After achallenging winter for the snowmobile business, I am optimistic about great weatherand busy lakes and trails to help us recover from last season. I recently had the chanceto visit our camper, and it was definitely bustling in the Minong area, with a promisingnumber of UTVs out and about. As we look forward to the Fourth of July, let’s keepthe planning and preparations going, but don’t forget to carve out some time to enjoya day or two when you can!The start of summer also marks the beginning of the TLW golf circuit and numeroustournaments across the state. The folks in Jefferson County kicked off the year with awell-attended event. I had the pleasure of golfing with Kathy Proffitt and some of herfriends. We shared many laughs while losing quite a few balls, all in support of theircounty. After the tournament, they kindly took me around to some memberestablishments that couldn’t make it. It’s always a joy to explore new places and meetnew friends.My next stop was in the Milwaukee area for the 1st and 9th district golf outing. It wasan unusually cold and windy day, which made for a challenging round. Despite theweather, Andy and the Milwaukee County crew made the most of it, even while tryingto keep warm. A huge thank you to Sally and Lori for supplying me with extra clothes—I should have known better, living up in northern Wisconsin!Since I was in the area and the Brewers were playing at home, I couldn’t resist catchinga game, which is always a treat. The next day, with no rush to get back home, Idecided to explore West Allis a bit. After a few stops, I began my drive back north,only to have another run-in with Wisconsin wildlife. Somewhere in the central part ofthe state, I spotted a rather awkward creature attempting to fly across the highway. AsI got closer through the pouring rain, it became clear it was a wild turkey. With no realway to swerve due to construction, I took my chances and didn’t slam the brakes.Unfortunately, it collided with my driver’s side window—like a bowling ball hitting itstarget. Thankfully, the window remained intact with only minor damage, though theturkey didn’t fare as well. So, the current score stands: Wisconsin wildlife 2, Keith 0!The next few months promise to be busy around the state with various events and atrip to San Antonio to represent TLW with ABL. I’ve also been invited to speak at theWAMO annual convention. My calendar is filling up quickly, but if you’d like me toattend an event and I’m available, please don’t hesitate to reach out.On a final note, we are currently planning LeagueLeader Day, which will be held this year in Eau Claire,and the Fall Convention is coming together nicelywith La Crosse County ramping up efforts. Steve actually reached outto us, and offered to supply the equipment for free.City of Green Bay: awarded us $15,000 through an ARPA grant for improvingbusiness and safety in our community and teamed up on apress conference to launch the program and spread publicknowledge and get word out to riders.Village of Howard: $5,000 donation towards our program and allowed shuttleparking by Duck Creek Quarry.Brown County Sheriff’s Department: Screened shuttle drivers for the draft and supported us in oureffort to keep our roads safe.Discover GB: Gateway of communication, did a great job of logistics andcomms.SP+, NFL, Green Bay Packers: Gave their full support and cooperation to make this possible.General Beverage: On top of a monetary donation, they wentabove and beyond with assistance in marketing/promotional,with additional vinyl adhesive QR codes and tabletopadvertising for nearly 200 members.Badger Liquor, Dean Distributing, Triangle Distributing, KayDistributing, Carbliss, & Pepsi: Donated to the effortThe SafeRide Drivers: Their commitment to their communityalong with their professionalism, time, and effort under tryingcircumstances made this entire effort possible. Green Bay…The Brown County Tavern Leagueis earning widespread praise for helping keeparea roads safe during the NFL draft. Theshuttles helped get over 9,000 people totheir destinations through the SafeRideProgram.“We knew there was a pressing need for aSafeRide service at the NFL draft, havingheard of previous drafts where people werestranded for hours waiting for ride shares andtaxi’s. That could lead to a lot of peoplebehind the wheel who should not be,” saidDon Mjelde, Eastern District Vice-President ofthe Tavern League of Wisconsin. TheSafeRide efforts helped contribute to justthree OWI arrests reported by the BrownCounty Sherriff’s office during the draft.In the end 2,627 rides were given to 9,013riders free of charge. The costs were pickedup by the Wisconsin DOT, through a statemandated DUI surcharge, and a matchinggrant from the Brown County Tavern League,who have been busy raising money for theeffort in recent months.Mjelde and Brown County Tavern LeaguePresident Tera Hansen are both passionateabout the SafeRide program, which gives over40,000 free rides statewide each year andhas contributed to a 44% decline in OWIconvictions and a nearly 50% reduction inalcohol related deaths since 2007.The Brown County Tavern League operated40 shuttle vans, with 91 drivers who put inover 2,000 hours on the road. To make draftattendees aware of the program, the TavernLeague distributed over 20,000 brochures to250 taverns and hotels in Brown County. Theshuttles operated for over 60 hours over fourdays, running until 3:30am every night.The Brown County Tavern League would like to thank themany people who came together to make the operation asuccess, including their SafeRide Draft Committee whohelped organize and staff the operation from start to finish,and their many partners and sponsors.9. ften lost when looking at the Tavern League’s contributions to our state, is the workmembers put into helping neighbors in our communities. We focus on the economicimpact—the 160,000 jobs, over $3 billion in wages and nearly that much paid in taxesannually. But often overlooked is the $17 million in charity donated each year. And let’snot forget the over 40,000 rides home given through the SafeRide program.Of course, the SafeRide program is 80% funded through a state assessment placed onDUI fines, but 20% is paid by the Tavern League and local leagues implement theprogram on the ground for free. A couple recent activities are worth noting.First, this year the Brown County Tavern League went above and beyond with theirSafeRide program by proactively offering to set up a special effort to coincide with theNFL draft in Green Bay. No one knew what to expect when local league memberscame up with the idea of building a program around the draft, but they knew it couldplay an important role in keeping people safe during the event. Their proposal was metwith enthusiasm from state officials, area communities, the NFL, and the Packers.Over four days the Brown County Tavern League alone gave over 2,600 rides to over9,000 people, exceeding expectations and pulling off a massive undertaking with hardlya glitch. With the larger than expected crowd on hand at the draft, event organizerswere happy to get all the transportation help they could get. Most important, in the endthe folks got home safe and only three DUIs were issued all weekend.Their efforts drew well deserved attention to the SafeRide Program across Wisconsinand put the entire state Tavern League in the best light. Hats off to the entire BrownCounty SafeRide Committee of Ben Brunette, Tera Hansen, Terri Vande Hei, BrandiHibbard, Rob Heinritz and Don Mjelde for their tireless efforts and the many sponsorswho helped make it a reality. Next, our Operations Director, Tina Conley has been working with the folks at Uber tobetter integrate them into the SafeRide Program. Over time, this partnership could be awin for everyone. Of course, Uber is currently a realistic option only in the more heavilypopulated areas of the state. Uber is technically available everywhere, but there justisn’t enough demand to attract drivers to sign up. That’s where SafeRide comes in, andin working with the Tavern League, any local league can sign up with them, and overtime more drivers will be recruited to meet a growing demand. That could help not onlylocal SafeRide programs, but also people who could use a ride for any reason in ourstate’s underserved areas.Counties with college towns are especially good places to start, with young peoplelooking for ways to make a few extra dollars, so there could be a strong pool of potentialdrivers. So far four counties have signed up with Uber and more are welcome to help getthe effort off the ground. Legislative Advocacy and OutreachThe Tavern League of Wisconsin (TLW) is one of the largest trade associationsand active grassroots advocacy groups in the State ofWisconsin. We have been very effective over the years in making sure ourlocal, state and federal policy makers are aware of the issues that areimportant to us and the hospitality industry in general. Whether our outreachis about the complicated regulatory structure we operate under or thethousands of charities we support or our SafeRide Program, our success islargely the result of our local grassroots activism and personal lobbyingefforts. Today I wanted to remind members of the importance of knowing yourelected officials (local, state and federal) and staying in touch with them on aregular basis.Local OfficialsThis is generally easier because you likely know these people and see themregularly. Sometimes, you’ve known them your entire life because you went toschool with them or are related to them! Your locally elected board members,municipal clerk(s)/staff and law enforcement officials affectthe day-to-day operations of your business. Make sure you stay in touch withthem on a regular basis, not just when you need them or when they’re requiredto stop into your establishment. Invite them to local league meetings from timeto time. Talk to them regularly and invite them to your local events.State and Federal Elected OfficialsWe all have state and federal elected officials and although they may seemdisconnected from your day-to-day operations, they represent you and yourbusiness. These are the policy makers who are passing the laws that determinehow your business is regulated and operates. Your state and federal electedofficials likely won’t live in your town and you won’t see them on a regularbasis, but you need to know who they are and do your best to make sure theyknow who you are. They will likely have regular “townhall meetings” in yourarea. Stop in and introduce yourself. They will have fundraisers–stop by and ifthey support our issues donate what you can, either directly or through theTLW (we often hear about fundraisers and do our best to make sure membersare aware). They will be at the local parade–shake their hand on the route andtell them to stop by your place.While Tavern League leadership maintains contact with all electedofficials on a regular basis, individual members should also activelyreach out and build direct relationships with their representatives.Regular legislative outreach and advocacy for your business and theindustry as a whole is vital. Having a personal relationship withpolicymakers makes a big difference. I’m sure we will be reaching out toyou at some point to advocate on behalf of the TLW related to pendingstate or federal legislation. Those contacts are always meaningful, butthey are even more effective when the legislator receiving the contactknows the person sending it! Our legislative successes are directly related toour grassroots advocacy. So your networking and relationship building notonly benefits your business. More onsome of the specific bills and legislation in amoment…ABL completed a successful boardof directors meeting in Washington, DC inMarch 2025. In addition to conductingassociation business, ABL board membersmet with representatives from national tradeassociations and beverage alcohol companies,as well as members of Congress and theirstaff on Capitol Hill.Issues ABL members advocated for werepassage of the Credit Card Competition Act;tax certainty and fairness for small businesses;integrity and transparency in the DietaryGuidelines review of alcohol; opposition totariffs that could cripple beverage retailers;and participation in the 21st AmendmentCaucus, among others.Congress is racing to complete severallegislative initiatives before members headback to their home districts at the end of July,including the biggest one of them all… (Continued) The "One Big Beautiful Bill Act" (OBBBA), aproposed budget reconciliation bill in the U.S. Congress, primarily focused on taxreforms, healthcare modifications, immigrationenforcement, and energy policyshifts, passed the U.S. House ofRepresentatives on May 22, 2025. ABL backed the inclusion of language in thebill that would support family ownedbusinesses, including those that are S-Corp orpass-through entities. We are particularly pleased to report that thefinal House version included a provision tomake the Section 199A tax deductionpermanent at 23%, and makes permanentenhanced estate tax exemptions. Under the2017 Tax Cuts and Jobs Act, much of which isset to expire at the end of this year, Section199A created opportunities for thousands offamily-owned beverage and hospitalitybusinesses to grow and create more jobs andpositive economic stimulation in their localeconomies. The bill now moves to the Senatefor consideration.(Continued on pg. 20) There is nothing like getting out and meeting with ABLmembers and I was fortunate to have that opportunity inApril at the Tavern League of Wisconsin Spring Conferencein Wausau. Credit Card Competition Act Filed as Amendment to GENIUSActOn May 20, Senator Roger Marshall (R-KS) and Senator Dick Durbin (D-IL) filedthe Credit CardCompetition Act (CCCA) as an amendment to the GENIUS Act, legislationexpected to beconsidered soon on the Senate floor that would establish a regulatory frameworkforstablecoins. (Remarkably, the GENIUS Act is the first Senate Banking Committeebill to comePage 2 of 2to the floor since 2022 with an opportunity for floor amendments.) Theamendment is currentlymoving through the legislative process. ABL continues to encourage its membersto reach outto their Senators to let them know we need them to vote YES on the Marshall-Durbinamendment (CCCA).On May 20, Senator Roger Marshall (R-KS)and Senator Dick Durbin (D-IL) filed the CreditCard Competition Act (CCCA) as anamendment to the GENIUS Act, legislationexpected to be considered soon on the Senatefloor that would establish a regulatoryframework for stablecoins. The CHEERSAct provides targeted tax relief to bars,restaurants, taprooms and entertainmentvenues with draft beer systems, helping thehospitality sector reinvest in local businessesand their employees. These investmentswould enhance service, drive job creation andstimulate local economies, all while promotingsustainability through reduced packagingwaste in every congressional district. TheCHEERS Act incentivizes investments in draftbeer systems and offers an economic boost tothe hospitality industry. (Continued)ABL joined the members of Congresssponsoring the legislation, as well as othermembers of the beer industry, for a pressconference on Capitol Hill to announce thelegislation. As local bar and tavern owners continue tosteer their businesses through the ups anddowns of the economy and current beveragealcohol marketplace, the CHEERS Act wouldadd some tax certainty for Main Streetbeverage businesses looking to improve theirdraft beer programs.ABL is grateful for the leadership of themembers of Congress who introduced thisimportant legislation. On May 27, the Music Innovation Consumers(MIC) Coalition submitted supplementalcomments in response to the Notice of Inquiryissued by the United States Copyright Officerequesting stakeholder feedback on variousissues relating to performing rightsorganizations (PROs). The supplementalcomments drew largely on the previous roundof comments on the topic earlier this spring,including amplifying the call for the creationof a comprehensive musical works database.As the comments note, “The need for such adatabase is well documented. General SessionsMovie Producers Spoke at the Conference Sean Hanish - Director/Producer of Just a Bit OutsideSean was raised in Brookfield, Wisconsin. He is the President ofCannonball Production is the WGA Award-nominated writer, producer and director and a multi-award-winning commercial director. Two local residents from Wisconsin directed and produced the film, Just a Bit Outside,which was recently released in theaters and made available on ROKU TV. They attended theconference to discuss the film and expressed their aspiration to revive the legacy of the1982 Brewers. They conducted interviews with numerous players to capture their narrativesand the genuine emotions surrounding victories, defeats, and the reception theyexperienced upon returning to Milwaukee after the World Series loss. Kelly Kahl - Producer of Just a Bit OutsideKelly Kahl is from Burlington, Wisconsin and completed hisundergrad from University of Wisconsin-Madison. He is atelevision executive and film producer.
