OUR MISSION To foster high quality in out of school time programs which provide opportunities for children and youth to succeed
A MESSAGE FROM PRIME TIME PALM BEACH COUNTY LEADERSHIP Last year Prime Time celebrated 15 years of service to the out of school time OST field While our anniversary served as a time to reflect on the growth of the field and all that we have accomplished it was not a time to rest on our laurels We continue to plan do improve as continuous quality improvement is at the heart of our work for our service providers and for Prime Time internally With the generous support of our funders specifically the Children s Services Council of Palm Beach County we have added new initiatives to our body of work to provide more opportunities for the professional growth of our practitioners including new trainings page 8 and new incentives page 10 For our youth we expanded the number of existing hands on learning opportunities afforded to them and offered news ones including The Art of Science a collaboration between the Center for Creative Education and the South Florida Science Center and Aquarium page 7 One of the most exciting developments in this fiscal year was the selection of Palm Beach County for a Wallace Foundation planning grant Selected from an initial pool of 120 communities a joint application from Prime Time and the School District of Palm Beach County made the final cut with eight other communities across the county for a planning grant to increase social and emotional learning in elementary age children Through this planning process Prime Time and the School District will explore ways to work together to help children develop positive social and emotional skills that are linked to success in school work and life If the planning grant is successful and an implementation grant from Wallace is awarded Palm Beach County would be well positioned to increase the social emotional and academic learning of our children by providing our teachers and OST staff with training tools and supports they need for success While we develop our strategy we are pleased that the planning grant has sowed the seeds for greater collaboration and partnership between Prime Time and the School District that will endure well beyond the granting period Stay tuned In closing we would be remiss if we did not acknowledge and honor the Prime Time Board of Directors for its vision and oversight and Prime Time s team for going above and beyond duty so our community s OST programs have a chance to elevate quality We salute you all Suzette L Harvey President CEO Dr Nate Nichols Board President 2

COMMUNITY ENGAGEMENT SUPPORTS Bringing together Palm Beach County out of school time providers and to network and share relevant information to the field 2015 2016 EVENT HIGHLIGHTS Resource Fair In partnership with the City of Delray Beach Parks Recreation Department provided 219 OST professionals with an opportunity to visit with 68 vendors that offer resources and services to their programs January 2016 Pink Shirt Day Walk In partnership with the DeVos Blum Family YMCA of Boynton Beach Prime Time held a walk in support of Pink Shirt Day an international anti bullying initiative Our community partners included the Literacy Coalition of Palm Beach County and the Palm Beach County Sheriff s Office Well known local radio personality and community advocate Reggie Dee led in the walk which attracted 77 participants February 2016 Attendees of Prime Time s Pink Shirt Day Walk 2016 Prime Time s QIS Directors Gathering Guest speaker Michele Thompson Department of Leisure Services City of Greenacres co presented with Prime Time staff on the ingredients to be successful in the Palm Beach County Quality Improvement System QIS to the 144 leaders in attendance at the QIS Directors Gathering Nicole Edwards Prime Time s Professional Development Manager encouraged attendees to engage with program staff to elevate the culture of their programs through an exciting presentation that modeled fun activities to use in staff training September 2016 National Summer Learning Day In partnership Literacy Coalition of Palm Beach County and Resource Depot held a literacy art contest for summer camps to raise awareness of the importance of summer learning through the use of recycled and reusable materials The Literacy Coalition provided approximately 100 books to the campers to read and Resource Depot provided recyclable materials for the children to create a collage illustrating the books that they read A total of 1 188 youth and 92 practitioners were served by participating in the contest July 2016
Children learning how to make crafts with recycled materials with Resource Depot staff at Prime Time s 11th Annual Lights On Afterschool Palm Beach County Urban Youth Impact Team Leader Lauren Kile right joined by Prime Time President CEO Suzette Harvey left after being awarded the Advancing Afterschool Award in the category of Exemplary Achievement by an Afterschool Frontline Staff Member Prime Time s 11th Annual Lights On Afterschool Palm Beach County As part of the Afterschool Alliance s nationwide initiative Prime Time hosted the 11th Annual Lights On Afterschool Palm Beach County celebration event which included family friendly activities at Clematis by Night a weekly outdoor neighborhood event in West Palm Beach More than 300 guests attended and children enjoyed hands on activities from Prime Time s expanded learning opportunity providers Palm Beach County School Board Chairman Chuck Shaw received the Afterschool Champion Award October 2015 Prime Time s Fifth Annual Afterschool Symposium For the past five years Prime Time has hosted a two day symposium to both honor and energize the local out of school time community The Fifth Annual Afterschool Symposium themed DigitalExploration4OST kicked off with a greeting from City of West Palm Beach Mayor Jeri Muoio at the Prime Time Awards Breakfast where we celebrated the educational milestones of our Palm Beach County OST practitioners and accomplishments in the Palm Beach County Quality Improvement System Dr Ava Parker president of Palm Beach State College closed the program The second day of the symposium featured professional development workshops focused on digital learning and culminated with the annual Advancing Afterschool Awards Luncheon where outstanding OST practitioners were honored by their peers and colleagues Additionally Palm Beach County Commissioner Shelley Vana received the 2016 Afterschool Advocacy Award The luncheon also featured guest speaker Bianca Buckridee a senior manager on the strategic marketing team at BMC Software who shared her thoughts on emerging trends in technology and how they connect to our work in OST The two day event attracted nearly 300 OST professionals as well as local officials and community leaders May 2016 6

PROFESSIONAL DEVELOPMENT Supports and guides OST practitioners in Palm Beach County along a targeted pathway of professional development and training 2015 2016 Professional Development Highlights Trainings 105 trainings on the calendar covering 27 training topics 2 050 training attendees with duplicates 906 training attendees with no duplicates Scholarships and Incentives 540 scholarships awarded with duplicates 202 afterschool practitioners received scholarships for one or more classes no duplicates Afterschool professionals attend Super Kids A Guideline for Empowering Youth to be Heroes of Health a hands on training that explores ways to empower youth to cultivate a positive attitude and perception about food foster the love of movement and exercise and help them to build a positive self image Educational Pathway Graduates Informal Youth Development Pathway 18 15 9 9 40 Hour Afterschool Certificate School Age Professional Certificate Director Credential Staff Credential Formal Youth Development Pathway 11 Youth Development College Credit Certificate 22 Associate in Science Degree Human Services Youth Development Concentration New Initiatives Prime Time Middle School initiative With funding from the Palm Beach County Youth Services Department Prime Time launched an initiative in fiscal year 20152106 to increase the number of middle school programs supported by Prime Time through participation in the Palm Beach County Quality Improvement System as well as through training and coaching from our middle school professional development specialist Three new trainings were developed at Prime Time Inspired to Empower Teens Engaging Teens and Teen Advisory Councils to promote social skill development and youth oriented leadership development build upon youth interests and support active engagement in enrichment activities The Zone a Facebook group that functions as a community of practice is a virtual meeting place for professionals who work with teens to find tips and resources receive follow up support for middle school trainings share questions and ideas with other practitioners who work with teens and receive personalized feedback from members of Prime Time s professional development staff 8
QUALITY IMPROVEMENT Providing supports and services to foster high quality out of school time programs The Quality Improvement System QIS strives to provide coaching and resources that promotes high quality out of school time OST programming for youth Through the work of the quality advising team programs recognize their impact on the youth of Palm Beach County The Quality Improvement Team extended its outreach to more programs this year in part to Palm Beach County Youth s Services Department grant funding which opened up the opportunity for Prime Time to serve Middle School OST programs Afterschool staff at the South Grade Elementary Afterschool Program a participant in the Palm Beach County Quality Improvement System assists youth with homework 149 programs were provided coaching technical assistance training and supports which benefits more than 17 000 youth in Palm Beach County QIS director and youth at All About Kids afterschool program search for destinations they would love to visit Quality Improvement System Level Afterschool programs in the Quality Improvement System are categorized as one of three levels based on time in the system performance and support needs 33 Entry Level Introduction to system Quality Advisor supported self assessment 9 91 Intermediate Quality Advisor preparation of director for maintenance role and requirements 25 Maintenance Based on benchmark scores and director accomplishments
Afterschool program directors at Prime Time s QIS Directors Gathering play Pass the Ball a game that focuses on leadership communication among teams and process improvement Types of Programs in the QIS 70 34 18 15 9 3 School District of Palm Beach County afterschool Programs Community based organizations Middle School Programs Early Care and Education Sites Municipality run OST programs Charter Schools New Initiative iMOTIVATE iMOTIVATE is a performance based recognition program available to QIS maintenance programs that awards financial incentives to sites that demonstrate an elevated commitment to the quality improvement process and recognizes staff who go above and beyond in their required quality improvement work During the first year of implementation of iMOTIVATE a total of 115 000 was earned by 23 eligible maintenance programs The sites utilized these funds to continue the program s positive impact upon youth families and staff 10
RESEARCH By supporting programs and practitioners Prime Time helps shape the social environment in which youth develop Prime Time s research team has found that quality coaching and professional development trainings for example successfully empower programs to create a supportive and engaging environment for youth Each year Prime Time explores how these supportive environments built through quality improvement professional development and expanded learning then lead to positive youth outcomes While programs and practitioners benefit directly from Prime Time s services these benefits can in turn make a profound difference in the lives of youth For example youth report that Prime Time s expanding learning opportunities are enriching and collaborative experiences that influence their long term interests In 2016 Prime Time completed its first full year study of social and emotional learning SEL among youth According to the Collaborative for Academic Social and Emotional Learning CASEL SEL is the process through which children and adults acquire and effectively apply the knowledge attitudes and skills necessary to understand and manage emotions set and achieve positive goals feel and show empathy for others establish and maintain positive relationships and make responsible decisions Fifty four practitioners in 28 programs tracked the improvement of SEL skills for 955 youth in their program by completing the Devereux Student Strengths Assessment DESSA one of the tools recommended in Every Hour Counts Measurement Framework The results allowed programs to develop a deeper understanding of their youth enabling them to chart a path forward Afterschool practitioner and youth at South Grade Elementary Afterschool Program New Initiative Social and Emotional Learning Initiative Prime Time Palm Beach County and the School District of Palm Beach County were awarded a 400 000 planning grant to devise a plan to help children in Palm Beach County develop positive social and emotional skills that are linked to success in school career and life These include abilities and traits such as teamwork persistence goal setting self control and getting along with others
