TRAUMATIC BRAIN INJURY IN THE JUSTICE SYSTEM 35 80 Incarcerated Population 12 General Population In Ontario men and women with TBI are over 2 5 times more likely to be incarcerated than men and women who never sustained a traumatic brain injury Traumatic brain injury is associated with cognitive communication emotional and behavioural challenges that complicate management during incarceration and create barriers to successful community reintegration Communication Listening Speaking Reading Writing Thinking Behaviour Impulse control Emotional Dys regulation Changes in affect THE IMPACTS OF A TBI Emotion Heightened or blunted emotional response Depression Anxiety Cognition Attention Memory Processing Reasoning Problem Solving Executive Functions THE CATCH 22 CONDITIONS OF SUPERVISION People living with TBI face a range of cognitive behavioural emotional and communication challenges such as limited memory troubles with social interactions and a reduced ability to regulate emotions These challenges make it difficult for them to comply with standard supervision conditions such as orders to report to a supervision officer attend appointments maintain curfew and avoid particular people and places Violations can result in more restrictive conditions additional charges and reimprisonment perpetuating entanglement in the criminal justice system Breaking the Cycle Solutions Network is a diverse group of community stakeholders including researchers service providers criminal justice professionals and persons with lived experience committed to developing a solution to help improve community supervision outcomes among people with a history of TBI
