Message from Prime Time Board of Directors Chair As chair of the Board of Directors and on behalf of its members I am proud of the work that Prime Time does to advance the field of afterschool and to increase the quality of afterschool and summer programs in Palm Beach County Prime Time practices what it preaches in terms of providing high quality services We are pleased to know that Prime Time is seen as a national leader and is being sought as a resource for other communities that are interested in high quality programming and system building This year the organization hosted its inaugural Prime Time Palm Beach County Afterschool Symposium which was attended by approximately 250 afterschool professionals from the South Florida region Prime Time also presented its first ever Advancing Afterschool Awards to honor outstanding afterschool professionals in Palm Beach County We are also proud of the strides made by the afterschool programs participating in the Quality Improvement System as more and more are achieving and maintaining high levels of quality Of course none of Prime Time s work would be possible without its own highly qualified staff and the leadership of my fellow board members To them and to generous funders like the Children s Services Council of Palm Beach County we are grateful for the work that Prime Time does to build a strong foundation for our youth Best regards Warren Eldridge Chair Board of Directors 2
Message from Prime Time Executive Director Over the past year Prime Time has gotten back to the basics reminding ourselves of why we do what we do Prime Time has always supported high quality programming for the afterschool field We are dedicated to the practitioners in the field and to ensuring that they have opportunities for professional development We believe in the benefits of the Quality Improvement System We know local afterschool programs are better for having had enhancement programs as part of their offerings But why does quality matter It matters because quality programming gives children and youth a foundation upon which they can build and develop the skills they need to succeed in school and life Through Prime Time afterschool providers receive tools and supports to promote an enriching learning environment for our children to thrive As always Prime Time is grateful for the strong leadership of its board of directors the generous support of its funders the participation of talented afterschool professionals and the expertise of our partners And I of course would be remiss if I did not thank and acknowledge the terrific Prime Time staff who give their all to moving this field forward Thank you for all that you do to support Prime Time and the children and youth of Palm Beach County Warm regards Suzette L Harvey Executive Director 3
About Prime Time Palm Beach County Prime Time Palm Beach County is a nonprofit intermediary organization that serves afterschool and summer programs It provides supports and resources that increase program quality to positively impact school age youth Prime Time offers networking opportunities training technical assistance and professional development to build a more skilled and responsive workforce for the afterschool field It also provides a broad and diverse range of curriculum enhancements a set of quality standards and a system for reaching these quality standards through assessment program improvement plans and resource referrals for youth providers in the county As an afterschool intermediary Prime Time performs several essential functions Convening Local Organizations The Prime Time Afterschool Consortium provides a collaborative network to allow for the sharing of ideas and information as well as peer and partner networking Expanding Services Prime Time procures support from funding sources to further expand the activities of afterschool providers and to encourage the development of new programs Increasing Program Quality With quality standards as its foundation Prime Time empowers providers to build and sustain quality afterschool programs through use of the Palm Beach County Program Quality Assessment tool and technical assistance 4 Brokering Relationships Prime Time consistently seeks to develop relationships with afterschool stakeholders to form alliances on issues of mutual importance Strengthening and Supporting the Afterschool Workforce Prime Time partners with educational institutions like Palm Beach State College to develop credit and noncredit educational pathways for afterschool practitioners
Conducting Research and Evaluation Systemlevel and program level data collection and outcome reporting are critical to Prime Time s success in ensuring continuous quality improvment and securing funding to continuously offer supports and resources to the Palm Beach County afterschool community Promoting Sustainability Prime Time increasingly strives to develop connections and supports that will ensure a steadfast and sustainable flow of resources for the afterschool field Community Engagement Supports by the numbers 29 934 youth served through year round expanded learning opportunity providers 842 youth served through summer expanded learning opportunity programs 34 afterschool summer programs previously unfamiliar with Prime Time s services and resources served through outreach supports and introduced to Prime Time 1 049 practitioners participating in afterschool consortium networking events 161 attendees at 7th Annual Lights On Afterschool rally 245 professionals attending the inaugural Palm Beach County Afterschool Symposium 2012 Dr Dennis P Gallon President of Palm Beach State College addressed the audience at the Prime Time Palm Beach County Afterschool Symposium 2012 He made it clear that he is an advocate of afterschool and sees quality afterschool programming as a means to help prepare youth for college In his words Afterschool works It just works Palm Beach State College was the first in the state of Florida to develop and offer a college credit degree with a concentration in Youth Development specifically geared toward preparing students for careers as afterschool professionals 1 108 youth served through Health Science in Motion an inquiry based science curriculum using hands on experiences funded by the Quantum Foundation 795 youth served through Prime Time s Science Technology Engineering Arts and Math STEAM Initiative funded by the Community Foundation for Palm Beach and Martin Counties and the Collaborative for Building After school Systems to enable afterschool practitioners to provide engaging informal science education Duplicated headcount 5
Prime Time s expanded learning opportunities formerly known as enhancements fall into four major content areas Academics in Afterschool Health and Wellness Community Engagement Supports The primary role of the Community Engagement Supports CES team is to serve as the direct link to Prime Time services and supports for Palm Beach County afterschool and summer providers Through the CES team providers can access a range of enrichment programs and materials attend convenings of afterschool professionals and stay abreast of local and state legislation The CES team oversees partnerships with local organizations to offer program enhancements in such areas as arts and culture literacy academics youth leadership health and wellness sports environmental education and technology at no cost to eligible afterschool providers To stay current with the trends and focus of the afterschool field Prime Time changed the name of its enhancements to expanded learning opportunities ELO to reflect the emphasis on the intention of learning through these enrichment activities The 2011 2012 ELO providers are as follows Integrated Arts and Creativity Afterschool Literacy Enrichment Initiative ALEI School District of Palm Beach County ASPIRA of Florida Blue Planet Writer s Workshop Center for Creative Education Green Mouse Academy Green Mouse Academy JW PC Solutions Junior Achievement of Palm Beach County Lake Worth Playhouse Literacy Coalition of Palm Beach County Locomotion Theatre Palm Beach Zoo Pine Jog Environmental Center Florida Atlantic University Raymond F Kravis Center for the Performing Arts South Florida Science Museum The Arc of Palm Beach County The YMCA of South Palm Beach County Young Singers of the Palm Beaches Positive Youth Development Youth Speak Out International Inc summer ELO providers 6
Additionally under the direction of the CES team with the support of a dynamic advisory committee the Prime Time Afterschool Consortium brings Palm Beach County afterschool and summer program providers together regularly to share information from and for the field and to network with one another For fiscal year 2011 2012 Prime Time hosted nine networking events throughout Palm Beach County including the 7th Annual Lights On Afterschool celebration with the theme Lights On Learning to raise awareness of the role of afterschool programming in youth development and learning outside of the classroom In May 2012 Prime Time held its inaugural professional development symposium entitled Full STEAM Ahead Advancing Science Technology Engineering Arts Math in the Afterschool Field Afterschool professionals attended sessions from a myriad of presenters and perused the displays of 40 exhibitors that target the afterschool community During the symposium Prime Time also presented the firstever Advancing Afterschool Awards to honor outstanding service to the field Among the recipients of the awards were the first two afterschool practitioners to complete the Bachelor s of Applied Science Degree in Management and Supervision With generous support from the Community Foundation for Palm Beach and Martin Counties Prime Time incorporated arts into its STEM science technology engineering and math initiative thereby making it STEAM in recognition of the important role the arts play in developing youth s ability to think creatively 7
Professional Development Professionalizing the afterschool field is a top priority for Prime Time Through continued learning opportunities and ongoing professional development out of school time professionals become better prepared to promote positive youth development within their programs Pink Shirt Day On February 29 2012 Prime Time and its partner the Literacy Coalition of Palm Beach County brought the international Pink Shirt Day initiative to Palm Beach County for the first time As part of the Literacy Coalition s anti bullying literacy program Turning Bullies into Buddies local afterschool professionals were asked to encourage their youth to wear pink shirts to take a stand against bullying on Pink Shirt Day The day s activities included an Afterschool Consortium bullying prevention training in the morning and communitywide rallies at three locations in Palm Beach County in the afternoon which were attended by more than 120 practitioners children parents and others Prime Time s Executive Director Suzette L Harvey right was joined at the 2011 2012 Lights On Afterschool rally by the Chief Executive Officer of the Florida Afterschool Network Joe Davis left and the Mayor of West Palm Beach Jeri Muoio center The annual event is part of a national initiative to raise awareness of the importance of afterschool for the positive development and safety of children and for the peace of mind of working parents 8 In addition to offering its own non credit trainings Prime Time has worked with Palm Beach State College to develop formal and informal pathways for afterschool practitioners to pursue a college education with a focus on youth development In 2012 a formal articulation agreement was executed with Palm Beach State College to bridge afterschool non credit and credit postsecondary educational pathways The new School Age Professional Certificate SAPC with the Prime Timecreated Palm Beach County Afterschool Educator curriculum now articulates to three college credits This will help to bolster student confidence after successfully completing the SAPC and will encourage continuation along the pathway To support afterschool practitioners in determining career and educational goals Prime Time offers career advising services to help practitioners make informed decisions and navigate the educational pathways Prime Time also connects practitioners with scholarships and WAGE salary supplements to help offset costs and encourage continuing education for afterschool professionals
Quality Improvement As of the end of the 2011 2012 academic year 5 practitioners had received the Youth Development College Credit Certificate YDCCC the first educational step to a professional career in Human Services with emphasis in Youth Services 46 completed the PBC AEC the newly adopted curriculum for the School Age Professional Certificate SAPC The Quality Improvement System QIS provides supports and services to foster high quality afterschool programs Using the Palm Beach County Quality Standards for Afterschool as the foundation for their work Prime Time s quality advisors guide participating programs through a self assessment process and development of an improvement plan They assist executive directors program managers and frontline staff in identifying and implementing opportunities to improve quality for children and youth and encourage the use of other Prime Time and community resources To better inform program directors the Quality Improvement team developed and released a new QIS recommendation report which now includes richer data and more relevant recommendations QIS sites continued to make significant strides in improving the quality of their programming For fiscal year 20112012 95 percent of QIS programs met or exceeded the target score of 3 60 This was a notable accomplishment especially since the target score increased from 3 45 to 3 60 in the beginning of the fiscal year In addition 92 percent of QIS programs improved in at least one focus area that was In addition Prime Time awarded 150 scholarships toward the Youth Development College Credit Certificate YDCCC 29 scholarships toward the Associate s Degree in Human Services 27 scholarships toward the Bachelor of Applied Science Degree in Supervision and Management 9
included on their 2010 2011 improvement plans up from 83 percent over the previous year The number of QIS programs that achieved the highest level of quality within the system maintenance level increased from 15 to 22 this year Of the programs that achieved maintenance level in the 2010 2011 cycle 100 percent maintained their status for 2011 2012 This allowed for six new programs to be admitted into the QIS in August 2012 Research Evaluation 920 hours of on site coaching provided to afterschool practitioners in QIS programs in 2011 2012 14 818 children enrolled in afterschool programs that participated in QIS in 2011 2012 143 afterschool programs have participated in QIS between 2007 2008 and 2011 2012 The Research and Evaluation R E team oversees the evaluation of all of Prime Time services and uses a team approach to make recommendations for continuous quality improvement R E staff produce a variety of reports which are used to inform practices that lead to high quality learning experiences for afterschool practitioners programs and youth The R E team surveyed approximately 1 200 youth and more than 100 practitioners at afterschool sites throughout Palm Beach County to inform ongoing internal quality improvement of Prime Time s own programming Prime Time also continued to strategically utilize external organizations to produce high quality evaluations Chapin Hall at the University of Chicago completed a multi year Prime Time has earned a reputation as a leader in Florida for its exemplary afterschool professional development system This is evidenced by a number of requests in 2011 2012 from other communities for technical assistance in developing similar systems Specifically Prime Time began working with the Children s Services Council of Broward County to develop and deliver training to its out of school time practitioners and with The Children s Trust to assess the demographics and training needs of the Miami Dade afterschool community 10
evaluation on the Palm Beach County School Age Professional Certificate Afterschool Educator Program resulting in the report Moving from Afterschool Training to Youth Outcomes and Staff Retention As this work was being completed the David P Weikart Center for Youth Program Quality was commissioned to assess the feasibility of conducting a study focused on the effect of Palm Beach County s afterschool programs on youth using existing data Using the Weikart Center s plan Prime Time contracted with the American Institutes for Research AIR to begin the study The results of AIR s work to be released in late 2013 will lay the foundation for future monitoring of youth outcomes In collaboration with the Community Engagement Supports team the R E team also produced a comprehensive rationale paper that described the importance of Prime Time s enhancement programming and the justification for renaming these activities expanded learning opportunities ELOs With the name change came recognition of the need for greater accountability and stricter criteria with the goal of Palm Beach County Quality Standards Afterschool for Research shows that children who participate in high quality afterschool programs have increased self esteem improved social skills reduced behavioral problems and even improved grades Quality programs support working families inspire learning and keep children safe But how do you recognize a high quality afterschool program The following standards were adopted to help afterschool programs provide the best possible high quality experiences for the children and youth of Palm Beach County Standard 1 Solid Organizational Framework Prime Time produced an informational poster highlighting the Palm Beach County Quality The afterschool program is structured and organized to ensure the health and safety of children and youth in the program The administration utilizes sound business practices and promotes the development training and retention of qualified staff Standard 3 Positive and Inclusive Environment Standards for Afterschool The posters were disseminated to local afterschool programs for display as a constant reminder of the elements of a high quality program The standards were developed by Prime Time Palm Beach County in partnership with the School District of Palm Beach County Palm Beach State College Palm Beach County Parks and Recreation Family Central local afterschool providers and various funding agencies to address the varying needs of all afterschool programs in our community Standard 5 Family Outreach and Involvement Standard 2 Supportive Ongoing Relationships The afterschool program staff involves youth as partners in the program and encourages children and youth to work together The afterschool program promotes psychological and emotional safety The afterschool program staff creates a welcoming environment that fosters a sense of belonging for children and youth families and staff The afterschool program promotes positive communication with families and supports parental involvement in the educational experiences of children and youth For more information on the Palm Beach County Quality Standards for Afterschool or the support services offered by Prime Time Palm Beach County including online training and resources to assist afterschool providers to achieve and maintain high quality programming please call 561 732 8066 or visit www primetimepbc org Standard 4 Challenging Learning Experiences The afterschool program provides positive learning experiences for children and youth which build upon youth interest and supports active engagement in enrichment activities Prime Time Palm Beach County is a nonprofit organization dedicated to ensuring that afterschool programs are of high quality in terms of delivery practice and standards Prime Time Palm Beach County receives significant funding from the Children s Services Council of Palm Beach County 11
demonstrating positive learning outcomes and closer alignment with the school day Thus the R E team began working with ELO providers to pilot strategies for measuring knowledge gains for youth and staff who participate in their activities Prime Time also continued to share its work beyond Palm Beach County in 2011 2012 In addition to offering its consulting services to other organizations and regional children s services councils in Florida Prime Time has strengthened its relationship with the Florida Afterschool Network FAN the state afterschool advocacy affiliate and Prime Time s executive director was invited to serve on the inaugural FAN STEM Committee On the national front Prime Time s executive director participated in a webinar on expanded learning that was attended by approximately 500 people It was organized by Prime Time s partners the Expanded Learning and Afterschool Project and the Collective for Building Afterschool Systems Prime Time s work was also featured in a companion document that illustrated how afterschool programs can provide enriching and engaging opportunities for children that complement or align with the school day in three communities Palm Beach County Boston and Baltimore Additionally on the national front Prime Time staff presented aspects of our intermediary model at state and national conferences including those hosted by the National After School Association Florida After School Alliance BOOST Council on Accreditation and Foundations Inc 2009 2010 n 4 2010 2011 n 9 Prime Time continues to analyze the data and added the most recent year s scores to the Weikart two year analysis 12 2011 2012 n 9 2 44 3 20 3 25 3 3 55 3 57 3 93 2 1 0 Safe Environment Supportive Environment Interaction Engagement Total 4 33 4 17 4 23 4 54 4 58 4 26 4 5 00 5 00 5 4 44 In the Spring of 2011 Prime Time commissioned the David P Weikart Center for Youth Program Quality to conduct an initial evaluation of the ELO providers participation in quality improvement efforts The following graph shows all expanded learning opportunity providers scores in the four major areas that are measured by Prime Time s quality measurement tool the Palm Beach County Program Quality Assessment PBC PQA Safe Environment Supportive Environment Interaction and Engagement as well as the overall scores for the three years
