letter from the PRESIDENT At QuestCDC we leverage and coalesce every single resource available to help our residents—bringing together philanthropists, service providers, energetic advocates, and visionary investors like you from every corner of the beautiful city we call home. We’re harnessing the power to end poverty in our local communties. And it’s working. Unfortunately, there is no magic formula that can end homelessness overnight. It takes a collaborative effort from the government and society itself to put an end to this tragedy. But we are passionate about the work that we do. Paired with this passion is a strong sense of responsibility. Our job is to get results for the former homeless residents we serve on Atlanta's Westside. I hope that as you read this, you will join me in taking a moment to reflect on all that we achieved together in 2022. I have so much hope for the communities we’re building together—communities where no one suffers on the streets. Thank you for all you’ve done to help get us here. Leonard L. Adams Jr. President/CEO QuestCDC

Our core strength is providing comprehensive case management for individuals and families affected by behavioral health, addictions, and physical disabilities. After homeless & underserved individuals are placed into secure communities, Quest offers essential services to meet their needs. These services include case management, mental health & addiction counseling, life skills groups, financial management, and workforce development. We recognize that the more our residents feel valued and supported, the more self-sufficient they become. Our CARF Accredited Supportive Services provide at-risk populations with intensive case management to address individual needs. CARF International is an independent, nonprofit accreditor of health and human services. QUEST CARES Health & Supportive Services for Residents

Our efforts are helping reduce homelessness in Metro Atlanta Overall, Quest expects the results of our efforts of providing affordable housing with supportive services to the chronically homeless population of men, women, and veterans will contribute to reducing homelessness in Metro Atlanta. This will be achieved by reintegrating formerly homeless individuals into the community who are more stable and more productive contributing members of the community. Our community residents are our number one priority Due to the type and complexity of services we provide and the clients we serve, major milestones for every resident are unique. Each resident confers with an assigned case manager who works with them upon entry into our program to develop an individualized service plan (ISP). Major milestones can include securing proper identification (state IDs, birth certificates, social security cards, etc.), seeking employment/benefits, and getting connected with mental health services, substance abuse counseling/treatment, and affordable housing. 07 Quest continues to rank #1 in quality among Atlanta's Homeless Service Providers

WE ENCOURAGE OUR RESIDENTS TO REIMAGINE THEIR QUEST FOR LIFE The Legacy Program helped me, and my kids get off the street and out of an abusive relationship, get a good job with good pay, and was just a constant support during my process of getting back on my feet. Thank you, Quest. Sherry Quest Legacy Program Resident After my discharge from the Army, I had a hard time finding a civilian job and became homeless. I now live in a Quest residence for veterans, with my own case manager and someone to talk to when I need help. I could not ask for a more supportive environment. The Impactful 40 In my opinion, the traditional bank ecosystem didn’t truly commit to a triple bottom line of social, environmental, and financial — but enterprise was the opposite. Enterprise told me that the door to access was open, and we have been partnering together on projects ever since. It has been an honor over the last 10+ years engaging with financial tools, serving on councils, and building a strong relationship with the local Atlanta team." -LEONARD L. ADAMS, JR. In honor of their 40th anniversary, Enterprise Community Partners featured 40 individuals who’ve helped break boundaries and strengthen communities over the past 40 years. Our president, Leonard L. Adams, Jr. is proud to be one of these honorees - helping meet critical affordable housing needs in Georgia for over 2 decades. "S PARTNERSHIP SPOTLIGHT

MY VISION FOR AFFORDABLE HOUSING IS THAT IT NO LONGER HAS THE NEGATIVE STIGMA THAT IT IS A PRODUCT OF HOUSING POOR BLACK AND BROWN FAMILIES WITH CHALLENGING BEHAVIORS. LEONARD L. ADAMS, JR. " Bringing More Capital to Developers of Color When Adams first connected to his local office of Enterprise Community Partners, a national community development intermediary, over a decade ago, it was a great relief to find a lender that understood his mission. “There wasn’t a bank in town that was gung-ho about what I was pitching,” he recalls, but Enterprise “immediately understood what we were about. I didn’t have to prove to them why [my mission] was important, we just had to figure out how to make the numbers work.” He has worked with the group ever since, availing himself of all the programs it offers, from lending to leadership training. But he also noticed that many of those programs were overwhelmingly white—both in speakers and participating developers. And he noticed that the terms on the loans he was getting weren’t much better than those being offered by traditional banks. These are the kinds of things that Enterprise—and its counterpart LISC—are hoping to change with their recently announced racial equity initiatives. 23

EXPLORING THE LINK BETWEEN HEALTH AND WEALTH Madelyn Lazorchak, Communications Writer - NeighborWorks.org "I BELIEVE HEALTH IS WEALTH. IF YOU CAN BE HEALTHY, YOU'RE WEALTHY. IF YOU HAVE A QUALITY PLACE TO LIVE AND YOU CAN GET YOUR PHYSICAL AND MENTAL STATUS LOOKED AT, ALL OF THOSE THINGS TOGETHER ARE WHAT IT TAKES TO CONSIDER A PERSON WEALTHY. IT DOESN'T JUST FALL AROUND HOW BIG A BANK ACCOUNT IS." LEONARD ADAMS, JR. NeighborWorks America Research has shown a correlation between good health and good income. "And we know that it's difficult to earn if you're not healthy. If you're someone with a chronic health condition, how do you hold down a steady job?" At the same time, if you don't have a safe place to live, that can contribute to health issues — from anxiety to asthma. NeighborWorks knows that both sides of the issue are important. That's why, when looking at strategies for community development, NeighborWorks advocates for a comprehensive approach – one that looks at the whole community. Barackman-Eder will be talking with NeighborWorks network organizations that focus on both health and wealth during a panel at the Prosperity Summit. All three organizations on the panel – Quest Communities, Foundation Communities and Beyond Housing – address both issues at the same time. Leonard Adams, CEO for Quest CDC, says he's been looking at health – both mental and physical – and the link to wealth for some time. His organization works with individuals coming out of homelessness or recovering from addiction and other issues. "I remember asking doctors or therapists: If you could magically write a prescription to help the most people, what would it be? A lot of times, they would say 'housing' and I look at that as the driver. If doctors could write a prescription for housing, it would be one of the top prescriptions written." When it comes to wealth and health, it's the proverbial chicken-and-egg question, says Molly Barackman-Eder, NeighborWorks America's director of Financial Capability. "Is it health impacting wealth or wealth impacting health?" she asks. But more important than the question, she says, is the fact that the two items are inextricably linked; for a successful outcome, you need both health and wealth management. 27
