In her more than 10 years in the industry,Gia Espinoza has come to severalconclusions about the business.“There’s a lot of unity in our industry, and Ilike that,” says Espinoza, the executivedirector of the American SubcontractorsAssociation of New Mexico. “I like that you can get two competitors in aone room and they can discuss the issuesthey are facing and even learn from eachother,” says Espinoza.“Collaboration is a huge thing,” sheobserves, before adding: “And I like it wheneveryone in the sandbox is playing nice.”But that is not to say that subcontractors inthe quickly-changing economy of 2021 arenot without challenges.Espinoza notes that the last 15 monthshave been taxing ones for most NewMexican subcontractors because of theoppressive presence of the pandemic. “Thestress level was high and remained thatway for a long time,” she says.“Our members had to learn a whole newseries of protocols, things that maybe theyhad never done before, while also worryingabout something going wrong, such ashaving a covid case on a site and a wholeproject then being shut down,” Espinozaexplains. At the same time many subcontractorsfound themselves regularly weighing theoptions of continuing to work and “maybecontracting covid,” or “not working andtrying to feed their families on asupplemental check that is nowhere whatthey were used to bringing in.” In recent months a new stress has madeitself apparent in the lack of availableworkers for any given project.“Our members are gung-ho and ready togo,” Espinoza says of the immediate post-pandemic world. “But the problem theyhave now is that they can’t find enoughemployees to work the jobs. This has reallybecome a huge issue.”“I have never seen so many ‘for hire’ signson the road in my lifetime,” she continues.Espinoza is hopeful that the situation willimprove for the better once additionalweekly unemployment benefits arediscontinued this fall. “Not everyone has the same drive or desireto get back to work,” she says, “but that’sgoing to change for the better if thosepayments are reduced or brought back to apre-pandemic amount.” 2021 Construction Reporter, LLC, All Rights Reserved. For herself, Espinoza loves to work. Andshe works plenty: her duties at the ASANMinclude everything from providing memberservices, coordinating the group’s publicity, and event planning. Espinoza also oversees some 10 individualsubcontractors’ committees, while, as afounding member of the Women inConstruction of New Mexico, continuingher involvement with that group andcurrently serving on its board of directorsas secretary. She has also been extensively involved inthe ASANM’s Community OutreachProject, an effort seeing members givingback to the community not by writing acheck, but by “trying to make a difference, hands on.”The group’s first project this spring tookplace at the Alice King Community School, and saw the volunteers creating a new playspace, with a skid loader provided by AhernRentals; the company BuildologyIncorporated donating gravel, and MillerBonded Incorporated loaning the requisitetools.“We didn’t have to outsource anything,”Espinoza recalls of the project. “Ourmembers came through with everythingthat was needed for the project.”The ASANM is part of a larger and well-known association first launched in 1966made up of specialty trade contractors, service providers, and suppliers, both in theU.S. and Canada and headquartered inAlexandria, Virginia. The group is involved in everything fromseminars on government practices, topolicy advocacy, education programs, andindustry networking. Like the ASANM, the national organizationrepresents members in every endeavor ofthe construction industry and has a had afluctuating membership in the last few yearsof around 11,500 professionals.Espinoza notes that the ASANM has had arough membership in the past few years ofaround 75 firms, “and those firms range insize from 5 to 500 employees.”“Last year because of covid, we were at astandstill,” Espinoza continues. “But beforethe end of this year I think we’ll probablysee an increase.”2021 Construction Reporter, LLC, All Rights Reserved. Although the capitalization rate (cap rate) is helpful incomparing the relative value of one property to another,it doesn’t tell an investor the whole story.“Cap rates can be confusing because it depends uponwhat you use to calculate them,” said Wayne Barber Jr.,SIOR, principal at BARBERMURPHY, in Southern Illinois.“If you’re basing your decision solely on a cap rate to caprate comparison—especially during these unusual times—you’ll be making a decision based upon income thatmight not reflect what the market is going to be.”By definition, a cap rate is based on a projection of thefollowing 12-month, pro forma net operating income, according to Barber. Advertised cap rates, however, areoften based on prior year—or trailing—12-month actualnet operating income, he noted.“More importantly, cap rates do not account fordifferences in financing, whether the leverage ispositive or negative,” Barber said, “or for future rentbumps, future changes in the tax assessment, reversionary property value at the end of the holdingperiod, and other factors. A property with a relativelylow cap rate could still offer an exceptional return oninvestment over the holding period of the asset.”Investor Raj Tut, founder and principal of GatewayMultifamily Group, has acquired, transformed, andmanaged more than $55 million in multifamily realestate over the past eight years. While it’s unlikely anysignificant tax laws will get passed by both the House, theSenate, and the President in 2021, there is a very goodlikelihood that some of President Biden’s changes couldoccur in 2022.Changes in United States tax codes are not grandfatheredback to proceeding years, so 2021 may be an opportunetime for small business owners and commercial realestate property owners to reevaluate their current CREsituations.Several of the key points of the President’s desiredchanges are:1031 Tax-Free ExchangesThe plan proposes to change the right to defer taxes onproperty gains over $500,000. However, some financialexperts believe the tax hike may also put a strain onsmaller investors. Currently, investors can use 1031exchanges to buy and sell tax-deferred real estatethroughout life. If the investor holds the property untildeath, they can pass it on to heirs tax-free.According to a 2020 survey from the National Associationof REALTORS®, approximately 12% of real estate saleswere part of a 1031 exchange from 2016 to 2019. THEFT&SECURITY Projects in the construction industry often take multipledays, weeks, or months to complete, leading to tools andequipment being left at the job site. This practiceunfortunately leads to a significant amount of constructionsite theft, because the construction site equipment isunsupervised after everyone departs for the evening.Close to $1 billion is lost annually because of constructionsite theft, making this a significant problem for companiesin the industry. Data also suggests that less than 20% ofthis stolen equipment is ever recovered, so constructionsite theft prevention is vital.Missing equipment causes a financial burden forconstruction companies and slows down progress on thejob site because they have to seek out and purchase newgear. There are fortunately some actions these businessescan take to keep their equipment safe. This guide will walkyou through some common forms of theft and let youknow the best tips for construction site theft prevention. The 5 Most Common Forms of Construction Site TheftYou never know what a thief is after when entering aconstruction site. There are some items that theseindividuals will commonly look for, so if you have them inyour yard, you could become a target.Handheld ToolsIt makes sense that small tools would frequently go missingbecause it doesn’t take much to steal them. A thief canquickly shove these items in their pocket and walk offbefore anyone notices. It’s also unlikely that you’ll realize afew tools are missing right away.Large EquipmentAt the opposite end of the spectrum is heavy equipment.Stealing tractors and bulldozers sounds complicated, but amotivated thief can quickly get away with them, particularlyif the machine has power.
