3 4 A Message from Prime Time Palm Beach County Leadership Table of Contents Support for The Field 5 SEL 101 Training 6 Support for Out of School Time Programs 7 Palm Beach County Quality Improvement System Breakdown 8 Support for Out of School Time Professionals 9 Events 10 Support for Children and Youth 11 Board of Directors 12 Staff 12 Financials 13 Social and emotional learning SEL is currently under the spotlight and getting attention from many sectors including out of school time OST While the idea is not new many in our field are being more intentional in identifying and supporting ways to grow SEL competencies in both children and the adults who serve them in OST Along those lines we could not be more pleased that Prime Time Palm Beach County and the School District of Palm Beach County were one of six communities nationwide that were chosen by The Wallace Foundation for the implementation phase of its Partnerships for Social and Emotional Learning Initiative Through this four year grant Prime Time and the School District are exploring ways to work together to help children develop positive social and emotional skills that are linked to success in school work and life by imploring intensive support to seven pilot sites The learning from this initiative will inform the field on how to support and implement SEL across the school day into out of school time Very exciting work It is with much appreciation and gratitude that I thank the Palm Beach County out of school time community for its high level of engagement this year We had a record number of participants in our trainings and served more than 29 381 children through our Expanded Learning Opportunity ELO providers Thank you all for your commitment to high quality OST programming We would be remiss if we did not acknowledge the stalwart support of the Children s Services Council of Palm Beach County and the Palm Beach County Youth Services Department for Prime Time s work on behalf of the out of school time field They continue to provide solid support for our community s programs practitioners and children Last but certainly not least we would like to thank the Prime Time Board of Directors for its vision and oversight and Prime Time s staff for all they do to help children be successful in school and life Warm regards Funder Acknowledgment 14 Dr Nate Nichols Board President Suzette L Harvey President CEO

5 6 Partnerships for Social and Emotional Learning Initiative Representatives from Prime Time the School District of Palm Beach County and the community came together to plan during the Partnerships for Social and Emotional Learning Initiative SUPPORT FOR THE FIELD Selected as one of nine communities from across the country for a Wallace Foundation initiative in the fall of 2016 Prime Time Palm Beach County and the School District of Palm Beach County engaged in a nearly year long planning process to better understand how schools and afterschool partners can improve and align experiences and climate to foster children s social and emotional learning Named the Partnerships for Social and Emotional Learning Initiative these efforts will improve adult practice in both the school day and after school to focus on helping elementary school aged children develop positive social and emotional skills such as self control persistence teamwork and goalsetting which are linked to success in school career and life Palm Beach County was ultimately chosen as one of six grantees to move into the implementation phase in the fall of 2017 Seven school campuses have been selected as pilot sites Six of the seven have school based afterschool programs on campus one afterschool program is run by a community based organization The implementation phase kicked off with a series of trainings for school day and out of school time staff to get an orientation to social and emotional learning SEL 101 Training Social and Emotional Learning Assessments In 2016 2017 Prime Time s Research Team completed a second year of assessments on social and emotional learning skills A total of 929 youth participated By measuring the development of these skills Prime Time is able to give programs invaluable information about the strengths and needs of their children and youth Each year children demonstrate growth in their emotional awareness and ability to manage their feelings They learn relationship skills throughout the year and become better problem solvers as well As part of the Partnerships for Social and Emotional Learning Initiative Prime Time and The School District of Palm Beach County alongside national consultants co facilitated training specific to social and emotional learning to approximately 1 000 school administrators teachers school counselors Single School Culture coordinators bus drivers and out of school time directors and practitioners during the summer of 2017

8 SUPPORT FOR OUT OF SCHOOL TIME PROGRAMS 7 QIS directors and supervisors of frontline staff attending our QIS Brunch Learn in April 2017 Prime Time s Quality Improvement Team facilitated a discussion on ways to build community with their staff and challenges in the field Attendees also learned how to implement the PBC PQA scale and items on the quality assessment tool Composition of the Palm Beach County Quality Improvement System by type Prime Time Quality Advisor Anita Winkis pictured above discusses ways to build community with afterschool directors at the December 2016 QIS Brunch Learn Palm Beach County Quality Improvement System Research has shown that youth experience greater academic success and well being when they attend high quality out of school time programs For fiscal year 2016 2017 there were 148 programs in the Palm Beach County Quality Improvement System QIS serving more than 20 000 children and youth Prime Time provided coaching and resources that promoted high quality outof school time programming as evidence by 81 percent of participating members of the QIS experiencing an increase in their assessment score or maintained a 4 1 or higher on a 5 point rating scale The remaining programs experienced an average decrease of 2 percent The Palm Beach County Quality Improvement System consists of services and supports to increase afterschool program quality Using the Palm Beach County Quality Standards for Afterschool as the foundation for the work Prime Time quality advisors guide participating programs through a self assessment process and development of an improvement plan They assist executive directors program managers and staff in identifying and implementing opportunities to improve quality for children and youth and encourage the use of other Prime Time and community resources 67 Elementary School District of Palm Beach County Afterschool Programs 34 Composition of the Palm Beach County Quality Improvement System by level 16 Entry 12 months Introduction to system Quality advisor supported self assessment Community based Organizations 16 Middle School Programs 18 Early Care and Education Sites 9 Municipality run OST Programs Intermediate 103 12 24 months Quality advisor preparation of director for maintenance role and requirements 29 Maintenance Ongoing Based on benchmark scores and director accomplishments
