William Hastie resigned as Civilian Aide to the Secretary of War to protest againstArmed Forces discrimination. He was later appointed Governor of the Virgin Islands by President Truman. 1949,the first National Headquarters Building at 107 Rhode Island Avenue, N.W., Washington, D.C., was purchased.H. Carl Moultrie was selected to serve as the first National Executive Secretary. 1949 the scholarship fund was

This was the same year eight young professional men were “Thoroughly immersed in the true Omega Spirit…” Brothers Dr. W. V. Hurd, Samuel D. Kane, Dr. M. L. Preacher, John Paul Chretien, Ernest M. Foxx (chartered the Chapter at Sam Houston in Austin in 1930), Valmo C. Bellinger, Dr. Richard Kidd, and George P. Inge, all initiated members of the Omega Psi Phi Fraternity,Incorporated and during their college years, decided that the time was right to form a Graduate Chapter here inthe City of San Antonio. On November 1, 1940, after compiling all of the necessary information and paperworkand complying with the National Body's Guidelines, Psi Alpha was chartered by the Supreme Council of theOmega Psi Phi Fraternity, Incorporated, with Brother Samuel D. Kane was elected as the first Basileus andsupported by chartered members: Brothers W. V. Hurd, Dr. M. L. Preacher, John Paul Chretien, Ernest M. Foxx,Valmo C. Bellinger, Dr. Richard Kidd, and George P. Inge.Psi Alpha crossed 14 lines throughout the 1940s. 1950’s During this era, social action became Omega’s primary programmatic thrust. Thousands of Omega men became actively involved in the fight to eliminate racial discrimination. The 1950s were an era of great conflict including the Korean War at the beginning of the decade and the beginning of the Space Race with the launch of Sputnik I towards the end of the decade. The nascent civil rights movement and the crusade against communism at home and abroad exposed the underlying divisions in American society. A growing group of Americans spoke out against inequality and injustice during the 1950s. African Americans had been fighting against racial discrimination for centuries; during the 1950s, however, the struggle against racism and segregation entered the mainstream of American life. In 1954, in the landmark Brown v. Board of Education case, the Supreme Court declared that “separate educational facilities” for black children were “inherently unequal.” This ruling was the first nail in Jim Crow’s coffin. In December 1955, a Montgomery activist named Rosa Parks was arrested for refusing to give her seat on a city bus to a white person. Her arrest sparked a 13-month boycott of the city’s buses by its black citizens, which only ended when the bus companies stopped discriminating against African American passengers. In the 1950s, the fraternity was known as a particularly strong bastion of civil rights advocates. Members of Omega Psi Phi began looking at social change. Omega Psi Phi Fraternity, Inc. used the strength-in-numbers approach to make a difference by requiring that all chapters purchase a life membership with the NAACP, a financial show of support; each graduate chapter was asked to purchase a lifetime membership from the NAACP and between 1955 and 1959, the fraternity contributed almost $40,000 to the NAACP. It was also during the 1950s that Omega Psi Phi banned hazing from all fraternity activities and tightened punishments for those who were found to participate in hazing activities. During this period, the Psi Alpha Chapter of Omega Psi Phi Fraternity Inc. evolved into a dynamic and effective service organization in the San Antonio community. The chapter was established as a lifetime membership - a newly created commitment tier within the fraternity. A lifetime member demonstrated the pinnacle of commitment and dedication to the fraternity, pledging his life to being an active member of Omega Psi Phi, exhibiting its ideals and principles in all aspects of his life. A lifetime membership chapter would radiate a degree of passion, experience and vision that would be unique in the fraternity. Since its beginning in 1940 Psi Alpha's members and programs have steadily grown. 13 Lines crossed in the 1950s. 1960’s In the 1960's, Omega Psi Phi Fraternity was experiencing several changes. Brother Samuel D. Kane served as the International Grand Marshal in 1960. This was also the year our very own Brother Warren H. Eusan influenced
ΨΑ Psi Alpha Chapter History (1940 - Present)3 and convinced The Omega Psi Phi Fraternity, Inc. conclave planning committee to have the 46th Grand Conclave in San Antonio, Texas. This was the first and only time the Conclave was held in San Antonio. The 1961 Grand Conclave highlighted Omega's 1st 50 years of accomplishments. In 1964, the new National Headquarters building was the 1st building to be built by a black fraternity; the name of the building was later changed to the International Headquarters of the Omega Psi Phi Fraternity, Incorporated. On April 12, 1966, a charter was granted for the only black church-owned financial institution in San Antonio, the Mount Zion First Baptist Church Federal Credit Union. The charter members were Rev. C.W. Black, Jr., W.R. Ross, Edell Sanders, Austin Outlaw, L.C. Rutledge, Frederick L. Clayton, Lonnie Hysaw, C.W. Black, Sr., C.N. Shandy, Harold Foster, Sr., and Ernest M. Foxx. 1966 also marked another major accomplishment in Black History, as Brother Robert H. Lawrence was the 1st black to serve in the Astronaut Program. And, of course, one of the founding trees of this great fraternity, Brother (Professor) Frank Coleman, entered the Omega Chapter in 1967. To show the continued movement of this great organization of men, the Fraternity Constitution, bylaws, and ritual were revised in 1968 in order to support the like ideas of the men who served her beloved Omega. A total of 11 lines crossed throughout this decade in Psi Alpha. 1970’s The 1970s were known as the years of the Centennial Ques and proved to be historic in the lives of men serving Omega and Psi Alpha Chapter. The newly revised Constitution, By-Laws, and the Ritual went into effect at the close of the 1970 Pittsburgh Grand Conclave. H. Carl Moultrie I, Omega’s only National Executive Secretary, was appointed a judge to the Superior Court of Washington, D.C. 1972. Moultrie’s resignation was accepted with regret. Omega conferred upon Moultrie the National Executive Secretary Emeritus title, which was later changed to Executive Secretary Emeritus. The Seventies wasn’t without unpleasant news as Founder Oscar J. Cooper entered Omega Chapter in 1972. Psi Alpha’s chartered member, Brother Richard D. Kidd (1914-1973), died as a professor at Central State in Xenia, Ohio. Two years later, in 1974, Edgar A. Love, the last surviving founder, entered Omega Chapter. On November 16, 1975, an impressive granite monument was dedicated to the memory of the four founders. The monument is located near Thirkield Hall, the site of Omega’s birthplace on the Howard University campus. A revived Life Membership program resulted in a very large number of new Life Members. The Atlanta Grand Conclave in 1976 became the largest attended up to that point. Many new undergraduate chapters were chartered because of the increased enrollment of black students at previously all-white colleges and universities. "Operation Big Vote" was successful in getting thousands of African-Americans to vote in the 1976 election. The Denver Grand Conclave in 1979 made a commitment to contribute $250,000 to the United Negro College Fund over the next five years. Notably, in the late 70s, Psi Alpha Chapter brothers came together to purchase their first piece of real estate, establishing a Fraternity House at 342 Vine Street, San Antonio, Texas. The commitment to achievement on the part of the brothers of the Psi Alpha Chapter was evident in the development of a community outreach Public Access Television Show called the "Omega Forum.” This program received acclaimed recognition throughout the Omega Community, as it solicited and received input from brothers around the globe. 14 Lines crossed in the 1970’s. 1980’s The 1980’s saw great social, economic, and general change as wealth and production migrated to newly industrializing economies. Developing countries across the world faced economic and social difficulties as they suffered from multiple debt crises, requiring many of these countries to apply for financial assistance from the International Monetary Fund (IMF) and the World Bank. Major civil discontent and violence occurred in the Middle East, including the Iran-Iraq War, the Soviet-Afghan War, the 1982 Lebanon War, the Nagorno-Karabakh War, the Bombing of Libya in 1986, and the First Intifada in the Gaza Strip and the West Bank. During all of this
ΨΑ Psi Alpha Chapter History (1940 - Present)4 turmoil in the 1980’s the Psi Alpha Chapter was able to cross over five lines during this time period – 1980, 1981, 1983, 1984, and 1988. There were some truly significant highlights during the 1980s. Under the leadership of Basileus Eddie Chew (1983-1986), the chapter started the Dr. Charles R. Drew Blood drive in 1983. In addition, in 1983, the Psi Alpha Chapter instituted the Annual Omega Mardi Gras Costume Ball, a fundraising event to support important community initiatives and youth scholarships. Brother Eusan was recognized for coordinating and chairing the first-ever Psi Alpha Chapter Talent Hunt Program. Even though there were only a few lines that crossed over into the Omega Psi Phi Fraternity, Incorporated folds in the 1980s, the Fall of 1983 (“True Grit”) proved to be one of the most active seasons in Psi Alpha, as this special initiation gave birth to 18 Omega Men -- the largest single line to date, and in the history of Psi Alpha to cross the burning sands. This line also experienced one of the oldest members in Psi Alpha history – Brother Lee Welch, who pledged while he was in his 60s. Furthermore, the chapter hosted the 1984 9th District Meeting in San Antonio, Texas, followed by the Youth Tennis Tournament at the McFarlin and Fairchild Tennis Centers. This was powerful, as over 250 youth participated in this event. During 1985, the KRS (Brother Wilburn Tanner) developed and received approval for the first printed Psi Alpha Chapter directory. During the 1987-1989 timeframe, Basileus Steven Braimer, Jr. partitioned for and received approval in approval in 1989 for the chapter to host the 9th District meeting in San Antonio during the 1990s. 1990’s This final decade of the century began as the country was called upon to do their part in defending freedom and participation in Operations Desert Shield/Desert Storm. A war in which many members of Omega Psi Phi Fraternity and Psi Alpha Chapter would support by uplifting a community that they realized needed assistance. In recognition of their continued movement, the last decade of the 21st century witnessed the Omega Psi Phi Fraternity Incorporated taking a stand against hazing of all types. Although change was once again the Brotherhood, the Psi Alpha Chapter was still able to cross 31 brave souls in the folds of Omega, many of whom were veterans of Foreign Wars and would become future Psi Alpha Chapter Officers. Brother Steven Braimer, Jr., began the decade as Basileus and, under his leadership, crossed 1 line into the folds of Omega in the spring of 1990, known as the “Golden Monolithic 6.” Brother E. Payne (24 years of age at the time of Clave), who was the delegate to the 1946 Conclave and served as a Staff Sergeant – in WWII, was buried at Fort Sam Houston, National Cemetery in (1990). 1990 Brother Herbert Nance took the reigns as Basileus, serving until 1994. Under his leadership, one (1) two-man line crossed during the spring of 1992. In 1994, the Psi Alpha Chapter again hosted the 9th District Meeting in San Antonio, Texas. In the span of 1993-1995, Brother Eddie Chew took the distinct honor of Basileus and crossed another line of 6 inspired men into Omega during the Spring of 1995. From 1995-1996, Brother Eddie Pinchback became Basileus; under his influential umbrella, the largest line of the decade crossed the burning sands, appropriately named “8 to the next level” during the Spring of 1996. Brother Wallace Pope closed out the decade and century as Basileus of Psi Alpha Chapter and, during his time, brought in 2 lines in the folds...“Swoll 97” crossed in the Fall of 1997, and the last line of the decade was “4 fiery flames” who crossed in the Spring of 1999. Throughout the 90s, a total of six lines crossed into Omega Psi Phi Fraternity, Incorporated through Psi Alpha Chapter and its leadership.
ΨΑ Psi Alpha Chapter History (1940 - Present)5 The Millennium 2000’s At the turn of the century, leading into a period where Omega would celebrate 100 years of existence, a total of16 lines crossed into the Omega Psi Phi Fraternity, Inc., and Psi Alpha chapter, the busiest decade in Psi Alpha’s history. On February 19th, 2003, the Psi Alpha Chapter purchased its 2nd Fraternity House. This move placed them into one of the Historical residences in East San Antonio, a house once owned by one of the leading families of San Antonio (The Rigsby Family). In April of 2003, Psi Alpha and Clarence Williams of Williams Barber College discussed a program where school-age students would receive free haircuts in preparation for Easter. The success of that first event gave us the idea to hold this event annually prior to the first day of school. In the spring of 2003, Psi Alpha became a powerful bridge builder to what is now known as the Alpha Delta Lambda chapter of Omega Psi Phi fraternity Inc. Psi Alpha, assisting and supporting in developing and planning an undergraduate chapter. Bridge builders bring out the best in others by connecting resources and talents to great and worthy causes, especially anticipating the needs of future generations. This allowed the men of Psi Alpha the opportunity to mentor young men with similar ideas and offer the college of UTSA a new platform. The momentum of Psi Alpha continued into 2004 as the chapter garnered its first 9th District Chapter of the Year Award at the District Meeting in Oklahoma City, Oklahoma. Brother Greg Thompson was recognized as 9th District Omega Man of the Year and eventually became the first Psi Alpha chapter brother to receive the coveted International Omega Man of the Year at the Omega Psi Phi Fraternity, Inc., Grand Conclave in St. Louis, Missouri in July of 2004. Brother Eusan was honored with the Psi Alpha Chapter’s Lifetime Achievement Award in 2004. Followed by Psi Alpha repeating as the Back-to-Back 9th District Chapter of the Year in March of 2005 at the District Meeting in Monroe, Louisiana. In 2005, The Psi Alpha Chapter named their fraternity facility “The Brother Leroy Woods House after the late Brother Leroy “Woody” Woods. At the 74th Grand Conclave in Little Rock, Arkansas July 19 - 28, 2006 Psi Alpha Chapter was selected as the Fraternal Year 2004 Social Action Chapter of the Year, Psi Alpha's successes have been numerous and far-reaching. After years of using chapter wisdom and experience for the benefit of reaching higher aspiration, on February 1st 2008; the Alpha Delta Lambda chapter of Omega Psi Phi was chartered. We have been able to encourage, connect, strategies, and share a vision with the undergraduate chapter and continue building a bridge to span the tide. Psi Alpha captured the 9th District 2008 Reclamation Large Membership Chapter of the Year honors during the 71st District meeting. The chapters very own, Brother Vernard Grice (District Social Action Committee Chairman) and the District Representative, Brother Willie “Mercenary” Hinchen bestowed the honors. 2010’s In 2011, during the 74th District Meeting, held in Monroe, Louisiana, the District once again witnessed community excellence, as the 9th District 2011 Reclamation Large Graduate Reclamation Chapter of the Year honors were presented to the brothers of Psi Alpha Chapter. Brother James “6-Fo” Blair (Basileus) humbly accepted the award from Brother Vernard Grice (Psi Alpha), District Social Action Committee Chairman and the District Representative, Brother Shawn Brewer. Brother Blair quickly thanked the Brothers of Psi Alpha and charged each brother to continue to reach out to our brothers who have found themselves split from Omega's fold.
ΨΑ Psi Alpha Chapter History (1940 - Present)6 Refusing to settle and become complacent, the chapter was again recognized, this time winning a different category. In 2012, at the 75th District in Little Rock, Arkansas, Psi Alpha Chapter received the 9th District Social Actions Chapter of the Year honors. The announcement was made by Brother Nelson Anthony (District Social Action Committee Chairman) and presented to Brother Billy Fair (Basileus) by Brother Shawn Brewer (District Representative). As a chapter whose spirit exhibits striving and not surviving, on March 28, 2013, during the 76th District, held in Baton Rouge, Louisiana, the Psi Alpha Chapter received the 9th District Social Action Chapter of the Year honors again (back-to-back), demonstrating their committee to Omega and her principles. In addition to reaching this milestone within the history of our beloved Omega, Psi Alpha also received the District Citizen of the Year Award, which was awarded to Mr. Ronald Brown. The Chapter received much recognition during the first half of the year. Brother Warren (The Godfather) Eusan celebrated and was recognized for reaching another milestone in Omega-75 faithful and financial years. Brother Earl L. Campbell also reached a mind-blowing status by obtaining his 70th-year status of faithful and financial years. During the 76th District, held in Oklahoma City, Oklahoma, the chapter was recognized with three distinct honors: Brother George Mayers received the 9th District Omega Man of the Year Honors; Brother Keith D. Singleton received the 9th District Citizen of the Year honors; and Psi Alpha Chapter was awarded the 9th District Social Action Chapter of the year- for the third consecutive year. Upon the chapter's return from the District Session, the 9th District Representative, Brother Ernest Parquet, and 1st Vice District Representative, Brother DR. Kenneth Terrell, flew to San Antonio, Texas, to recognize both Brothers Eusan and Campbell for their total of 145 years of service to our beloved Omega (75/70) years respectfully. Sadly, on 14 June 2014, just seven days after the recognition, Brother Warren H. Eusan transitioned from Earth to Glory, with his name being recorded in the permanent archives of Omega Chapter. Brother Warren Eusan, “The Godfather,” our Tuskegee Airman, took his final instrument flight to join the Founders and watch the work of Omega being conducted from on high. Psi Alpha chapter continued to march their way into the history books. San Antonio’s first African American Mayor (Mayor Ivy Taylor) presented the chapter with their annual Achievement Week Proclamation in November 2014. In a monumental display of excellence and commitment, the chapter was recognized during the 77th District Meeting, held in Dallas, Texas as the 9th District Large Chapter of the Year. Also recognized at the 9th District level were Brother Dr. Richard L. Williams (Col Charles Young Military Leadership Award) and Brother Brandon Logan (Citizen of the Year) and also went to be recognized as the Omega Psi Phi Fraternity, Inc. International Citizen of the Year! This year, the Mighty Psi Alpha Chapter will celebrate their 75 years of community excellence and service. 2020’s2020 brought about a challenge to the entire world, as we worked through the COVID-19 Pandemic which claimed millions of lives. To continue our community service, the chapter solidified its partnership with the Psi Alpha Scholarship Foundation, creating a business relationship platform and donating $55,200 in committee grants to deserving high school seniors. Events were structured in a way as to not cause any undue exposure to the brothers and their families. The chapter met virtually using zoom, every month out of the calendar year and conducted chapter business accordingly. Despite enduring an ever-changing environment, Psi Alpha maintained a quorum for all business and Executive Committee Council meetings. Our financial roll, supported an increase over the past 12 months, reaching a record high and becoming the largest chapter in the Ninth District with our FY21 membership ending at 234 financial members, 95 International Life Members, and 18 Ninth District Life Members.
ΨΑ Psi Alpha Chapter History (1940 - Present)7 Covid variants remain prevalent, making 2022 difficult to navigate for the Alamocity. All goals and objectives were met throughout the fraternal year, ending with 225 fully financial members, 91 International Life Members, and 25 Ninth District Life Members. 74 Psi Alpha Chapter Brothers registered and supported the 85th Ninth District Meeting held in Dallas, TX. During this meeting, the chapter was recognized for having several stellar performers who competed for and achieved district-level honors because of their service to the Fraternity and the community. Brother John D. Cooper was recognized as the Omega Man of the Year, Colonel Charles Young Award - Bro. (LTC) Derek Morton, Undergraduate Advisor Award - Bro. Kevin Grant, and Citizen of the Year - Ms. Marion Thomas. 52 Brothers registered and participated in the 83rd Grand Conclave in Charlotte, North Carolina. 22 brothers were identified as delegates and carried the chapters voting strength, participated in meetings, luncheons, and events in support of Omega Psi Phi Fraternity, Inc. 2023, we ended the year with 230 fully financial members, 127 International Life Member, 33 Ninth District Life Members, and two transitioned Undergraduate Brothers. Psi Alpha provided Omega honors to four brothers, including two former chapter Basilei’s-(14) Bro. Clarence E. Hill, Sr. (71-Psi Alpha) and (22) Bro. Willie C. Pope (2-89-Mu Chi); Bro. Frank L. Milton 72-Epsilon Tau, and Bro, Ken North (71-Psi Alpha). Psi Alpha also conducted Omega services with dignity to support the families of Bro. Lester Major, (83-Xi Delta); Bro. Gerald Woodruff, (78-Sigma Tau); Bro. James Gaspard, (67-Theta Sigma); Bro. Bernard Hartfield, (70-Beta Sigma); Bro. Norman Davis, (75-Upsilon Epsilon); and Bro. James Myart, Jr. (73-Pi Alpha). 70 Psi Alpha Chapter Brothers registered and attended the 86th Ninth District Meeting in Tulsa, Ok. During this meeting, the chapter was recognized for having several stellar performers who competed for and achieved district-level honors because of their service to the Fraternity and the community. 9th District Omega Man of the Year; Bro Ice Peay; 9th District Superior Service Award; Bro Orlando Richards; 9th District Citizen of the Year; Bro Anthony Peay; 9th District Large Graduate Chapter of the Year; 9th District 2nd Place Essay Contest Winner; and 9th District Public Relations Quill Award; Bro Jeremy Neal. Six brothers registered and participated in the 2023 Dr. Moses C. Norman, Sr. International Leadership Conference (DMCNSILC). 18 Psi Alpha Chapter Brothers were recognized for providing over 695 years of service to our great fraternity. Psi Alpha was granted host of both the 2025 State Meeting and Family Day event. Our future continues to address the needs of the community and positively impact upon the lives of the African Americans and those whom it serves. Over the past eighty-three years plus, the brothers have awarded scholarships to many promising college-bound students, crossed 350 men of the highest ideals and strongest character into the folds of Omega Psi Phi Fraternity, Inc., and has established itself as an instrumental organization within the community, servicing Bexar and surrounding counties.
