UTILITIES & MAINTENANCE SERVICES DIRECTOR | City of Marysville, WA - 3About the positionThe City of Marysville is seeking a Director of Utilities andMaintenance Services that will have the responsibility ofoverseeing the vision, direction and leadership of theUtilities & Maintenance Services department to ensureoptimum service delivery to the community. This positionworks under the direction of the City Administrator andhas administrative oversight of all assigned departmentand division activities to ensure alignment with strategicpriorities and operation initiatives. Responsibilities includeformulating policies and procedures, managing dailyoperations and long-range planning and programming ofpublic facilities and utilities. About the Utilities & MaintenanceServices DepartmentThe Utilities & Maintenance Services department is anewly established department following a restructureof the Public Works Department. The new Utilities &Maintenance Services department is responsible forregulatory compliance and reporting, budgeting, rates,operations and maintenance of drinking watertreatment/distribution, wastewater treatment,pretreatment, solid waste services, stormwater, Cityfacilities and fleet, and City parks maintenance.

An experienced professional with a strong understanding of utility management within alocal government setting; Considerable knowledge of modern policies and practices of utilities management with ahistory of progressive and proactive system development;Structured organization and project management to keep capital and programmedmaintenance on schedule and on budget;A demonstrated track record for delivering results, building accountability for staff at alllevels and creating a positive work environment characterized by teamwork and innovationis essential;Establishing trust, leading by example, setting the standard for all employees whiledemonstrating effective listening skills, being accessible and understanding the importanceof maintaining close and consistent communication with employees is essential. Must be strong in building effective relationships while encouraging cross-departmentalcollaboration to successfully execute strategic priorities;A diplomatic and tactful leader that will oversee operations while championing processimprovements and efficiencies;A strategic leader, effective at assessing the community and department’s needs,motivated by a positive end result and inspire department leaders to meet this sameobjective. include any combination of education and experience equivalentto a bachelor’s degree in engineering, public administration, environmental sciences,business management, construction management or closely related field. Ten years ofprogressively responsible experience in local government setting with five (5) or moreyears of progressively responsible experience managing a utility. Five (5) years ofsupervisory experience required. Demonstrated experience with progressive and proactive system development, structuredorganization and project management, staff development and mentorship, financialacumen, and demonstrated knowledge of complex and multifaceted local government andutility operations.Minimum requirementsThe Ideal Candidate4 - UTILITIES & MAINTENANCE SERVICES DIRECTOR | City of Marysville, WAQualifications(Education & Experience) include a master’s degree with major coursework in environmentalsciences, business management or public administration. Rate Study Oversight The Director will be responsible for the oversight of a utility rate study that will provide acomprehensive cost-of-service analysis to inform a sustainable revenue model that supportsthe utility’s long-term financial health. Infrastructure ManagementThe Director will be essential in assessing the utility and maintenance infrastructures toensure that existing systems are well maintained while demonstrating a proactive approachin planning for upgrades to meet future demands as identified in the City’s ComprehensivePlan and Strategic Plan. Operations & Systems Process OptimizationThe Director will be expected to analyze existing operational processes and systems toidentify efficiencies and opportunities for improvement. Implementation of processoptimization initiatives to enhance cross-functional communication and service delivery isessential. Mentoring, Coaching & Leadership Development An effective team builder will exhibit a collaborative style focused on training, mentoring anddevelopment for leadership and staff resulting in a skilled and knowledgeable workforce. Relationship ManagementDevelop strong working relationships with the City Administrator, elected leadership,department leadership and employees. Demonstrate accessibility and connection withemployees, fostering a team-oriented environment. Conflict resolution skills and capabilityof making tough decisions is essential.
