Among the many things that Rod Billingsley says he won’tmiss about the pandemic is the restrictions it put on doingbusiness face-to-face.“It hasn’t been so much meeting with the clients, as it’s beenmeeting with the owner’s representatives,” says Billingsley,the president of Billingsley Engineering.“There’s been times when you almost have to have that in-person meeting to look over plans and layout data together,or try to resolve a plan discrepancy, that’s just a regularpart of the business that we haven’t been able to do the waywe would have before Covid,” he says.But despite such frustrations, notes Billingsley, thecompany remarkably endured the trials of Covid-19, muchas it has other challenges in the last four decades, by simplypushing ahead.“All of the projects that were planned before Covid wentahead and became reality,” he says of life at BillingsleyEngineering since the pandemic arrived in the first quarterof last year. Noting that transportation department projects arebudgeted ahead of time, Billingsley says “We did notexperience the kind of variability that you see in privateconstruction; we were insulated to some degree.”But that is not to say that his company, whether in apandemic world or now moving out of that world, is notwithout challenges. “I’m in a rural area, and hiring people—I could double myvolume if I could hire all the people, I could really use,” saysBillingsley.“I’m not looking for a guy who wants to make $15 an hour,”he continues. “I’m looking for a man or a woman engineerwho wants to make two or three times that. And thosepeople usually already have jobs.”Headquartered in a nearly 100-year-old, three-story brickbuilding on tree-lined 6th Street in Las Vegas, New Mexico,Billingsley Engineering was launched in 1981 and hasthrived, due not just to the quality of its work, but thediversity of its services.The company specializes in engineering and surveying supportfor highway and heavy metal construction contractors; bridgejacking, shoring, and demolition plans; and soil, aggregate,concrete and asphalt mix materials testing, to name a few of itsservices.Among its more prominent projects, Billingsley Engineering hasprovided quality control and quality assurance testing for the bigBradner Dam Reservoir rehabilitation project; work that hasincluded extensive soil testing, aggregate uniformity testing; andfresh grout field testing.Originally opening shop in Santa Rosa, which in the early 1980shad a population of around 2,400 people, Billingsley says he wastold, by a banker, that if he really wanted to grow his company, heshould find a larger locale.Billingsley picked Las Vegas, which was then on its way to a peakpopulation of just under 15,000. He’s never looked back.But picking a place to do business was only one of the tasksBillingsley was confronted with when starting out.“I was told when I first started out that getting good people onstaff would be my biggest problem,” says Billingsley.Such hasn’t turned out to be the case, to Billingsley’s relief: “Infact, I couldn’t have survived all these years had it not been forthe people who work for me,” he says. “I’ve been blessed by having really good people,” Billingsley adds,before joking: “I don’t know if I worked as hard as they dowhether I could make it myself.”That staff is now just over a dozen people, while Billingsley’s wife,Karen, conducts senior exercise classes on the top floor of the6th Street building. Enjoying a business that now spans four decades, Billingsleyremarks: “We’ve worked on hundreds of jobs over the years;we’ve worked on dams, we’ve worked on highways, and whenyou think of those things, you remember, naturally, some of theproblems.”“But when you also see all these years later that the project isworking, and doing what it’s supposed to do, it gives you a goodfeeling, knowing that you had a hand in that.”Longevity has many rewards: “We’re now sometimes working forthe grandkids of contractors we worked with originally, 30 yearsago or so.”Billingsley says if he had to do it all over again, starting his owncompany, and working in the same industry, he would.“I think most of the time in the construction industry you get towork with some pretty good people,” he notes. “And that’ssomething I have always liked about the business.”2021 Construction Reporter, LLC, All Rights Reserved. Albuquerque may be seeing more street repairs andupgrades, depending upon the fate of a proposed fuel taxincrease.Members of the Albuquerque City Council have approvedan ordinance that will institute a 2 cents per gallon tax atall gas stations within the boundaries of the city.City officials say it would cost upwards of $500 million tobring all of Albuquerque’s roadways up to date, addingthat as of now only between $20 million and $30 million isavailable for rehabilitation work.As approved on a 5 to 4 vote by the council, the ordinancedefines rehabilitation projects as those needed to “extendthe service life of an existing facility, improve itsoperation, improve safety, or restore originalperformance or capacity.”Improvements would also include making the streetsmore Americans with Disabilities Act compliant, whilealso enhancing routes used by bicyclists and pedestrians.The fate of the fuel tax ordinance will ultimately bedecided by Albuquerque voters in the November 2022election.2021 Construction Reporter, LLC, All Rights Reserved. If a tree falls in the woods, how much is it worth? Right now,in a market with a lumber shortage, a lot.Lumber prices have spiked this year. Lumber futurescontracts for May delivery hit $1,645 per 1,000 board feet,up from about 60% a month ago, and 374% over the lastyear, reports Wells Fargo. It's the fastest rise since the post-World War II housing boom, according to Mark Vitner,managing director and senior economist at Wells Fargo."The demand for lumber is exceptionally high and the supplyis constrained," Vitner said. As recently as Friday, the cashprice was $1,514 per thousand board feet.That hit home building hard. The National Association ofHome Builders reported that lumber costs are adding anaverage of $36,000 to new single family home prices. Construction firms should stockpile a supply of critical materials likelumber and steel they’ll need for projects in the second half of the year, asexperts predict shortages will continue to plague the building industry.Materials shortages have hamstrung builders over the course of thepandemic, leading to unprecedented price spikes and long lead times forkey construction components. The latest Bureau of Labor Statistics figuresshow that lumber prices grew 86% year over year in April 2021, whileprices for steel products increased 67%. The highest year-over-yearincrease previously for either material was 20%. “Material cost growth isexpected to outpace all other elements of construction cost increases thisyear,” says Henry D’Esposito, JLL’s senior research analyst, Construction, ina new post. “Some developers who were already taking a wait-and-seeapproach to projects during the pandemic are hesitant to jump back in forfear of buying at the top of the market.”Most of the steel and lumber used in the US is produced domestically, andpandemic-related shutdowns led to a major hiccup in supply chains. Butmany expected demand would go down due to a pandemic-fueledrecession, D’Esposito says, and for a while, it did—steel producers idledroughly one third of their capacity. Breath tests have taken on a new, critical role in the pastyear.This month, an Albuquerque biotech startup announced itwas joining other companies that have rolled out newbreath-based technologies aimed at detecting Covid-19 insomeone's breath. BioFlyte's product, called the Sentinel,offers on-site testing in under one hour, as opposed tohaving to wait longer for other types of results. The companysays it has conducted testing with "a leading universityhospital in the U.S." and that its technology was "determinedto be effective" at collecting SARS-CoV-2 virus into a smallsample.Critical Environmental Remediation Industries, an indoor airquality company headquartered in Michigan, uses thetechnology to test environments where employees work toensure they do not contract the illness, said CERI VicePresident Scott Fisher. THEFT&SECURITY Construction sites are common targets for theft and vandalism,costing companies large sums of money every year even whenpreventive measures are in place. Construction theft is often a crimeof opportunity, so companies must reduce the opportunities for theftif they hope to reduce the effects of this crime.Types of TheftAccording to a study conducted by the Office of Community OrientedPolicing Services at the U.S. Department of Justice, the most commontypes of theft from a construction site include the theft of lumber andother building supplies, tools, large construction equipment andappliances. Of these categories, only the theft of constructionequipment requires substantial planning and organization on thepart of thieves. The other categories can all be described asopportunistic crimes.ToolsTools and other small-scale building supplies are most often stolen byemployees at the construction site, according to the SecurityManagement website. While the financial loss from any one stolentool may not be great, the cumulative effect of employee theft can besignificant and can even bankrupt the business in extreme cases.Theft by employees is often triggered by a combination ofopportunity and motive, so companies should foster a goodrelationship with employees and maintain a frequent presence onthe job site to reduce company losses from employee theft.AppliancesAppliances such as stoves or microwaves are often stolen fromresidential construction sites, especially during a construction boom,when many new residences are being built in the same time andarea. Property owners often want the area to be easily accessible forpotential buyers, but this makes it more accessible to potentialthieves, as well. Residents are used to seeing construction workers inthe area, so they are not alarmed by the presence of strangers atnearby properties. Police are unable to patrol often enough orrespond quickly enough to catch thieves in the act.
