A lot was going on in the summer of 2016 – Michael Phelps was winning five gold medals in the RioSummer Olympics, families were watching the #1 movie of the summer, “Finding Dory”, the Cubswere poised to win the World Series, inflation was non-existent, and the average cost of gasolinewas $2.30 per gallon. Also happening that summer, the Area EPG’s, representing the 299 activeRieth-Riley ESOP employees, gathered in the South Bend basement following our most successfulyear in Rieth-Riley history, by a wide margin. Steeped in that euphoria, we reviewed ourexpectations for the coming year with cautious optimism, questioning whether this success wasaberration or the start of something special. Gene Yarkie stated that we should have higherexpectations and that maybe we were entering a new era, or a “New Normal”. Fast forward to the summer of 2022 and much has changed – Rieth-Riley now has 450 active ESOPemployees, inflation is at 8.3%, gas is over $5 per gallon, the Cubs are without World Series hopes,and Gene Yarkie’s “New Normal” has more or less materialized in terms of expected financialresults. Many of our ESOP employees have only experienced the good times. These results haven’tcome easy - hard work, focusing on the basics and dedication to excellence has fueled our success. As a reminder to all employees, and especially our newer ESOP employees, we share a few wordsof wisdom from a wise old sage: Past success is no guarantee of future performance. Rather, it is a foundation to build upon. While recenttimes have been fortuitous for us, the winds of change have been and continue to swirl, creating a vastarray of challenges and surprises. Given this current climate, we can ill afford to allow recent successesto lull us into a false sense of security. Now is the time to be more vigilant than ever to navigate theturmoil and chaos within our markets and the world around us. By identifying and addressing thesechallenges in advance and tackling them head on, we will not only prevent adverse impacts, we willundoubtedly create opportunities for success.In good times, it is easy to lose focus. In adversity, one must have extreme focus.Rieth-Riley’s vision is to “Continually Grow and Prudently Sustain the ESOP,” while our mission is to“Be the Absolute Best at the Basics”. Year after year, we have achieved success through disciplinedexcellence in those basic rudiments of the business, including bidding, job execution, safety, qualityand customer service, without compromising our core values of honesty and integrity. Each year isanother building block that strengthens the foundation for our ESOP’s continued growth, not onlyfor us, but for successive generations of Rieth-Riley employees.Thank you for your efforts this past year. Rieth-Riley participated in and won the NAPA national “Watch For Us” campaign. Rieth-Riley was the GrandPrize Winner. Runners up included companies from Colorado, Florida, Missouri, and Washington. The RTICcooler and mug that was presented to Rieth-Riley will be given to a randomly selected “Safety Catch”winner at the end of the year. All Safety Catch winners will be eligible to win the cooler and mug. For thisyear’s National Work Zone Safety Week, we incorporated the “Watch for Us” and “Highway Hero” campaign:Created yard signs that included both the RR and “Watch for Us” logo. We had the crews take photoswith the sign. We then gathered up how many kids and grandchildren rely on them to come homesafe. Our goal was to get closer to the reality that folks on the job sites have family and loved ones thatcount on them by humanizing the situation when driving through a work zone. We then took the signs,and we are placing them at job sites. Made 300 “Watch for Us” hardhat stickers and handed them out to the crews.Promoted the wear orange day through social media and had folks’ text in photos.Integrated the “Watch for Us” logo into our Safety Catches. Our Safety Catch program is a simple yeteffective way to reward positive changes to our work environment. We encourage our employees toreport and correct workplace hazards.Our marketing team does a great job at engaging with people through our social media platforms. Forthis specific campaign they posted over 61 times across all platforms reaching over 108k people, withover 8500 people engaging within the posts. In calendar year 2022 thus far in economic news we have seen high inflation and high gas prices. As Iam writing today, the DOW Jones Industrial Average is down 10% and the S&P 500 is down 15% year-to-date. In other news, Russia’s invasion of Ukraine has dominated coverage, with COVID-19 not farbehind. Will Smith slapped Chris Rock at the Oscars, and Tom Brady retired from football… thenunretired.Current events even over the past several years have created an environment which makes it easier foremployees to become disengaged from their work and their employers. At Rieth-Riley we have beenblessed to have strong leadership and engaged employee owners that buy in to the company’s cultureof hard work, perseverance, and a relentless focus on being the best at the basics. We have weatheredstorms in the past and will continue to do so in the future. The history of our stock price is the proof inthe pudding of this, and the current downturn in the markets drives home the value of Rieth-Riley’sESOP to all of us as employee owners. This year there are several long-tenured employees who have retired or plan to retire from thecompany. We are very thankful for their contributions over the years to making Rieth-Riley successful,and we recognize the challenges that their absence brings. The great news is that we have planned forand met these challenges consistently in the past, and this year is no exception. 6Lafayette had an extremely successful winter bidding season in 2022! So along with the nice amountof carryover work that we had already on the books, we are literally “busting at the seams” in addedwork for 2022! Thanks to the entire estimating team for the tremendous effort and long hours in theoff season to aggressively pursue INDOT, municipality, county, private, and CCMG work that has putthe Lafayette Area in this favorable work situation for 2022! This winter, we added a particularly large, two-year widening project on I-65, a very largereconstruction project at various locations on US 52, a sizeable reconstruction project on SR 38, anIntersection on US 35 in Walton and Galveston, four boxes on 71/ 41/ 136/ and 234, and 2 new IDIQprojects! As far as Lafayette’s normal concrete and paving work, we added North Salisbury Street’sReconstruction and obtained multiple other CCMG resurfacing projects in Frankfort, Monticello,Montgomery County, Fountain County, Hillsboro, West Lebanon, and Boswell. We are also performingvarious pavement patching all over the Purdue campus and resurfacing project at the New Hagle Hall. In addition to the above work, we still have our multi-year Teal Road Reconstruction project, which willbe completed in 2022 and 2023, as well as our other very large multi-year reconstruction/wideningproject on SR 26 to complete. Yes, the estimating group was very busy this winter!As you can tell, Lafayette has an exceptionally large workload to complete in 2022! Now without anounce of hesitation, our operations, QA and admin teams are vigorously operating in “warp speed”,while staying focused on the basics, to bring 2022’s successful start to an enormously successfulconclusion! 7Phend & Brownby Toby Witmer Spring is a season of new beginnings. The Spring of 2022 has been just that at Phend & Brown. Asmost of you know, Rieth-Riley acquired Phend & Brown at the start of the year. The journey ofintegration into the “Rieth-Riley Way” is in full swing. From the office to the field, we are implementingnew practices that complement our tried-and-true methods of producing quality work. The seasonopened with our U.S. 30 project in Warsaw, which will remain active for the majority of the year. Inaddition, there are several INDOT and private jobs on the books. 2022 is shaping up to be a greatyear!Phend & Brown is celebrating a milestone this year - our 100-year anniversary! We would like toextend a special thank you to every person that has contributed to the success of Phend & Brownover the last 100 years. We would also like to extend a special thank you to everyone from the Goshen office and beyond whohas been assisting in our transition. Your kindness and professionalism have been greatlyappreciated. It is easy to see why Rieth-Riley has seen such success and longevity. We are happy to announce some promotions and new hires into the ESOP family. Andy Brownassumed the role of Area Manager and President of Phend & Brown while Doug Brown fulfilled theposition of Operations Manager. Other new ESOP members include Penny Loy as Accounts PayableClerk, Leonard Kline as Project Manager/Estimator, and James McKinley and Ryan Wagoner as QualityControl Technicians. There is an air of excitement and optimism at Phend & Brown as we forge ahead as part of the Rieth-Riley family!

With another paving season underway in Northern Michigan, we have hit the pavement running at theHoughton Lake office. Bidding was off to a slow start, but things are beginning to ramp up as we aim to fillthe books. County work has been the name of the game here with MDOT projects for the year beingsparse. We will have some familiar interns joining us again for the summer. Trey Small will be returning for histhird year looking to broaden his experience as he continues his studies at Ferris State University. SaraBushong is back as well here in the office for the summer as she works towards her degree at CentralMichigan University. Our QC department is busy per usual with mix designs and aggregate testing. Material hauling is alsounderway as we prepare for the heart of the paving season. We always appreciate the QC departmentshard work as we know it is a major component to a successful season. As always, we wish everyone a safe and successful season. 8HOUGHTON LAKEby Nick OppermanThe Lansing area is looking forward to another busy paving season in 2022! The estimators have securedmultiple large highway projects over the winter on I-496, US 127, and I-96. We will also be continuing workfor Livingston County and have added a new Amazon new distribution plant in our area to the long backloglist. With more bidding opportunities in the area, Lansing and Mason will have a busy 2022 season. This season we are welcoming 2 new QC Lab Techs to our team, KC Frankovich and Stephanie Cramer, aswell as Anissa Rivera joining as an accounting clerk. The Lansing area will also have 3 interns Jacob Barth,Nicole West and Grant Bachman. They will be helping in the QC Lab and with the project managers thissummer. Welcome to the team!The Rieth-Riley family has also increased by 2! Area Manager Dan Larson and wife Sophia welcomed a babygirl, Penelope, born February 18th. Project Manager Adam Roberts and his wife Janna welcomed a baby boy,Warren, on January 6th. Fresh off a strong finish to the 2021 season, the Cal Region group is looking to build on that success this year. Wehave had a very promising start with one of our busiest Aprils ever and the pace doesn’t look like it will slow downanytime soon!The Cal-Region team remains dedicated to excellent safety and quality performance. On the safety side, witheveryone’s efforts, we significantly reduced our recordable rate this past season. This year, we have instituted anew program called “Target Zero” to help keep safety paramount in everyone’s mind. On the quality side, our QCdepartment helped us achieve a net positive bonus last year.Also, through the efforts of our SR 130 project teamwe earned a NAPA Quality in Construction Award for our SR 130 and SR 51 asphalt resurfacing project. Way to goSR 130 team! We once again look forward to being leaders in the industry for safety and quality in 2022!We would like to welcome the following individuals to the ESOP team:Mike Janis - Mike has been with Rieth-Riley for 22 years as a laborer and foreman and joins the ESOP family as aProject Superintendent. He is a second generation Rieth-Riley employee and is the proud dad of two sons servingin the military. Please join me in welcoming Mike to the ESOP family!Josh Kellam – Josh came aboard in January as a Project Superintendent. He graduated from Purdue University witha B.S. in Construction Engineering & Management. Josh has worked in the construction field at coal fired powerplants, on concrete projects, and structures projects prior to joining Rieth-Riley. He enjoys gardening, hiking,biking, running and just about any activity centered around the outdoors. After more than 66 combined years with Rieth-Riley;Mike Qualizza (25 years), Joan Mulhern (21 years), and Tim Dunifon (19 years) have decided to hang up their hardhats and enjoy their retirement. Mike plans on playing a lot of golf as he and his wife will be relocating to Naples,Florida. Joan plans on extensively traveling and watching the continued success of Rieth-Riley. Tim plans ontraveling, visiting his four boys and their children, and relocating to Florida once the time is right. Greetings from the South Bend and Elkhart Area! We are starting this season off strong with a lot of workalready on the books for 2022. However, we know that our continued hard work and perseverance are requiredto see these projects through to successful completions and further the goal of growing and strengthening ourESOP. Here are a few of the larger projects that we have acquired so far this season: INDOT projects - SR 5 INDOT “B” project in the beautiful Town of Shipshewana from US 20 to SR 120working with the Cal-Region area, teaming up with Phend & Brown on the US 30 from Plymouth to EtnaGreen, and US 20 INDOT “C” project from SR 13 in Middlebury to the East on US 20. Douglas Road Widening and Wilden Avenue Reconstruction projects. These are both large multi-yearprojects with a 2024 completion date.Our South Bend team secured the first two St Joseph County Highway paving packages last fall for thisspring and we also secured the first CCMG paving program of 2022 for Elkhart County.As well, we pickedup the CR 4 Extension from CR 17 to CR 19 – this major project entails the construction of a new roadwayincluding significant earthwork and utility installations.When completed, this roadway will serve as theaccess road to Amazon’s new Elkhart facility from the Indiana Toll Road Plaza at CR 17. The Elkhart Amazon site itself has provided us with our largest commercial construction contract wecurrently have underway. This project is quite impressive and has a significant tons of limestone, asphalt,and sys of concrete flatwork. Other commercial paving projects including paving work for Cleveland-CliffsSteel Mill in New Carlisle, a new construction project for Meijer in Elkhart, Edward Rose Apartments, andmany commercial parking lots in our surrounding area.10SOUTH BENDby Drew SnodderlyWe pooled together to raise money ($450.00) for the Salvation Army’sAngel Tree Program to provide food and presents to low-income childrenfor Christmas. We look forward to finding more opportunities to help ourlocal community through donating our time and resources to worthycauses this season.Congratulations to our estimator Hannah Gritton on the birth of her thirdchild and first son, Cooper Thomas, born Dec. 28th, 2021! It is always niceto welcome new members such as this fine young man to our ESOP family! We would also like to welcome two new ESOP employees to the South Bend Office. Justin Scott has joined ourteam as our new Resource Manager.He is a great addition to our ESOP family! In addition, we will bewelcoming Garrett VanParys to our Estimating team on 5/31/22 right after Memorial Day Weekend. Garretthas worked with us as an intern for two construction seasons prior to taking on this full-time roll, so wealready know he will be a great fit for the position and are excited to work with him once again! In other news, we are excited for the major improvements we are making at the Elkhart Plant. We want tothank the equipment division for all their assistance and hard work to make this possible. We look forwardtowards a bright future for our area, while remembering to keep our focus on being the absolute best at thebasics.Thank you all for your efforts to promote our ESOP. The 2022 paving season is upon us and the LaPorte Area is looking forward to a strong year in ourmarket. We hope to have a successful year focusing on the safety of our crews and the quality of ourcraftsmanship. Thanks to everyone’s hard work last year on our SR 2 resurface job, we werepresented a NAPA Quality in Construction award in the <50,000 tons category.Our estimators have been hard at work over the winter, capturing much of the market share in ourarea with various INDOT, county, and CCMG projects secured on the books. We have several INDOTbridge jobs we are partnering with others on, an intersection lowering project, a multiple sitestructure contract, and a new roundabout in Westville. We were also awarded CCMG projects inLaPorte County, Starke County, and the City of LaPorte. All this work will help keep our crews andplants very busy in the upcoming months. In addition to work in our market, LaPorte is also working on various projects with our NorthernIndiana brethren. We are partnering up with Cal-Region as subcontractors on much of the NICTDDouble Track work, working with Town & Country on a box culvert job in Newton County and a projectin Demotte for Division Street and assisting South Bend with estimating and crew help on variousprojects including the Plymouth Speedway, Culvers, and a large concrete job in New Paris for SmithReady Mix. The forecast for the area is strong as some larger INDOT and private work is on thehorizon, and we are hoping our estimating crew with their sound bidding can capture those contracts.On a personnel front, Eric Otolski has joined the LaPorte Area as a Superintendent. Eric also became anew father this spring with the birth of his son, Sterling. Greetings to everyone from the Grand Rapids and Zeeland team! We are happy to be startinganother paving season and are looking forward to all the fun projects we have coming up this year.We continue to work on Amazon sites as well as many other commercial projects. We have alsosecured a good amount of county and MDOT work to start the season!This season also brings some changes to our area with some new hires and a couple of retirements.Deb Devore (lab technician) has retired after 20 years of service. Thank you, Deb, for all the time andeffort you put into Rieth-Riley over the last 20 years! Nate Smits came to work in the lab from one ofour paving crews and we have hired two interns to help in the lab this season as well. Welcome tothe ESOP team Nate!John Boven (Senior Estimator) is also retiring this June after 34 years in the industry and 13 yearswith Rieth-Riley. John has been working with Todd Huizenga to get him ready to take over his jobresponsibilities and ensure a seamless transition for us. Good luck John as you pursue otherventures! BENTON HARBOR/KALAMAZOO by Brady ReynoldsBenton Harbor and Kalamazoo are well on our way into another paving season, working awayagain on our multiyear projects. This year, we will finally complete the US-31 Bypass/ I-94Reconstruct project which will be exciting not only just for us, but for everyone traveling northfrom Indiana. Despite all the economic events trying to slow the world down, our estimators havefound a way to keep our crews busy and at full steam ahead.We have some new faces here this year to welcome. Adam Rochefort joined our group as anestimator in Benton Harbor. Also, Dyllan Wolfe will be Joining the QC team as a Density Technicianand Matt Rose, who joined our team last year, has moved into the role of estimator this winter.Benjamin Stidham is our QC intern this year in Kalamazoo while Jacob Prowett will be returning toKalamazoo as our intern assisting in the office. Families here are also growing!Neil Garner and hiswife Stacy welcomed their daughter Kate this winter and Brady Reynolds and his wife Carissawelcomed their daughter Joanna just a few weeks ago. This spring, Rieth-Riley began work on Clear Path whichis taking place in the Northeast corner of Indianapolis.Rieth-Riley is working in a tri-venture with E&B Pavingand Gradex. Contract 1 mainly focuses on reconstructionof I-465 to make way for the new I-465 and I-69interchange. Contract 1 will take place over the next 2.5years and adds 4.5 miles of new travel lanes to I-465. Asubstantial amount of temporary pavement has beeninstalled to allow for major traffic switches and work tobegin on several bridges.Asphalt paving crews are already hard at work acrosscentral Indiana including paving at multiple sections ofHoliday Farms subdivision, FedEx South Campus, FedExRecycling Lot, and 16+ box warehouses. Crews aredowntown working on several Indianapolis DPW jobsincluding a large portion of the city’s 2022 strip patchingefforts, Broad Ripple Avenue Improvements, repavingDelaware St, and concrete patching several sections ofPCCP roads. We picked up multiple contracts at theIndianapolis Airport and the Anderson Airport. Crewswill be busy with several jobs this summer in HamiltonCounty for the City of Caramel and the county. Countybridge work will include multiple pedestrian bridges,126th St Beam Repair, and Franklin Rd over Miller Ditch.The I-69, Section 6, Contract 4 project isprogressing, and they laid a large amount ofHMA mix throughout December. We havealso poured 2 of the bridge decks in the last6 months. The job is currently in phase 3.Work continues on several other bridgesubstructures, superstructures, and dirtgrading. The Indy office is managing several other INDOTprojects which include several trails with pedestrianbridges, round-a-bouts, resurfacing on I-70, andconcrete patching on I-74. This summer, crews willreplace the superstructure on the old 267 bridge overI-70 as well as work with INDOT on an emergencyrepair on the bridge deck of the “Monster Bridge”which is a portion of I-65 downtown and is the largestbridge in Marion County. The estimating team is working on bids for projects inMarion, Hendricks, Putnam, and Hamilton County. Twoof these contracts are residential street reconstructionfor the City of Indianapolis while another is a project atthe Indianapolis Airport. These projects would providea nice amount of HMA tons for our work on books thisyear. Upcoming work might include bridgereconstruction, bridge overlays, small structurereplacements, and continued work at new warehousesaround the city. The Indianapolis estimating team was recentlysuccessful on winning a major project in theIndianapolis area. This is part of the State’s largerefforts to improve US31 from the north side of Indy toPlymouth, Indiana. The project is a joint venture withCrider and consists of a new interchange at US 31 and276th Street and 4 new bridges in Hamilton County. The Indianapolis Area would like to welcome our newESOP operations employees, Randy Zimmerman(Superintendent, January) and Ryan Colwell(Superintendent, May), our new ESOP projectmanagement employees, Ben Schuyler (Project Manager,January), Jesse Grass (Project Manager, April), JasonShafer (Project Manager, May), and our new ESOP qualitycontrol employees, Michael Pitz (QC Tech, January), andAnne Phelps (QC Tech, May). This year, the area is planning our annual Family Day andAnnual Golf Outing fundraiser. Money raised at theSeptember golf outing will be used to purchase the foodfor our neighborhood Thanksgiving baskets donation inNovember. This spring has brought around the happy retirement ofDave Dankert (Area Manger, 9 years). In late June, JamieFuchs will also be retiring (QC Technician, 15 years). We kicked off our 2022 paving season with a good start and are excited to get back to work. Both of ourasphalt plants and docks are forecasted to have a busier season than last year. While we are looking aheadto another busy season, we are also expecting to have a safe and productive year as well. Big Rapids is starting their season with a full slate of work that includes plenty of county, state, and privatework. We will tackle our biggest job of the year right in the middle of the season. This job will be a crush andshape on US-131, which has a substantial amount of tons to place. For the end of their season, we will bewrapping up with county and private work.Ludington has a healthy amount of work to start the year with county, state, and private work on the books.Ludington will encounter its biggest job in the middle of the season as well. This will include a deep mill andfill on US-31. After finishing this job, Ludington will end the season with a good amount of local agencyprojects and county work. The Ludington and Manistee docks will have another busy year getting shipments and securing materialsneeded for Rieth-Riley’s plants and projects throughout the state.Big Rapids and Ludington have almost all their 2021 crew members returning for the 2022 season. We areexcited to announce we will be adding two new laborers to Ludington and one new operator to the BigRapids crew. For ESOP personnel in the area, we are excited to welcome two new superintendents, Andrew Strainer andZach Sarsfield, along with a new density tech, Hayden Mull, and Erin Martin Pontiac, who will be the newoffice clerk in Manistee. Lastly, we will be welcoming Aubrey Pomorski and Alison Zolikoff as interns to thearea. Aubrey will be working in Ludington and Allison will be in Big Rapids this year. Welcome all to the Rieth-Riley family and we can’t wait to work with you this season!We look forward to another great year, not only in this area, but over the entire company. To ensure anothersuccessful year, we must prioritize safety. Each day we need to look out for the safety of oneself and ourfellow employees. Greetings again from Northern Michigan. We have all made it through yet another winter and couldn’t behappier to see the sunshine, warm weather, and green grass everywhere. The late April cold weather and frostdidn’t allow for us to get the greatest start this year, but as soon as things thawed out enough, we did our bestto get rolling with things. At this point in time, we are sitting in pretty decent shape to have another good year for our area. The MDOTworkload in Northern MI is down drastically this year compared to the past few years. However, we have donea great job to capitalize on the MDOT work out there and get a good share of that work for 2022. In addition tothat, our estimators have worked hard to secure as much county, commercial, and private work as possible tocontinue to fill out our 2022 schedule. With a lot more opportunities out there and a little more work, weshould be able to fill in the back half of our schedule and finish out the 2022 season strong. Earlier this month in the May 6th MDOT letting we were thrilled to be the low HMA bid on a large multiyearMDOT project. This project is on I-75 in Cheboygan Co. and stretches from Levering Rd to about 1 mile south ofthe Mackinac Bridge. Getting this project is obviously great for the company and our area, it adds a substantialamount of mix tons to our books for the next couple years. Numerous people in our area worked extremelyhard in the months leading up to this bid and did a tremendous job at securing the work for us. Similar to years past, everyone has been working extremely hard on things throughout the winter season to setourselves up for a great, safe, and productive 2022 season ahead. Our aggregate, equipment, and HMAdivisions have received a lot of great upgrades once again this past season, which will undoubtedly help withproductivity, consistency, and quality all around in the various fields we cover. Our area is proud to contribute to 8 local charities once again throughout Northern Michigan. It feels great tobe part of a company that can contribute like this to others in need, during the tough times that some others insociety are experiencing. Once again, our area is seeing some new faces this year on our HMA crews, aggregate crews, equipmentdivision, and office staff. We would like to welcome all the new hires to the company and our area as we all lookforward to a safe, productive, and profitable season ahead. As we begin our 2022 season, I think I can speak for everyone in our area when I say how proud we are to workfor such a successful, motivated, and determined company. None of this would be possible without the hardwork and determination of all the employees, not only in our area, but in every area of the company. Congratulations and welcome are in order at Town and Country this season. Mark Slaughter waspromoted to Sales Manager and Dave Gunter joined the ESOP team as Superintendent. Cole Kistlerwrapped up his internship and has joined the team as a full-time Estimator. We do have some newfaces here as well as Holly Morgan has started and will fill the role of QC Tech. Since Cole wrapped uphis internship, we have added River Walsh to the team as our summer intern. He will continue hisstudies at the University of St. Francis in Fort Wayne this fall. This season seems to be starting off quickly to say the least. So far, we will be ramping up work on theR-42221 US 41 job which to date is the largest project for us here in Demotte. With all the expansionand growth in the area, we are excited and looking forward to getting this season underway!
