The Standards for RTOs (the Standards) set out the requirements that an organisation needs to meet to gain and maintain registration as a training provider. These Standards form part of the VET Quality Framework (VQF), a system that ensures the integrity of nationally recognised training in Australia. The National VET Regulator regulates training providers against the VET Quality Framework. [Enter RTO Name] is required to comply with the VET Quality Framework at all times. VET Quality Framework The revised VET Quality Framework is designed to ensure national consistency in how RTOs are registered, monitored, and assessed in the VET sector. The framework consists of several critical components: o Revised Standards for Registered Training Organisations (RTOs): These standards define the requirements for RTO registration, ensuring the delivery of high-quality, nationally recognised training and continuous improvement of RTO operations. The standards are comprised of:  Outcome Standards: These standards focus on the outcomes of training and assessment, placing the learner and industry needs at the core of quality delivery.  Compliance Requirements: These detail the administrative and operational obligations that RTOs must meet. They include:  Schedule 1 - Fit and Proper Person Requirements Policy: Ensuring that key personnel meet integrity and suitability standards.  Schedule 2 - NRT Logo Conditions of Use Policy: Outlining correct usage of the Nationally Recognised Training logo.  Credential Policy: Specifies the qualification and competency requirements for individuals delivering and/or validating training and assessment, reinforcing the focus on industry relevance and professional development. o Australian Qualifications Framework (AQF): The national policy regulating qualifications in Australia, ensuring consistency and recognition of skills across the country. o Data Provision Requirements 2020: This sets out the obligations for RTOs to submit data to ASQA upon request, including annual quality indicator data, to support regulatory monitoring and transparency. o Financial Viability Risk Assessment Requirements 2021: These ensure that RTOs maintain the financial capacity to continue delivering high-quality training services and protect student interests. By integrating these components, the VET Quality Framework ensures a comprehensive, consistent approach to the regulation of RTOs, promoting the integrity of the VET sector and ensuring that training meets the needs of both industry and learners across Australia. Compliance with these Standards is a requirement for: • All ASQA registered training organisations, and • Applicants seeking registration. ASQA, and other national VET regulators employ these Standards to protect the interests of all students within Australia's VET system. The Standards guide the delivery of nationally consistent, high-quality training and assessment services. They should be read in conjunction with the: • Standards for Training Packages, • Standards for VET Accredited Courses, and • Standards for VET Regulators. Purpose of the Standards The purpose of the Standards is to: • Describe the requirements that an organisation must meet to be registered as an RTO in Australia. • Ensure that training delivered by RTOs meets industry requirements (as set out in the training package or accredited course) and maintains integrity for employment and further study. • Ensure RTOs operate ethically and consider the needs of both students and industry. Administration Management ensures that we operate efficiently, with streamlined processes that support both compliance and service quality. This theme of the QMS provides structured guidance on: • Student Enrolments • Student Progress and Data Management • Records Management • Accreditation and Certification Student Enrolment [Enter RTO Name] recognises that our student cohort faces numerous barriers to education and training. Feedback provided by students through formal data collections (Quality Indicators and internal student feedback collection methods) indicates that financial barriers significantly impact students' decisions to pursue higher education from diploma to university level. [Enter RTO Name] ensures that students are academically suited to their chosen courses through set course eligibility criteria and sound enrolment processes, policies, and procedures. All students undergo a pre-training review (and a Language, Literacy, Numeracy and Digital skills assessment if required), during which our enrolment officers determine if applicants meet eligibility criteria dictated by training package specifications and any other specifications we determine. This process ensures students' capacity and capability to undertake courses at the appropriate Australian Core Skills Framework (ACSF) level, resulting in higher retention and completion rates. The initial enquiry from the student determines the course they wish to enrol in and what experience/qualifications/RPL they hold. Students are directed to an information package that sets out requirements and provides details about courses, obligations, and responsibilities of [Enter RTO Name]. Students must read and acknowledge this information before completing the enrolment process. It is a requirement that students provide their Unique Student Identifier (USI) number on the enrolment form. If a student does not have a USI, we will assist them in applying for one. Upon receiving the enrolment form, [Enter RTO Name] will issue an invoice to the student specifying the amount to be paid for the course, any administration fee, and any materials or resources supplied. Once payment has been received, the student is enrolled into the Student Management System [Enter SMS Name], and all particulars for the units they have enrolled in are issued. This includes orientation, counselling, learning support, and assistance with technology. The goal is to enhance student engagement, satisfaction, and success by ensuring they have access to the necessary resources, support, and information. Pre-Enrolment Information Prior to enrolment, applicants are provided with the following information as part of our service agreement: • Clear information regarding the qualification and/or units of competency. • Course outcomes and pathways. • Legislative and occupational licensing requirements. • Information regarding all fees and charges, including our refund policy. • Details regarding the guarantee of services. • Selection and enrolment of students, e.g., entry requirements. • Training and assessment arrangements (including Recognition of Prior Learning - RPL), e.g., competency-based assessment, workplace requirements. • Student support services. • Information regarding the issuance of qualifications. • Complaints and appeals procedures. Customer-Related Processes We are committed to providing professional services to all applicants, students and clients by responding to needs and continuously adjusting and developing products and services to meet those diverse needs. Our commitment includes: • Treating all persons with respect. • Displaying courtesy and consideration to all. • Treating all persons professionally, fairly, and equally. • Acting with integrity. Special Needs: Applicants intending to enrol for training are requested to advise if they have any physical or other impairment (e.g., English language, literacy or numeracy difficulties, dyslexia, etc.) that may adversely affect their ability to successfully undertake training and assessment. Applicants and students with disabilities or impairments are encouraged to discuss any special needs and/or reasonable adjustments to the study environment with their trainer/assessor. The trainer/assessor, in collaboration with the student, will assess the potential for the student to successfully complete the training. This may include flexible delivery options to optimise the ease and benefit of the student learning experience. Consumer Protection All students have the right to express concerns or problems they may be experiencing during training or assessment activities, as outlined in the [Enter RTO Name] Student Handbook. It involves the management of training schedules, resources, facilities, and technology to ensure high-quality training delivery. This theme area also covers the coordination of work placements, industry engagements, and the continuous improvement of operational processes to meet the evolving needs of students and industries. [Enter RTO Name] prides itself on delivering quality training and assessment to provide our students with the steppingstones for further education and training, business, and employment. We continue to evolve to meet the needs of businesses and community members by developing innovative training programs that strengthen organisations, meet industry demands, and provide skilled and experienced employees to address skills shortages. Planning Planning and defining processes are undertaken to determine the best ways of presenting our courses to current and potential students. Training programs are discussed with training and assessment staff, management, and industry representatives to ensure that all options and variables are considered. This leads to the production of learning strategies that ensure students have the necessary duration, resources, assistance and support services to achieve the learning outcomes. Regular training delivery meetings are held to determine the best training methods, required course tools, and any additional resources needed to ensure the training meets the standards of the training package or VET accredited course. Creating interesting and varied courses using a variety of delivery methods that appeal to a diverse range of students, enhances their learning ability and ensures high competency achievement. All training sessions conclude with the student completing an evaluation form, allowing us to gather and evaluate feedback from students. Trainers and assessors are also encouraged to provide feedback and improvement ideas. These evaluation tools help [Enter RTO Name] determine the quality level being produced and implement continuous improvement actions to give students the best chance of achieving certification or qualifications in their chosen fields. Design and Development A training package is a set of nationally endorsed qualifications and competency standards for recognising and assessing individual skills in a specific industry or sector. Training packages are developed to meet the training needs of an industry or a group of industries. The following parties play a role in the design and development of training packages: 1. Skills and Workforce Ministerial Council (SWMC): A committee of Australian, state, and territory government ministers who decide on the needed skills and training. 2. Industry Reference Committees (IRCs): Committees comprising individuals with experience, skills, and knowledge of particular industry sectors to ensure training packages meet employers' needs. 3. Jobs and Skills Councils (JSCs): Organisations supporting IRCs in developing the training packages required by the industry. Training packages specify the skills and knowledge required to perform effectively in the workplace but do not prescribe how a student should be trained. Each training package includes: • Units of competency: Which define the skills and knowledge to operate effectively in a workplace context. • Qualifications framework: The groups of units of competency ranging from Certificate I to Graduate Diploma level. This includes policies on professional development, performance management, and compliance with industry currency requirements, as well as providing a structured approach to trainer/assessor supervision. Effective HRM ensures that our staff are qualified, skilled, and motivated to deliver high-quality training and support to students. New employees receive on-the-job guidance until they become competent and responsible for their assigned tasks. Ongoing training is provided to meet the requirements of the QMS, with management identifying and scheduling additional training as needed. Skilled Trainers and Assessors [Enter RTO Name] trainers and assessors create a conducive learning environment, including preparing training rooms, engaging students, and addressing their social and emotional needs. In accordance with the Standards and the Credential Policy, [Enter RTO Name] requires that all trainers: i. Hold the TAE40116 Certificate IV in Training and Assessment (or its equivalent) from the TAE Training and Education Training Package as pour preferred minimum qualification. ii. Demonstrate vocational competencies (current skills, knowledge and experience) at least to the level being delivered and assessed. iii. Continuously develop their VET knowledge and skills, maintain industry currency, and uphold trainer/assessor competence. Trainee Trainer/Assessor working under Supervision Trainee trainers and assessors working under supervision receive regular guidance, direction, and leadership from a certified trainer holding the TAE40116 Certificate IV in Training and Assessment (or its equivalent) or higher. The supervisor monitors and is accountable for the training and assessment delivery and must be present for all assessments. Trainee trainers must be working toward full certification and hold one of the Enterprise Trainer Skill Sets, and trainee assessors must hold the Assessor Skill Set as a minimum. Professional Development Program Our Professional Development Program tracks ongoing professional development activities and plans further training to ensure employees are confident and competent in their roles. Additionally, it encompasses a structured approach to our marketing and promotional activities, procurement, and third-party relationship management. [Enter RTO Name] is a Registered Training Organisation authorised by the National Regulator to deliver nationally recognised training and assessment services under the Standards for Registered Training Organisations and the associated compliance requirements and policies. We are governed by an executive team that oversees the management of our operations. The governing officers meet regularly to develop the strategic plan and assess company performance towards meeting documented goals. These meetings also include discussions on regulatory compliance, adherence to relevant policies and procedures, and operational risk management. It involves regular monitoring, internal audits, compliance with VET regulations, and the implementation of feedback and continuous improvement processes. This ensures that [Enter RTO Name] not only meets regulatory standards but also strives for excellence in all aspects of its operations. Internal Audits and Monitoring Internal audits, also referred to as self-assessments or monitoring, are a standard implementation of our Compliance Framework. The aim of internal audits is to confirm effectiveness, performance, and continuous improvement against benchmarks, identifying any issues that may require action. Internal audits are conducted annually against: • [Enter RTO Name]’s Quality Management System. • The VET Quality Framework. Coast Wide Training Solutions Quality Management Strategy 2024-2025 Coast Wide Training Solutions Pty Ltd | QCM-GD-001 QMS Quality Management Strategy V1.0-24 Page 36 Glossary Access and Equity means policies and approaches aimed at ensuring that VET is responsive to the individual needs of clients whose age, gender, cultural or ethnic background, disability, sexuality, language skills, literacy or numeracy level, unemployment, imprisonment or remote location may present a barrier to access, participation and the achievement of suitable outcomes. Accredited Short Course means a course accredited by the VET Regulator in accordance with the Standards for VET Accredited Courses that leads to an AQF statement of attainment. Applicant means an individual who has applied, or has the potential to apply, to become a student, seeking enrolment in a course or program offered by the RTO. AQF Certification Documentation is the set of official documents that confirms that an AQF qualification or statement of attainment has been issued by an RTO or other AQF authorised entity to an individual. AQF Qualification means an AQF qualification type endorsed in a training package or accredited in a VET accredited course. Assessment means the process of collecting evidence and making judgements on whether competency has been achieved, to confirm that an individual can perform to the standard required in the workplace, as specified in a training product or VET accredited course. Assessment judgement means a determination of whether competency has been achieved by a student consistent with the training product and the Standards. Assessment system means a coordinated set of documented policies, procedures and assessment tools designed to ensure that assessment, including recognition of prior learning, produces consistent and valid judgements of student competency and meets the requirements of the Standards. Assessment tools comprise the instrument and instructions for gathering and interpreting evidence in an assessment process, including: • the context and conditions of assessment • the tasks to be administered to the student • the evidence to be gathered from the student • the criteria used to judge competency, and • the administration, recording and reporting requirements. Audit means a systematic, independent and documented process for obtaining evidence for the VET Regulator to determine whether the activities and related outcomes of a training organisation comply, or continue to comply, with the Standards. Australian Qualifications Framework (AQF) means the framework for regulated qualifications in the Australian education and training system, as agreed by the Commonwealth, State and Territory ministerial council with responsibility for higher education. Client means a student, enterprise or organisation that uses or purchases the services provided by an RTO. Code means the unique identifier for units of competency, skill sets, VET accredited courses, modules, AQF qualifications or training packages as required by the Standards for Training Packages and Standards for VET Accredited Courses. Competency means the consistent application of knowledge and skill to the standard of performance required in the workplace. It embodies the ability to transfer and apply skills and knowledge to new situations and environments. Conditions of Use means the Nationally Recognised Training Logo (NRT Logo) Conditions of Use Policy made by the Ministerial Council that outlines the requirements that must be followed when using the SAMPLE ONLY
