The head of the department tasked with regulatingrecreational-use cannabis in New Mexico said medicalcannabis patients should not expect purchase limits to beexpanded, despite a letter from a group of New Mexicomedical cannabis producers suggesting otherwise. Last week, during an interview for the collaborativepodcast Growing Forward, New Mexico Regulation andLicensing Department Superintendent Linda Trujillo saiduntil commercial cannabis sales begin next April, medicalcannabis patients will still be limited to 230 units in arolling 90-day period. The Medical Cannabis Program,overseen by the state’s Department of Health, defines aunit as one gram of smokable cannabis, or 0.2 grams ofTHC in extracts, derivatives or edible cannabis products.Representatives of both DOH and RLD confirmed thatboth agencies agree that medical cannabis purchase limitswill continue to be determined by DOH. The CannabisRegulation Act also seems to confirm that even aftercommercial cannabis sales start next year, medicalcannabis purchase limits will be determined by the DOH. Americans are feeling better in general about financialmatters, with a discernible uptick in consumer sentiment.According to a new survey conducted by the company Ipsos,consumer confidence has reached the 60.7 mark out of anindex topping off at 100.That number is only the latest of a series of index resultsshowing an improved national attitude via the economy, andis a full 10 points higher than the confidence level as seenlast year during the worst of the pandemic.The survey, released by Ipsos and the publication ForbesAdvisor, even showed an increase in optimism among thosewho are currently unemployed, with a positive index resultof 55.3, compared with a previous response of around 49.The consumer confidence levels, perhaps not surprisingly,are significantly higher at 62.8 for those who are currentlyemployed, and 61.8 for part-time workers.The trend lines for all three categories, full-time workers,part-time workers, and those not currently employed, haveall increasingly improved since early January.Those trend lines in many ways reflect reality, with only547,000 jobless claims filed in late April, down from 4.5million in the spring of 2020.The overall trend, reports the Forbes Advisor, “signals thatAmericans believe there are brighter days ahead.”The latest survey comes as Covid-19 vaccinations arebecoming more widely available and a federal stimulus checkof $1,400 on average has been mailed to millions ofAmericans.Anticipating a more buoyant rest of the year, respondents tothe Ipsos/Forbes survey believe by a 62% to 32% marginthat the economy will “rebound quickly once restrictions arelifted on businesses.”A somewhat smaller 55% of respondents said they were infavor of fully reopening the economy as soon as possible,even if the pandemic is not fully contained. Plans for building a new 100,000-square-foot air cargofacility at the Albuquerque International Sunport havebeen put on hold indefinitely.The Sunport confirmed to Business First on Thursday,nine months after issuing a request for proposals for anarchitect for the project, that the air cargo facility is onhold but would hopefully be revisited in the future."We’ve had quite a few large-scale projects come to ahead in recent months, which required us to prioritize ina way that allowed us to best utilize our limitedresources," Stephanie Kitts, public information officerfor the Sunport, wrote in a statement to Business First."We do hope to revisit this project soon."Some of the projects that are garnering attention at theSunport are a taxiway reconstruction, a centralizedbaggage system as well as the Orion Center, Kitts said.Albuquerque City Council unanimously approved aproposed lease and development agreement with TheiaGroup, an aerospace company with plans to bring 1,000jobs to town through the Orion Center earlier thismonth. More than $1.7 million has been approved for securityand safety improvements on the 243-acre Hobbscampus of New Mexico Junior College.That funding is coming in the form of a capital outlayapproved earlier this year by members of the NewMexico State Legislature and subsequently signed intolaw by Governor Michelle Lujan Grisham.The $1.7 million is part of a larger $8 million in approvedcapital outlay projects that Lea County is receiving, with$1 million of that amount targeting the renovation of theLea County Courthouse, located at 100 N. Up to $500,000 in state funding has been secured for aproject that will transform the long-standingWaterworks Building on Little Walnut Road in SilverCity.Plans have long been in the works to transform thestructure into a new way station for those walking andriding along the Continental Divide Trail, which cutsthrough Silver City.The sandstone building was completed in 1887 and fordecades was the operating facility for Silver City’smunicipal water system.Placed on the National Register of Historic Places in1984, the structure is made up of a one-story sectionthat initially used to house boilers and steam-poweredpumps, along with a two-story section that served as theengineer’s residence. There are dates that stick in the collective memory: 1776,1861, 1929 and now 2020, which could well be a year thatfuture generations in the construction industry look backon as a major turning point. The social, economic andcultural ramifications of COVID-19 won’t be fullyunderstood for years to come, but the challenge of thepandemic has caused rapid change across the designsector.Even so, the revenue shortfall many observers hadpredicted for design firms has not happened to the extentfeared, according to results of the 2021 Top 500 DesignFirms ranking. The aggregate revenue for listed firmsactually rose to a record $104.77 billion in 2020—anincrease of 1.48%.However, the raw numbers don’t tell the whole story. The2021 list features the return of Fluor Corp., which wasunable to release financials for last year’s ranking due to afederal probe of project charges; and Worley, which failedto file in 2020. Their inclusion added more than $6 billionto the total. The median revenue for firms actually fell, to$64.95 million on this year’s ranking from $67.94 millionfor the 2020 list—a drop of 4.4%. Backlogs took thebiggest hit. The continued rise in materials prices continues to plaguethe construction industry, according to a new reportissued by the Associated General Contractors of America.Materials prices overall have seen a nearly 13% jumpbetween March of 2020 and March of this year.Noting also a 3.5% jump in prices since February, the AGCnotes that both price index increases “were the highestrecorded in the 35-year history of the series.”The increases, ironically, come as the industry is feelingmore bullish regarding business in general, notes thepublication Construction Dive.“To build things, contractors need willing owners tofinance them,” continues the publication, adding thatthose owners may prove harder to come by in anenvironment dominated by delays in the global supplychain and extended delivery times.A county contractor in Lincoln, Nebraska is reporting a300% increase in steel prices; in Michigan, the cost oflumber is up by nearly 250%; while a Nashvilleconstruction company has seen a doubling of lumberprices this spring.In Arizona, lumber prices have roughly tripled, promptingsome projects to be put on hold.According to the latest Producer Price Index released bythe Bureau of Labor Statistics, softwood plywoodproducts nationally are up by over 101% in the lastmonths, followed by softwood lumber with an 83% jump.Copper wire and cable saw a nearly 27% jump betweenFebruary and March; with hot rolled steel bars up by20.3%.Compounding the problem is the availability of materials:A survey issued by Dodge Data & Analytics notes thatsome 71% of responding contractors said they arecurrently experiencing difficulty getting materials.The survey also notes that the “supply chain challengesmay suggest long-term effects that are harder to rectify.”For all of that, continues the Dodge survey, some 65% ofcivil contractors are optimistic about the ability of themarket to provide new work, up from 58% from the lastquarter.Continue reading > Toyota Material Handling (TMH) has completed the 750,000forklift to roll off the line at the company’s factory inColumbus, Indiana.Continue reading > CONSTRUCTION MATERIALPRICES CONTINUEINCREASE2021 Construction Reporter, LLC, All Rights Reserved. This caused an economic slowdown that initiallyconcerned many state and local lawmakers.Revenue projections from various sectors, such as restaurants, tourism andthe entertainment industry, were lowered. Budgets were restructured toincrease health services and reduce expenditures in order to maintainbalance. State and local governments also turned to Washington foradditional assistance, and they received it.President Joe Biden signed into law the $1.9 trillion American Rescue PlanAct of 2021, which is intended to provide additional relief to both the publicand private sectors impacted by the pandemic. State, local and tribalgovernments received a total of $350 billion in federal relief from the act.The amount of relief received by each state and local unit of governmentcan be found here: State and local governments will receive these funds through theCoronavirus State and Local Fiscal Recovery Funds, created by Section 9901of the American Rescue Plan Act.
