This time of year is always a prime opportunity to express our gratitude to our community.This year, a top priority created by the Council was addressing organizational eciencies. As part of that eort, we re-cently implemented a new phone system at City Hall. In addition, the Community Development Department also launched a new electronic building permit and plan check submittal system. We are condent that these enhancements will increase eciency and ease of use for our residents and sta. Engaging with the community is always a high priority and we are grateful to host events that bring people together. Our Rec-reation Department was busy this summer hosting events such as the Summer Kicko, Spikeball at the Beach, and the Summer Sendo. Also during the summertime, our Police Department hosted a wildly successful National Night Out and gave community members an opportunity to connect with our ocers. We are grateful to all of our rst responders in the Police, Fire, and Marine Safety Departments for all they do each day to keep our community safe. Our sta also is happy to participate in largescale community events such as Trunk or Treat, the Christmas Tree Lighting Ceremony, and the Summer Concert series. Sta was onsite at the Leisure World Golden Age Foundation’s 50th Anniversary Celebra-tion and other Leisure World events. In addition, our Sta Engagement Team (SET) participated in a local beach cleanup day and volunteered at Food Finders packing boxes of food for local children.The Public Works Department took center stage this year after a heavy storm season. Our Public Works team worked around the clock to stay on top of weather-related issues, with signicant preparation and response to the storm events, to keep our community safe. This also included prepa-ration for Hurricane Hilary. We continue to explore ways to address ooding in the College Park East and Old Town areas. Our community, like many other com- munities across the country, has seen an enormous increase in pickleball activity. We are happy to help expand access to this healthy activity. On October 11th, we hosted a groundbreaking ceremony for the Seal Beach Tennis and Pickleball Center Improve-ment Project. The Center is an incredibly valued resource in the community, and improvements include a new clubhouse and court improvements, including new court lighting.Looking forward, the City continues to make progress with ongoing long-term projects including the Housing Element, Local Coastal Plan, and the McGaugh Pool. The Finance Department, in conjunction with all departments, developed a balanced budget for Fiscal Year 2023-2024 which was adopted by Council earlier this year. This past Fall, the Council launched a Citizen-Council Parking Advisory Ad Hoc Committee to review, evaluate and analyze the City’s Parking Management Program and make recommendations to the full City Council.To stay informed of the latest updates, please read our bi-weekly newsletter at www.sealbeachca.gov. This group of volunteers provides communication personnel to the City of Seal Beach in times of ex-traordinary need. R.A.C.E.S. operations have two basic functions. First, they observe and report on local conditions in their neighbor-hood during an emergency or disaster. Second, R.A.C.E.S. members are an important member of the Emergency Operations Center; they handle incoming emergency messaging trac, operate the Amateur Television, assist with communications at the Incident Command Post, and more.Volunteers in Policing (VIP’s)The Seal Beach Volunteers in Policing (VIP’s) program utilizes the talents of citizens who are looking for a great place to volunteer. Some of the jobs VIP’s perform include eet management, Vol-unteers on Patrol, vacation patrols, administrative duties, and more. Members of the VIP’s are expected to volunteer 20 hours per month, attend a monthly volunteer meeting, and sta two special assignments a year. VIP’s team members must submit to a complete background check, attend the VIP’s academy, and complete eld training within six months of becoming a member of the VIP’s program.Many of our volunteers have dedicated over 7,000 hours to the community.In fact, VIP Sukie Sayala was awarded for performing more than 13,000 hours since she started with the VIP’s program! For reference, one year of full-time (40 hours per week) of work equates to 2,080 hours.All these volunteers do so much to help our community.Without their assistance, we’d be much less eective and ecient at pro-viding services to the community.We could not be more proud of these men and women. There is truly no way we can thank them enough for their generosity and service to Seal Beach.If you are interested in this program or any of the volunteer programs, please visit https://www.sealbeachca.gov/Departments/Police/Volunteer-Programs. You can also contact Emergency Services Coordinator, Sergeant Brian Gray, at (562) 799-4100 ext. 1145orbgray@sealbeachca.gov.Hello Seal Beach! We are excited to share with you some infor-mation about the Seal Beach Police Department! Although there have been some changes made to ensure the health and safety of the community, these programs are still mostly active and are always looking for volunteers.Community Emergency Response Team (CERT)The Community Emergency Response Team (CERT) program was developed to provide basic disaster response training to indi-viduals for their own neighborhood. The program educates vol-unteers about disaster preparedness for the hazards that may impact their area and trains them in basic disaster response skills such as re safety, light search and rescue, team organization, and disaster medical operations. CERT oers a consistent, nationwide approach to volunteer training and organization that profession-al responders can rely upon during disaster situations, allowing them to focus on more complex tasks.Seal Beach, in partnership with the cities of Cypress, Los Alamitos, La Palma, Buena Park, and Westminster, are members of the West Orange County Regional Community Emergency Response Team known as West County CERT. Chaplain ProgramThe Seal Beach Police Department enlists the ministerial services of those who would make counselling and pastoral services available to ocers, their families, other Department members, and citizens of this community through the Chaplain Corps, whenever such ser-vices are requested.A law enforcement chaplain is a clergy person with a passionate interest in, and the specialized training for, pastoral care in the dan-gerous world of law enforcement. This pastoral care is oered to all people, regardless of race, gender, sexual orientation, national origin, creed, or religion. It is oered without cost or proselytizing.The law enforcement chaplain is led in his or her own faith to be available and ready to serve those in need. The chaplain’s ministry provides a source of strength to the law enforcement ocers and their families, other department members, the community, and the incarcerated.Chaplains listen and participate in the workplace of law enforce-ment ocers with empathy and experience, advising calmly in the midst of turmoil and danger, and oering assistance when appro-priate or requested.Seal Beach Police Department

(562) 431-2527 | register.sealbeachca.gov Shoreline Winter 2023-246Police Explorer PostThe Seal Beach Police Department Explorer Post 1041 is for ages 14 to 18 who would like to learn about law enforcement proce-dures, attend community events, go on a ride-along, participate in regional competitions, and assist in volunteer activities through-out the county. The purpose of the program is to provide experi-ences that help young people mature and to prepare them to be-come responsible, caring adults. Explorers are ready to investigate the meaning of interdependence in their personal relationships and communities.Exploring is based on a unique, dynamic relationship between youth and the organizations in their communities. Local community orga-nizations such as the Seal Beach Police Department initiate a specic Explorer Post by matching their people and program resources to the interests of young people in the community. The result is a program of activities that helps youth pursue their special interests, grow, and develop.Explorers are expected to attend bimonthly meetings. During the rst year of participation in the Post, each explorer must also attend and graduate from the ve-day Orange County Law Enforcement Explorer Advisor’s Association (OCLEEAA) Explorer Academy. Applicants must be between the ages of 14 (completion of 8th grade) and 18 years old and have a 2.0 or higher Grade Point Average. Participation is not lim-ited to Seal Beach residents. Mail registration form and check to the Seal Beach Recreation and Community Services Department located at 211 8th Street, Seal Beach CA 90740. For checks, please make payable to the City of Seal Beach. Credit card information is not accepted via mail-in registration. Online RegistrationOnline registration begins on Monday, November 13th at 8:00am via https://register.sealbeachca.gov/. A credit card payment is required, and the City of Seal Beach accepts the following credit cards: Visa, MasterCard, Discover, and American Express. Refund PolicyIf minimum enrollment is not met 72 hours prior to the class start date, the class may be subject to cancellation at the discretion of the instructor. If the class is cancelled due to low enrollment, a full refund will be issued. Refunds for one-day classes or workshops must be requested no less than three (3) days prior to the class start date. Refunds for all other classes will only be granted if requested prior to the second regularly scheduled class or specialty camp meeting. After the second regularly scheduled class or specialty camp meeting, approval is required in order to issue a refund and the refund may be subject to proration. The $10 administrative fee applied during registration is non-refundable and is applied per person, per class. General InformationRegistration for classes and programs is open to both Seal Beach residents and non-residents. Participants may register online at https://register.sealbeachca.gov, in person at the Recreation and Community Services De-partment at City Hall located at 211 8th Street, or by mail to the Recreation and Community Services Department. Early registration is encouraged so that class minimums can be reached in advance of the rst class. General PoliciesThe City of Seal Beach does not discriminate on the basis of handicapped status in admission, access to, or treat-ment in, its programs and activities. Alternative meth-ods of communication will be made available for those wishing to participate in City programs or activities. Information concerning the provisions of the American with Disabilities Act is available by calling City Hall at (562) 431-2527. Individuals registering for a class must meet the age requirement prior to the rst class meeting. Children may not remain in adult classes and adults may not remain in children’s classes during instruction unless otherwise stated. In-Person RegistrationIn-person registration begins on Monday, November 13. The City of Seal Beach City Hall is open Monday-Friday from 8:00am-5:00pm and is closed daily for lunch from 12:00pm-1:00pm. The Junior Lifeguard program is a fun yet physically demanding program that provides participants with knowledge and appreciation for the ocean and its surrounding environment. Junior Lifeguards will participate in many activities including, but not limited to, open water swimming, paddle boarding, body surng, body board-ing, surng, running, beach games, and lifeguard skills. All instructors are lifeguards within the Seal Beach Marine Safety Department. The 2024 Junior Lifeguard program will be held as one, seven-week long session. The summer 2024 program will run from Monday, June 17 through Friday, August 2. The hours will be 9AM-12PM, Monday-Friday. Partici-pants will meet on the sand in front of the 8th Street beach parking lot each day. ALL JUNIOR GUARDS (both new and returning participants) MUST PASS A SWIM TEST TO ENROLL IN THE PROGRAM (see below)Please contact juniorlifeguard@sealbeachca.gov with any questions. Jr. Guard Swim Test Dates and Times To ensure the safety of all participants, ALL junior guards (both new and returning participants) MUST complete a swim test to partici-pate in the program. All swim tests will be held at the city’s pool at McGaugh Elementary School – 1698 Bolsa Avenue (Corner of Bolsa Ave and Seal Beach Blvd.) Swim tests will be conducted by Seal Beach Junior Lifeguard Program sta. Any swim times not veried by program sta will not be considered. The swim test consists of a 100-yard swim (4 lengths of a 25-yard pool). The time standards are as follows: • C’s (9-11 years old): Under 1 minute and 55 seconds • B’s (12-13 years old): Under 1 minute and 45 seconds • C’s (14-17 years old): Under 1 minute and 35 seconds *Age based on the rst day of the program: June 17, 2024. The swim tests will be held throughout April. Your junior guard can attend ANY of the test dates, and you may test multiple times. You do NOT need to make an appointment or reservation, and you can come at any time during the test-time window. Please have your junior guard wear an appropriate bathing suit. Swimming goggles are recommended. Testing Dates: • Fridays 7-8PM at McGaugh Pool March 29 & April 5 & April 12 & April 19 & April 26 & May 3 • Saturday April 13, 1-4PM at McGaugh Pool • Sunday April 21, 1-4PM at McGaugh PoolRegistration InformationAll junior guards must register for the program using the City of Seal Beach’s online recreation portal: register.sealbeach.gov. Jr. Guard Spring Swim ClassesThe Seal Beach Junior Lifeguard program hosts Spring swim classes to help potential junior guards prepare for the swim test and build swim strength for the summer. There will be two independent, three-week long class sessions. All participants in the swim classes will complete an ocial swim test at the end of the session, and if successful, it will count for the jr. guard swim test. These classes are split between a Preparatory Class for new junior guards, and a Conditioning Class for returning junior guards. Enroll-ment is open to residents and non-residents. Jr. Guard Preparatory Swim ClassThis class is designed to get your child ready for the Junior Lifeguard swim test and geared towards rst time jr. guards. Instructors will work with your child to develop proper stroke technique and endurance; however, SOME PREVIOUS SWIMMING EXPERIENCE IS RECOMMENDED/REQUIRED.
