Although acknowledging that Covid-19 as it has related toColorado was a downer, Patrick Meyers says that even so,the pandemic prompted his agency to better focus on smallbusinesses.“We had to both decrease and then later increase ourbudget and programming,” notes Meyers, the executivedirector of the Colorado Office of Economic Development& International Trade.That varied response came as OEDIT tried to get a feel forwhat early on was anticipated to be a decease in State ofColorado revenue. But as things worked out, recalls Meyers, state revenueproved more resilient than anyone in the spring of 2020could have imagined, buttressed in part by the “unplannedavailability of hundreds of millions of dollars in federalfunds.” Throughout the year, OEDIT spearheaded any number ofbusiness emergency relief programs, including an effortoffering technical assistance to businesses trying to obtaincrucial Paycheck Protection Program loans.The department also, notes Meyers, provided funding to“small and underserved businesses in partnership withphilanthropic organizations via grants, loans, and liquidityfacilities.”Continues Meyers: “We focused on hard hit sectors inparticular, like creative organizations, artists, tourism-related businesses, rural movie theaters and restaurants.”“We also collaborated with the state treasurer, privatesector lenders and private philanthropic actors to createthe CLIMBER Fund, which supports small and mid-sizedbusinesses across Colorado that were financially strongpre-Covid,” says Meyers.Also known as Colorado Loans to Increase MainstreetBusiness Economic Recovery, the CLIMBER Fund has madeavailable up to $250 million in working capital loansspecifically for Colorado small businesses hit hard by thepandemic.Last year was a year with many complex issues confrontingAmericans and Coloradoans all at the same time: Meyers notesthat his office “Added a substantial focus on equity andunderserved businesses as some of the long-standing economicbarriers that impact historically socially and economicallydisadvantaged communities came even more into focus.”One of the most durable public/private outreach efforts inColorado, the OEDIT program is also unique among stateeconomic development agencies in the country for its emphasison establishing relations with foreign countries, thus the“International Trade” part of the department’s title.That emphasis, notes Meyers, plays out in several ways:“Through our Global Business Development division, we work toelevate the profile of Colorado’s economy, workforce, andproducts on a global stage.”“For example,” Meyers explains, “we promote foreign investmentinto Colorado by leveraging industry and diplomatic networksand arranging high-level engagements such as outboundinvestment missions as well as inbound business and foreigngovernment delegations.”Such missions have also seen Colorado Governor Jared Polistaking trips to and drumming up trade relations for the state inAustralia, India, and New Zealand.Meyers was appointed as the new head of OEDIT by Polis inApril, taking on a big department with a big agenda. Formerly working for the popular Denver-based Quiznossandwich chain before ultimately becoming the company’sowner, Meyers has also served as a partner, managing director,and chief legal officer for the investment firm Consumer CapitalPartners, which is also headquartered in Denver. He subsequently served for two years, from 2017 to 2019, aschief of staff to former Colorado Governor John Hickenlooper. What he calls his “blended public service and private sectorbackground,” says Meyers, has spurred him to seek “diverseperspectives to find solutions that achieve collective goals.”“In addition to perspective,” says Meyers, “good people are key.I’ve found that by investing in and empowering smart, capablepeople, we can create high performing teams that accomplishgreat things.”In his new job at OEDIT, Meyers is also heading up a departmentthat in recent years has placed an increasing emphasis on ruraleconomic development, a terrain that is sometimes overlookedby state agencies.That emphasis is anything but accidental.2021 Construction Reporter, LLC, All Rights Reserved. In the last decade, Colorado has invested some 14% more inrural counties than in the more developed counties of theFront Range.“Rural communities don’t benefit from the economics ofscale or diversification that is found in larger, metropolitancommunities,” says Meyers. In addition, he notes, those same areas face “a lack ofconnection to comprehensive economic development andbusiness support services, and an overreliance on a singlekey industry, which makes them less resilient to economicshocks.”In response, OEDIT’s principal focus has been not justtrying to connect rural areas of Colorado with thedepartment’s various divisions, all of which have “programsand incentives targeted toward supporting rural economicand business support initiatives,” but also putting thoseareas in touch with the services of everything from theColorado Department of Labor and Employment, as well asthe Department of Local Affairs, and Colorado Housing andFinance Authority.This holistic approach has seen the creation of the RuralColorado Covid-19 Regional Resiliency and RecoveryRoadmaps, a $3.1 million technical assistance resiliencyplanning grant initiative focusing on relief, recovery,diversification, and long-term resilience.Acknowledging that the always-growing Colorado isconsistently regarded by analysts as a “business-friendly”state, Meyers says that reputation is “what gets us ‘at bat’ interms of competition.” And “the more ‘at bat’s’ you get, the more opportunity youhave to win deals.”Even so, insists Meyers, the state cannot rely alone on itsreputation.“Industry diversification, a highly-educated workforce, acentrally located geography and high quality-of-life are thetrue drivers of our economic success.”The “business-friendly” environment, adds Meyers, is thelinchpin that “helps us to keep our existing economic baseand grow it.” 2021 Construction Reporter, LLC, All Rights Reserved. The company said it’s the first large-scaleanalysis of de-identified results of laboratory workforcedrug tests performed during the COVID-19 pandemic.The overall positivity rate in the combined U.S. workforcebased on more than seven million urine drug testscollected between January and December 2020 wasdown only slightly in 2020 (4.4%) compared to 2019(4.5%, a sixteen-year high).Positivity in the federally mandated, safety-sensitiveworkforce based on more than 2 million urine drug testsdeclined 8.3% (2.4% in 2019 versus 2.2% in 2020) but wasstill 10% higher than the 2016 rate (5 years prior).In the general U.S. workforce, positivity increased 3.8%(5.3% in 2019 versus 5.5% in 2020) and was 12.2% higherthan in 2016. The massive Santolina master planned community on thefar southwest side of Albuquerque may eventually also bethe home to both a solar farm and landfill.Western Albuquerque Land Holdings, the companydeveloping a project that is expected to see theconstruction of more than 38,000 homes, has petitionedthe Bernalillo County Planning Commission to allow forup to 6,400 acres of the site to be devoted to a solar farm.The company also hopes to win approval for the creationof a landfill that would comprise some 300 acres.Both projects would be developed on the site via special-use permits.Plans for the 13,700-acre Santolina project wereapproved by members of the Bernalillo County Board ofCommissioners in the summer of 2015, after weeks ofcontentious debate sparked by opponents who said thedevelopment, with a town center and several businessparks, would have a damaging impact on the metro area’swater supply.The project, which is expected to take up to 50 years tofully build out, has since been the subject of extendedlitigation.Western Albuquerque Land Holdings has previously beenunsuccessful in trying to obtain approval from theplanning commission to build the solar farm and landfill asa form of interim land use.The company had planned to make a presentation to theplanning commission on June 2, but instead asked for atwo-month deferral allowing it to reschedule for thatbody’s August 17 meeting.In the ongoing process to repurpose a 64-acre campus inSanta Fe, city officials are contemplating the demolition of aseries of buildings deemed as either out of date or withenough structural issues as to make their upgrading tooexpensive.The campus is the former home of the Santa Fe University ofArt and Design located at 1600 St. Michael’s Drive. When I was in school, an F was a failing grade. Having oneor more on your report card could result in undesirableconsequences. However, now that I am past the basic partof my ongoing education, I feel free to use the alphabetmore liberally.I mproving safety performance is about three elementsthat all start with the letter F. Unfortunately, I don’t findthese three elements in many of the client sites I workwith. Some have one or two, but almost none have allthree. Many misunderstand or under utilize theseelements to the detriment of their improvement efforts.The three elements are focus, feedback and facilitation.Most improvement efforts in safety are either unfocusedor too overly ambitious to create focus. Improvementneeds to be divided into doable steps and not an overallgoal of becoming perfect. The most common problem Iencounter is that the client is trying to do too much atonce. The second most common problem is that if they arenot making the desired progress, they think the answer isto do more rather than to do better.These two mindsets undermine the majority of safetyimprovement efforts where they exist. The alternative tothis is the 3-F approach. Let’s examine each of these andthen see how they work synergistically together.FocusI find there is an underlying assumption that workersknow what safety is and how to make it happen. When Iinterview workers, I do not always find that to be true.Few organizations have a defined and shared definition ofsafety. Workers can tell me the goals of safety, but theonly methodologies they name are following rules andprocedures or “think before you act.”To create the kind of focus that promotes improvement,start by defining what safety is and how to create it. Irecommend a definition such as “know the risks, know theprecautions to address the risks, and take thoseprecautions every time.” After you have focused workerson a common definition, you need to determine specificsafety improvement targets. Theworld is beginning to emerge from the pandemic, and the waysthat we work and interact are changing rapidly. Thefundamentals of how to achieve success in the real estateindustry, however, remain the same. And Marcus & Millichap’s John Chang, in a recent investor outlookvideo, said that materials prices have skyrocketed this year, with lumber upby 90% and steel and copper up 50%. Overall materials are 17.2% over thenorm.Dr. Masaki Oishi, co-founder and chairman of MarketSpace Capital, says thesituation with lumber prices is the worst he has ever seen. FORT SUMNER, N.M. (KRQE) – NASA’s Scientific BalloonProgram kicked off 18 flights with their spring FortSumner campaign. The second flight took off on June 8.This is the program’s first major flight campaign since thepandemic, according to NASA. NASA says the team issupporting science and technology demonstrationmissions with six balloon flights scheduled from the end ofApril through mid-June. The June 8 test flight was for the Columbia BalloonScientific Facility and included four piggyback missions:The Balloon Observation of Microburst Scales, orBOOMS, BALloon-Based Observations for sunlit Aurora,or BALBOA, Experimental Module for Iterative Design ofSatellite Subsystem, or EMIDSS, and another techdemonstration flight, according to NASA. The flight lasted15 hours and reached an altitude of 117,300 feet. Theballoon landed northeast of Chino Valley, Arizona.NASA says the scientific balloons offer low-cost, near-space access for suspended payloads weighing up to8,000 pounds to conduct tests and scientificinvestigations such as astrophysics, heliophysics, andatmospheric research, and depending on the mission,flight durations can run hours to multiple days or weeksfor longer-term tests and data collection.According to NASA, most of the missions will fly on heavy-lift, zero-pressure scientific balloons, with some as largeas a football stadium when fully inflated.
