Our shared vision is importantbecause too many children are notgetting a fair go
Why our shared vision is so importantWhile most kids in Queensland feel loved and safe in their families, toomany are behind their peers - in Queensland and nationally. Significantadversity and inequity can harm developing brains, bodies andrelationships. These harms can accumulate across the life-course and betransmitted over generations. With the right resources and partnerships,we can do better for Queensland’s children and young people.Luke Twyford, Principal Commissioner Queensland Family and Child CommissionThere are over 1.6 million children and youngpeople in Queensland, and the lives of every oneis shaped by the wellbeing of their families, theirneighbourhoods and their communities. How Queensland children and young people are faring How Queensland families and communities are faringHealth5+ antenatalappointments attendedOne of the highestrates in Australia; andmost babies are bornhealthy and developwell2nd highest in AustraliaFor rates of teenagepregnancies3rd highest in infantmortalitiesParticularly in regionaland rural areasLearning93%4-and-5-year oldsenrolled in kindergartenAlmost 1-in-4 childrenin grade one are not ontrack in one or moreAECD domains3-in-4children and youngpeople like being atschool and mostchildren and youngpeople are meetingnational academicstandards90.5% to 87.1%drop in schoolattendance rates from2019 to 2023Home & family44% of young peopleaged 16-24reported exposure todomestic and familyviolence in 2021-2215,133 children andyoung peoplewere subject to aChild ProtectionOrder or ParentalAgreement as at 31March 2024. 47% ofchildren in care areAboriginal and/orTorres Strait Islander19,655domestic and familyviolence ordersnamed children asprotected personsCost of living60%parents struggle withdaily expenses42.9%increase in medianrents, putting pressureon housing affordability37%of all peopleexperiencinghomelessness arechildren and youngpeopleCommunity3rd highest rateof poverty in Australia, with significant regionaldisparitiesOne-third of residentsin Far North and SouthWest Queenslanderslive in the mostdisadvantaged areas, compared to only11.3% in Brisbane andMoreton BayClimate change riska 4 year oldQueenslander will face4x as many heatwaves,3x as many droughts,1.5x as many bushfires(compared with childrenborn in 1960) Infrastructure 371,000 children andyoung peopleare library members, with early and juniorreaders the mostactiveChildcare desertsMany areas acrossQueensland havefewer than onechildcare placeavailable for everythree children11.4% of familieswith children agedunder 15 have noworking parentOUR INTERGENERATIONAL VISION
Together, these systems shape the lives of Queensland’s childrenand young people, now and into the future. Importantly, whereverwe are, we are all part of and can influence these systems. While it is true that these systems have been built overgenerations and that they are complex and take time and effort tochange, it is also true that everyday across Queensland manypeople and organisations - at all levels and in all systems - areworking to make them better.TQKP provides a vehicle for these people and organisations toconnect, align their efforts, and create positive impact. There are many systems thatsurround Queensland’s children andyoung people and shape their lives. We recognise the contexts andconditions of children’s and youngpeople’s lives, especially theirfamilies and communities, and theirinteractions with people and places.TQKP takes a life-course approach, meaning we focus on key lifephases, events and transitions frompre-conception to adulthood. By pulling on this system lever......we move from this systembehaviour...CONNECTEDLEARNING The workforces that help build thrivingchildhoods are well recognised andsupported through learning, wellbeing andconditions. They have core andcontemporary knowledge and tools, and canreadily work across systems and services.Investment is not at scale, according to need, coordinated, flexible or long-term, leading towaste, duplication and inefficiency. ‘Lockedin’ investments are not necessarily requiredto prove their value or supported to stayaligned to best evidence or practice.Investment (both assets and resources) is:fair, sufficient, and collaboratively used;focused on results and capabilities; anddriven by evidence and the experience andaspirations of children, young people, families and communities.Families and caregivers are seamlesslynavigating systems and services to accessthe support they need at the right time, rightplace and in the right way.Science and wisdom, from data, stories andother evidence, is routinely used to design, implement and improve systems andservices, delivering what children and youngpeople need to thrive.SMARTERINVESTMENTChildren, young people, families and leadersof communities and organisations have thecapabilities, vehicles and investment neededto collaborate with shared purpose, acrosssystems.Poor coordination and integration is createdby multiple strategies, programs, entities anddisciplines. Collaborative efforts are stymiedby the complexity and competition ofentrenched, siloed ways of thinking anddoing.CONCERTEDLEADERSHIP Families are required to access multiple andoften disconnected services, repeatedly tellingtheir story and navigating different tools, messages and plans. Their holistic needs andaspirations are often not adequately met, especially for those experiencing vulnerability.Strong organisational and professionalcultures can create hard boundaries aroundscope and responsibilities. Workforces areoften not systematically supported to learnand apply new knowledge, or to havecommon frames and tools. Science, evidence and lived experience anddata is often poorly translated and used insystems and services. Holistic data is notreadily available. A ‘blame focused’ culturedisincentivises genuine innovation, learning& improvement. INTEGRATEDAND EQUITABLEDELIVERYSTRONGERWORKFORCES...to this new systembehaviour...Our 6 systemchange leversWHAT WE WILL DO TOACHIEVE OUR VISIONChildren, young people, families andcommunities are listened to and part ofdecision making about what enables them tothrive. Interactions with systems builds theiragency and power, and positively shapestheir lives and communities.Children, young people, families, caregiversand communities are often seen as serviceusers.ENGAGED KIDS,FAMILIES ANDCOMMUNITIESTQKP has identified 6 waysthat systems need to changein order for all Queenslandchildren and young peopleto thrive.
