2 Nothing strikes fear into a new boat owner than the news of an impending Hurricane. I say “new boater” because once you’ve been through a few dozen—you do become less sensi-tized. They still bring concern and need for prep! It’s AL-WAYS a good idea to have a good relationship with your Ma-rina Owner, Insurance Provider and an understanding spouse doesn’t hurt either. First a few “fun facts” about owning a boat on the Coast. * Many Marinas will close their docks and have you remove your boat from the Marina in preparation of a Hurricane. They do this to protect you as much as to protect them. Make sure you have current contact information on file in order to reach you. *Many boaters have their boats in Marinas many miles away from their home. In this case you will need to have a Hurri-cane Haul-Out plan. Some Marinas require that you have this information in writing for them to rent you a slip. A Hurricane Haulout plan can be anything from your friend coming to put your boat on the trailer, to the Marina hauling your boat out and blocking it in their yard or “safe” space. *Once a storm is named, you cannot increase or secure new Insurance coverage for your boat. If you have a boat on the coast—don’t try to risk this. It really does not pay and can end up causing you to become un-insurable in some cases. *Towing Services are NOT going to tow your boat to a “safe” place under your membership. They do cover portions in cer-tain circumstances—but again—it’s best to know what your options are when putting a hurricane plan into place. *You shouldn’t ask where a “safe” harbor is—you put the person answering the question in a tough spot. What happens if they tell you one spot and your boat is damaged? I’ve used “safe” in quotes throughout as there truly is no safe place within the Hurricane Zone. Anything can happen. If you have the means to trailer your boat, you can absolutely move it to a safe place out of the area. If your boat is not trailerable, but you took all the proper steps to “make safe,” your Insurance company is going to have a more favorable approach to your claim should you need one. CR Hurricane Categories Category 1: Winds 74 to 95 MPH - 4 to 5 foot storm surge. Damage primarily to shrubbery, trees, and unanchored mobile homes. No real damage to other structures. Some damage to poorly constructed signs. Low-lying coastal roads inundated, minor pier damage, some small craft in exposed anchorage torn from moorings. Category 2: Winds 96 to 110 MPH - 6 to 8 foot storm surge. Considerable damage to shrubbery and tree foliage; some trees blown down. Major damage to exposed mobile homes. Extensive damage to poorly constructed signs; some damage to roof-ing materials on buildings and some window and door damage. No major damage to buildings. Coastal roads and low-lying escape routes inland cut by rising water two-four hours before arrival of the hurricane's center. Considerable damage to piers. Marinas will flood and small craft in unprotected anchorages may be torn from moorings. Category 3: Winds 111 to 130 MPH - 9 to 12 foot storm surge. Foliage torn from trees and large trees blown down. Practically all poorly-constructed signs blown down; some damage to roofing materials of buildings; some window and door damage; and some structural damage to small buildings. Mobile homes destroyed. Serious flooding at coast and many smaller structures near coast destroyed; low-lying escape routes inland cut by rising water three-five hours before the hurricane's center arrives. Category 4: Winds 131 to 155 MPH - 13 to 18 foot storm surge. Shrubs and trees blown down; all signs down. Extensive damage to roofing materials, windows and doors; com-plete failure of roofs on many small residences; complete destruction of mobile homes. Major damage to lower floors of structures near shore due to flooding and battering by waves and floating debris. Category 5: Winds 156 MPH and above - 18 foot and above storm surge. Shrubs and trees blown down; considerable damage to roofs of buildings; all signs down; very se-vere and extensive damage to windows and doors; complete failure of roofs on many residences and industrial buildings; extensive shattering of glass in windows and doors; some complete building failures; small buildings overturned or blown away and com-plete destruction of mobile homes. Low-lying escape routes inland cut by rising water three-five hours before the hurricane's center arrives. Diana has spent many years here in Belhaven as the Chamber Executive Director before me (Diana retired in July 2022). She has also spent many years, and many nautical miles, on and around our NC Coastal Waters (and beyond). She is a much better source of information to our boaters than I ever hope to be! If you have ever traveled to our town by boat previous-ly, you have probably met her.

There is a $5.00 cover charge at the door per player— ICW Brewery had their “ocial” Ribbon Cutting on August 12 in conjunction with their Parrot Head Party! Great turnout and support for this event! (we like beer) The ECU Rise 29 Students brought a Farm Market Pop-Up to The Market on Main St in Belhaven Aug 5th. Participants included Keyzers Food Truck with breakfast items, Ripe or Not with fresh produce, Shay’s Sweet Treats and Rebecca Runge with yummy baked items, County Rd Seafood with Fresh Seafood and there were even frozen Duck and Duck eggs for sale! 14 Rules and Regulations Goal Statement Our goal is to provide friendly and family-oriented shing tournaments for our anglers; helping our communities through special fundraising events and most importantly to establish lifelong relationships with our youth and locals throughout our communities. Rules & Regulations; • If at any me a parcipant or member decides to leave the tournament early or if an incident should occur that prevents coming to weigh-in you must contact Tim Askew - President of the ECIC, or the Tournament Director-Hugh Suon • Life vests (PFD’s) must be worn by anyone in a boat at the me of inial blast-o. Parcipants are strongly encouraged to wear a PFD at all mes while boang • Each boat will have the opportunity to weigh a maximum of 4 speckled trout. A kid, under age 16, may weigh one speckled trout for the kids division. *IF a team wishes to use the kids’ trout as part of their 4 sh, they shall inform the weighmaster. The kids’ sh may be used for total weight of the adult team and as the one sh for the kid in the kid division. • All sh must be caught during tournament hours. Before launching, Tournament Sta may check boats for sh. Failure to allow a check will result in expul-sion from the event. • The Weigh Master has the authority to make ocial decisions and may disqualify any sh he or she deems suspicious; any protest must be presented to the Tournament Director – Hugh Suon, within 10-minutes of the scales closing. • All Federal, state and local laws apply at any event and/or tournament • No alcohol or drugs allowed. Detecon of alcohol or drug use during an event can lead to disqualicaon • The use of live or cut/dead bait during this tournament is prohibited. Only arcial baits are allowed • At blasto, there is no passing between the breakwater and the bridge. Once outside of those structures, passing is permied but shall be done so safely. • All anglers must remain in their boats. There is a 4 person limit per boat, to include a kid; no more than 3 adults. There is no bank or island shing allowed. The only excepon is for emergencies such as using a restroom or a medical emergency • When you name your team, up to 3 adult anglers, that is your team for the 2-day event. • No trolling. No more than one rod may be shed with, per angler, at any me • Anglers may sh anywhere on the Pungo River. The cut-o points are Wades Point and Currituck Point. • Boats used in the tournament must be at least 15 feet in length and must be powered by a gas powered engine • If a teams’ boat suers mechanical failure, a member of the team may be transported back to weigh-in with the teams’ sh with any other TOURNAMENT team. Transport by anyone outside the tournament is prohibited. Towing is permissible. • In case of inclement weather, the tournament director may delay blasto or the tournament could be postponed/rescheduled. Every eort will be made to make the decision as soon as praccal based on the weather forecast. Safety is #1. • There is no shing within 150 feet (50 yards) of another tournament angler. If an angler encroaches upon another angler, photos should be taken and presented to the Tournament Director – Hugh Suon. The Tournament Director will determine if a disqualicaon is warranted. *All anglers shall pracce good sportsmanship towards all other boats on the water* • The weigh master or tournament director has authority to randomly select any place winners for a polygraph test. Failure to submit to a polygraph test shall result in immediate disqualicaon from the tournament. • Weigh-in is at 3:00 p.m. on Friday September 29 and 2:00 pm on Saturday September 30 unless otherwise specied at the Captain’s meeng. Fish shall be at check-in with a team member NO LATER than 15 minutes aer any alternate weigh-in me given at the Captain’s meeng or the team will not be al-lowed to weigh. That is 3:15 pm on Friday Sept 29 and 2:15 pm on Saturday Sept 30. NOTES • All members have an equal say in the governing rules, polices and guidelines menoned above and holds equal responsibilies.
