Test Administration & Security Standards2The confidentiality of test questions and responses isparamount in maintaining the integrity and validity of the test.3All test administrations are conducted in a prescribed format togive every student an equal opportunity to succeed and to allowfor making valid inferences and interpretations of test results.4Administrators, staff, students, and parents must adhere toethical standards and procedures in testing.5Training is required for all staff involved in the testing process.6Each test coordinator is responsible for the receipt, storage,distribution, collection, and return of all test materials and test-related materials according to District and State requirements.7Test supervision and monitoring are required to preventpotential test administration irregularities.8Each person participating in the testing program is directlyresponsible for reporting all testing irregularities or violations.5Back to Table of Contents1In addition to policies and procedures defined in this testsecurity manual, test-specific manuals, and DISD test training,all personnel will adhere to DISD School Board EK Policy.
Scope & Responsibilities of Test Administration and Security6All assessment instruments specified in TEC§39.023 are considered secure, and thecontents of these tests, including studentinformation used or obtained in theiradministration, are confidential. These securetests include State of Texas Assessments ofAcademic Readiness (STAAR), STAAR Alternate2(STAAR Alt 2), STAAR Spanish, and the TexasEnglish Language Proficiency AssessmentSystem (TELPAS). In addition, any field tests forSTAAR, STAAR Alt 2, STAAR Spanish, andTELPAS programs are also secure. TEA also states that all secure test materialsmust be handled in strict accordance with theinstructions contained in these CoordinatorResources and the test administration manuals.Each person with access to test materials shallmaintain and preserve the security andconfidentiality of the STAAR, STAAR Alt 2,STAAR Spanish, and TELPAS tests.As the Dallas Independent School District (Dallas ISD) moves forward to ensure that every high school student inthe District graduates college- and workforce-ready, systemic changes have been implemented to improvestudent achievement and reduce achievement gaps across income and ethnic groups. To protect these gainsfrom being questioned, the following standards and procedures have been established to ensure the integrity ofthe testing process and the accuracy and validity of all test scores. These standards and procedures apply to allpersonnel involved with any aspect of the District’s or State’s testing programs. Comprehensive testadministration standards specific to each assessment program are provided in test administration manuals.Locally developed tests such as theAssessment of Course Performance (ACP) andCommon Assessments must also be handledin strict accordance with the instructions intheir respective manuals in order to maintainand preserve their integrity.Likewise, locally administered tests such asNWEA MAP, LAS Links, College Board exams(including TSIA2), and Credit by Examinationfor Acceleration (CEFA) must be handled instrict accordance with the instructions in theirrespective manuals, also to maintain andpreserve their integrity.All District staff involved in assessment programs are required to abide by state policies established instatutes and rules. Violations of test security shall be subject to penalties as provided in statute and rulesregarding test security.This manual has been prepared to provide administrators, teachers, and other District personnel with theinformation required to implement a secure, uniform administration of all State and District assessments.The expectation is that all parties involved in test administration will adhere to the regulations stated in thismanual.Back to Table of Contents
The Dallas Independent School District is committed to a testing/assessment program that guides staff tobetter meet the teaching/learning needs of students. Recognizing the public's right to have assessmentdata that accurately and ethically reflect the performance of students, the District is putting forth theseguidelines to ensure transparency in all testing situations. The District also recognizes that all students willperform well on assessments when there is excellence in teaching, excellence in the learning environment,and excellence in leadership. We view such results as part of the “natural order” when all elements arepresent in an optimal way in the teaching/learning environment.Appropriate and ethical testing practices arenot always universally understood or followed.Good testing practices are sometimes violatedbecause the person involved is not informedabout what appropriate standards andprocedures are acceptable and unacceptable intesting. The reliability and validity of theseexaminations depend upon the ability toadminister them in a standardized, securemanner consistent with accepted professionaland ethical assessment standards. To maintainthe integrity of the test administrations, it isessential that all individuals understand theimportance of uniform policies, standards, andprocedures for establishing and maintainingtest security. Test security has always beenessential and continues to be vital in the age ofhigh stakes testing and accountability,particularly as the State strives to meet theguidelines of Every Student Succeeds Act(ESSA).Knowledge of policies and standardssurrounding test security empowers schoolpersonnel with the tools to make informeddecisions and take preventive steps tomaintain the soundness of all State- andDistrict-mandated testing. It is incumbentupon all professional educators tounderstand and observe acceptableassessment practices. Data resulting fromvalid and reliable assessments andstandardized assessment practices will:aid in the evaluation of the District’sinstructional programs and services,ensure equity in student achievement,andassist in the identification anddevelopment of the potential that existsin each of DISD’s students.The Office of Test Security was created as a structural safeguard designed to monitor district-wide testing.The purpose of this office is to oversee and resolve any anomalies in the testing process. The primary goal of Dallas ISD testing security is to protect the integrity of all assessments. To ensurethat trends in achievement results can be calculated across years and longitudinal data can becollected, it is imperative that test questions are secure. The best way to ensure test security is togrant test access only to those who must have access and ensure that all who have access understandthe crucial need for test security. An outline of acceptable and unacceptable test preparation andadministration practices for instructional and administrative staff is delineated in this manual.Importance of Test SecurityTest security is important to:make valid inferences on student andschool performances as required byfederal, state, and local requirements,maintain the integrity ofthe assessment results,the testing environment,the assessment instrument,give accurate measures of students’knowledge and skills, andmaintain the opportunity for fairnessamong all campuses.Persons Responsible for Test SecurityResponsibility for test security belongs toeveryone who works with assessments,communicates test results to others, and/orhas access to secure testing information,including the:District Test Coordinator,Campus Test Coordinators,Assessment Department Staff,Central Staff,Campus Administrators and Staff, andStudents, Parents, and the Community.Definition of Test SecurityState-developed tests used in the District’s testing program are secure, proprietary test instrumentspublished and copyrighted by the Texas Education Agency (TEA). Locally developed tests used in theDistrict’s testing program are secure, proprietary test instruments published and copyrighted by DallasISD. Any disclosure or dissemination of actual test items to any person may be considered a copyrightviolation and may severely undermine the value of the test and adversely affect the validity of testresults. The Dallas ISD Evaluation & Assessment Department will ensure that all security measuresare in place as materials enter the District, are shipped to campuses, and upon return tothe warehouse. Test materials required for online student testing and system access willadhere to the same precautions. District procedures will also include test administrationtraining for campus administrators, test coordinators, and monitor training for District testsecurity monitors.TRAINING -- The Evaluation and Assessment Department will:lead mandatory training sessions for all staff involved with campus testing, including District testsecurity monitors.obtain and file documentation after each training session that includes:a dated, detailed agenda of training provided in preparation for each test,a copy of hand-outs, PowerPoints, or other materials used in training,documentation that participants were informed of the consequences of testing violations,signatures of all who attended the training, andoaths from required personnel.Assessment Department Responsibilities: Training, Materials, and MonitoringMATERIALS -- The Evaluation and Assessment Department will:determine the area where secure test materials are stored when not in use.determine the procedure used for receiving and securing materials, Including specific informationabout which persons will have access to secure storage areas and online testing platforms.determine the procedure and dates for distributing materials to individual schools.determine the procedure and dates for retrieving materials from individual schools.determine the procedure for assuring that all secure materials are accounted for.provide documentation that all secure materials have been accounted for.MONITORING -- The Evaluation and Assessment Department will:determine the method of selecting central staff members to serve as District test securitymonitors.determine monitoring procedures that District test security monitors will follow when visiting thecampuses on testing day(s).provide training and keep copies of signed test security oaths from District test security monitors.keep documentation of all digital survey forms completed by District test security monitors duringthe monitoring process.10Back to Table of Contents
Campus testing procedures must ensure that all security measures are in place as the staff is trained, manualsare reviewed, materials are handled, and other testing standards are addressed. Each campus is required todevelop and submit – to their respective Executive Director (ED) – a Campus Test Security Plan that details acomprehensive summary of all testing procedures to be followed during all test administrations. In addition, foreach test administration campuses are required to develop a testing day procedures/logistics plan (identifyingtest administrators and testing rooms, assigning students to testing rooms, specifying the test day bell scheduleand testing schedule, explaining coverage provisions for non-testing students, explaining plans for testadministrator relief, detailing consolidation plans for students who take longer than the majority of other testersto complete their exam, etc).STATE TRAINING: Each school year, by due dates specified in the TC Block Calendar, all personnelinvolved in testing must complete TEA test security modules required by the DISD Evaluation &Assessment Department. These modules are in the TEA’s Learning Management System and allrequired modules must be completed by any given staff member before that individual mayparticipate in testing. The campus is responsible for retaining proof of completion for eachindividual.DISTRICT TRAINING: Campus Testing Coordinators are required to attend District-level training foreach particular assessment. If a staff member other than the Campus Testing Coordinator is taskedwith primary test coordination responsibilities for any given test administration, that individualmust attend District training for that specific exam. Additionally, each staff member who willassume primary coordination responsibilities for any given test must attend District test securitytraining before that particular testing cycle begins. The Evaluation and Assessment Departmentconducts these trainings.CAMPUS TRAINING: Campus training sessions are mandatory for all staff involved with campus testing.Training for each particular test administration is required for any staff member who will supervisetesting students, supervise testing rooms or hallways, enter testing rooms for any purpose, and/orsupervise (or otherwise handle) secure testing materials. Campuses must keep documentation after each training session that includes:a dated, detailed agenda of the training,a copy of hand-outs, PowerPoints, or other materials used in the training,documentation that participants were informed of the consequences of testing violations, anda sign-in sheet with printed names and signatures of all who attended the training.Signed oaths are required from all trained personnel.All documents above must be filed on campus in accordance with DISD’s Retention of TestingDocumentation policy. 12LOGISTICS -- Campuses must: determine test schedule and student testing assignments.designate the area where secure test materials are stored when not in use and identify on the“Secure Storage Location Form” who will have access to that area.determine who will have access to online testing platforms.determine procedures for distribution and collection of test materials from each test administratorutilizing a materials control form.determine procedures test administrators will use to distribute materials to students and to accountfor materials before students leave the testing room.identify test administrators, hall monitors, and relief personnel who will be involved in each testadministration.identify which students will be tested and/or which test they will take (special populations, 504,emergent bilinguals, above grade-level testers, testing language, etc.).identify test sites, test administrators, and alternates.identify procedures for activities such as staff bathroom breaks, student bathroom breaks, latestudents, disruptive students, snacks, and lunch.plan for emergencies, such as student/staff illness, inclement weather, and facility issues.determine where individual, small group, and consolidation administrations will take place, as well asthe staff members who will be the test administrator(s) for these test settings.determine procedures for moving students who have not finished testing to other testing locations inthe school in an organized manner that maintains all test security policies and procedures.ADDITIONAL CONSIDERATIONS -- Campuses must: ensure all student accommodations are current and accurately represented in the relevant testingplatforms.ensure all student accommodations are communicated to test administrators in a systematic way –that they have been adequately trained on – resulting in each student qualified to receive anaccommodation(s) being provided the opportunity to utilize the accommodation(s) during testing.institute training and other measures to ensure that students who do not qualify for anaccommodation(s) will not receive that accommodation(s).determine what activities students who have completed testing will be allowed to do in the testingrooms per local and State guidelines.determine procedures for materials collection to ensure all materials are accounted for at theconclusion of each testing day/window.(paper version only): At least two people should be present at all times when student responses arebeing entered into the Cambium’s Data Entry Interface (DEI).(paper version only): ensure student responses to online State assessments are entered intoCambium’s Data Entry Interface (DEI) immediately upon completion of the assessment. remind teachers/test administrators that no test or strategy review is allowed on testing day.ensure that all state-mandated assessments are administered on campus, within the appropriatetesting window as specified on DISD Evaluation & Assessment Department calendars.Campus Responsibilities
13All district staff must strictly follow the written test administration standards included in the District and CampusCoordinator Resources (DCCR) provided by TEA and all assessment manuals. These procedures include planningfor the test, organizing the classroom, preparing students to take the test, completing student identificationinformation, reading instructions to students, as well as collecting tests, answer documents, or online testtickets. Failure to follow the specified procedures jeopardizes the validity and integrity of the test results and canlead to disciplinary action including termination.Campus ResponsibilitiesTesting conditions should be comfortable and appropriate for all students. Lighting should be adequate, chairsand desks available, “QUIET” or “TESTING IN PROGRESS” signs must be posted, and personnel should refrain frommaking announcements on the public address system during testing sessions. Testing sessions must be conductedfollowing guidelines specified for student/teacher ratios. Testing room doors should remain open during testing(exceptions: building exterior doors, portables, oral administration groupings, and behavioral unit settings). Adesignated space should be made available in the testing room(s) for backpacks, duffle bags, purses, and personalelectronic devices.Teachers cannot test their own students in the subjects(s) and/or content/grade level in which they receive TEI’s– refer to the EK (Regulation) for specific criteria per grade level. As such, the recommendation is that 5th-gradeteachers test 4th-grade students, 4th-grade teachers test 3rd-grade students, and 3rd-grade teachers test 5th-grade students. It is also recommended that teachers not be used as test administrators for the content theyteach even if it is a different grade level. EXCEPTIONS: Special population teachers providing accommodations or Spanish-speaking staff membersadministering the Spanish version of an assessment where there is only one Spanish-speaking staff member atthe campus. Teachers teaching “special” classes such as art or music will be allowed to administer tests for corecontent areas. Multi-level Montessori classroom teachers will be allowed to administer tests to students in theirown grade levels, but will not be allowed to administer assessments to students assigned to their grade rosters.To protect the validity and integrity of test results, principals are not allowed to act as test administrators norhandle secure test materials such as test booklets, answer documents, or online test tickets.On the day of testing for any given course – before and during testing – personnel who teach any content areatested that day may not: enter a testing room – for any reason – when the course they teach is being tested in that room.Once the testing window has opened, personnel who teach any content area tested may not:discuss or provide motivational messages of any sort with/to students,discuss or provide testing strategies with/to students testing.Once any given test has been started by one or more students at that campus, personnel may not:discuss course content with – nor provide course content to – students taking an exam in that course.On the day of testing for any given course – before and during testing – personnel may not: discuss or provide motivational messages of any sort with/to students,discuss or provide course content with/to students taking an exam in that course,discuss or provide testing strategies with/to students testing.Back to Table of Contents
14Qualifications a Campus Testing Coordinator Must Possess:Bachelor’s degree from an accredited university and a valid Texas teacher certificate. Have at leasttwo years’ experience as a classroom teacher. The campus testing coordinator cannot be an interventionist/demo teacher, accelerationspecialist, core teacher, or a teacher of a subject tested with State or local assessments, nor haverostered students that will impact their TEI.Basic computer skills and experience working with MyData Portal, PowerSchool, and local andState assessment platforms.Knowledge of secure assessments, particularly in regard to State and District guidelines (policy)necessary to ensure proper implementation of the State and District’s testing programs.Demonstrated leadership, planning, organization, prioritization, communication, and interpersonalskills required to meet State and local District-mandated testing timelines.Campus Testing CoordinatorQualifications & Basic Job FunctionsBasic Functions of a Campus Testing Coordinator: Serve as a liaison between the District-wide testing coordinators and campus personnel for test-related communications.Designate and train all campus staff on test administration procedures, test security, andaccommodation guidelines for all assessments. Complete all training by deadlines specified onDISD Evaluation & Assessment Department calendars. Monitor and maintain the security and integrity of all secure test materials.Account for – and quality control – all secure test materials. Ensure all testing areas are properly set up according to established guidelines.Coordinate paper and online administration activities for State, national, and local assessments.Develop student rosters for special testing situations (Special Services, 504, Emergent Bilinguals,make-ups, and retesters).Secure test materials under lock and key before and after each test administration.Keep accurate written documentation of distributed test materials each day for paper-based andonline assessments with dates, times, test booklets, answer documents, test tickets, and to whomdistributed (Materials Control Form).Supervise any non-certified campus personnel who have access to secure materials.Monitor and verify that testing standards, procedures, and guidelines have been followed.Create a test day procedures/logistics plan for each test administration (identifying testadministrators and testing rooms, assigning students to testing rooms, specifying the test day bellschedule and testing schedule, explaining coverage provisions for non-testing students, explainingplans for test administrator relief, detailing consolidation plans for students who take longer thanthe majority of the other testers to complete their exam, etc.).Conduct an inventory of electronic devices and resources utilized for online testing.Submit documentation of non-certified personnel assisting with testing, using the ParaprofessionalForm.Immediately inform Evaluation & Assessment Department personnel of test irregularities, thensubmit a Test Irregularity/Security Violation (TISV) Reporting Form with all required informationand documentation.Back to Table of Contents
Campus Testing Coordinator: Responsibilities Before TestingAttend District training sessions for State and local assessments and inform the principalof all policies and procedures regarding test security, test administration, and testingplatforms.Sign a Testing Coordinator Oath and submit to the Office of Test Security.Conduct an inventory of test materials received from the Assessment Department.Print online test tickets and create test sessions.Verify accommodations and language of assessment prior to each test administration. Include pertinent testing information when documenting missing test booklets, answerdocuments, and any discrepancies specific to paper-based assessments to theAssessment Department prior to test administration.Conduct training for all personnel involved with testing regarding test security, testadministration procedures, and testing platforms by the deadline specified in State andDistrict Assessment calendars.Maintain a dated and signed roster of all campus personnel attending the training ontest security and test administration. File a copy at the campus.Organize and implement the testing program at the campus.Arrange for testing locations and ensure that any bulletin boards or instructionaldisplays in the testing rooms or hallways that could provide assistance or are a directsource of answers for the subject-area assessment being administered are covered orremoved, regardless of the subject.Keep abreast of all State and District deadlines as specified on DISD Evaluation &Assessment Department calendars.15Campus Testing Coordinator: Responsibilities During TestingEnsure that each room used for testing has a test administrator present from the time testmaterials enter the room until materials are returned to the secure location.Ensure that test materials are kept secure during each test administration until returned tothe Assessment Department.Monitor test administration sessions to ensure the security and accountability of all securematerials.Be available during the testing sessions to answer questions.Seek guidance from Assessment Department staff for any testing issues requiringimmediate action or attention.Promptly report procedural testing irregularities and/or test security violations to theprincipal and Assessment Department. Campus Testing Coordinator: Responsibilities After TestingCollect and conduct an inventory of test materials.Verify that all online tests were submitted.Address online testing issues daily.Ensure that scratch paper, allowable reference charts, supplemental aids, and testtickets that were used by students are collected daily and kept secure. All suchitems that are not on the retention list (as specified later in this manual) should beshredded after test administrations consistent with DISD’s Shredding ServicesGuidelines and Procedures.Ensure that all printed test materials are returned in accordance with the testmanual.All used and unused State and local secure testing materials must be returned asoutlined in testing coordinator training. Do not destroy or keep any items on thecampus.Ensure that any irregularities/violations have been properly documented andsubmitted.Require, collect, account for, and review seating charts from each testing room(including consolidated testing locations). Only use the approved District seatingchart form and require an indicator for each field on the form. Ensure that only trained test administrators and test coordinators are present in testingrooms or around students who are testing. Personnel who are not trained for that specificexam administration, family members, and volunteers must not enter testing rooms. Ensure test administrators meet the following:Elementary teachers are prohibited from administering tests to students in theirown grade levels.The following exceptions will apply:Special education teachers provide special educationaccommodations.A Spanish-speaking staff member administering the Spanishversion of an assessment where there is only one Spanish-speakingstaff member at the campus; orTeachers teaching “special” classes (e.g., art, music). Large-scale test administration must be carried out in a prescribed format to give everystudent an equal opportunity to succeed and to allow for making valid inferences andinterpretations of test results. Standardized testing ensures that testing conditions are thesame for all students across the State and District. Strict adherence to testing proceduresand standards presented in this manual will ensure that the test results accurately reflectstudent learning.Primary responsibilities of the test administrator are to:read the testing manual specific to the test being administered, be familiar with test administration directions and procedures before beginning any testingsession,prepare for the distribution and collection of materials in the testing room to maintain security,prepare student seating arrangements (making sure that spacing between students preventsthem from sharing answers) and complete seating charts consistent with District guidelines,follow accommodation provisions outlined in all qualifying students’ Individualized EducationPlan (IEP) for students with disabilities – as defined under the Individuals with DisabilitiesEducation Act (IDEA),follow accommodation provisions for all qualifying students covered under Section 504, EB(Emergent Bilingual), and/or Multi-Tiered Systems of Support (MTSS) programs,ensure that all required materials are available to all students for online and paper-basedassessments,provide a proper testing environment with minimal interruptions, announcements, and otherdistractions (such as student misbehavior),ensure all test security standards are always followed.25Test administrators must be prepared and familiar with the test directions and procedures priorto each test administration and must read the test directions verbatim from the testadministrator manual. Students must be given the opportunity to ask questions and shouldunderstand how to capture their answers before they begin taking the test, however, testadministrators MUST NOT answer questions about specific test items. Test administrators mayonly repeat the initial instructions about item format, scoring rules, and timing. Test administrators are to actively monitor students during testing by walking around theroom to make sure students are only working on the test being administered that day andthat examinees do not have access to unauthorized materials. Test administrators may notview or discuss individual assessment questions or responses unless specifically directed to doso by the test procedures.Students should not be forced to keep test materials on their desk/table once they havefinished testing. Pacing of test takers is not allowed. Test booklets, answer documents,student test tickets, and scratch paper must be collected by the test administrator when eachstudent has expressed that they have completed testing.26After online testers complete their tests, test administrators must verify that their answerresponses were submitted properly and that they exited the testing platform correctly. Testtickets, scratch paper, and any other secure testing materials must be collected immediatelyupon completion of testing. Scratch paper must be shredded consistent with DISD’s ShreddingServices Guidelines and Procedures, which does not allow for shredding on campus. Scratchpaper may not be returned to teachers or other instructional leaders for viewing.Once a student has completed and submitted the assessment, the test administrator shouldallow the student to leave the testing area or provide the student an instructional activity whileother students continue testing. It is strongly advised that instructional activity not involve use ofany sort of electronic device – including the device used for testing – until all testing hasconcluded. During lunch, test administrators, monitors, and/or other staff members must activelymonitor students to ensure students do not discuss any test information. Also, studentsmust be escorted and/or supervised during bathroom breaks. Bathroom logs arerecommended.Snacks may not be distributed or consumed in the testing room. Snacks include crackers,chips, candy, drinks, etc. Allotted testing time CANNOT be stopped/adjusted for a snackbreak. Computer devices and/or paper testing materials must be kept free from damage. Snack bags may not (in any manner) contain, nor convey, motivational messages (of anysort) to students.27Test Administrator ResponsibilitiesSeating charts must be completed for each testing room (general test sessions,consolidation rooms, and makeup sessions) including any computer labs used for onlinetesting during each testing session conducted by the District. Make certain students who do qualify for accommodations have an opportunity to usethem.Ensure students who do not qualify for accommodations do not use them.If any personnel enter the room to discuss content, review test taking strategies, handout motivational notes, or otherwise interact with students preparing to test,immediately notify the campus testing coordinator and/or a campus administrator. Students are prohibited from having cell phones and/or electronic devices accessible or ontheir person during testing unless the devices have been approved as part of the testingprocedures (e.g., District-issued devices used to administer assessments, electronic devicesused as calculators or as listening devices). Students must adhere to any campus cell phoneand electronic device policies. To assist with implementing the policy, the Assessment department’s website will featurean electronic device log that can be utilized during secure test administrations totemporarily collect and store electronic devices. If unavailable, cell phones or wi-fi tablets can be substituted with caution forinstant messaging, emailing, or calling with limited use. Ringers or device speakers must beset to a silent mode or muted.Due to school safety considerations, Test Administrators (Proctors) and Test Relieversmay have their cell phones in testing rooms, but these should only be used in case ofan emergency. Non-emergency use of cell phones in testing rooms in prohibited. Thecampus testing plan must have provision for non-emergency communication. Forinstance, communication apps on laptops are allowed. Effective 2024-2025, CampusAdministration should not collect cell phones of testing personnel.Additional guidance on the permissible use of electronic devices will be provided duringtest coordinator training before each secure test administration. Desktops and laptops areapproved communication tools for test administrators, specifically for starting andstopping secure test sessions. Test administrators may also utilize campus Zoom or thebrowser version of GroupMe for communication purposes. However, the use of personalelectronic devices, such as cell phones and smartwatches, is prohibited because thesecould distract students in the testing environment and impede the test administrator’sability to actively monitor. The use of smartphones, tablets, or two-way radios may bepermitted for campus administrators, hall monitors, or restroom monitors outside of asecure testing room. Each test coordinator is responsible for the receipt, storage, distribution, collection, and return of all testmaterials according to the instructions specified in the DCCR and test administration manuals.Storage, Distribution, and Collectionof Secure Testing MaterialsAssessments must be taken on campus. Test tickets may not be distributed to students who are off-site.Test security standards and procedures for the distribution and return of test materials before, during,and after testing must ensure that:all test materials are locked in a secure place with limited key access.Unacceptable storage rooms are book rooms, open office areas, work rooms, etc., unlessapproved by the Assessment Department.All staff with access to this room need to be identified on the Secure Storage LocationForm. This form must be submitted to the Office of Test Security and promptly updatedshould changes occur.students do not have access to any of the materials prior to or following testing.professional staff only have access to test booklets, test folders, questions, and/or readingpassages at the time necessary for test administration purposes (excluding proceduresspecified for STAAR Alt 2 preview and STAAR vision and deaf hard of hearing, as stipulated inrelevant training and manuals),no questions or items on the tests are reviewed, examined, or copied at any time, andparents, volunteers, or other community members are not provided access to test content orsecure test materials.33As materials are received at the campus, the campus testing coordinator must verify the accuracy ofthe shipment and notify the Assessment Department if any discrepancies are noted.When test booklets are being handled (e.g., separated, made ready for student use, or prepared forreturn), the process must be completed by the campus testing coordinator and/or assistant testingcoordinator.Test materials, including online test tickets, are not to be distributed to the test administrator until justbefore the scheduled test session on the day of the test.On the day of the test, the test administrator must verify the count of online test tickets or testbooklet number ranges assigned to the testing session and sign the materials control form.Any test materials not issued to students, as well as any used test materials collected from students,must be securely stored and must not be accessible to students before, during, or after any testsession. 34State testing will be monitored at the campus level by central staff employees to ensurethat tests are administered in accordance with specified standards and procedures toprevent potential test administration irregularities.All selected central staff employees will be trained on monitoring proceduresand test security issues.All monitors will sign an oath of test security.Central staff members will visit campuses and monitor all aspects of thetesting process.Campuses will be monitored to ensure that proper testing and test securitystandards and procedures are being followed. Three major components ofthe testing process will be monitored:maintenance of test material security before testing,test administration procedures during testing, andmaintenance of test material security after testing.Campuses should expect a test monitor and must be prepared to receive the monitor atany time before, during, or immediately following the scheduled test dates. Monitors willcomplete campus and classroom surveys online when assessing the testing process.Campus staff will be provided with further information regarding the monitor’s role andresponsibilities during monitoring.Central staff members assigned to monitor campuses will not enter testingrooms, nor secure testing storage areas. School Personnel are required to report testing irregularities when they occur. The Campus Testing Coordinatormust document all reported or observed irregularities by submitting a Testing Irregularity Security Violation(TISV) form following the procedure outlined below. 40Testing IrregularitiesBack to Table of Contents
Potential sanctions for campus staff violations of security measures may include:suspension with or without pay,termination of contract, acceptance of resignation, or retirement,civil legal liability for copyright violations,legal prosecution,a written reprimand, andothers as determined by the school board.Potential Consequences/Sanctionsfor Compromising Test Security Potential sanctions for student violations of security measures may include:invalidation of test results,suspension or expulsion from school or other disciplinary actions according to theschool board code of conduct,suspension or exclusion from participating in school extra-curricular activities, suchas sports, plays, school-sponsored social functions, etc., per school board policy,removal from an elected office, such as president of the student council, etc., asdictated by school board policy, andothers as determined by the school board.Penalties for Prohibited Conduct:In accordance with Title 19 TAC §247 and §249, the State Board of Educator Certification (SBEC)can impose a penalty on any person who violates, assists in the violation of, or solicits another toviolate or assist in the violation of test security or confidential integrity, and on any person, whofails to report such a violation. Penalties include:placement of restrictions on the issuance, renewal, or holding of a Texas TeacherCertificate, either indefinitely or for a set term,issuance of an inscribed or non-inscribed reprimand, and/orsuspension of a Texas Teacher Certificate for a set term; orrevocation or cancellation of a Texas Teacher Certificate without opportunity forreapplication, either for a set term or permanently.Certified campus personnel are directly responsible for supervising any certified or non-certifiedparaprofessionals (i.e., teacher assistants, office clerks) who have access to secure test materials.If violation of test security or confidential integrity occurs under this circumstance, the certifiedprofessional is subject to the penalties listed above.If necessary, Internal Audit, Professional Standards Office, Legal Review, and Employee Relationswill be involved in the investigation or the issuance of sanctions.41Back to Table of Contents
