This month I am reporting on the recent Member Survey results along with my comments about moving forward. Frist, I want to thank the respondents for taking the time to complete the survey.There were only 70 total responses for the survey (62 members and 8 non-members). This is concerning as it represents only about 25% of our total membership. However, the responses were clear and consistent, albeit some unique comments. First, I want to comment on why the survey asked for names and contact details. This was done so members could be contacted to get further information and suggestions. This information will only be used for internal purposes. We thank you for helping create a better bond within VPCA.I found many of the survey results interesting as some areas of concern were very similar to the areas of satisfaction. To begin with, 31% of the respondents noted they have not attended a meeting in any form. And for the ones that did, 40% attended in-person, while 60% attended remotely. This split was also confi rmed about meetings going forward, where 60% want to continue the hybrid set-up, 31% preferring in-person, and 9% preferring remote only. While there were a few complaints about hybrid or remote meetings, our By-Laws are silent on how a meeting can be held. It only requires the meetings to be held on the fi rst Wednesday of the month, except for August. And only 20 members constitute a quorum. While the recent hybrid meetings were not well attended, in my opinion, we have had quorums.The survey next asked what kind of events members wanted and whether they would agree to paying a fee. The most wanted events are our current main two, the Spring Festival and the Halloween Block Party. The sequence for the rest are as follows: Movies at Holiday Park, House Lighting Tour, Holiday Trolley, Easter Egg Hunt, Doggy Derby, Tennis Team, and Book Club. Some other suggestions included a Garden Club, Bike Rides, Sporting Event, and a Volunteer Day. These are all great suggestions, and the focus appears to be events with children. As for any fee that would be acceptable, 72% of the respondents said yes, with most wanting to only pay $5, and kids free. This is good input as the Board and Committee Chairs will be attending a Retreat on June 10th.There was an overwhelming desire (61%) to have the Newsletter in print. The Board has already recognized this and is currently exploring options. The costs to produce (currently estimated at over $10,000 per issue) and the decrease in advertising revenues have been the reasons for the on-line newsletters. The Board is addressing the cost issues and hopes to issue hard copies soon. As for the items in the newsletters, the top requests are the President’s Message, Traffi c Update, and Upcoming Events both VPCA and Fort Lauderdale. These were followed by City Information, Mayor’s Message, Member Discounts, Commissioner’s Message, and Member’s Spotlight. Other comments submitted were Crime Statistics, Development Projects, Seasonal Topics, and Historic Home Profi les. This list was consistent with other comments about what is working, not working, and what VPCA should be communicating. For business owners, there was a clear message, 61% responded NO for advertising. I found this discouraging as many respondents want Business Discounts.

It is important to make preparations now so you can avoid a potentially life-threatening situation later.Forecasts for this year vary, but we should expect some activity. Since 1990, there has been an average of roughly 14 tropical storms, seven hurricanes and three major hurricanes each year.In Fort Lauderdale, all of us should be ready. Three basic steps can help you get started – make a plan, build a kit and keep informed.Develop an evacuation plan so you and your loved ones know what to do and where to go before, during, and after, a hurricane. Put together a communication plan with a hand-written list of contacts and share it with family and friends.Build an emergency kit with a three- to five-day supply of food and water, as well as batteries, phone charger, flashlight, medications and cash. You can never have too much water. Plan for a minimum of one gallon per person each day.Know the risks of a hurricane – both rain and wind – and be sure to follow weather forecasts and alerts. These areas as I noted above are the same whether as a complaint or a compliment.On June 10th, the Board and Committee Chairs will be attending a retreat to review the results and make recommendations and plans on how to move VPCA forward. We already know the requirements to increase membership, communication, and most importantly create value for the Association and for our members. I hope to take a big step in getting there as the retreat will include creating a Vision and Mission Statement along with Objectives. From historical information I’ve learned, these items were created previously, but have not been reviewed for some time. It is important that VPCA re-establish these as a clear path to meet our members’ needs, which is the purpose of VPCA. Our by-laws note: The general purpose of the Civic Association is to unify the residents of the Victoria Park area to further their common welfare in the best interests of Victoria Park.Stay tuned as VPCA will be celebrating Victoria Park’s 100th anniversary in 2025. Volunteers and their ideas will be welcomed for our centennial celebration. 10 THIRD QUARTER 2023 • VICTORIA PARK CIVIC ASSOCIATIONCITY COMMISSIONER’S MESSAGEAFTER THE STORMOn April 12th, our city experienced a 1,000-year supercell thunderstorm that, with very little advance warning, poured 26 inches of nonstop rain — a record for Florida – over Fort Lauderdale in a matter of six hours. First, I want to say how saddened I am for the loss of property and the heartbreaking suffering our neighbors have had to endure. This weather event brought out the worst in nature, but the very best from our city and its residents. Almost immediately, our emergency response teams, in coordination with our mutual aid agencies, came to the rescue and helped save more than 600 people, resulting in no deaths in such a freak weather phenomenon. Our Emergency Operations Center (EOC), the command center during emergencies such as this, was activated. Police, Fire and department heads throughout the City continued to work from this location throughout the duration of this tragedy. On April 13th, City crews were out in neighborhoods clearing storm drains to aid water receding from neighborhoods. At its peak, 36 vacuum trucks were deployed strategically throughout the City. Our City’s 24/7 Customer Service center has answered an astounding 10,000 calls to date and instant relief in the form of food, showers, and shelter were accessible to our community from our Comfort Stations and the Red Cross. To further advocate for our community to receive the disaster relief that our community desperately needs, Mayor Trantalis traveled to Washington D.C and met with Senator Rubio and Secretary Buttigieg, among others. I am so pleased to announce how grateful we are that on April 27th, President Biden approved the request to declare a major disaster in Florida, making federal aid available to residents affected here in Broward County. The Fort Lauderdale City Commission and city staff were and are working together to deal with all aspects of this humanitarian crisis and that will always be the case. Fort Lauderdale is well-managed, strong and resilient community. It is important to demonstrate to our residents, the state, the country and the world that, even under an emergency order, we are able to meet the needs of all residents and that we are open for and able to conduct business.Unfortunate events challenge us in a myriad of ways throughout life. Paulette DelGrossoFor five years, he was a familiar face (or tail) depending on how you viewed him hoofing it along the streets of Victoria Park. Dexter, a beloved Fort Lauderdale Police horse, retired in May, leaving a lasting impression for those who enjoyed seeing him on duty.The twenty-year-old Belgian Warmblood, imported from Ireland, served the community with grace and vigor during his tenure with the Mounted Police Unit. On May 21st, the well-traveled horse arrived safely to his new home at the Reece Center, in Sharpsburg, Georgia. His active retirement life will now consist of therapeutic horseback riding for disabled children and adults. No horsing around for him - he’s ready for the next challenge.As another officer on the beat, I often saw Dexter in the field and admired his composure despite traffic and commotion in his midst. I had the chance to visit him the week of his departure and offer him some parting apples which he eagerly accepted. However, now that his greener pastures lie in Georgia, he’ll undoubtedly enjoys to fruits of his labor by acquiring a taste for peaches! Congratulations, dear Dexter. We thank you for your service.
12 THIRD QUARTER 2023 • VICTORIA PARK CIVIC ASSOCIATIONDEVELOPMENT UPDATE By Oscar NunezDenver-based real estate fi rm Aimco is making signifi cant strides in Fort Lauderdale by submitting a site plan amendment application for 901 North, a proposed three-towered mixed-use development at 901 North Federal Highway in the trendy Flagler Village neighborhood. The developer aims to modify the initial approvals for the 5.64-acre property in accordance with the City of Fort Lauderdale’s Unifi ed Land Development Regulations (ULDR). Designed by Stantec, who also serves as the architect of record, with MAKwork as the landscape architect and Flynn Engineering as the civil engineer, under the revised plans, the development calls for 1,818,360 square feet of space, including 803,060 square feet across 797 residential units, 110,383 square feet of hotel space with 188 rooms, 202,495 square feet of commercial space, and a 659,672-square-foot parking garage with 1,977 spaces.901 North is a key component of a larger vision to redevelop the entire former Searstown area. Last year, Aimco invested approximately $100 million to assemble nearly 9 acres of land previously owned by RK Associates, an affi liate of Sunny Isles Beach-based RK Centers, led by Miami Heat co-owner Raanan Katz. The initial plans for this extensive redevelopment project encompassed 1,500 residential units, 300 hotel rooms, and 100,000 square feet of retail space, amounting to about 3 million square feet. Another roughly 3 acres of property around 901 North would likely be developed in separate phases.The proposed enhancements for 901 North involve a series of strategic changes to elevate the development’s urban appeal, including increased setbacks, increased open space, a reconfi gured ground fl oor, height adjustments for the three towers, and a decrease in lot coverage.The previously approved plans for the site permitted 797 residential units, 8,074 square feet of restaurant space, and 78,631 square feet of commercial retail and offi ce space. The proposed revisions signifi cantly enhance the project’s offerings by maintaining the same number of residential units while expanding the restaurant area to 10,000 square feet and increasing the offi ce and retail space to 175,010 square feet. While the total number of dwelling units remains unchanged at 797, the maximum height of the towers has been adjusted to facilitate the expanded offerings—Tower 1 has increased from 160’ 8” to 353’, Tower 2 has decreased from 306’ to 235’, and Tower 3 has increased from 306’ to 344’. The podium has been raised from seven to eight levels, and open space has been expanded from 145,152 square feet to 156,981 square feet, while the parking capacity has expanded from 1,312 to 1,977 spaces to accommodate the increased demand.Newly unveiled renderings offer a glimpse into Stantec’s vision for the project from various perspectives. The development aims to enhance the skyline and neighborhood experience, emphasizing pedestrian engagement and connectivity. The project adheres to building design principles, such as framing the street, maximizing active uses, and incorporating pedestrian shading devices.The towers are thoughtfully positioned to ensure optimal separation and create a visually captivating presence along the primary streets. The development features an expansive pedestrian park at the ground level, The Grove, adorned with lush landscaping and various retail spaces. Showcasing a rich fusion of architectural styles and elements, the development incorporates smooth white, grey, and red-colored stucco fi nishes, brick masonry, exposed concrete, and glass curtain walls.Night lighting is a primary design element for the project, ensuring well-designed illumination solutions that contribute to an inviting and vibrant atmosphere.The ground fl oor retail spaces throughout the site are strategically placed around The Grove, offering a variety of storefront styles and types to create visual interest at the street level.Durable materials are used for these spaces, and pedestrian shading devices are encouraged through shade trees, recessed ground fl oor areas, and architectural features.The construction of 901 North is planned in two distinct phases, as illustrated in the phasing diagram. In the fi rst phase, the entire podium serving as the foundation for the towers will be built, along with Towers 2 and 3 and the smaller retail building on Federal Highway. Add sasuage and cook until browned. Remove sasuage from pan and set aside. In the same pan add onions, mushrooms and peppers, cook over medium-high heat until onions are translucent. Add the garlic and cook, stirring, for 30 seconds. Add the herbs, seeds, salt, and black and red pepper flakes, and cook, stirring, for 30 seconds. Add the tomatoes, wine and sugar, and bring to a boil. Lower the heat and simmer, stirring occasionally, until thickened, 20 to 30 minutes. Remove from the heat and let cool.Preheat the oven to 475° F. Oil 2 seasoned 12-inch round deep-dish pizza pans with the extra-virgin olive oil. Press 1 piece of dough into each pan, pressing to the edge and stretching about 1 1/2 inches up the sides. Let rest for 5 minutes. VICTORIA PARK CIVIC ASSOCIATION • THIRD QUARTER 2023 19COMMUNITY TRAFFIC REPORTThe information included below was extracted from the City of Fort Lauderdale Transportation and Mobility Department (TAM) “Talking Points” for Victoria Park April 2023. These monthly reports include a summary of neighbor requests, major current projects and neighborhood organizations initiatives that are actively addressed during the month. The items that I have included are key ones from my conversations and requests from neighbors focusing on speeding, disregard for stop signs, requests for speed humps, and other road calming solutions.Here are some of the open VPCA LauderServ Requests: 1) NE 11 Ave between Broward Blvd and NE 6 Street – Q-Alert 319385 - TAM staff are currently reviewing the area along NE 11 Ave between Broward Blvd and NE 6 St for potential solutions that will reduce the speed of drivers, enforce compliance with stop signs, and create a safer environment for pedestrians. 2) NE 4 Street and NE 6 Street/US 1 Left Turn Signal Request (FDOT) - Q-Alert 713030 - TAM staff continue to advocate for protected left turn signals from NE 4 St and NE 6 St to southbound US1. FDOT is currently evaluating these intersections with an aim to improve the flow of vehicles from city streets to US1. The study will determine if modifications, inclusive of a protected left turn signal, are warranted. Intersection improvements also included replacement of a of mast arm at NE 4th Street and US1. 3) NE 7 Street between N Victoria Park (NVP) Road and NE 20 Avenue Speed Radar Signage - Q-Alert 218369 - Location is eligible for speed radar signage based on 2017 speed and volume study conducted by Broward County Traffic and Engineering. Installation is pending a Neighbor Survey notification. Neighbor Survey regarding the installation of speed radar signs on NE 7 St, between NVP Road and NE 20 Ave, was sent out on April 19. The deadline for responding to the survey is May 31, 2023. Survey results must indicate 60 percent responding as minimum support to implement the signage. 4) N Victoria Park Road and E Broward Blvd: TAM staff continue to advocate the county for counter safety measures due to high volume of crash occurrences along this Broward County controlled roadway. 5) NE 15 Avenue between NE 2 Street and NE 4 Street – Q-Alert 678257 – Location is eligible for speed humps based on data collected for an AWSC study conducted by Broward County Traffic and Engineering in October 2021. Due to the existing curve on NE 2 Street, the county collected the traffic data in speed-volume format to quantify vehicular speeding conditions. The study demonstrates 85th percentile speed of 33 MPH which qualifies the location for speed hump. Installation is pending funding availability and a Neighbor Survey notification that will be mailed to property owners and/or occupants directly impacted by speed hump installation. Survey results must indicate 60 percent responding as minimum support to implement the speed humps. Specific some VPCA requests for Speed/Volume Traffic Studies (Speed Humps) are currently under further review that did not meet criteria for speed hump installation. TAM will advise if there are other options for traffic calming.To have speed humps installed, a formal traffic study is required and performed by Broward County Traffic and Engineering Division (TED) involving field review, collection of speed and volume data, and analysis. To be warranted, minimum criteria to be met includes: a) Speed: 85th percentile speed (average of both directions) is at least 8 mph above the posted speed limit; or at least 6 mph if the location is near a school or park. b) Volume: Average Daily Traffic volume between 450 to 3,000 vehicles per day. 1) NE 16 Ave. between E. Sunrise Blvd. and NE 2 St. - Q-Alert 627680 Speed humps are warranted. Location has been added to list for future speed hump installation. 2) NE 6th Ct. between N. Victoria Park Road and Sunrise Key Blvd. - Q-Alert 889283 Speed humps are not warranted. Location did not meet speed criteria. 3) NE 9 Avenue on the west side of Virginia S Young Elementary School - Q-Alert 992667 Speed humps are not warranted. Location did not meet speed criteria. 4) NE 6 St between NE 13 Ave and NE 7 Ave. - Q-Alert 895690 Speed humps are not warranted. Location did not meet speed criteria. Here are a couple of completed VPCA Requests for additional road calming: 1) A VPCA request was made to review high traffic and speeding on NE17th Way southbound between NE 9th St and NE 8th St. A request was sent to the FLPD for enforcement assistance. However, the zone units will continue to provide visible presence and enforce observed violations. 2) TAM submitted a request to FDOT to have “No U-turn” signs installed along E Sunrise Blvd and North Federal Highway. Referenced Q-Alert 1060396. TAM was able to conclude that FDOT’s construction plans call for installation of no U-turn sign in the median island. Construction is being finalized so signs should be up soon. This activity is constant within and outside Victoria Park. Since we live in Fort Lauderdale, but our streets are controlled by Broward County and we have a Federal road along two sides of the neighborhood, TAM is only the first step in helping with road calming endeavors. Did you know the City of Fort Lauderdale prohibits fertilizing in the summer?To protect the environment, limit stormwater runoff, reduce the potential for algal blooms, and improve the quality of waterways, the application and use of fertilizer is prohibited during the rainy season from June 1 to September 30. One of the main causes of algal blooms is excess nutrients in our waterways. During the rainy season, fertilizer containing these nutrients will run off into our waterways due to the frequency and severity of rainfall.In February 2020, the City revised its ordinance regarding standards for Florida-friendly fertilizer use on urban landscapes. The revised ordinance prohibits the application of fertilizer with nitrogen and phosphorus during the rainy season as an additional measure to help keep our waterways clean.To learn more, read Section 28-4 of the Code of Ordinances of the City of Fort Lauderdale, entitled "Standards for Florida-Friendly Fertilizer Use on Urban Landscapes."Additional information about the City's Fertilizer OrdinanceFor more information, please visit www.fortlauderdale.govFertilizers applied to turf and/or landscape plants shall be formulated and applied in accordance with requirements and directions as provided on the fertilizer bag.Fertilizer shall not be applied within ten (10) feet of any pond, stream, watercourse, lake, canal, or wetland. Caution shall be used to prevent direct deposition of nutrients into the water.Spreader deflector shields are required when fertilizing via rotary (broadcast) spreaders. Deflectors must be positioned so that fertilizer granules are deflected away from all impervious surfaces, fertilizer-free zones, and water bodies, including wetlands.Any fertilizer applied, spilled, or deposited, either intentionally or accidentally, on any impervious surface shall be immediately and completely removed to the greatest extent practicable.In no case shall fertilizer be washed, swept, or blown off impervious surfaces into stormwater drains, ditches, conveyances, or water bodies.Any person who violates any provision of this ordinance shall be guilty of a noncriminal infraction.
