Although the figures remain on the upside, the number ofnew people hired in April was below what many economistshad anticipated, leading some to believe that a post-pandemic recovery may be longer in the offing.Officially, employers in the U.S. added 266,000 new jobs inApril, with the vast majority of those jobs in the restaurantand bar sector.The hotel industry accounted for around 54,000 news jobs,with employment up by 19,000 in the healthcare industry.For the first time in several months, the number of newconstruction jobs was static.“Some businesses are cautious about ramping up hiring,given the pandemic and related uncertainty,” observes theWall Street Journal in looking at the latest numbers.Construction employment stood at 7.4 million in April, whichwas equal to numbers reported in March. But even thoughthe beginning of the year saw an increase in building jobs, theindustry is still some 2.5% off from where matters stood themonth before the Covid-19 outbreak.In a statement, Ken Simonson, chief economist with theAssociated General Contractors of America, said that thefact that employment in the industry has stalled is due to avariety of factors, including “unprecedented intensity andrange of cost increases” and supply-chain disruptions.Residential construction firms, one of the most durable partsof the industry, actually gained 3,000 employees during themonth. Construction could begin later this year on a plan to expandthe already massive Intel Corporation facilities in RioRancho.The company says it will invest as much as $3.5 billion tosupport and enhance its advanced semiconductor packagingtechnology.More specifically, Intel wants to grow its Foveros 3Dtechnology. The New Mexico portion of the massive Permian Basin isexpected to see more road construction, now that statefunding to the tune of $87 million has been secured for suchprojects.Earlier this year, members of the New Mexico StateLegislature approved that amount for road projects in thesoutheast part of the state.That funding has since secured the signature of GovernorMichelle Lujan Grisham.In a statement, Tracee Bentley, chief executive officer of thePermian Strategic Partnership, said the planned projects tobe funded by state money “will allow for direct action toimprove priority road projects in local communities, as wellas expedite work already underway on state roadways.”Some of that work is specific to east-to-west US Route 380and New Mexico State Road 128, which runs in roughly thesame direction.Local officials are now hoping to secure additional fundingfor road projects in the region through federal Departmentof Transportation grants.The Permian Basin, one of the largest oil and natural gasproducing areas in the country, spans 250 miles from westcentral Texas to southeast New Mexico. It produces up to30% of the nation’s oil and 15% of its natural gas.According to a report issued late last year by the TexasDepartment of Transportation, the heavily-used roads of thebasin saw an annual haul in excess of 1 million tons in 2018, anumber that is expected to only increase in the decadeahead.Plans have been announced for the construction of a newChurch of Latter-Day Saints temple in Farmington.The project is one of a handful of new projects the LDSChurch hopes to build across the country in the nextseveral years and will be the second such LDS facility inNew Mexico.The first New Mexico temple at 10301 San FranciscoRoad NE in Albuquerque was completed in early 2000 andmeasures around 34,200 square feet.In a statement, Set Bingham, a spokesman for the churchin Farmington, told the Farmington Daily Times hethought the new temple “will be a welcome addition to theFarmington community.”Reflecting the growth of the church, there are now around250 LDS temples under-construction or completedinternationally.Such facilities can range in size from just over 100,000square feet to more than 253,000 square feet. High-speed rail advocates talked up its benefits at acongressional hearing Thursday, while opponents raisedconcerns around how projects can be financed and beeconomically viable.Supporters' testimony before the House Transportation andInfrastructure Committee's Subcommittee on Railroads,Pipelines and Hazardous Materials focused on how high-speed rail could translate to reduced congestion, new jobopportunities and economic revitalization for communities.But the specter of the troubled California High-Speed Railproject loomed large for opponents, who said it showed thatsimilar projects are not feasible, even as elected leaderstalked up the potential for a robust network."High-speed rail could be the technology that fully unlocksthe potential of passenger rail travel in this country," saidSubcommittee Chair Donald Payne, D-N.J. Ahigh profile multi-state search is the quintessential red-carpetevent of the industry. Job announcements, ribbon cuttings, andthe boundless sense of optimism that a new project delivers tothe winning community. Economic development officials from aplace you didn’t even know existed will be courting your project.Inevitably, incentives will be part of the conversation and anover-the-top incentive offer can be rather enticing when yourclient makes its final decision.Numbers don’t lie and the financial impact of incentives is rathersimple to plug into your final analysis. Once your client signs thecontract, the long-term public relations can be an entirelydifferent matter. When local or state governments are involvedwith providing incentives, the pride and joy of a ribbon cutting canvanish at the first sign of trouble. Growing a new workforce isdifficult enough without having to fight local media and 50% ofthe state residents that may oppose the governing party thatprovided your client the package.We here in Wisconsin have been at the epicenter of one of themost controversial incentives awards in recent memory. Thestate of Wisconsin became the proverbial dog that caught the carwhen it prevailed in the 2017 Foxconn sweepstakes. The 8thWonder of the World was going to encompass 20 million squarefeet of high-tech manufacturing, $10 billion in private investmentand 13,000 jobs. The Foxconn project was the envy of theMidwest and aggressively pursued by several states. Wisconsinwent all-in with a $4 billion dollar incentive package and we wonthe deal.Fast forward to 2021, while Foxconn has delivered four buildingstotaling over 1.5 million square feet, they have fallen woefullyshort of projected hiring goals and an opaque cloud hangs overthe future of the development. The Wisconsin EconomicDevelopment Corporation (WEDC) recently notified Foxconn thatthey are ineligible for its annual tax incentive award for missingthe minimum job creation targets.
