The announcement earlier this month thatOnePontOne, an ag tech startup based inthe Silicon Valley, is launching its latestvertical farm in Avondale, may have comeas a surprise in ag tech and economicdevelopment circles.What was not a surprise was the assistancein making the project a reality coming fromthe state’s Arizona Commerce Authority, aunique agency whose reach fully equals it’sgrasp.This year the ACA is celebrating its 10thanniversary, a milestone that SandraWatson, president and chief executiveofficer of the agency, regards as significantin more ways than one. When the ACA first started its operations,notes Watson, “Arizona was struggling withthe job and revenue losses of the GreatRecession.”In fact, Arizona was regarded byeconomists as one of the states hit thehardest by the recession, suffering adecline of $30 billion in Gross DomesticProduct in just the first two years of thedownturn alone.In the decade since the formation of theACA in early 2011 it has successfullyattracted more than one thousandcompanies to move to Arizona, investing, inthe process, nearly $45 million in capitaland, no small thing, also creating upwards of160,000 jobs.Arizona Governor Doug Ducey has sincelauded the efforts of Watson and the ACA,noting that with a “more diversifiedeconomy and high-tech industries in thestate, we’ve seen greater prosperity, highwages, and more opportunity across theeconomic landscape for all of our citizens.”The dreary downturn of 2008 to roughly2012, said Watson, “highlighted the needfor a new economic vision for the state, onethat would be overseen by the best minds inthe private sector and equipped with thetools needed to compete on a global scale.”In so doing, continues Watson, the roleplayed by the ACA “at the intersection ofgovernment, the private sector, [and]academia,” has since proven essential, dailybringing such various entities together topitch the wonders of Arizona to companiescontemplating a move to the Grand CanyonState.2021 Construction Reporter, LLC, All Rights Reserved. That effort, even in the recent oppressiveenvironment dominated by the Covid-19outbreak and economic shutdown, hascontinued to produce results. Last year, the ACA was directly responsiblefor the creation of well over 22,000 jobs inthe state, far more than the 16,000 theagency had originally anticipated. Thenumbers were almost absurdly contrastedin the area of capital investments, with theACA forecasting $1.4 billion for 2020,while the year-end result saw totalinvestment in excess of $14.1 billion.In the last year Arizona has seen GlobalEnergy Solutions, a producer of lithiumbattery supply chain materials, announceplans for a new production facility in thecity of Eloy; a $300 million investment fromthe Commercial Metals Company to build amanufacturing plant in Mesa; and a $20million investment from the PMGCompanies to build an advancedmanufacturing plant in Lake Havasu,among other big projects.ACA’s recipe for this kind of success isobviously the product of diligence, but it isa recipe that, when examined, also seemsalmost too simple to believe.In the decade since the formation of theACA in early 2011 it has successfullyattracted more than one thousandcompanies to move to Arizona, investing, inthe process, nearly $45 million in capitaland, no small thing, also creating upwardsof 160,000 jobs.“When a company expresses interest inrelocating to Arizona,” says Watson, “ourteam connects with the company todetermine what they’re looking for in termsof location, facilities, and other factors.”As that process moves forward, notesWatson, who has been in the economicdevelopment world for nearly threedecades now, “our team presents acustomized proposal based on the client’sneeds.”While an emphasis has clearly been onrecruiting out of state companies to move toArizona, something that always winsheadlines, ACA has additionally focused ongrowing businesses already existing in thestate, while also putting a premium onpartnering with companies andentrepreneurs of all sizes to create new jobsand businesses within targeted industries.That approach boils down to three simplewords: recruit, grow, and create.During the same years of the ACA’s growth,Arizona itself has enjoyed a boom in itspopulation, making it, according to the mostrecent Census Bureau figures, one of thetop 10 fastest growing states in the country.Altogether the state saw an 11.9% jump inits population from 2010 to 2020.Companies follow populations, orpopulations follow companies. Either way,notes Watson, during these years ofArizona’s growth, companies near and farhave found their way to the state, due tosuch factors as the state’s “highly skilled andgrowing workforce” as well as its “low-costbusiness environment.”The ACA president also lists Arizona’saffordable and reliable energy, moderntransportation resources, and proximity toglobal markets as additional reasons for thestate’s business growth, not to mention “arobust innovation ecosystem.”2021 Construction Reporter, LLC, All Rights Reserved. In human terms, the COVID-19 pandemic has been anunmitigated tragedy. In commercial real estate, it hasbrought challenges no living SIOR has seen before.
