What’s the Texas Success Initiative? The Texas Success Initiative (TSI) is the statute that requires all Texaspublic institutions of higher education to determine the readiness of allnon-exempt, entering undergraduate students to enroll in freshman-levelacademic courses (see TEC, 51.336). Students are able to qualify forexemption by subject area in a number of ways, including meeting collegereadiness benchmarks on the SAT® or ACT®, or successfully completing ahigh school College Preparatory Course. (For a complete list ofexemptions, see Texas Administrative Code - Rule §4.54). Undergraduatestudents who enter without an exemption are required to take the TexasSuccess Initiative Assessment 2.0 (TSIA2). For specific information about the testing design of the TSIA2, please referto “What is the TSIA2”.Back to Table of ContentsPurpose and Nature of TSIA24What’s the Texas Success Initiative Assessment 2.0? The Texas Success Initiative Assessment 2.0 (TSIA2) is the assessmentinstrument used to determine college readiness for non-exempt students,as required by the Texas Success Initiative. TSIA2 helps determine if astudent is ready for college-level coursework in English language arts andreading (ELAR) and mathematics. These are foundational subjects forother college coursework. The results of TSIA2, in conjunction with astudent’s academic background, goals, and interests, are used byacademic advisers and counselors to place students in appropriatecourses that match their individual achievement level. Is TSIA2 a secure exam? Yes, the Texas Success Initiative Assessment 2.0 is a locally administeredsecure exam, subject to all policies and procedures detailed in thisdocument and in the DISD Test Security Manual 2024-25.

Back to Table of ContentsSite Manager Step 1: Qualifications6Who is the “Site Manager”The person coordinating the TSIA2 testing is referred to in College Boardliterature as the “Site Manager”. This is often the Campus TestingCoordinator (CTC), but it is permissible for this responsibility to bedelegated to another staff member who has attended the District TestSecurity Training, as well as the District training specific to TSIA2. If theresponsibility is delegated, the Site Manager must also have a DistrictTest Security Oath submitted prior to testing.NOTE: P-Tech programs must have a separate assigned Site Manager.This individual is typcally designated by the Principal.Certification Requirement to Serve as Site ManagerIn order to access the testing platform (accuplacer.org), the Site Managermust complete registration using an email sent to them by Accuplacer.District personnel will request that the email be sent to the Site Manager.The email will contain a link to access the registration.Once registered, the Site Manager will be required to complete aCertification Quiz before being allowed to access the accuplacer.orgtesting platform. TheSite Manager will request that the email be sent to the Proctor. Theemail will contain a link to access the registration.Once registered, the Proctor will be required to complete anACCUPLACER Certificate of Test Administration (ACTA) test before beingallowed to access the accuplacer.org testing platform. To pass, a perfectscore of 100% must be achieved. Back to Table of Contents8Proctor EligibilityCollege Prep teachers (and other teachers specifically designatedfor TSIA2 preparation) may not proctor an exam in their area ofinstruction. For instance, a teacher providing TSIA2 instruction inMath may not proctor a TSIA2 Math exam. However, a teacherproviding TSIA2 instruction in Math may proctor a TSIA2 Readingexam.Proctors must review the ACCUPLACER proctor training materialsand pass the ACCUPLACER Certificate of Test Administration(ACTA) test.Proctors must be responsible adults trained to administerstandardized tests.High school students are ineligible to proctor TSIA2 orACCUPLACER.Proctors must have their own username and password. Logincredentials cannot be shared with anyone, including SiteManagers.Proctors cannot administer a TSIA2 or ACCUPLACER test to amember of their household, immediate or extended familymembers, or friends.Proctors must not have a stake in the outcome of test takers’scores.Proctors cannot be engaged with any commercial testpreparation company. This includes employment, volunteering,consulting, or acting as independent contractors.Proctors must be vetted and authorized by the institution toproctor exams in a remote, off-campus location. Back to Table of Contents9Proctor Ratio, Training, & Document RetentionIt is strongly recommended that there be one proctor for every 15 to 20students.All personnel participating in any way during TSIA2 testing must attendcampus training and sign a DISD District Oath of Test Security. This is inaddition to Accuplacer certification and participation requirementsbelow.Campus retention documents must include: Campus Training PPT,Campus Training Sign-In Record, Accuplacer Certificates, Student TestingRosters, DISD Seating Charts, and Duty Assignments.Assigning ProctorsProctors are eligible to receive proctor login credentials only after theyhave successfully passed the ACCUPLACER Certificate of TestAdministration (ACTA) test. This is a requirement for the administration ofTSIA2 tests as well. These credentials are valid for one year and need tobe renewed on an annual basis. Site Managers (SMs) must select proctors who are trained in theadministration of standardized tests, which includes how to safely secureall testing materials. In addition, Site Managers are expected to provideproctors with specific information about test administration proceduresas well as regular training. All parties involved in administering TSIA2tests must adhere to the policies outlined in the ACCUPLACER LicenseAgreement and on the TSIA2 order forms.Site Manager Step 2:Proctor Assignment & Qualifications
Back to Table of ContentsSite Manager Step 3: Planning Test Logistics& Conducting TSIA2 Campus Test TrainingDeveloping Test Logistics & Conducting Test TrainingCampus Testing Coordinators (or their properly qualified designeecoordinating TSIA2) must develop a campus testing plan in conjunctionwith campus administration, subject to review by their respectiveExecutive Director. This campus testing plan should address applicabletesting requirements, guidelines, and policies specified in this TSIA2 TestManual, the DISD Test Security Manual, and DISD Board Policies EK(Regulation), EKB (Legal), and EKB (Local).The following documents are valuable in developing and reviewing thisplan: CTC Assessment Checklist, Campus Administration Checklist, andExecutive Director Assessment Checklist.10Preparing Testing Personnel for Test DayCampus Testing Coordinators (or their properly qualified designeecoordinating TSIA2) are encouraged to provide Proctors with this manualand the TSIA2 Proctor Certification Study Guide as early as possible, toprepare them to pass the ACCUPLACER Certificate of Test Administration(ACTA) test, as well as to be well-prepared to administer the actual TSIA2exam.Campus training must also be scheduled for all testing personnel. Thecampus may hold one training for both the Proctor certification processand to cover all other aspects of the Campus Testing Plan. The campusmay choose, however, to conduct two distinct trainings, one for Proctorcertification and the other to cover the Campus Testing Plan.Training sign-in logs, training materials used (such as PPTs), Certificatesof Proctor certification, and DISD Test Security Oaths must filed withcampus retention documents consistent with District guidelines.Site Managers must also provide Proctors with a copy of the “AccuplacerProctor Quick Reference Guide”. This includes the script and otheressential test day information.
Back to Table of ContentsSite Manager Step 4: Pre-Registration,Branching Profiles, & Vouchers11Student Pre-RegistrationIn preparation for test day, Site Managers must add students to theaccuplacer.org testing platform. This process is referred to as “Pre-Registration”.Site Managers will download a “Student Pre-Registration Template” fromaccuplacer.org and use this to populate required information aboutstudents who will take the TSIA2 at their campus. This template will thenbe uploaded into the Accuplacer testing platform so branching profiles canbe set and vouchers can be printed. Setting “Branching Profiles” is aprocess of identifying exactly which test each student will take. Setting Branching ProfilesOnce Site Managers have entered students into the Accuplacer testingplatform through the “Student Pre-Registration” process, the next step isto set each student’s “Branching Profile”. Again, setting “BranchingProfiles” is a process of identifying exactly which test each student willtake. This process is conducted in the Accuplacer testing platform.Printing Testing VouchersTesting vouchers are essentially what we often refer to as ‘test tickets’ inDISD. Once “Branching Profiles” have been set, “Testing Vouchers” maybe printed. Each of the three procedures above will be explained in DistrictSite Manager training for TSIA2. In particular,pages 12-21 are especially relevant to Proctors and Proctor-Recorders. Step 2: Access the Testing Platform (Accuplacer.org)It is recommended that you bookmark this website. You will receivean email from the Site Manager at your campus regarding accessingthe site and the Certification process necessary to allow you to accessnecessary features of this testing platform.Step 3: Attend Accuplacer Certification TrainingThis training component will orient you to the exam and testingplatform in order to prepare you to take the “Certificate of TestAdministration” quiz. You must pass this short quiz with a perfectscore (100%) in order to earn full access (consistent with your role) tothe Accuplacer testing platform. The quiz may be reattempted asmany times as necessary to earn a 100% score.It is recommended that in addition to reading the TSIA2 Test Manualahead of this training, you also read the “TSIA2 Proctor CertificationStudy Guide” prior to the training. Both documents (as well as otherCollege Board documents linked on page 24 of this manual) may beused during the certification quiz.

It also includes a copy of the script thatmust be read to students verbatim to launch the test. Proctors should have a copy of this guide on test day for referencethroughout the test administration.
Regulations: Monitoring and LoginsBack to Table of Contents14Test Setting and Login CredentialsAll testing to be done in a secure and proctored setting. Test takers must be monitored at all times, and an authorized,certified test administrator must be present Only approved users may log in to the platform to administer anexam. Tests may only be administered with a Proctor or Proctor-Reporter login. Under no circumstance should a test taker be given logincredentials, nor may proctor credentials be shared with testtakers. Login credentials may not be written on chalkboards orwhiteboards, printed, emailed, or presented online in any form orplace. Test takers may not log in to the platform on their own. A proctormust log in test takers individually by either utilizing the fast-tracklogin feature or issuing test taker vouchers. If testing time is limited, proctors should use either the fast-tracklogin feature or issue vouchers to test takers prior to testing.Please refer to the ACCUPLACER User’s Guide for moreinformation about login options.
Back to Table of ContentsRegulations: Test Facility15Test Facility RequirementsTest administrators are required to evaluate the testing facility andreview testing procedures to ensure a comfortable, positive, andefficient testing environment and experience for test takers. Distractions such as noise, poor lighting, inadequate writingsurfaces, or extreme temperatures will hinder test takers’experience. Recommended testing facilities include college or university testcenters or a quiet, proctored room in high schools. Please contactCollege Board directly if you are unsure if a testing location meetsthese requirements.
Back to Table of ContentsRegulations: Testing EnvironmentTest Environment RequirementsThe testing room must be appropriately heated or cooled, adequatelyventilated, and free from distractions. Lighting must enable all test takers to read the computer screen incomfort and shouldn’t produce shadows or glare on the computer screenor writing surfaces. The testing room cannot contain maps, periodic tables, posters, charts, orany ancillary materials related to the subject matter of the test. The testing room must comfortably accommodate the number of testingstations placed in it.Computer stations must be placed in a formation restricting the visibilityof other computer screens. At each test station, position the computer monitor, keyboard, andmouse properly for ease of use, and provide a comfortable chair with aback. Testing rooms must be quiet throughout the duration of each testadministration. When testing is scheduled, or is in progress, otheractivities that would disrupt the standardized testing environmentcannot be conducted. The building, testing rooms, and restrooms should be accessible topeople with disabilities; these locations should also be wheelchairaccessible. Restrooms should be located near the testing room and should be easy tofind. Post directional signs if necessary. Unauthorized individuals (e.g., parents, chaperones, non-testing students)are not permitted in the testing center during the test. Persons assistingfor accommodation purposes (e.g., readers or scribes) are consideredauthorized. 16

Back to Table of ContentsRegulations: Test Taker Identification18Acceptable Test Taker IDSProctors must ask each test taker to present at least one current, validform of identification that includes the test taker’s name, signature (onrequired IDs), and a recognizable photograph. The identification mustbe checked before they begin testing and rechecked at the end oftesting. Acceptable forms of photo identification include current and valid: Driver’s license State-approved or federal ID Military ID College ID High school ID Middle school ID Passport Tribal ID Naturalization card or certificate of citizenship Completed ACCUPLACER Test Taker ID FormNote: a photo of an ID is not sufficient. An actual ID must be presented.
Back to Table of ContentsTest Violation Protocol19Test Violation Protocol & Reporting to AccuplacerInvalidating the test session because of academic dishonesty is a localdecision. Please use your professional judgment. If a test taker has violated testing policies (e.g., has used an unauthorizedelectronic device such as a cellphone) and a professional determination ismade that it is appropriate to the circumstances, then a test session shouldbe invalidated. If a test taker is caught using a prohibited item such as a cellphone or anyother unauthorized electronic device during the administration of a test, theproctor should: Stop the test session. 1.If possible, review the device to ensure neither pictures of thetest content nor text messages regarding the test have beensent/received. 2.If possible, do not return the device to the test taker or delete anyimages or messages until it has been determined if test questionshave been compromised or cheating has occurred. 3.Notify the Institution Administrator or Site Manager to confirmthe test should be invalidated. Again, invalidating the test sessionbecause of academic dishonesty is a local decision. Please useyour professional judgement. 4.Report the issue to College Board if test content has beencompromised by emailing accuplacer@collegeboard.org. 5.Flag the message as “Urgent” and include “Test Violation”in the subject line. Do not send screenshots of the test question(s) ormessage(s) under any circumstances. Instead, send thefollowing information: Student Name or ID Exnum (found at the bottom of the ISR) Testing Date Testing Location Test Name(s) Test Question Number(s)

Back to Table of Contents21Potential Consequences/Sanctionsfor Compromising Test SecurityPotentiaPotential sanctions for campus staff violations of security measures may include:suspension with or without pay,termination of contract, acceptance of resignation, or retirement,civil legal liability for copyright violations,legal prosecution,a written reprimand, andothers as determined by the school board.PotentiaPotential sanctions for student violations of security measures may include:invalidation of test results,suspension or expulsion from school or other disciplinary actions according to theschool board code of conduct,suspension or exclusion from participating in school extra-curricular activities,such as sports, plays, school-sponsored social functions, etc., per school boardpolicy,removal from an elected office, such as president of the student council, etc., asdictated by school board policy, andothers as determined by the school board.PotentiaPenalties for Prohibited Conduct:In accordance with Title 19 TAC §247 and §249, the State Board of Educator Certification(SBEC) can impose a penalty on any person who violates, assists in the violation of, or solicitsanother to violate or assist in the violation of test security or confidential integrity, and on anyperson, who fails to report such a violation. Penalties include:placement of restrictions on the issuance, renewal, or holding of a Texas TeacherCertificate, either indefinitely or for a set term,issuance of an inscribed or non-inscribed reprimand, and/orsuspension of a Texas Teacher Certificate for a set term; orrevocation or cancellation of a Texas Teacher Certificate without opportunity forreapplication, either for a set term or permanently.Certified campus personnel are directly responsible for supervising any certified or non-certified paraprofessionals (i.e., teacher assistants, office clerks) who have access to securetest materials. If violation of test security or confidential integrity occurs under thiscircumstance, the certified professional is subject to the penalties listed above.If necessary, Internal Audit, Professional Standards Office, Legal Review, and EmployeeRelations will be involved in the investigation or the issuance of sanctions.
