Howard. He was born on July 2, 1948, and lived an adventurous life until his transition on Tuesday, February 27, 2024. Six of his siblings (Roxanne, Sedonia, Edward, Diane, Robert, and Antonia) preceded him in death. Reginald attended Baltimore City Public Schools, including Victory Elementary, Benjamin Franklin Junior High and Baltimore Polytechnic Institute. At the age of 18, he enlisted into the United States Marine Corps. He served honorably for three years and was discharged in October of 1969. While in the Marine Corps, he attended Communications & Electronics School and served as a communications expert and radio technician. Reggie, as friends called him, was an avid reader and music lover. He attended Baltimore Community College and Peabody Institute, seeking a career in music education. He worked for a time in various Baltimore Recreation Centers as a music consultant. After odd jobs as a cab driver (6 yrs.), a clerk, a stint in the Army Reserves, and working as a truck driver, he returned to electronics and received a degree in Electronics in 1990. Heeding the call of God, which was present from an early age, Reggie was baptized on July 10, 1990, and received the Holy Ghost on July 13, 1990. He worked for the Full Gospel Apostolic Church as a sexton, then as Director of Christian Education. He was consecrated a deacon in 1992, and ordained a minister in 1993. Minister Phillips was one of the original Tribal Leaders of Full Gospel. He was ordained an Elder in 1994. Reggie loved God and God’s word. He invested time and finance to learn and grow in the knowledge of truth. His personal library grew as he challenged himself to thoroughly prepare before preaching or teaching God’s word. Reggie’s life changing experience and relationship with God influenced his siblings, and they came seeking God at his influence. In 1990, Brother Phillips met Sister Gloria G. Wallace. She was the woman God told him in a dream that he would marry. They were married on September 14, 1991. On September 30, 1992, Gloria gave birth to their only child, Melody Regina Phillips. Gloria preceded him in death in 2021. Elder Phillips served as a Pastoral Assistant as well as director of Christian Education. During his years of invaluable service, Pastor Phillips produced the Full Gospel Apostolic Hour, a weekly, 15-minute radio program. He oversaw the tape ministry, authored the Joseph Journal, created weekly adult Sunday school lessons, and served as a special assistant to the Senior Pastor. Pastor Phillips served God faithfully. Even when his illnesses prevented him from regularly attending church services in person, he routinely watched, prayed, and worshipped among the virtual audience until his passing. During visits to encourage and support him, Pastor always steered the conversation to God’s amazing word, God’s wisdom, and His ability to do anything. Pastor Phillips remained hopeful and spoke well of God as he endured many health challenges. His daughter, Melody, is to be commended for staying at her father’s side throughout many challenging years. (Melody also supported her mother during her two years of health challenges.) Reggie and Gloria were grateful and celebrated Melody as a faithful and loving daughter. Pastor Phillips leaves his family, friends, and loved ones with beautiful, vivid memories. He loved and poured everything that he could into his beautiful and talented daughter, Melody. Reggie also leaves to cherish his memory, one sister, Yvonne Johnson; five sisters-in-law, Pearl (Rufus), Linda (Willie), Elaine (Julius), Lorraine (William), and Veronica (Benson); and seven brothers-in-law, Alfred Jr. (Frances), Wilbert, Levern (Lavern), Jonathan (Bessie), Clifton (Antoinette), Reginald (Dicie), and David (Tammie). Dear Dad, You have been one of the best teachers I ever could’ve had. Somehow, there were always multiple lessons behind everything. Helping you with your Sunday School lessons for years taught me both how to navigate my way around a computer and an introduction to the word of God and the enduring lessons of the Bible. Seeing you stomp on your imaginary brake when I was learning to drive was a valuable learning experience. Not just the immediate, “Stop drifting out of your lane,” but realizing later on the stresses of parenthood and watching your child approach adulthood and gain responsibilities. Patience, patience, patience was always the running theme throughout your life raising and caring for me. Even caring for you while you were ill taught me not just valuable practical skills, but how to extend the grace and patience that others need when going through a difficult time. I will take everything you’ve taught me throughout my life. Thank you for everything. Say hi to Ma for me. - Mel - I lost someone that was deep in my heart. My brother, Reggie, and I were real close. We got hooked up with Jesus and that was the best thing that ever happened to us. We loved the Lord and always talked about how good He was to us.
