8 JUNE PML NEWSADMINISTRATIONGENERAL MANAGER’S MESSAGEJOE POWELL – PCAM, CCAM-LS, CMCA, AMS GENERAL MANAGERPG&E POWERLINE UNDERGROUNDING PROJECT UPDATEPG&E continues their undergrounding work down Pine Mountain Drive. Their plan is to be completed before the July 4th holiday. So far there have only been a couple of member complaints regarding temporary traffic delays and concerns regarding the asphalt patch work. Most traffic delays are no more than 15 to 20 minutes. Last month, there was a 30-minute delay where both lanes were closed on Pine Mountain Drive. One of the subcontractors ran into an underground utility that was not mapped. PG&E said that this was an isolated incident, but this happens with these types of largescale projects. We put out the weekly project work schedule on our PML eSNAP direct email program and our official PML Website. We encourage all members to sign up for our email communication platform so that they can stay informed regarding this project and other important Association information.DRAFT PML EDITORIAL POLICYA draft copy of the updated PML Editorial Policy was published in the May edition of the PML News Magazine and posted to the Official PML Website for member review and comment. The Board will consider any feedback from members regarding this draft policy and it will be on the June 21st board meeting agenda for consideration of adoption by the Board.DRAFT PML ECC RULES, GUIDELINES AND CONSTRUCTION STANDARDSA draft copy of the updated PML Environmental Control Committee Rules, Guidelines and Construction Standards Policy was published in the May edition of the PML News Magazine and posted to the Ocial PML Website for member review and comment. e Board will consider any feedback from members regarding this draft policy and it will be on the June 21st board meeting agenda for consideration of adoption by the Board.PHI MEDICAL HELICOPTER TRANSPORT MEMBERSHIP DISCOUNTOur management team has secured a discount rate for PML members for the PHI medical emergency helicopter ights service. e PML member rate is $55 a year per household with zero out-of-pocket costs for air ambulance transport. More information can be found on the Ocial PML Website. REMOVAL OF THE MARINA FISHING DOCKThe fishing dock on the shoreline near the PML Marina boat slips was removed for safety purposes. We received multiple complaints from PML members who moor their boats at our Marina boats slips, that anglers using the fishing dock were casting into boats and causing damage with lures and fishhooks. Additionally, fishing line was getting caught in boat propellers causing damage and becoming a potential liability to the Association. As a result, we removed the dock. Fishing anglers have several areas to fish from the lake shore at Fisherman’s Cove, Water Taxi docks before 10 am, Dunn Court and Lake Lodge beaches in areas at least 25 feet from designated swim areas and the left side of the Marina Jetty.MARINA STAFF INSPECTING BOATS FOR SIGNS OF THE GOLDEN MUSSEL Our boating Members appear to be on board with getting their boat inspections performed and their boats are clean. We have not received any complaints so far and everything is going smoothly as we continue inspections looking for signs of the Golden Mussel invasive species.Sta has performed 60 motorized boat inspections, and 15 non-motorized boat inspections. We have applied 19 inspection seals, and removed 11 inspection seals. 5 of the motorized boats were from out of state, 1 has been in positive (mussel-infected) waters so they were not allowed to launch their boat in our lake. We have completed 550 boat registrations so far for the 2025 season. All boats slips have been rented out for this season. Over-night docking is full for 4th of July weekend. PML ADVISORY COMMITTEE OPENINGSWe currently have openings on two committees, specifically, the Covenants Committee and Equine Advisory Committee. Members can apply online by going to the PML Website. We also have a PDF version of the form that you can fill out that is on the website. These are all voluntary positions and a great way for members to get involved in the governance of our community. JUNE PML NEWS 9ADMINISTRATIONPRESIDENT'SMESSAGEMIKE GUSTAFSON – PMLA BOARD PRESIDENTThe High Season is upon us and I hope you have lots of fun events planned in and around Pine Mountain Lake!I attended a Hetch Hetchy Water and Power Conference last month; a key topic was the Golden Mussel. e Golden Mussel is one tough critter! e leading Golden Mussel expert is a university professor in Brazil. He dropped a few mussels into Chlorine and left them there for a day or two, pulled them out, then dropped them in 65 degree water and they spawned!! ere is no known treatment once the mussel gets into waterways. e only hope is to contain them. If the alkaline level is 3.0 Mg or lower the mussel cannot reproduce. Unfortunately our alkaline level is around 5.0 Mg. ey lay literally millions of eggs each! DNA Testing has found the mussel is in most of the waterways from Stockton to Bakerseld, but they are not in our local lakes, yet. Don Pedro is also clean so far. Our boat inspections are even more important to protect our lake.As mentioned last month, GCSD is considering water and sewer rate increases. The next meeting to discuss the plan and possibly approve the increases will be June 18 at the Resilience Center from 5:00pm to 7:30pm. I recommend attending to understand how the proposed plan will affect you.A PG&E representative attended our May board meeting and provided an update on the Power Line Undergrounding project designed to reduce fire risk. They will be putting power lines underground on Elder Lane and from the PML entrance to Cassaretto Court. ere will still be re-resistant poles to carry telephone and internet cables. In some cases, power transformers will be mounted on the ground. PG&E reps will contact each homeowner to discuss how the project will aect them. The project should be completed the rst week of July. ey work Monday thru Saturday from 7am to 5pm and you can expect 15 minute delays, so plan accordingly! Learn more about this project at pge.com/undergrounding.Also at the May meeting the Association’s insurance provider, Alliant, presented an update on our 2025 insurance plan. Like many of you, PML is in the California Fair Plan. Based on the report, we expect either a at renewal or up to a 5% increase in our premiums, that’s relatively good news! Not sure how this might transfer to our personal home insurance, but we hope our rate increases are low as well.One nancial note, our CPA Auditors completed their 2024 year-end nancial audit and we received an “unqualied” report! at is auditor-speak for we passed with ying colors.Lastly, your Long Range Planning Committee is developing the 2025 Membership Satisfaction Survey. I’m Angela Hicks-Church – your front desk guru - and I’m here to help! As you can imagine, the PML front desk is a busy place. So, we thought it would be a great idea to give residents a new platform where they can ask questions and receive helpful hints, reminders and tips to make their overall experience in PML as smooth and peaceful as possible. Before we begin our ask and answered journey, let’s take care of some general housekeeping. The PML administration office is open Monday through Friday 8 a.m. to 4:30 p.m. The office closes daily from noon until 1p.m. for lunch and is closed on weekends. I thought I would begin this monthly column by responding to a few common concerns residents bring to the office on a regular basis. What happens if I forget my PIN number?• Give us a call and after a few identity confirmation questions, we will gladly give you that information. TIP: If you put the main gate’s number in your phone you can add your PIN number along with your unit and lot numbers and it will scroll across the top of your call to always remind you. This PIN number will never change and was automatically generated when we created your account with us. The main gate will always ask you for this number when adding people to your guest list. It is confidential to you.How many gate clickers can I have for my property?• Property owners are allowed to purchase two clickers. Gate clickers are $75 and this is always optional for everyone. If you need additional clickers due to having more drivers or vehicles, we ask that you provide current registration for each additional vehicle. Also, if you have any additional drivers in the home, the drivers must be listed on the deed to be able to obtain the extra clicker. Special user cards are available to household drivers who are not listed on the deed. HELPFUL TIPS• When making out your monthly HOA payment by check, it is very helpful if you add your account number to the check. This helps us quickly locate you in the system and aids in processing checks in an exact and sharper manner. If you are enrolled in the ACH program, please make sure your bank is also adding your account number to the check. It is helpful to everyone involved.• When you come to the office for the first time, you will receive an informative PML m a g n e t w h i c h contains important numbers you should have at the ready. We advise you to keep this magnet in a place that is easily accessible and enter the numbers into your phone. You can even take a photo of the magnet with your phone and save it to your gallery. Doing so will allow you to always have those numbers with you. Without question, calling 911 is paramount for any emergency. That’s a wrap for this month. JUNE PML NEWS 11ADMINISTRATIONPMLA MONEY MATTER$DAN SZATHMARY, ASSOCIATION CONTROLLERThe burning question that seems to be on everyone’s mind lately: “What is going on with the economy? and how can we be prepared for it?”Not only are warning indicators ashing everywhere on a global scale, there is no consensus, even among the most reputable economists, on what they think is going to happen. e only thing they can agree on, is the winds of change are blowing. Even when we look past YouTube and Google “experts,” and review what professional economists and financial managers have to say, the consensus ranges from “a correction is happening already or on its way, but it isn’t a big deal” to “get ready for a global nancial meltdown.”So, what does all that mean for our micro-economy here at PMLA? Even in our current era, with the most globalized economy in human history, all economies are ultimately local. Given our mission to manage and protect the assets and economy of PMLA, we must plan for the best; and prepare, within reason, for the worst.There are a few questions we have to answer, at least to the best of our ability with the best information available. What will the impact be, in a realistic worst case scenario, on assessment income? Sales revenue? e Cost of Goods and our supply chain? All of those critical items that we have to plan for to manage and shape our economy.To date, the best data we have is what happened during the 2008 nancial crisis. e parallels (or lack of ones) between what we saw in 2008 and what we are likely to see in the near future is a hotly debated topic, and we all know the past is often not a great predictor of the future. However, we have really good information on what did happen when things were as dire as they may be in the near future. When we took a close look at PMLA leading up to and after 2008, there were some very consistent trends and indicators that give us a good picture of how the national and global markets experiencing major corrections impact our local economy in PMLA. Some of these results are counter-intuitive, which means we really want to pay close attention to them as we anticipate and manage how the remarkable changes around us may impact the nancial world within our community.Sales Revenue. This represents merchandise, food sales, and basically all money generated by our amenities we don’t get from fees. This revenue stream moved along through record foreclosures, the collapse of several banks and legacy investment rms, and the rest of the crisis like nothing happened. PMLA saw a roughly 7-9% increase each year leading up to and immediately after the big crash. Cost of Sales related to sales revenue didn’t budge either. Other Revenue. This income stream includes vehicle access fees, green fees, ad revenue, and everything else that generates income that is not tied directly to food, beverage, and merchandise sales. is stream of money saw small increases of under 3% in 2007, to losing the previous year gain in 2009, and another 6.5% in 2010. ere were smaller declines for the two years following, and an upward trajectory did not resume until 2013. In terms of absolute dollars, PMLA trended down a total of about $200k fewer dollars from this revenue stream between 2007 and 2013. is isn’t a small number, but when you spread it out over ve years against a top line of about $3 Million a year, it isn’t nearly as impactful as what was going on in the world around us at the time.Dues Income. is stream represents most of our revenue and most directly impacts the members as it is 100% funded by them as a direct investment in the community. As expected, this is also the area most impacted by disruptions in the broader real-estate market. When market pressures lead to fewer people paying assessments, each owner needs to pay more to reach the same total number for the association. Overall, dues income did increase every year leading up to and following the 2008 crash. However, when we look at the actual increase in income against the budgeted percent increase for each member, we still lost about 5% in 2008 and 2009, and quickly reversed trajectory in 2010. While that still does not point to a decline in absolute dollars, it gives us a good picture of the impact of a major real estate correction in the broader market, on individual monthly assessments here at home.All that being said. PhD’s that manage economies for a living can’t agree and what is coming in the next couple of years, so we can’t hope to with a high degree of certainly. What we can see based on our history, is PMLA did and probably will be impacted by major changes in the national and global economy; though to a much lesser, and likely very manageable degree. Happy Summer!ADMINISTRATIONTEE TO GREENROB ABBOTT-GOLF COURSE SUPERINTENDENTSummer ocially starts June 20th, and even though we have had a slow start to the heat it will be upon us soon enough. The hot weather brings a lot of issues for our cool season grasses. Staff will need to cool the grass in the afternoons with our irrigation system and hoses, this practice is called turf syringing. We are not trying to water the turf heavily with this practice, just simply cool the top of the plant to give it a break from the afternoon heat. While our nightly irrigation performs most of our watering needs the practice of cooling turf is quite common. Our nightly watering will be ramping up with the heat, and my goal is to keep the course alive and playable through the summer and not have any extensive turf loss. Typically, we will hear from our early morning play that the course is wet, or that we are overwatering. This is usually not the case; we water enough to carry the turf through the heat of the day and until the evening watering cycle begins again. The course plays completely different for members that tee off at 7:30am than it does for those members teeing off at noon. Originally, when the course was constructed, the greens were planted with a variety of Bentgrasses. As the years go by, Poa Annua (annual Bluegrass) has invaded the greens here as well as most courses in the region. Poa is different than bent in its fertility needs, water needs, and can be more prone to disease. As many as 30 different strains can be growing on a green, it also produces a seed head that makes the greens be a little bumpy and white in color. Poa requires more spot watering due to being shallow rooted, we do every morning prior to play for the entirety of the summer months. Spot watering is the practice of hand watering with hoses the dry spots on our 3 acres of greens turf. We do this to prevent any excessive damage to the greens, tees, collars and even fairways. Another difference between Poa and Bent is the need for fertility. With our fertilizer program and our frequent applications, we do not see the extreme seeding from the Poa that we have seen in the past, meaning that it is in a healthy state of growth. Nitrogen is a crucial nutrient for bentgrass and Poa, contributing to its growth, color, and resilience. Enjoy your summer of golf. Play well, play often and remember to do the little things such as ball mark repair and raking a bunker following that sand shot so the players behind you can enjoy the same course you are.

If a ball mark is repaired properly, you will not even be able to tell that there was a ball mark. Note that no personal information will be shared through this system.DO ANY OTHER LAKES USE THE WID APP?Yes. If a nearby lake or reservoir is using the same platform, your vessel’s banding information will be accessible, which means that if your vessel has been issued a 30-day quarantine band, it is likely that the banding will be honored at other participating locations, as long as it is recorded in the system.HOW DOES THE WATERCRAFT INSPECTION SEAL SYSTEM WORK?e vessel will need to arrive at the Marina inspection site cleaned, drained, and dry. Please ensure this is done prior to arrival. While perhaps hilarious from the outside looking in, no one wants to deal with that kind of drama—life is simply stressful enough as it is. June will be a very busy month, PG&E continues work on Pine Mountain Drive pushing to complete work before the 4th of July weekend. Please beware of multiple crews in the area and expect delays. e second large scale project is the Pine Mountain Lake pavement work taking place at 19 locations through out the association. is is part of a bi-yearly funding from the PMLA reserves. Planning is already underway for 2027 with last year working on updating the ECC Guidelines in an effort to streamline, and make the document more user friendly. Our goal, as always, was to clearly communicate the requirements for various projects. We did so by rearranging the document to better walk the membership through the whole submittal process—start to finish. We added projects, updated terminology, and County code, and formatted the individual project submittal requirements with bullet point lists. Want to submit a generator? We have listed out exactly what you need to submit. Have questions about what we look for on inspections? We have everything listed out nearly 30 streets in the que. e Facilities crew is staying busy this month with multiple tasks. Weed and reed removal will be performed on the dam’s water side and brush removal on the non-water face of the structure. Marking of the concrete sections of the spillway with identication numbers for inspection purposes will happen as well as the Borescope inspection of the drain system of the dam. In addition to the afore mentioned work curb repairs, stops and bars painting and numerous other tasks keeps them busy. All this work is in addition to 50+ work orders monthly and “emergency” repairs that may arise.e Building and Grounds crew stays busy this time of year just keeping the association in the Construction Procedures portion of the Guidelines. We urge the membership to keep an eye out for the new and improved ECC Guidelines which should be adopted sometime this month—we hope that you nd the updated Guidelines to be an informative tool that oers clarity and not confusion. Overall, our aim was to make submitting house paint, or roof mount solar (or any other exterior project) as easy as possible, so that you can rest easy—even if you are resting on a bed with no frame. Additionally, the team will perform between 150 and 200 work orders per month. e care and up keep continues during this hectic time with the completion this month of the re hardening of the lower barn at the Equestrian Center and the addition of new stall panels makes for a nice face lift. From May 23 through September 2, the Marina Store is open daily from 7 a.m. to 7 p.m., and it’s stocked with everything from sunscreen to floaties to the all-important fishing gear that totally helps you catch “the big one.” Want to rent a boat? You got it! Paddleboards, kayaks, and family pedal boat cruisers await you. Whether you’re here for an hour or planning a full-day expedition, the Marina’s got you covered.BUT WAIT! Before you launch your watercraft into the lake, there’s one very important thing: YOU NEED AN INSPECTION. Yes, seriously. Your boat must be inspected for golden mussels rst, because these invasive little stinkers have no business vacationing at PML. Many thanks.Many people living in Pine Mountain Lake have either come from an urban area or still live there and vacation here. is changes expectations for re and medical response. is article is designed to highlight those dierences.I came to Groveland from the San Francisco Bay Area. ere, a 911 call for re would result in six engines arriving on scene in six minutes. e same is true for most urban areas. However, that is not true in the Groveland area. Far from it.Recently, there was a house re several blocks from my house. e fourth engine to arrive on scene came from Columbia. With red light and siren on full, that is about an hour drive for a 75,000-pound re engine. e point of this example is the illustrate dierences from what we have been used to and what happens in our local, rural community. It is to set expectations appropriately and help readers understand they have a far greater responsibility in the Groveland area to prepare for and respond to re. In other words, the help you are used to arriving in minutes will take a lot longer. In the dispatches below, note many of those resources come from distant re stations. So, while they are all moving on the time of dispatch, they will arrive on scene as much as an hour later. is is quite dierent from urban re response.In a article next month, we list some of the ways of getting re help in rural areas such as ours. Firewise is one of these. Preparing a Go-Bag is important. CAL FIRE and the Tuolumne County Office of Emergency Services list on their websites ways you be prepared. Below are the re resources dispatched for distinct kinds of fires in dierent seasons.Resources dispatched depend on the call type, location, and availability of those resources. CAL FIRE has multiple dispatch levels for winter vs. summer and in the summer has multiple levels for res in the state responsibility area. Note that during peak re season, some of these resources may already be dispatched to res and not available locally. When I previously served on the Board, I gained valuable experience about what works and what doesn’t, the laws around Homeowners’ Associations, the budget process, and PML’s challenges and priorities. I believe that I can make a positive contribution to our great community and ensure sound, responsible management. PML is a beautiful place with several dierent constituencies – full time residents, part-time vacationers, and rental property owners. It’s important that the Board balance everyone’s needs and interests. We must maintain and improve our aging amenities; after all, that’s why we all bought here. Allowing amenities to deteriorate will reduce our home values. During my time on the Board, we have addressed many important issues – all designed to enhance homeowner experiences and improve property values: • conducted extensive re abatement• built the new marina and café building• remodeled golf locker rooms and transitioned to electric carts • introduced pickleball• initiated homeowner surveys and developed a strategic plan • created a “rental compliance” position and STR policies to help rentals succeed• established a reserve fund to avoid special assessments • managed nances carefully and controlled costsI’ve been a homeowner since 1991, and a full-time resident since 2003. Virginia and I began as weekenders and happily retired here. I am also a pilot and a ight instructor, and I love spending summer afternoons on the lake. We also volunteer at Tenaya Elementary School, the Groveland Library, PML’s annual Boat Parade, Community Airport Day and Camp Tuolumne Trails. My professional career was in engineering management in Silicon Valley. As an engineer, I have a very practical and logical mind; I form opinions based on facts, not emotions or politics. I like working with people and am a good communicator. Most importantly, my only agenda is good management and creating a great experience for all homeowners. I believe it’s important that our board members be “a force for good” in our community, not disruptive or disrespectful. We deserve intelligent, dedicated, well-organized, and non-political directors for PML’s future.I know Dani Schaffer and believe she will be an excellent addition to the board. JUNE PML NEWS 43Friends of the Lake is gearing up for a fun-filled summer. We had an excellent presentation from Dr. Stephen McCord in May, updating us on the care and management of PML’s lake, especially given the threat of the golden mussel and other invasive species. Our June event is a poker run on June 22, by boat around the lake, with lots of prizes. You don’t have to know how to play poker. Call Larry Santa Maria at 962-7904 for more information and to reserve your seat. Cost is just $5 per person.We’ll be very busy in July with three great events. First up is the annual Boat Parade at 6:00pm on July 5th. is year’s theme is “Under the Sea.” ere are prizes for the best decorations in each boat category. Sign-up at the Marina Store. No fee. en, on July 12, we organize the Lake Swim, a chance to swim in open water from Dunn Court to the Marina, a distance of about one-third of a mile. is event is open to procient swimmers over age 10. It is very dicult for the Golf Shop to make tee changes at the last minute. Any player that plays from incorrect tees risks disqualication. This generated several hundred names! We then narrowed the names down to 4 and asked the Tenaya Elementary School children, who were visiting on a field trip, to select their favorite name. The bear is the biggest attraction for our smallest visitors. The four most popular names were: Berry, Leonard, Charlie and Grover! We showed off our carefully tended jail garden, (the midnight purple Siberian iris are gorgeous and plentiful this year!) But just because kids are out of school and we are all dreaming of leisurely vacation days, it doesn’t mean we can’t encourage our young people to read…and get in some great reading ourselves!FOGL is doing something bigger and better this year before students leave for summer break. For the first time, ALL students at Tenaya Elementary, grades TK-8th, will pick out a book to keep for themselves, encouraging summer reading. FOGL regularly provides reading materials each year to keep books in the hands of kids all summer long. This end-of-year book giveaway was on May 29, and several FOGL volunteers were at school that day to assist students in picking out books that would give them a great summer reading adventure.For all our young readers, the library has a Summer Reading Program, which begins June 18. The Program meets downstairs in the meeting room at 2:30 p.m. each Wednesday through July 23. Participants are given a log to track their reading time and can earn books after completing different stages of reading time and books read. On each Wednesday, there is also a craft and other activities. If anyone has a talent or something fun to share, please contact Barbara Connelly at the Groveland Library at 209-962-6144. For our preschool readers, the library offers children’s story time on Fridays at 10:30 a.m., followed by a craft workshop. This program is possible due to the generous individuals who donate their time to read to children. Currently, the library is need of additional readers. To us, it is “liquid gold”, and it is so much better than a store-bought broth or concentrate/cubes. On the stove it takes at least 16 hours to make, but in the instant pot, it only takes 2 hours of cooking!INGREDIENTS2-3 lbs. Poultry Bones, that have already been cooked (a turkey frame or a few chicken frames)2 Tbsp Apple Cider Vinegar1 Onion, quartered2 stalks Celery6 Garlic Cloves, smashed or halvedCold Water (enough to cover everything in your stockpot or crockpot)DIRECTIONSOur most commonly used poultry item for this recipe is our smoked turkey. We will throw all of the bones and skin in the pot as well as the turkey legs, which we usually don’t eat much from. We have alternatively used the bones from a few rotisserie chickens, which we freeze until we have enough.More recently, we have been purchasing chicken legs when on sale at Marval or Costless Market (usually 49 or 59 cents/lb on sale). I like to brine and smoke them before making broth out of them, and we will typically use the meat as well for the broth, because we are not big fans of chicken leg meat. But eat the meat and just use bones if you prefer.Smoking is optional, but I do recommend that you cook the legs in oven or BBQ, the broth is better with cooked meat/bones.is recipe is pretty easy, just put all of the ingredients in your instant pot, and make sure to keep the level below your instant pot’s “ll line”, then let it sit for 20 minutes (this will give the vinegar time to do its work on the bones). en set your instant pot for high pressure for 2 hours. When it is done cooking, allow it to sit for 30 minutes and then release the pressure.We then place a colander over a large pan and pour all of the instant pot contents in the colander. Next step is to taste the strained broth. If we have used brined poultry, it usually tastes right (salt-wise), but if not (or if you used unbrined poultry), add ½ teaspoon of salt at a time and taste until you get the tase that you desire.When the broth is properly seasoned, we then use a fat separator (available on Amazon) to de-fat the broth 1 quart at a time. It can be as simple as picking up groceries, mail, or prescriptions for neighbors who can’t drive to town or dedicating more time to take someone to and from a medical appointment in Sonora. Once your Wheels driver application/orientation is complete and you’re on our team, you decide how much time you can commit and which trips you can do. It’s as easy as that. Our Wheels drivers make a huge dierence in our community, helping those who can’t drive themselves and don’t have friends or family nearby to assist.
