For six decades, The Children’s Center Utah has promoted themental and emotional well-being of infants, toddlers, preschoolers, their families,and caregivers. Our services now include consultation, training, and coaching for early childhoodprofessionals, workforce development, and public awareness initiatives.This year, we opened a state-of-the-art children’s mental health campus in WestValley City, which will be the hub for our statewide expansion. Our reporthighlights this achievement and many others that bring hope and healing toUtah’s children and families.Utah faces an urgent children’s mental health crisis, with up to 20% of youngchildren experiencing mental health challenges. The Children’s Center Utahremains the only organization in the state exclusively dedicated to mental healthservices for children birth through six, their families, and caregivers.We offer Center-Based Clinical Services, Statewide Provider Services, andCapacity-Building System Work, including workforce development and policyadvocacy. This year, we served nearly 1,200 children through clinical services andsupported thousands of early childhood professionals through our trainingprograms. We also expanded partnerships and advocated for policies supportingearly childhood mental health.Our programs nurture the social-emotional development of young children andprovide essential support to families, caregivers, and professionals. With yoursupport, we aim to improve children’s mental health statewide. It is with great pride and gratitude that we celebrate 60 years ofproviding mental health services for infants, toddlers, preschoolers, andtheir families.Our Founder, Dr. Agi Plenk, was a brilliant woman who saw that veryyoung children had mental health and mental health needs and that theattachment between a child and their caregiver was profound. Since ourinception, our nonprofit organization has been dedicated to promoting theemotional well-being of our youngest community members andsupporting families in need.Over the past six decades, we have witnessed the transformative power ofearly intervention and support in the lives of countless children andfamilies. Through our comprehensive, trauma-informed, and evidence-based services, we have made a lasting impact on the mental health andwell-being of our communities most vulnerable population children. As we reflect on our journey and the milestones reached, we are remindedof the countless lives we have touched and the stories of the resilience ofhope and healing that have emerged from our work. We kicked off our 60th Anniversary year by celebrating with an open house at the Historic Oquirrh School, where wewelcomed community members, partners, and supporters to celebrate our history and take a peek at our future. It was awonderful opportunity to reflect and showcase the impact of our work and connect with those who share our commitment toinfant and early childhood mental health. Throughout the year, we celebrated our 60 years in various ways, including raising over $60,000 in 60 hours during our onlineHope & Healing fundraiser and we culminated our anniversary with a beautiful ribbon cutting and celebration of the openingof our new Children’s Mental Health Campus and headquarters in West Valley City on September 25, 2023!These achievements are possible because of the unwavering support of our donors, board, community, volunteers, andteam. Our dedicated team includes clinical social workers, mental health counselors, licensed marriage and family therapists,psychologists, and a child psychiatrist. Our team also includes graduate student interns, post-graduate residents, paraprofessionals,shuttle drivers, and talented administrators. The Children’s Center Utah strengthens infant and early childhood mental health through: Center-Based Clinical Services The Children’s Center Utah provides comprehensive mental health care to enhance the emotionalwell-being of infants, toddlers, preschoolers, and their families and caregivers. Center-based clinicalservices include Outpatient Clinical Services and the Therapeutic Preschool Program, and utilizeevidence-based, trauma-informed modalities and research-based interventions. Outpatient Clinical Services: children birth through six and their families receive evidence-based, trauma-informed outpatient family therapy. Children may participate in additionalpsychological testing to ensure the most accurate treatment and care are provided. Our full-time,licensed Child and Adolescent Psychiatrist provides children with the highest level of psychiatricevaluation and care. Therapeutic Preschool Program: children ages two through five with the most acute mental healthneeds receive additional support beyond outpatient clinical services to thrive in traditional preschoolsettings. Children in this program learn skills around emotional literacy, empathy, perspectivetalking, seeking out and accepting adult support, social skills, anger management, interpersonalproblem-solving, and how to be successful in group settings.
Statewide Provider ServicesThe Children’s Center Utah provides statewide in-person and virtual consultation, training, andcoaching for early childhood providers from a variety of backgrounds, ranging from childcareproviders to licensed mental health professionals, pediatricians, and other medical professionals. Early Childhood Consultation, Training, and Coaching Program: provides specialized training andsupport to early childhood providers from a variety of backgrounds throughout Utah. Recognizedexperts in the field of early childhood mental health, The Children’s Center Utah team worksclosely with community partners and early childhood providers to provide a variety of specializedservices, including training, workshops, environmental observations and feedback, and technicalassistance both in-person and virtually. Capacity Building System-Level WorkThe Children’s Center Utah strengthens the pipeline of Infant and Early Childhood Mental Health(IECMH) professionals available to serve Utah children and families and ensures early childhoodmental health remains at the forefront of statewide discussions to improve access and outcomes. Workforce Development: infant and early childhood mental health professionals and studentsparticipate in internship and residency opportunities. Each year The Children’s Center Utahprovides four one-year internships for doctoral candidates in psychology. In addition, we providemaster’s level placements to social work students, mental health counseling, and marriage andfamily therapy students. Undergraduate students may also inquire about opportunities. Public Awareness and Program/Policy Development: awareness and policy development effortsensure early childhood mental health remains at the forefront of statewide discussions.

The Outpatient Services team continues to expand it’s training program for licensedmental health professionals, facilitating clinical internships for master’s-level interns andthis year hosting University of Utah Family Medicine Residents. The emphasis onmaster’s-level students complements the existing organizations nationally accredited;APA, doctoral psychology, internships programs. Master’s-Level Interns provide direct clinical service to families and receive training intrauma-informed, evidence-based treatments throughout their time at The Children’s Center Utah. Family Medicine residents spend a month-long rotationshadowing clinicians and attending meetings and training with the clinical team to furthertheir understanding of Infant and Early Childhood Mental Health. In addition to family therapy sessions, the clinical team continues to work towardincreasing group treatments accessible to caregivers. Circle of Security Parenting andInfant Massage are two group models available to caregivers.In 2022-2023 the Clinical Leadership team hosted the first meeting of The Children’s Center Utah’s Family Advisory Board. Caregivers from thecommunity will serve on the Family Advisory Board to provide criticalinput and feedback to help our team reach as many families as possibleand provide the best quality of care for families throughout the state.Who we Help
Attachment and Biobehavioral Catch-up (ABC)An evidence-based, short-term treatment focused on helping caregivers provide nurturing care andengage in sensitive interaction with children. The ABC is a 10-week program that utilizes two models,Infant and Toddler, and provides services for children six months to four years old.Attachment, Regulation, and Competency (ARC)An adaptive intervention developed for children who have experienced complex trauma, along withtheir caregiving systems. The ARC identifies and addresses important childhood skills andcompetencies which are routinely shown to be negatively affected by traumatic stress and byattachment disruptions.Child-Parent Psychotherapy (CPP)A treatment focused on ways in which trauma has affected the parent-child relationship and thefamily’s connection to their culture and cultural beliefs, spirituality, intergenerational transmission oftrauma, historical trauma, immigration experiences, parenting practices, and traditional culturalvalues.Trauma-Focused Cognitive Behavioral Therapy (TF-CBT)An evidence-based treatment approach shown to help children and their parents (or other caregivers)overcome trauma-related difficulties, including child maltreatment. TF-CBT also supports post-traumatic stress disorder (PTSD), depression, anxiety, externalizing behavior challenges, relationshipsand attachment challenges, school and cognitive challenges. TF-CBT Includes skills for regulatingaffect, behavior, thoughts and relationships, trauma processing, and enhancing safety, trust, parentingskills, and family communications.Utilizing evidence-based modalities in infant and early childhood mental health treatment iscrucial as it ensures the delivery of effective and proven interventions that support the healthydevelopment and well-being of young children, setting a strong foundation for their futuremental health outcomes. Devereux Early Childhood Assessment (DECA) is a nationally standardized, strength-based assessment toolthat is designed to identify and promote resilience in toddler and preschool children. Launched in fall 2022, The Children’s Center Utah’s Trauma Program for YoungChildren leverages our National Child Traumatic Stress Network (NCTSN) affiliationand expertise in evidence-based trauma treatment to mitigate trauma impact on Utahchildren ages birth to six years. This initiative establishes a trauma-informed care system involving child-servingorganizations to enhance screening, referrals, and treatment for young traumasurvivors. During the 2022-2023 legislative session, The Children’s Center Utahteam and stakeholders strengthened the organization’s robust public-private partnership by meeting with legislators to provide educationabout infant and early childhood mental health, broadening awarenessof Utah’s early childhood mental health challenges through one-on-oneand committee meetings, and successfully advocating for inclusion inthe Governor’s budget.We are thrilled to announce that the request secured the top rankingamong new one-time funding requests by the Social ServiceAppropriations Subcommittee and was fully funded by the statelegislature. The allocated funds support the opening of the children’s mental healthcampus in West Valley and expansion into Utah County by 2026. $9.2 MILLION
