HAPPY VALLEY CONFERENCE CENTER, INC. Objective To rebuild the critical septic infrastructure related to the cabin banks. Goals To update and protect septic infrastructure that are vital to HVCC. These systems will be appropriate for operations today, but also durable in nature to handle xxxxx into the future. Solution Create a phased plan to address the most pressing needs with the most critical systems taking priority in terms of when and how funded. Current imperative is to upgrade/replace main septic lines at all cabin banks. This can be accomplished in two phases. Project Outline • Phase One Cabin Bank Septic. • Replace main septic lines Madrone, Pine and xxx. • Cabins 1-6 are in process. • Cabins 19-24 contracted • Cabins 25-28 still under study. An upgrade was done approximately 20 years ago, but at least one break with root intrusion present. • Phase Two • Cabins 7-12 • Cabins 13-18

Phase One Continues!
Over the last month or so we continue to experience backups that effect Cabins 1-6, 19-24 and 25-28. In the initial Septic Proposal that was sent in June, the progress on the 1-6 and 19-24 cabin banks was discussed and those lines have been fully replaced. The proposal also highlighted the “Y” intersection (actually called “Wye”) that is where the separate main lines come together. The proposal stated that this intersection could continue to cause backups until it was addressed.
The latest backups led us to more camera work with our primary contractor, Bellows Plumbing. Technician Mike Murrow discovered that the Wye at the tank was heavily corroded and the actual connecting parts inside the tank were also heavily compromised. These two parts are grabbing and holding anything that didn’t come from the human body.
The good news: The corner where the wye and T-Baffle are located in the same area as the riser replacement that we have been trying to get replaced for several months. The Riser replacement was budgeted for $8000, but the companies that do this work couldn’t fit us into their schedule as the amount is too small for their business. With the need to address the other components in the system, this suddenly gets more attention.
For this current project, I was able to get Monteith Construction, the contractors that did the creek restoration project, to bid the job and they have time to do this work the last week of October. There are two options on this project. Replacing the Wye and T-Baffle is the constant. The choice is replace both risers with standard concrete rings and steel traffic rated covers or only do the riser/lid that has collapsed.

This is the next crucial step towards a reliable septic system. As a reminder, Phase One of this project also includes the replacement of the mainlines from the Pine cabins, 25-28. We hope to delay that last part till spring.

The other leg carries cabins 19-24 and 25-28. This line has breaks that catch “debris” and will continue to cause backups. Due to the location at the Y, cabins 1-6 could continue experience backups till this the additional line and Y are addressed.
HVCC BUDGET Phase One These three cabin banks have been the source of countless staff hours to remediate over the last thirty years. Reportedly these problems began following the 1989 Loma Prieta Earthquake. These mainlines were constructed with Orangeburg pipe that is basically cardboard infused with tar. This pipe was discontinued in about 1972. It had a life expectancy of up to fifty years and as few as ten. Under seismic conditions in a forest, this pipe at HVCC is well past it’s expected life. The following drawings are added as a way to bring additional context to the septic layout at the cabin banks. Issues we continue to study for the purposes of gaining a full and complete understanding include: • state of the mainlines of 25-28 and are additional clean outs needed and if so, how many. • There are poor/no plans that have been found that detail the mainlines in the middle of the cabin banks under the concrete walkway. This understanding is critical to knowing if we have upgraded all of the lines of the three cabin banks that are being addressed in Phase One. There are a number of unknowns in the remaining cabin banks, 7-12 and 13-18. These will be addressed in Phase Two.
