A Message from Prime Time Leadership Our Vision It is always exciting to be part of an organization that makes a positive impact in its field As leadership of Prime Time Palm Beach County we are proud to represent an organization that actualizes its vision of being a thought leader in the out of school time field While Prime Time has been known throughout South Florida for its exemplary service to the afterschool field since its inception nearly 15 years ago it has also developed a stellar reputation nationally over the past few years Prime Time is now sought after by other communities nationwide to learn about its service model To be a thought leader in the out of school time field Prime Time served more than 25 000 school age youth in 2013 2014 Word about Prime Time has spread in part due to its participation in Every Hour Counts a national coalition of citywide organizations that increase access to quality learning opportunities particularly for underserved children Prime Time is among nine communities that comprise this distinguished group of leading system builders Prime Time and the other members of Every Hour Counts are producing solid evidence that shows that high quality out of school time programs make a difference in the lives of children Through our national and local partners and outstanding practice Prime Time continues to move the field forward Our efforts are made possible by Children s Services Council of Palm Beach County for its continued support of Prime Time and the Prime Time staff for its dedication to ensuring that high quality out of school time programming is available for the children of Palm Beach County Sincerely Upendo Shabazz Phillips Chair Board of Directors Suzette L Harvey Executive Director OUR MISSION To foster high quality in out of school time programs which provide opportunities for children and youth to succeed

2013 2014 Expanded Learning Opportunity Partners Providing children and youth access to experiences in academics health and wellness integrated arts and creativity and positive youth development ASPIRA Youth leadership program Center for Creative Education Wide range of visual and cultural performing arts programming Florida Fishing Academy Inc Fishing skills water safety and environmental awareness Florida Introduces Physical Activity and Nutrition to Youth Inc FLIPANY Physical activity and nutrition education program Green Mouse Academy Advanced technology enrichment including robotics animation digital video production digital art and video game design Junior Achievement of Palm Beach County Career exploration and basic financial literacy Lake Worth Playhouse Performing arts enrichment including performance opportunities Literacy Coalition of Palm Beach County After School Reads Kidz Lit Kidz Science Kidz Math anti bullying curriculum Palm Beach Zoo Introduction to animal and life sciences Resource Depot REimagine Environmental Stewardship Program South Florida Science Center and Aquarium Thematically based science enrichment The Arc of Palm Beach County Inclusion training and technical assistance YMCA of South Palm Beach County Sports recreation and wellness enrichment Young Singers of the Palm Beaches Youth choir Youth Speak Out International Introduction to video production and life skills Angling for a Healthy Future program offered by the Florida Fishing Academy Community Engagement Activities Bringing together Palm Beach County out of school time program providers to network and share information relevant to the field The Ninth Annual Lights on Afterschool Palm Beach County celebration was held at the South Florida Science Center and Aquarium and Palm Beach Zoo Florida Power Light generously sponsored transportation for out of school time programs to attend October 2013 In partnership with the City of Delray Beach Parks Recreation Prime Time hosted the annual Resource Fair for out of school time professionals to learn more about products and services that serve the field from more than 70 participating vendors January 2014 on the theme Nurturing Mind Body and Soul culminating with the Advancing Afterschool Awards luncheon In partnership with Alexandra Dougherty the Children s Services from South Olive Council of Palm Beach Elementary School s County and the Literacy Tiger Camp was one of the three winners of Coalition of Palm Beach the National Summer County Prime Time held Learning Day Art Contest a summer learning art contest in recognition of National Summer Learning Day June 20 2014 In partnership with the Literacy Coalition of Palm Beach County Prime Time held its annual Pink Shirt Day event Prime Time sponsored more part of an international antithan 1 000 children to attend Prime Time bullying initiative that featured the Palm Beach County Sports reached renowned children s author Commission s Kids Fitness 1 110 PARTICIPANTS Julia Cook February 2014 Festival of the Palm Beaches though its community as well 1 600 youth to attend The third annual Prime Time engagement activities the Third Annual Zumbathon Palm Beach County Afterschool in fiscal year July 2014 Symposium featured an Exhibitor Showcase and workshops centered 2013 2014 The Prime Time Advocacy Awards made their debut in fiscal year 2013 2014 The inaugural recipients were members of the Florida House of Representatives Lori Berman Mark Pafford and Bobby Powell for their support of quality out of school time

Professional Development Increasing the knowledge skills and competence of out of school time practitioners Prime Time has partnered with stakeholders in the community to create a comprehensive professional development system that supports out of school time practitioners in Palm Beach County along a targeted pathway of professional development and training New offerings The Progressive Director Institute This series targets leaders in the field who seek to strengthen their leadership capacities and skills and professional development planning practices Participants learn how to apply the Core Competencies in Afterschool in establishing professional development goals and learn principles of the Myers Briggs Type Instrument MBTI and its application to leadership teamwork and communication Excelling in Out of School Time A Guide to Goal Setting Using the Core Competencies A new online interactive module was developed to offer practitioners access to useful information about the core competencies and professional development planning any time The module helps to determine the user s current competency level select areas for improvement and set goals to address those areas 2013 2014 Professional Development Highlights 79 Trainings trainings on the calendar covering 18 training topics 462 1 581 training attendees with duplicates Scholarships 194 scholarships awarded 747 training attendees no duplicates out of school time practitioners awarded scholarships for one or more courses Educational Pathway Graduates 32 Informal Youth Development Pathway 40 Hour School Age Certificate 3 28 Director Credential School Age Professional Credential 63 Total Informal Youth Development Pathway Education Obtained Formal Youth Development Pathway 5 Youth Development College Credit Certificate 1 Associate of Science 6 Total Formal Youth Development Pathway Education Obtained

Quality Improvement Providing supports and services to foster high quality out of school time programs Using the Palm Beach County Quality Standards for Afterschool as the foundation for their work Prime Time s quality advisors guide participating programs through a self assessment process and development of an improvement plan The 2013 2014 quality improvement cycle launched with 121 programs striving to deliver high quality programing for the children and youth whom they serve Of these programs 21 were functioning at maintenance status demonstrating their ability to consistently perform at a higher level of quality 81 at the intermediate level and 19 at entry Quality Improvement System Levels 19 81 21 An annual review of QIS scores revealed that the longer a program participates in the system the more quality improves Overall program quality was highest among those that had been in the system the longest while new programs just entering the system scored lower on the Palm Beach County Program Quality Assessment PBC PQA tool Research and Evaluation Discovering how out of school time programs improve the social emotional and academic well being of youth in Palm Beach County Prime Time has begun delving deeper into youth outcomes related to high quality out of school time programming Specifically Prime Time completed its first in depth study in partnership with the American Institutes for Research which showed that higher quality programs reduced the likelihood that youth would be retained compared to lower quality programs Further youth who attended higher quality programs in 2011 2012 had fewer absences and behavioral incidences than children in lower quality programs although these trends were not statistically significant Needless to say we are thrilled with the results and have launched further research studies to explore the positive impact of high quality out of school time programs

Prime Time 2013 2014 Revenue 4 IN KIND CONTRIBUTIONS OTHER INCOME 4 758 957 4 FOUNDATIONS For the fiscal year ended September 30 2014 Prime Time s total revenue was 4 758 957 including grant revenue of 4 495 839 and other revenue of 263 118 from donations interest income and in kind contributions 48 44 GOVERNMENT GOVERNMENT PROGRAM SUPPORT Prime Time was awarded grants from the Children s Services Council of Palm Beach County Every Hour Counts the Community Foundation for Palm Beach and Martin Counties and two anonymous private family foundations ELO SUPPORT Prime Time 2013 2014 Expenses 4 746 041 11 POSITIVE YOUTH DEVELOPMENT 15 QUALITY IMPROVEMENT 9 INTEGRATED ARTS 20 TRAINING CREATIVITY 8 HEALTH WELLNESS 5 16 ACADEMIC 7 ADMINISTRATION 9 COMMUNITY OUTREACH RESEARCH EVALUATION For the fiscal year ended September 30 2014 Prime Time total expenses were 4 746 041 consisting of program expenses of 4 431 920 93 percent and administrative and general expenses and fundraising expenses of 314 121 7 percent Prime Time s program expenses consist of five major areas These areas along with percent of total expenses are as follows
