Policies &Procedures2023-2024Early Leave/Late ArrivalIt is very important to have continuity and reliability for the sake of our students. Notify the main office in thecase of an emergency if you are going to be late. Make arrangements with someone on your team or in yourhallway in the case of an emergency so that students are not left unattended. It is very difficult to securesubstitutes for half-days; please do your best to set doctor’s or dentist’s appointments to avoid missinginstructional time. A leave early or arrive late form must be submitted to your administrator 48 hours inadvance and be approved. This form is in the front office. Please refrain from filling out the form and putting itin admin boxes on the day of, that will not be approved.Absences Other Than IllnessPersonal Business days may be taken at any time during the school year except during the following:● Twodaysbeforeortwodaysafterofficialholidaysdesignatedbythedistrict(Thanksgiving, winter break, spring break, Memorial or Labor Days)● TwodaysbeforeoraftertheendofthefallsemesterandtwodaysbeforetheendofthespringAbsences – EmployeesSubstitute SystemIn case of an absence it is the employee's responsibility to secure a substitute. Employee mustlog on to the Aesop system at http://www.aesoponline.com or call (800) 942-3767 to reportyour absence 24 hours in advance. Unless changed by you, your Aesop ID# is your district IDnumber and your PIN is your 5-digit zip code. In the case of an emergency call Ms.Djamat-Dubois or Ms. Rojas. In addition to submitting the absence on Aesop, when an employee is absent any day Mondaythrough Thursday, it is important to notify the office staff by 2:00 p.m. whether or not thatemployee will be returning the next work day. If the employee is absent on Friday andknows he/she will be absent on Monday, the office staff must be notified by 2:00 p.m. thatFriday.If an employee is absent for more than five consecutive days, the absences must bedocumented by a physician or other medical personnel. Please submit documentation tothe office manager upon return to work. If an employee is absent for more than five daysthey need to apply for a leave of absence.Professional DevelopmentAbsences for professional development must be approved by the principal 48 hours prior to thePD day. Appropriate documentation of attendance must be submitted upon return and theabsence will be changed to “approved” in the Aesop system.

AnnouncementsExcept in cases of emergency, announcements will be made daily. Any staff member wishing to submit anannouncement must submit on the google form the day or submit a paper copy the day before you want theannouncement made. Google Announcement form can be found in the back of this handbook.Biometric ClockAll teachers and staff will clock-in daily using the biometric clock. It is an employee’s responsibility to makesure he/she clock-in daily. Anyone failing to do so may lose personal time. Any approved supplemental paymust be registered through the biometric clock and must receive prior approval from the principal andsubmitted through Oracle.Board of ControlThis committee monitors the monies deposited and spent out of the school activity account. Board of Control(BOC) will meet bi-weekly with the office manager to review fund raisers, check requests, andreimbursements. Meetings will be held according to the schedule given out during BOY training. A copy isposted in the main office.Jury DutyA bailiff’s letter is required for all jury duty and must be maintained at the campus as a proof document of thepayroll being submitted online. If an employee is on stand-by jury duty, the employee must report to work andfollow the calling instructions for stand-by jurors. If an employee is subpoenaed to court, a copy of thesubpoena must be maintained at the campus as a proof document of the payroll being submitted. The dateand specifics must be recorded for all approved absences.Accidents – EmployeesTeachers and staff members must report all accidents that occur on campus to the office managerimmediately. The office manager will prepare a report for documentation. This documentation is required inthe event it becomes necessary to file for Worker’s Compensation. District policy mandates the report to befiled within 24 hours of the accident and submitted to the office manager.Activity FundAll teachers working with activity funding must take a sponsor's training class each school year. Student funds(field trips/fundraisers) must be deposited daily to the office manager. Check requests and fundraisers must besubmitted in writing three weeks in advance or by the deadline given in training.semester.Absences on those days can be taken ONLY with the principal’s written approval.Failure to obtain approval is a violation of district policy.If you are going to be absent more than five consecutive days, you need to discuss this with Ms.Rojas or apply for FMLA

Building SecurityThe District Security office will only be contacted by a building administrator for emergency situations. 911calls are to be made by administrators. The principal or assistant principals will make the initial call.The following safety procedures will be enforced during the day:1. Allvisitorsmustsigninandobtainavisitor'spassfromthemainoffice. Reportanypersonwithoutproper identification to the main office by calling 972-749-5200.2. NOstudentistobereleasedtoavisitorwithoutproperauthorizationfromtheoffice.3. Neverpermitanadulttotakeastudentfromyourroomunlessthestudent’sparentorguardianhas a Principal's Permit to Leave School.4. Do not allow a stranger to talk to any student in your room unless accompanied by anadministrator.5. Avoid having parent conferences while students are in your classroom. If a parent appears without anappointment, please call the front office.6. Students should not be in your class unless they are on your class roster or they have a pass fromyou.7. DO NOT leave doors propped open for any reason.Make sure your room is locked when you are not in your room. Do not leave valuables in yourclassroom.Do not leave cell phones, purses or money in your classroom or in sight even if you are in theclassroom.Bulletin BoardsRoom bulletin boards are very important teaching devices and should be planned with care. An attractivebulletin board display is an indication of the type of teaching program being conducted. Teacher-made bulletinboards that consist of current student work samples, artwork, and special projects are the most desirable.They should be updated on a regular basis - monthly.Change of AddressTeachers and staff members who change their address, telephone number, or name, must change theirpersonal information through Oracle Self Service. Also, please make sure to update your information with theoffice in case of an emergency.

It is expected that those having information about such allegations will report it according to the law as well asDistrict policy and procedure with a spirit of professional respect for the accused individual so that undueharm to that person’s reputation will not occur.Child Abuse by District Employees:Occasionally, there are complaints from families or interested parties alleging that school personnel haveoverly disciplined or abused a student. The Dallas Police Department (DPD) is legally responsible forinvestigating all referrals of abuse or neglect involving District employees and will do so with the cooperationof the school administration.The following procedure shall be followed:1. After the school receives a complaint against a District employee, the person receiving the reportwill immediately call the DPD at 214-932-5627, as required by state law (Family Code 34.01). Afollow-up written report must be made within 48 hours. (The police department, after notifyingthe accused person, will call the Governmental/Internal Relations Department specialist to reportthe allegation. At that time the person’s supervisor and appropriate administrators will beChild Abuse Reporting Criteria:1. Failuretoreportidentifiedorsuspectedchildabusebyapersonwithsuchknowledgeispunishableby law as a misdemeanor offense under penal codes amended by the House Bill 1414.63rdlegislature.2. AllcasesofidentifiedorsuspectedchildabusemustbereportedtotheChildWelfareDepartment.3. Personswhoreportingoodfaithanysuspectedchildabusecasesareprovidedimmunityfromcivilor criminal liability under Vernon’s Civil Statutes, Article 695C-2.4. Within the local building, the person who identifies or suspects a child abuse case must: Notify theprincipal, telephone the Child Welfare Department and complete the Child Abuse reporting form(make 3 copies).Child Abuse ReportIn accordance with the District policy and State law, it is the responsibility of every teacher and schoolemployee to report any suspected cases of child abuse and/or neglect within 48 hours. If you report suspectabuse or neglect to an administrator or counselor, you still must follow up with a report to CPS. Thisresponsibility and the procedure for reporting child abuse is described below according to policy #4501.2 ofthe Administrative Policies and Procedures for the Dallas Independent School District.

Enrollment & Withdrawal ProceduresWhen a new student is enrolling in your class, it will take approximately 24 hours for the student to show up inthe PowerSchool System. If a student is withdrawing, write the student’s assigned grades up to the date ofwithdrawal on the withdrawal form and sign your name. Students must attend class 90% of the time that the class meets. If a student failsto meet this rule he/she can be denied credit for the class. Attendance for this purpose includes excused absences and un-excused absences. Students may appeal to the Attendance Committee if they are denied credit. The Committee will have a plan for make-up time, make-up work or may dismiss the case due to extenuating circumstances. The Committee meets to hear attendance appeals each semester as needed. Theymeet with students and parents when any student’s attendance falls below 75%.The Attendance code can be looked up for specifics under:Texas Education Code-Chapter 25. Subchapter C. Operation of Schools and SchoolAttendance§25.085. Compulsory School AttendanceThe forms for the principal’s plan are available with Ms. Djamat Dubois. The plan has deadlines that must be followed.Failure to do the plan will result in an “*” in the classes that the student is over the limit in absences and no credit will beawarded for the class..Irma Rangel Young Women’s Leadership School will follow the Districts Truancy Plan, which is summarized as follows: Step 1. Warning Letters are mailed out when students have 3 unexcused absences (letters are sent through the District’struancy department) and parents are asked to attend an informational meeting at Rangel on designated daysduring the school year.Step 2. Letters for an intervention program are uploaded to the powerschool parent portal after 6 or more unexcusedabsences (letters are also sent through the District’s truancy department)Step 3. Court cases are filed when a student has ten unexcused absences within a six month period. A court summons is sent to the parent or a constable will deliver the summons in person to the parent (this is done by the court systemin preparation for trial).
