the neighborhood in, orwhatever group is concerned, they will tellyou what you need to do, and that’s a hugeresource, as far as I’m concerned,” he adds.Trump, who launched Strategic AssetManagement in early 2014, has played akey role in making the Lifestyles atRenaissance Apartments a reality, not tomention his efforts with the AlbuquerqueStudios, the Beach waterpark, and the bigTopgolf sports and entertainmentcommunity.He says he likes projects that put an“emphasis on the density of an area. Whenyou do that, all of a sudden there’s a biggerdemand for restaurants and retail.”And he also likes projects that are visuallyappealing, with innovative designs.“That’s what happed with De Anza,” Trumpsays. “It wasn’t just a fun project, it was aproject with an outstanding design.”While describing himself as generallybullish on the Albuquerque and NewMexico economy, Trump is once andforever a realist. A full year of thepandemic, he says, took it’s toll. “The projects are still not there the waythey were before Covid,” he notes. “Theretail market is pretty tough. Just becausethe pandemic is over, doesn’t mean thatcommercial real estate is back 100%.”Trump says he has no staff at StrategicAsset Management. “I have a virtual team ofprobably around twenty people.”“There are so many skilled people out thereand I can’t hire on a full-time basis to keepthem busy enough,” Trump adds. “But I canhire them for 20 hours a week or whateverelse I need to do.”2021 Construction Reporter, LLC, All Rights Reserved. SANTA FE – New Mexico state officials on Friday announced asupport program that will provide supplemental paymentsfor New Mexicans receiving unemployment benefits whoreturn to work in coming weeks, with some workers receivingup to $1,000, as a means of accelerating the recovery of thestate’s workforce.The program will begin next week – the week of July 4 – andrun through August 28. Unemployment claimants who securea job over the next four weeks will have to remain employedthrough August 28, the end date of the program, to receivepayments.Beginning next week, if an unemployment claimant reports anew job, they will receive a one-time $1,000 supplement fromthe state Department of Workforce Solutions upon theconclusion of the nine-week program. The funding comesfrom federal stimulus. OHKAY OWINGEH PUEBLO, N.M. (AP) —The U.S. Department of Agriculture willissue up to $307 million in grants and low-interest loans in an effort to modernizerural water infrastructure, officialsannounced Wednesday.The programs are aimed at towns with lessthan 10,000 people in 34 states and theterritory of Puerto Rico.Officials made the announcement at awastewater treatment center in the OhkayOwingeh Pueblo, north of Santa Fe, whereemployees have worked to keep the agingplant running for its thousands of residentsalong the Rio Grande.“Every community needs safe, reliable andmodern water and wastewater systems,”Agriculture Secretary Tom Vilsack said in astatement ahead of a tour at the plant runby the Indigenous tribe in New Mexico.The announcement is part of a multistatepush by President Joe Biden and hisadministration to gain more support for a$973 billion infrastructure package thatincludes more than a half-trillion dollars innew spending.The Pueblo will receive a $610,000 loanand a $1.6 million grant to improve itswastewater treatment plant, part of a $4million investment in the state. Construction wages are slated to see anoverall increase of 3.2% by the end of theyear, according to a new survey.The company PAS Incorporated, which isbased in Saline, Michigan and tracks wage,salary, and benefit trends, arrived at thatfigure after conducting interviews withmore than 290 construction companies.In the company’s just releasedConstruction/Construction ManagementStaff Salary Survey, it is noted that in thepast year all industries, despite thepandemic, saw staff salaries increase by2.9%.That figure is expected to increase thisyear by another 2.9%.Other sources are forecastingconstruction industry wage increases thisyear of anywhere from 3% to 3.4%.The PAS survey comes as various reportsare indicating that construction companiesacross the country are in dire need ofmore workers. Regional government officials are hopingthat the massive infrastructure bill nownearing a vote in Congress will allow forgreater flexibility in prioritizing areatransportation projects.So says a new report just issued by theBrookings Institute, which, based oninterviews with regional leaders across thecountry, notes that previous federalinfrastructure initiatives have often beentoo restrictive in what projects areultimately selected for funding.Noting that most regional leaders “alreadycoordinate with each other oninfrastructure and economic developmentplanning,” the Brookings report suggeststhat Congress and interested federalagencies should “work together to helpcommunities bundle federal funding togrow these efforts.”The survey also indicates that nearly half ofthe regional leaders questioned said“outdated funding priorities” have frustratedtheir previous infrastructure efforts, with35% complaining that funding pathways“rarely reach regions and localities.”Just under 30% of the respondents pointedto climate resilience and environment justiceas their primary infrastructure fundingpriority, followed by 24% who picked theexpansion of broadband.While not denying the huge impact thatfederal funding has had on regionalinfrastructure projects, the Brookings reportnevertheless adds that Washington shouldbegin a series of talks with regional leaders inorder to explore “how new rules can supportlong-range regional goals and allowmetropolitan leaders to coordinate multiplefederal funding flows.”President Biden and a group of bipartisanlawmakers have tentatively agreed to pushfor a $1.2 trillion infrastructure bill, with theSenate expected to vote on the legislationearly next month.NEW MEXICO & NATIONALLEGISLATION 2021 Construction Reporter, LLC, All Rights Reserved.
