We have all enjoyed the peace and tranquility of a relaxing walk through this new amenity here in Pelican Cove. At its May 21st meeting, the Board approved funding for a 750-foot extension of our landscaped walkway, beginning near the basketball court and winding around behind the Treehouses that will reclaim two full acres of green space. Gone will be the invasive Brazilian pepper trees and the many vines that have strangled trees and toppled the fence along our property line with Bay Village, revealing the many beautiful trees now cocooned in choking vines. Our grounds staff will go to work in late summer planting trees, shrubs, and understory plants to create a Florida-friendly landscape buffer designed to minimize our view of our neighboring “pink building”. In addition to the usual palm trees, we will be planting large live oak, gumbo-limbo and mahogany trees along our border with Bay Village. But, that’s not the whole story of this innovative landscape project. A little over a year ago, Jack Stevens and I met with Eric Nichols, the new CEO at Bay Village, to advocate for a jointly planned, funded and installed landscape buffer on both sides of our property line. I am pleased to report that under Jack Stevens’ leadership, a full partnership with the folks at Bay Village has been developed that will cut the cost of installing the new landscape on each side of the property line in half. A four-person “design team” consisting of Michael Williams, our Grounds Coordinator, Marvin Lungsford, the Buildings and Grounds Coordinator at Bay Village, Jeff Hunter, a veteran tree expert from our tree removal vendor, and Scott Cotgreaze from Bay Village’s landscape vendor has been hard at work developing a coordinated plan for both sides of the new fence that will be installed along the property line. The paramount responsibility of the Board and our Management is the maintenance of our property --- our units, our common facilities, and our unique landscaping --- needed to protect our property values and our investment in our homes. As we prepare to celebrate our 40th anniversary next year, we must remember that our infrastructure is aging, and therefore the cost of maintenance will likely increase in the years ahead. The Board recently approved a policy requiring the use of long-lasting, environmentally-sound materials whenever our Boardwalks and related decks, shing piers and gazebos are rebuilt, resulting in signicant savings over the coming years. An outside contractor has recently completely rebuilt eleven decks to residential units throughout Pelican Cove, supplementing the ongoing work of our carpentry crew that includes continuous repair and replacement of decks adjoining our units. At its April and May meetings, the Board approved several maintenance projects that will be undertaken this summer through contracts with outside vendors: • The supports under the concrete section of our Boardwalk will be replaced and rebuilt;• The wooden extension of that section of the Boardwalk out to Pelican Point will also be rebuilt; • The deteriorating shing pier behind 1515 Pelican Point Drive will be rebuilt; and • The short boardwalk along the shellpath along Pelican Cove Bay will be completely rebuilt. At the request of the Board, the Finance Committee and our Management has begun an examination of the funding policies relating to the maintenance of our infrastructure. Our maintenance staff is responsible for a continuous, multi-year program of examining and rebuilding the wooden structures that constitute our homes, while funding for contractors to undertake the replacement of other facilities in our community is contained in our reserves. The Finance Committee will review our existing policies to determine whether any items should be added to our reserves, and whether our existing staff will be able to maintain our infrastructure as it continues to age. Our community is also making key investments in the quality of life here in Pelican Cove. When our snowbirds return in the fall, they will discover three signicant improvements in our community:• A new, easier, and safer kayak EZ-Launch at the end of Bayhouse Point Drive;• An extension of our Promenade that will replace invasive trees with Florida-friendly landscaping along 750 feet of our perimeter with Bay Village; and• A complete refurbishing of the two guest bedrooms in The Wilbanks. This project will update these facilities that so many of our friends and relatives use during their visits with us, especially during the season. Hurricane Season Starts June 1Don’t wait! A resolution passed allowing for the Cultural Events Committee to fund the 2020 Season from the Arts, Music and Education Fund from the Legacy Program in the amount of $16,820. A resolution was passed to have a rules/policy change for reserving space for common elements. Only Board Committees, and Board-approved clubs and groups may reserve space within Pelican Cove’s facilities at no cost. A resolution was passed in support for using composite material for decking where appropriate on all common areas. An AFE to repair the structural supports for the concrete walk at 1505 Pelican Point Drive at a not to exceed cost of $23,800 was passed. An AFE to demolish and rebuild the boardwalk to the Point near 1505 Pelican Point, not to exceed the cost of $43,055 was passed. An AFE to demolish and rebuild the boardwalk behind 1617 Bayhouse Court, not to exceed cost of $28,679 was passed. An AFE to demolish and rebuild the Fishing Pier behind 1511 Pelican Point for a cost not to exceed $51,446 was passed. A Resolution was passed to approve placing of solar electrical panels on the maintenance shed. The resolution authorizes Pelican Cove Management to select a vendor for installation and maintenance of a solar voltaic array for its 25- year useful life with appropriate warranties and guarantees. It approved that nancing for the solar array be obtained from an interested 3rd party that can take advantage of the federal tax credit against its own taxes and charge no more than the current charges from FPL for the electricity produced as lease payment per year for a minimum of two years or up to 25 years. Pelican Cove will retain the option to purchase the array after two years for the net cost of the original purchase, installation and maintenance less the federal tax credit after two years or on a proportional sliding scale in any year after that from that net value to a terminal value of $9,000 after 25 years. An AFE to replace the metal roof on the maintenance shed for $38,811 was passed. The roof is funded in the reserve study. The new roof will support the solar panels voted on prior.Committee DoingsGrounds The request by TR179 to remove trees was denied. The Perimeter Landscape Project for summer/fall was approved and will be sent to the Board.Insurance General Liability Policy Renewal: Management reported on their action item from the March 29 meeting concerning an evaluation of two competing quotes for general liability insurance. Management recommended accepting the proposal from Risk Strategies. Discussion followed and the Committee supported Management’s recommendation. Cyber Policy Renewal: Management reported that following the March 29 meeting a competing proposal for cyber liability insurance from Risk Strategies was submitted. Management recommended acceptance of the Risk Strategies proposal which carried a $206 higher premium, but offered deductibles of $1,000 vs. $2,500 for the lower-priced proposal. The Committee voted unanimously to approve management’s recommendation. Environmental Liability Discussion: Management reported on its action item from the March 29 meeting concerning their investigation of environmental liability coverage. Management feels such coverage is important for Pelican Cove to obtain, but an independent assessment of Pelican Cove’s environmental risks would be required prior to having our agents obtain quotes from carriers. The Committee supported Management’s view of the value of this coverage and voted unanimously to authorize Management to obtain information about providers of environmental risk assessments and the related costs. Fiduciary Liability Discussion: At the March 29 meeting, Management was requested to evaluate an existing proposal for duciary liability coverage. They reported that an additional proposal was obtained in the interim. The coverage details of each proposal require further analysis before Management is prepared to make a recommendation. The Committee agreed that such coverage is important and is awaiting Management’s recommendation.Buildings and Facilities A letter will be sent to homeowners, as well as a message in Jack’s weekly report, regarding their potential participation in the nancing of the solar photovoltaic project in exchange for tax credits. This project will be done over the summer/fall. Wilbanks’ bedrooms will be refurbished over the summer. A motion was passed for an AFE to be presented at the May Board meeting.
5JUNE/JULY 2019Manager’s ReportBy Jack Stevens, General Manager The summer session has started, and we are looking forward to kicking off and completing a variety of projects over the next couple months. Once permits are in place, we will be rebuilding elevated decks in areas that could not be addressed during the more active season, two boardwalk areas and one shing pier. We will also be removing a large area of Bazillion Peppers and other invasive species along our fence line, installing new landscaping, and creating a walk path through an area that is currently unusable for our residents. This project is a collaborative effort between Pelican Cove and Bay Village. We have been working with their management team for some time to put together this joint project that provides both properties with needed improvements at substantially reduced costs. Planning for the future is a constant activity, but summer provides an opportunity for management to focus on areas that need detailed attention. The rst task is putting together a proposed budget for 2020. This proposed budget will be delivered to the Board of Directors, Finance Committee, and made available for owners review in late September. In addition, we will be evaluating our property and creating a comprehensive forecast of our maintenance and infrastructure needs for the coming years. This information will be brought to the Finance Committee during their fall session so we can work together to insure that funding is in place to meet our needs. As with every year, now that it is hurricane season, I am watching the tropics each day to attempt to keep Pelican Cove prepared for any tropical weather that may be brewing and coming our way. The crews have tuned up all of our generators and tools, and inventoried our supplies to make sure we are prepared in case a storm does approach. For those of you who are still in the area, be sure you have double checked your hurricane kits and have a plan in place to evacuate if needed. I hope everyone enjoys their summer and will keep you abreast of the highlights of our challenges and accomplishments in future articles and my weekly reports.Office NotesFireworksThe use of fireworks is forbidden at Pelican Cove. Fireworks are “flammable or explosive material” and may not be stored in any unit or carport. Violators of this policy shall be personally responsible for any damages or expenses caused by the use of fireworks on Pelican Cove property. Have a safe and happy Independence Day. Pool RemindersResidents and their guests are asked to obey all of the association rules: no food is permitted on the concrete areas surrounding the pool, beverages are permitted only in unbreakable containers and not closer than four feet from the edge of the pool, wear cover-ups to and from the pool, no jumping or running around the pool, and remember that children under the age of 12 must be supervised by a parent or designated guardian at all times. For health reasons, State law prohibits children from using the spa and pets are not permitted in swimming pools. 7JUNE/JULY 2019Pelican Cove Goes To Earth DayBy Cynthia Wolloch and Larry WolfBay, Water and Environment Committee On Earth Day, April 23, 2019, over a dozen local organizations gathered under the shade trees in Five Points Park to celebrate the earth in an environmental educational gathering dating back to 1970. Pelican Cove was the only residential community included in this effort which was organized by the Sarasota City Government. We took our place among tables dedicated to repurposing single-use plastics; bicycle safety; Arbor Day tree-planting; Extension Services dedicated to combating erosion and reducing pesticide use; energy efciency; small-is-better housing; and coastal water preservation through oyster reefs. Pelican Cove’s exhibit highlighted our response to the Climate Adaptation Study through three colorful posters addressing the threats to our environment from ooding and diminished water quality resulting from sea level rise and increased and more erratic storms; and damage to property and trees from erosion and high winds. Prepared by Larry Wolf with photos from Mike Weber, the posters will remain available for display at future events in Pelican Cove. We had numerous browsers and many people who stopped for an explanation. Some had heard of Pelican Cove, while others were discovering us for the rst time and were intrigued at the idea of a beautiful and livable community committed to preserving its environment. We made useful contacts with several organizations also working on mitigating the effects of climate change, which will serve us well as we take the next steps in securing our environmental future. I was able to listen to “The White Vault”, a horror audio drama series my niece and nephew created.• Free Games on X1 is another app that’s worth exploring. You (or you and your visiting grandchildren) can now play interactive games using your remote control as a gamepad. Oldies like Tetris, Solitaire, Poker, Mahjong, Rummikub and Tomb Raider are listed. QuizTV, a new interactive game show lets you test your mental agility. So if you are a Jeopardy or Trivia fan, give it a try. If you want assistance with settings, like adjusting the size and font of Closed Captioning or would like to change the default screen saver, click on the Xnity button and scroll all the way to the right and press OK. You can also customize the way your guide appears, customize a TV channel favorites list to eliminate channels you never watch, and set up Video Descriptions, which adds dialogue to some TV show to help the visually impaired better understand the action. We were told that it was the best party ever, and this was certainly due to everyone who made a contribution. Thanks to the expertise of resident circus alumni, Wanda Darlington, Elaine Lersch, and Bill Saupe, the club was able to listen to authentic circus music, while viewing posters, magazines and old photos from almost 50 years ago. Bill also loaned us an eight foot inatable clown that decorated the bar area, and provided a great outt for Ringmaster Lea Buschgans. The Fiber Arts folks, under the leadership of Erlinda Rejino, loaned us the Circus Squares that they had made for the Spring Art Show. What a great way to showcase their talent again. Many thanks to the dedication of our great artistic, talented lead decorator Kathleen Jaeger. As a result, the room was lled with hundreds of balloons including a ten-foot clown, and a ceiling that resembled the Big Top. The potluck was a great success with food provided by almost 70 of the greatest chefs in Pelican Cove. Janet Hemond was able to work with Pedro from the Sarasota Circus who provided one of his circus community members Aaron Watkins. Aaron entertained everyone during the happy hour, and Sheryn Dias and John Rinell provided great dance music until the end of the party. Everyone enjoyed our own Betsy O’Brien, who “clowned” around with everyone! Social Club board members, Beth Duggan, Dick Sager, Betsy O’Brien, Lea Buschgans, Jeff Fernald, and Carole Maloney want to thank everyone who has made this year such a success. We could not do it without all of our great volunteers. If you have any thoughts for a fun themed party, please let us know. The monthly parties will return in October, but for your enjoyment, remember the popular Summer Happy Hour has already started. 9JUNE/JULY 2019New Owners Photo Club Book Accepted into Sarasota Public LibraryBy Jim Redmond The Pelican Cove Photo Club 2019 exhibit featured 42 photographers and 75 images. The theme of the exhibit was based upon nature as related to the words and work of Henry David Thoreau. Sixty-three quotes from Henry David Thoreau were each illustrated by appropriate club member images. Subsequently, Arlene Bluestein collected the images. She very carefully and artfully designed a book that was then published by Mixbook. The published book was made available to all Photo Club members and the Pelican Cove community. One copy of the creative and very beautiful book was then offered for donation to the Sarasota Public library system. On Tuesday, May 7 the library system accepted the book for cataloguing and will now become available to people in Sarasota County. Live at the Cove: A Musical Evening of Blues, Jazz, Folk and RockScott Blum, percussionist & Steve Paradis, guitarist/vocals Thursday, June 13, 7 p.m. Pavilion Scott Blum hails from NYC and has played at a wide range of musical venues from cafés to theatre productions. He has performed with artists from Archie Shepp to Estaban. Living in Sarasota, Blum is a sought-after percussionist and was here at Pelican Cove last year. He is an active member of the Association of Florida Teaching Artists and Arts for Healing. Steve Paradis hails from Rhode Island and currently lives in Bradenton. While in Rhode Island, Steve played with West Bay Brassworks (classical brass quintet), the Artie Shaw Big Band (jazz), Roomful of Blues (blues) and Brass Force (classic rock and blues). Bring your friends and neighbors for a participatory night of lively music and fun for all. A suggested $5 (or more) donation at the door will be greatly appreciated to cover this event, as we can no longer do rafes to help support the Rounders’ endeavors.Steve Paradis Scott Blumhiring a landscape architect, resulted in further savings of thousands of dollars. Another exciting part of this project is Bill McKay’s proposal to include a fruit tree orchard in this landscape buffer. Residents of Pelican Cove would be given the opportunity to donate the funds to purchase a fruit tree. And following the successful model of our Volunteer Weeding Group, Pelican Cove residents will be able to join a volunteer group to care for the trees in our orchard. Bill and Michael Williams plan to arrange to have Sarasota County tree experts come to Pelican Cove to train our volunteers in fruit tree pruning and care, with special attention given to keeping the area free of rotting fruit on the ground that might attract various unwanted critters. It was certainly a welcome nale to the Board’s last meeting of the season to hear such positive reaction and comments about this project from several of the owners attending the meeting. It’s always nice to receive recognition for the efforts of our volunteer Board and our professional staff. The Board decided to postpone approval of the nancing for this project at their May meeting and will take the matter up again during the Fall session.Committee Doings from page 4Harbor New Bayhouse Point Launch: The nal design approval was provided to Marine engineer Kristy Tignor. PC Management will schedule/coordinate the need for a second survey of grass requested by the Corp of Engineers to be conducted in the June timeframe. Floating Platform Storage: Nothing has changed since the last report because only one permit at a time is being pursued by the Association at this time, with the priority on the BHP new kayak launch project. Lighting Improvement: There is good progress made by Management/ Electrician between slips 86 and 60, and the Committee unanimously agreed to request Management to continue moving forward with work on the rest of the dock using the same plan/specications as was used from slips 86 to 60. Cameras: Despite cameras being a reserve item with funding to replace the existing cameras, the Committee, following considerable discussion, recommended that no action be taken at this time. Planning The Cultural Events Committee Charter was changed to allow for 11 voting members and one non-voting emeritus member, which is an increase from 9 members. A recommendation will be presented to the Board at the May workshop and meeting regarding the results of the analysis of the PC Survey, Space Odyssey Roundtable, and much discussion. A cover letter of initial recommendations to be acted on quickly will be presented in May, with the balance of the recommendations being presented in the early fall. Government & Neighborhood Relations There was a discussion of the potential sale of a portion of the Eide property adjacent to the Brookhouses, and the implications for Pelican Cove. It was agreed that there is no reason for this committee to be involved in the issue of solar power in Pelican Cove. The Chair reported that the Committee has joined the Council on Neighborhood Associations.Rules After discussion, the committee passed a rule limiting what can be stored in carports to cars, bicycles and barbecues. During construction and moving, materials may be stored in the resident’s carport for up to 30 days. (Note, at the board meeting, the storage limit was reduced to 14 days). The Committee discussed the issue of running businesses from units in Pelican Cove and agreed that the issue will be put on the agenda for the fall.
