The first thing to say,we are now back in printed form, so I do hope youare now returning back to a more structured way ofworking and reading this in the tea room! The second thing, something you will have alreadynoticed – the July edition of the Bulletin is muchsmaller than usual. There are a couple of reasons forthis, obviously while we have been in lockdown, wehave not been attending any conferences, meetings, seminars orworkshops in person, these have all been postponed or pushed intovirtual meetings. Most of which have been done at very short notice – socurrently there is nothing much to report. Additionally, because of theunscheduled changes to our lives, the Bulletin has begun to get verybehind in our print schedule, which we now need to get back as wereturn to printed format. As it says on the front cover – regulation matters and in this edition, we have an article looking at ASRU Bridging Ways of Working, previously known as the Change Programme.As you may know oversight of the Animals (Scientifi c Procedures) Act 1986 (ASPA) has changed dramatically in the last year. We no longer have an individual Home Offi ce Inspector assigned to an institution, instead we have, in part, a system of auditing. These are designed to assess legal compliance against the establishment licence standard conditions. For example, PEL standard condition 1 is compliance with the 3Rs and this could be shown as a job description of a named person but may also be shown by interview of a named person or by a selection of different ways. I personally think this might work, if it is comprehensive and not just looking at one piece of evidence, for example a job description only, as this might lead to thoughts of a box ticking exercise, however providing different types of evidence is more reassuring. Of course, this is only part of the change and I feel this is a topic that will need more consideration, as many have deep concerns and worries about these changes and the impact on Animal Welfare. Pages 7 – 15, show some of the concerns the IAT have about these changes and how these have been addressed. Linda Horan has already attended a meeting on the subject, invited by Baroness Williams and I think this will be the fi rst of many that involve the IAT, as Animal Welfare must be at the top of the agenda. The Bulletin will, of course, be reporting on it for you.Unfortunately, another way this programme is affecting us is training. BulletinSeptember 2022 • 7The Animals in Scientifi c Regulation Unit (ASRU) Change Programme / Bridging Ways of WorkingThere have been concerns raised by different stakeholders about the new methods of ensuring legislative compliance to Animals (Scientifi c Procedures) Act (ASPA) 1986. This has been acknowledged by The Animals in Science Committee (ASC) in a letter to Baroness Williams of Trafford, dated 28th March 2022, which can be read here – https://www.gov.uk/government/publications/ animals-in-science-regulation-unit-change-programme/asru-change-programme-letter-to-baroness-williams-accessible-version. The Change Programme, renamed Bridging Ways Of Working – https://www.gov.uk/government/publications/animals-in-science-regulation-unit-asru-bridging-ways-of-working/bridging-ways-of-working-accessible-version,does not represent a change in ASPA 1986, https://www.legislation.gov.uk/ukpga/1986/14/contents, but rather a change in the way this piece of legislation is overseen. For many years individual Home Offi ce Inspectors, came onsite and provided guidance and help, especially for animal welfare but also looked for irregularities in the delivery of ASPA and acted upon those. BulletinSeptember 2022 • 11During Congress 2022, Will Reynolds, Head of Animals in Science Policy and Coordination Function and Kate Chandler, Head of the Animals in Science Regulation Unit came along and gave a presentation explaining the Bridging Ways of Working and answering some pre-submitted questions the Membership had about the new ways of administering compliance.Below are the questions, as submitted, unfortunately due to time restraints and the broad range of questions, Kate and Will did not have time to answer everything fully and instead submitted a letter to the IAT addressing the points that had been raised by the Membership. CONGRESS 2022: Questions to Will Reynolds andKate Chandler at Home Offi ce updateIt was an acknowledged around the world that the UK was one of if not the most stringently regulated country in the world. Now with the ‘ASRU Change Programme’ we absolutely are not, as we are reduced to a meaningless tick-box exercise: This has happened on your watch, why?Has the ASRU considered the potential effect that these changes will have on the welfare of animals in science?How long was the change in program worked on internally before releasing it to the community? Why wasn’t more time allocated for discussion with stake holders prior to implementation. When ASPEL was introduced, there was two years of stakeholder consultation. How will this be addressed going forward.Was the Animals in Science Committee (ASC) consulted regarding the proposed ASRU Change Programme and what was their view?How do you think the change process has gone so far? What are ASRU’s “lessons learnt”? How will this affect possible future changes?NACWOs and other named persons are regularly trying to implement higher standards than the minimum ones required for compliance, what do you have to say to the NACWO who now feel abandoned in those discussion with researchers?Deadlines given by ASRU to provide CAPA and AWERB form have recently changed. Plans and expectations in term of audit have also changed. What roadblocks did you hit and how are you going to move forward?Unannounced inspections were valued in the public eyes, and with the pandemic, some facilities have not been visited for more than two years and will not be in 2022. There is no NECTU anymore.Unannounced inspections kept many scientists “honest” in that they acted as a deterrent to not go beyond their remit of their licensing authorities. How does ASRU expect this deterrent to be replaced if there’s a three-year gap between audits?How are the new ASRU audits evolving and what, if any, are the plans and changes for future Inspections.NACWOs always had the option to escalate any issues immediately to their local Home Offi ce Inspector with an almost immediate response and resolution. What is there now by way of support to all Named roles, as the HOLC can wait days for a reply and then the information coming back is not consistent.Can feedback on plans to build new or refurbish facilities be sought at early stages? It is diffi cult to invest in better facilities without knowledge that the regulator will approve the design.At a recent meeting I attended, some people were submitting SC18 within 24 hours as was suggested should happen at the SC18 workshop in September 2021 and others were using the original 72 hour time frame, (unless there were ongoing animals welfare issues). Can you tell us which timeline we should be using please?When can we expect the SC18 guidance document to be issued and how do you intend to disseminate information. In light of recent correspondence from stakeholder groups pointing out what they see are problems with the new system, are you planning to halt the current programme and enter into dialogue with leaders in order to get the community on board with changes?Most people are unaware of who is currently on the RCCT. As this team are the ones who are meant to be feeding back about the effectiveness of the change program and acting as champions for it, should there not be a direct contact for people so that anonymous feedback can be given?You’ll be aware the IAT are concerned about the lack of representation of either a NACWO or Unit Manager on the RCCT for more than 5 months now.If it should still have 2 NACWO/Unit Managers as the terms of reference currently indicate when will the positions be fi lled? One of the current hurdles that has appeared since the introduction of the ASRU Change Programme has been to those applying for NACWO status. We have been made aware that there have been several applications turned away by ASRU, asking for evidence of suitability and training. The IAT is aware that Named Veterinary Surgeons (NVSs) are having very similar issues.The required units to become a NACWO are listed in ASRU guidance and any person who has IAT level 2 & 3 qualifi cations will have completed most of the theory units required to be a NACWO. The Introduction to NACWO course brings all of these training elements together and demonstrates how a candidate blends and uses this information in the NACWO’s working day. What the course does not cover is the practical elements and PIL course units. The IAT has been requesting clarity from ASRU for several months to be able to change how information is recorded on certifi cates, including exemptions where they apply. Unfortunately, we cannot just implement these changes without ASRU agreeing and we are awaiting feedback. The IAT along with NACWO course providers have updated the training programme, which was presented to ASRU over two years ago. We are still awaiting approval.On a positive note, the policy and coordination function within the Home Offi ce, separate to the regulator (ASRU), which enables a new kind of strategic policy engagement and collaboration with the regulated sector has contacted the IAT and other awarding bodies, to start having meetings about training.In the meantime the best advice we can give is to make sure your training records are up to date when applying for NACWO status and that you have all evidence of qualifi cations and training, including practical skills (species specifi c) ready to submit. Promoting and maintaining high standards of Animal Welfare, whilst supporting the 3Rs is key to the IAT’s mission and our members. We are very concerned about the impact that the demonstrations at the dog breeding facility MBR Acres, is having on its staff and we have been providing support to those affected. We respect the right to protest but the harassment and intimidation of staff is unacceptable and we call on all of those involved to stop such behaviour. The use of dogs in research is understandably an activity that many people rightly feel very strongly about. However, the noise from the protests and the disruption caused could compromise the welfare of the dogs and we urge campaigners to consider this.While the use of dogs is a legal requirement for the safety testing of pharmaceuticals we expect that IAT members will always provide compassionate care. The Andrew Blake Tribute Award commemorates the work and life of Andrew Blake, who suffered from Friedrich’s ataxia, a hereditary condition described asone of the “worst of neurological diseases”. Andrew died in May 2002 aged 39.Andrew was passionate about the need to support scientists in their work andhis commitment to speaking out against animal rights activists took up much ofthe last ten years of his life. Animal Technologists devotetheir careers to looking after animals used in medical research and thewelfare of their animals is of paramount importance. Current qualityCulture of Care policies centre around providing the best welfare toensure laboratory animals have the best possible life, whilst contributingto a better understanding of some of the world’s major diseases.Whilst putting so much care and attention into their animals, it is quite easy to forget an importantelement of Culture of Care is the health and wellbeing of the Animal Technologists involved. Youcan only afford excellent care and compassion if you are well within yourself. The role of the AnimalTechnologist leads to a roller coaster of emotions and it is important to keep on top of these emotionsto avoid emotional burn out.There has been considerable previous work conducted within the UK to establish parity of esteembetween physical and mental health (Morton & O’Reilly, 2019, Mitchell et al 2017). Currentmental health policies aim to improve mental health and wellbeing, prevent the onset of mentaland emotional distress and increase resilience. The nature of the relationship between physical andmental health is interlinked with mental health influencing physical health and vice versa.Good health and wellbeing are important in ensuring that all Animal Technologists are able to givethe best form of themselves to their animals and ensure compliance to standards of Animal Welfareas practiced within the UK. As identified in previous articles, we have discussed that It’s OK … not tobe OKAY and if your health and wellbeing are being affected there are steps you can take.The five step approach is well documented (https://www.nhs.uk/mental-health/self-help/guides-tools-and-activities/five-steps-to-mental-wellbeing/), and how can we embrace this within our industry?1.Connect with colleagues. Good relationships are important for your mental wellbeing. They can:- Help you build a sense of belonging and self-worth.- Give you an opportunity to share positive experiences and talk about the not so positive/challenging aspects of the Animal Technologist’s role.- Provide emotional support and accept support from others. The best people who understand what animal techs experience, are other Animal Technicians. Use them for support.- Try to set some time aside during the day to ensure you connect with others, at lunch or a tea break. - Try talking about issues outside of the workplace if it is a tough day.- See family or friends after work to switch off. If this is not possible use technology such as Teams, Zoom or FaceTime where you can see the person.- Use the journey home for reflection.2. Be Active- Try to carry out some physical activity following a day at work which is important for physical and mental wellbeing.- Try exercise such as cycling, walking, swimming, running, going to the gym maybe with a friend. Reach out to others, this will improve your mentalwellbeing, as research suggests that the act of giving and kindness will improve your wellbeingby creating positive feelings and a sense of reward, also giving you a feeling of purpose. Do notunderestimate how much reaching out to a colleague and offering support can help not justthem but you also. Being that ear that your colleague may need, helps so much and you neverknow that maybe a shared experience could help.5. Pay attention to the present (Mindfulness)- In the throes of a busy and hectic schedule it can be quite easy to forget to pay attention to your own thoughts, feelings and your body. It’s OK … NOT TO BE OKAY …Let’s Talk about ... Health and WellbeingTo continue the Equity, Diversity and Inclusion Let’s Talk series, we arefocussing on general health and wellbeing. Animal Technologists devotetheir careers to looking after animals used in medical research and thewelfare of their animals is of paramount importance. Current qualityCulture of Care policies centre around providing the best welfare toensure laboratory animals have the best possible life, whilst contributingto a better understanding of some of the world’s major diseases.Whilst putting so much care and attention into their animals, it is quite easy to forget an importantelement of Culture of Care is the health and wellbeing of the Animal Technologists involved. Youcan only afford excellent care and compassion if you are well within yourself. The role of the AnimalTechnologist leads to a roller coaster of emotions and it is important to keep on top of these emotionsto avoid emotional burn out.There has been considerable previous work conducted within the UK to establish parity of esteembetween physical and mental health (Morton & O’Reilly, 2019, Mitchell et al 2017). Currentmental health policies aim to improve mental health and wellbeing, prevent the onset of mentaland emotional distress and increase resilience. The nature of the relationship between physical andmental health is interlinked with mental health influencing physical health and vice versa.Good health and wellbeing are important in ensuring that all Animal Technologists are able to givethe best form of themselves to their animals and ensure compliance to standards of Animal Welfareas practiced within the UK. As identified in previous articles, we have discussed that It’s OK … not tobe OKAY and if your health and wellbeing are being affected there are steps you can take.The five step approach is well documented (https://www.nhs.uk/mental-health/self-help/guides-tools-and-activities/five-steps-to-mental-wellbeing/), and how can we embrace this within our industry?1.Connect with colleagues. Good relationships are important for your mental wellbeing. They can:- Help you build a sense of belonging and self-worth.- Give you an opportunity to share positive experiences and talk about the not so positive/challenging aspects of the Animal Technologist’s role.- Provide emotional support and accept support from others. The best people who understand what animal techs experience, are other Animal Technicians. Use them for support.- Try to set some time aside during the day to ensure you connect with others, at lunch or a tea break. - Try talking about issues outside of the workplace if it is a tough day.- See family or friends after work to switch off. If this is not possible use technology such as Teams, Zoom or FaceTime where you can see the person.- Use the journey home for reflection.2. Be Active- Try to carry out some physical activity following a day at work which is important for physical and mental wellbeing.- Try exercise such as cycling, walking, swimming, running, going to the gym maybe with a friend. Learn new skills- This is vitally important within a role that may be repetitive at times and it is easy for your mind to wander. Learning new skills will ensure your mind is focussed on the task ahead. This will alsohelp you with a sense of achievement and can be a focus point. This could also be extended tohome life too, try cooking something new or adventurous, take up a new hobby or learn a newlanguage. Just find activities that you enjoy and are not pressured to do.4. Supporting others- If you are feeling like things are starting to get on top of you, remember you are not alone. The feelings you are having are not unique and others before you and after you will feelthe same, this is the emotion of caring. Reach out to others, this will improve your mentalwellbeing, as research suggests that the act of giving and kindness will improve your wellbeingby creating positive feelings and a sense of reward, also giving you a feeling of purpose. Do notunderestimate how much reaching out to a colleague and offering support can help not justthem but you also. Being that ear that your colleague may need, helps so much and you neverknow that maybe a shared experience could help.5. Pay attention to the present (Mindfulness)- In the throes of a busy and hectic schedule it can be quite easy to forget to pay attention to your own thoughts, feelings and your body. This awareness of your mind and body is commonlytermed Mindfulness.
