6 Libraries Anchors Centers Cherished Spaces No longer just places for books libraries of all types are viewed as anchors centers for academic life and research and cherished spaces American Library Association State of America s Libraries Report 2015 by Peter J O Connell Editorial and Research Associate T he above statement is as true for senior citizens as it is for other segments of the population In fact it may be more true for seniors According to the Institute of Museum and Library Services IMLS in a 2012 report close to two thirds of seniors surveyed stated that they had used libraries in the previous 12 months Half of those seniors stated that they visited libraries at least once a week What do seniors find that draws them to today s libraries Many things but let s take up the most obvious first They find reading material lots and lots of it Consider just a few examples In 2014 the Westport Library reported that it had available 89 426 adult books 52 321 children s books 4 135 audio books and 35 newspapers Recent information on the Stratford Library indicates that it has a collection of 152 165 volumes Even Monroe with less than 20 000 population has 69 697 volumes in its library Regular library collections include all kinds of books and many libraries have additional special collections Pequot Library in the Southport section of Fairfield for example has a number of such collections including one with an 1859 edition of Audubon s Birds of America The Pequot s Genealogical and Local History Collection is popular with seniors and genealogists are available on a number of days throughout the year to answer questions Bridgeport Library s genealogy collection is also particularly notable Beyond library walls The availability of books can extend beyond the walls of any one library through the Interlibrary Loan System Under the System a patron of one library can receive books from many other libraries That makes literally millions of volumes available to the holder of just a single library card When you consider too the e books databases and other material that libraries make available to the public going through the doors of a library is like entering into a world in fact a universe of information and entertainment And people like to visit this world Libraries have reference librarians who stand ready to help patrons obtain desired volumes or information either in the stacks reference areas or online In Fiscal Year 2014 2015 for example librarians in Norwalk answered 40 111 reference questions Note too that if you cannot get to a library the library may come to you Most Connecticut libraries have a system for mailing or having a volunteer deliver books both print and audio and periodicals to those who are homebound Some libraries such as Stamford s Ferguson Library also reach out to the community by bookmobiles that include senior centers assisted living facilities and nursing homes among their stops Community centers For those who can get to the library but may have some difficulties in using materials or getting around once there libraries usually can make available large print collections magnifying glasses pencil grippers assistive hearing devices and other aids They may also as Wilton Library does have handicapped access entry doors a wheelchair a motorized scooter and special computers and devices such as an Optelec Reader to help Book clubs and reading programs bring people together and are one way that libraries transition from being places with lots of books to also being community centers Westport Library served 47 such clubs in fiscal year 2013 2014 Library sponsored presentations and workshops expand outward from the world of books to cover such Continued on page 8

topics as entrepreneurship finance science job seeking and much much more Often topics of special interest to seniors such as Social Security and Medicare rules and regulations are addressed Words that go from the page to performance are also featured in today s libraries not only through collections of movie and music DVDs and CDs for circulation but also in live productions in the libraries or on their grounds Cherished spaces Libraries invite members of their communities to make use of library spaces for public or private events that those folks might wish to organize themselves Such events might include weddings parties meetings workshops corporate functions dance classes receptions and many many more Pequot Library s Auditorium for example is a fine venue that seats 220 people and has near perfect acoustics Three historic Reading Rooms hold up to 50 people each Pequot s Great Lawn is a beautiful open space with wellmaintained plantings and is suitable for informal events such as an Easter Egg Roll All of these programs and services help make libraries the cherished spaces mentioned at the beginning of this article In a more general sense libraries as IMLS says provide a safe comfortable and inviting setting at which older members of the community are treated with respect And libraries recognize that many seniors want to share their experience and expertise and give back So they provide volunteering and mentoring opportunities to this end Such intergenerational programs help make a library what Bridgeport A D MI T ON E Libraries Continued PASS 8 MUSEUM PASSES In addition to inviting folks to use their spaces libraries also help make it easier to visit some of the great museums and cultural and historic sites in the area from New York City to Boston How is this done As Darien Library puts it As part of our continuous dedication to enriching the lives of our patrons we are pleased to provide a variety of museum passes that will engage excite and inform you in a cultural learning experience Fairfield Library offers 48 of these passes ranging from ones for the Aldrich Museum of Contemporary Art in Ridgefield to ones for the Intrepid Sea Air Space Museum in New York City to ones for the White Memorial Conservation Center and Nature Center in Litchfield Library calls A Gathering Place for the Entire Community Lifelong learning centers In a sense libraries have a dual role While they safeguard our cultural heritage they also are on the cutting edge of societal evolution in a number of ways Many of these ways positively impact senior citizens As Marybeth Zeman writes In some communities libraries are creating new relationships with older adults by re branding themselves as lifelong learning centers as well as establishing themselves as vibrant community centers where older adults can engage in and interact with each other One of the most important areas in which libraries are lifelong learning centers is through the public access that they provide to computers and the training that they offer in their use In 2010 IMLS reported that Internet access is now one of the most sought after public library services and it is used by nearly half of all visitors Some 30 of public library Internet users IMLS said are over the age of 54 and overall twothirds of people who used library computers receive help from library staff or volunteers on computer or wireless network issues IMLS summed up libraries role in the digital age in this way The widespread use of these services by people of varying age income and experience is an indication of the unique role that public libraries play in the evolving digital landscape Public libraries stand out as one of the few community institutions that can address the computing and information needs of all kinds of users from seniors who have never touched a keyboard to young entrepreneurs launching a new eBusiness strategy A patron of the Greenwich Library summed up the feelings of many seniors there and at other libraries by saying The tech courses you have been hosting are wonderful for their usefulness and clarity And another patron summed up the overall response of many seniors to libraries by saying Now that I am retired I find my favorite haunt is at the Library It is so friendly and has warmth N

14 Values based estate planning Continued Max Feinberg s will provided an interest in a trust for each of his grandchildren However any grandchild who married outside the Jewish faith would be considered to have died and the interest would be void unless the spouse converted to Judaism within a year of the marriage Such a provision can present many difficult questions For example who is Jewish What if there is a divorce and remarriage with the result that the satisfaction of the condition changes Courts are not comfortable with will or trust provisions that pose restraints on marriage but they have been enforced In the Feinberg case Max s wife exercised a power of appointment over the trust that he created Instead of an interest in a trust the grandchildren each would get an outright distribution at her death of 250 000 However she included a reference to Max s restriction so that only those grandchildren who had married Jews would qualify Only one of the five grandchildren met the condition The disappointed grandchildren sued for their inheritance After early victories in the lower courts they lost in the Illinois Supreme Court The Feinberg grandparents were within their rights to reward those grandchildren who most closely adhered to their values However one wonders whether the Feinbergs would have followed this course had they known how much family strife would be created and how much of their legacy would be eaten up by litigation expenses The table below provides more information about how trust based planning may be used in your will to tie together financial resources and family values N TRUSTS IN YOUR WILL A great variety of financial protection strategies may be implemented with careful trust planning Among the choices to evaluate Marital trusts Credit shelter trust Support trust Several options are available to provide lifetime asset management and financial protection for a surviving spouse A married couple may expand the benefits of federal estate tax exemptions with this trust For an adult child who needs a permanent source of financial support with the trust principal protected from the claims of creditors a support trust may provide a solution The beneficiary s interest is limited to so much of the income as is needed for his or her support education and maintenance Discretionary trust The trustee has sole discretion over what to do with the income and principal just as the grantor does before the trust is created The beneficiary has no interest in the trust that can be pledged or transferred When there are multiple beneficiaries the trustee may weigh the needs of each in deciding how much trust income to distribute or reinvest when to make principal distributions and who should receive them The trust document often will include guidelines on such matters Spendthrift trust The beneficiary is forbidden to transfer any financial interest that he or she has in the trust and may not compel distributions Gifts to minors trust For young children Contributions of up to 14 000 per year to this sort of trust will avoid gift taxes A married couple together may set aside 28 000 each year for each child or grandchild so in a few years a significant source of capital may be built up Assets may be used for any purpose including education funding and will be counted as the child s assets for financial aid purposes The assets of a gifts to minors trust must be made fully available to the child when he or she reaches age 21 However the child may be given the option of leaving the assets in further trust

16 We all age differently by James B Gust Senior Editor Merrill Anderson Company A recent study by researchers in New Zealand attempted to quantify something that we all know intuitively People age at different rates They were able to explore data from a longitudinal study of 1 000 individuals in the South Island city of Dunedin who have been studied since their births in 1972 73 At age 26 eighteen different biomarkers were measured for these individuals including blood pressure white blood cell count blood vessel integrity cholesterol dental health kidney and liver functions and measurements of metabolism and immunity Next the individuals were tested on their balance strength and motor coordination tests that are usually reserved for older adults Finally researchers asked a group of college students to review photographs of the study participants and to guess their ages All three tests were consistent Among the findings Although most individuals were aging normally some were aging less than one year per calendar year and appeared to still be in their 20s had biological indicators consistent with being in their 60s Closer examination of the data revealed that indications of accelerated aging were evident as early as age 26 The goal of the research is to find ways to slow the aging process To some extent the pace of aging is genetic To the extent aging is influenced by environment such as living with high levels of stress a lifestyle change could be warranted For diseases that are age related earlier intervention may be appropriate for those who are aging rapidly N A few individuals were aging as much as three years per year and DOCTORS DIE DIFFERENTLY A recent item on CNN followed up on a 2011 essay by Dr Ken Murray How Doctors Die http www zocalopublicsquare org 2011 11 30 how doctors die ideas nexus Given their medical knowledge doctors have greater familiarity with the inevitability of death and the potential for futile care at the end of life They generally avoid for themselves treatments that they would recommend for their patients A 2013 survey at Stanford revealed that 88 3 of doctors said they would choose no code or do not resuscitate orders for themselves Dr Murray identified several forces that seem to conspire to maximize medical treatment at the end of life These include the failure of the patient to clearly communicate his or her wishes a reluctance of family members to let go the bias of physicians toward extending life whenever possible and the institutional and economic forces that reward medical services Given their unique position doctors can resist these forces should they choose to do so Dr Murray s essay caused a sensation in 2011 and CNN s revisiting of the topic of how doctors die differently may revive interest in the benefits of avoiding heroic measures at the end of life

18 Social Security benefit reform by James B Gust Senior Editor Merrill Anderson Company T he Senior Citizens Freedom to Work Act was signed by President Clinton in 2000 The most important change was the elimination of the earnings test for receiving Social Security benefits upon reaching full retirement age Retirees who reach age 66 this year may collect benefits in full no matter how high their income may be Of course with a higher income the amount of benefits subject to income tax goes up as well Another option created with that legislation was the opportunity to suspend benefits after they started in order to allow for earning delayed retirement credits However sharp eyed financial planners soon developed additional legal claiming strategies that may have gone beyond what Congress intended In November 2015 as part of the budget agreement Congress enacted significant reforms curtailing some of these strategies No hearings were held no legislation was proposed the changes simply showed up in the budget Anyone who already has implemented one of these strategies may continue it but the ability for everyone else to use them is being phased out File and suspend Married couples have been able to have their Social Security cake and eat it too in a sense For example Husband files for benefits at age 66 and wife immediately claims her 50 spousal benefit Husband then suspends his benefit waiting until age 70 to begin collecting By doing so his benefit will be boosted by 8 for each year of delay up to a maximum of 32 This approach maximizes Social Security income for the couple in their 70s and beyond File and suspend has not been eliminated but during the suspension period the spousal benefit will no longer be available nor will a child s benefit The new rule goes into effect May 1 2016 Only those who are age 66 or older before that date may file and suspend their benefits under the old rules until that date Spousal benefit only Couples with two incomes have paid Social Security taxes to earn two primary benefits and two spousal benefits A person may claim only one benefit at a time so something will be going to waste However the deferred retirement credit could be used to reduce the loss especially if the husband and wife are close in age When Wife claimed her benefit at age 66 Husband also age 66 claimed his 50 spousal benefit based upon her work record That allowed his own benefit to grow until he reached age 70 At that point he would claim a benefit based upon his own work record now increased by 32 This option now has been limited to those who reached age 62 by December 31 2015 In other words no one born in 1954 or later will have this choice This phase in lasts much longer as those born in 1953 will not turn 66 until 2019 No more lump sum refunds Let s say that Husband suspended his benefits at age 66 when he was entitled to 2 000 per month A year later his benefit had grown by 8 to 2 160 However when he went to start the benefits then Husband had the option of sticking with the 2 000 monthly benefit and taking a lump sum of 24 000 for the year of missed benefit payments This choice also has been eliminated after April 30 2016 Because these strategies were not widely understood by retirees they provided excellent talking points for financial planners The number of people using these strategies has not been quantified but likely was growing Elimination of these choices has been projected to reduce Social Security shortfalls by about 1 N
