The Thirteen Colonies and their Goverments 

From 1777 to 1789 the new and rapidly growing united states went under a lot of changes, not only for the states and there struggle for new lands but for a centeral government is slowly comeing into play. 

States were printing their own money in violation of national law.

States were conducting foreign trade negotiations in violation of national law. States were organizing their own armed forces.

All things that the centeral government should be in control of but would not step in until the constitution was written in 1787. 

At the time The Articles of Confederation looked like the way to do it. For the four years that it was in effect over the colonies it did more bad then good. What the "Centeral Goverment" consisted only one branch makeing all the laws and enforing them.
