In this year’s video, we will highlight the ongoing initiatives of the Ontario Petroleum Contractors Association (OPCA). With a focus on training programs and safety measures, OPCA continues to make signicant progress in improving the industry. OPCA's training program has experienced a consistent ow of students, demonstrating its effectiveness and demand within the industry. To further enhance the program, OPCA is actively working towards providing more online access to training, allowing for greater exibility and accessibility for its participants. The OPCA is dedicated to improving the processes related to installing and inspecting generator systems. This commitment includes seeking accreditation from the Technical Standards and Safety Authority (TSSA) for the program. By doing so, OPCA aims to ensure that the installation and inspection of generator systems meet the highest standards of safety and quality. This initiative marks a signicant step towards providing industry professionals with comprehensive training in this sector. Worker and public safety are of paramount importance, particularly at service stations. OPCA has taken a proactive approach to enhance safety standards by promoting mandatory Site Operator training. Through this initiative, the association aims to equip workers with the necessary knowledge and skills to ensure the utmost safety at service stations, beneting both the owners and the public alike. The Petroleum Oriented Safety Training (POST) program focuses on promoting safety within the industry. The POST advisory committee is exploring additional safety considerations for contractors working on Electric Vehicle (EV) equipment and the unique hazards that technicians face. Through continuous research and collaboration, we seek to enhance the mitigation strategies covered in the POST program and incorporate new considerations that address emerging challenges. As part of its digital transformation, The Canadian Petroleum Contractors magazine has completely moved to a digital platform. OPCA urges all members to subscribe to the magazine to receive timely notications of the latest releases directly to their email inboxes. This shift allows for greater accessibility and instant updates on industry news, insights, and relevant information. OPCA's ongoing initiatives in training programs and safety measures reect the association's commitment to advancing the industry. With the implementation of online access to training, improvements in installation and inspection processes, promotion of site operator training, and continuous enhancements in the POST program, OPCA ensures that its members stay at the forefront of safety and industry best practices. OPCA encourages feedback and suggestions for future initiatives and invites all members to actively engage with the association's efforts to shape the industry positively. Together, OPCA and its members are working towards a safer, more innovative, and successful petroleum contracting industry. Welcome to the OPCA’s 29th Annual Conference. We hope you enjoyed the past few days and had time to connect with fellow members and colleagues. I personally look forward to this event every year as my chance to catch up with everyone. The last few years have been tough for many contractors as they grappled with a labour shortage and supply chain issues. However, things are nally starting to look up. Despite the challenges, contractors are now nding some relief as the industry begins to hopefully recover. Suppliers and manufacturers worked tirelessly to get back up to speed. Their dedication and hard work deserve recognition for helping alleviate the burden on contractors. As a result, the overall situation is gradually improving, offering hope for a more stable and prosperous future for our industry. Thank you to our manufacturers for providing the training sessions on March 4th. We also hope you enjoyed the other events, had an enjoyable evening at our dinner followed by our sponsor’s hospitality. I hope most of you were able to attend the POST safety forum. It’s a great opportunity to show your commitment to safety for our industry by supporting these events. I’m sure for those that attended took away some benecial tools for your staff. This year we are excited to launch our updated version of the CPCA Recommended Practices. This reference guide is an invaluable tool for contractor professionals covering all aspects petroleum work from tank installation to working in conned spaces. Thank you to the Board members that participated in the many reviews and to Michelle Rae and her team for all their work on the updated design and format. Motion Carried. PRESIDENT’S REPORT Ken discussed the challenges members faced during the pandemic and continue to deal with as a result but noted things seem to be improving. The main focus this year is alternative fuels and their impact on our industry. While alternative fuels offer a potential solution for reducing emissions and dependence on traditional fuels, there are challenges to overcome before widespread adoption. Despite claims of our industry becoming obsolete, it will take time to rebuild infrastructure and we will adapt and be there to continue servicing the necessary facilities and equipment, regardless of the fuel source. We welcome Amanda Mitchell, Head of Petro-Canada Fuels, Electric Charging and Renewables, as our keynote speaker to provide insight on the changing landscape. Sam Sadeghi, Director of the Fuels Safety Program at TSSA, will also discuss their approach to biofuels regulations. Our highlight video will cover this topic and new initiatives for improving our Petroleum Mechanic training program. The OPCA is a valuable resource for members and the industry, providing access to knowledge and resources for success. We hope you found the past few days informative and enjoyable. OPCA VIDEO PRESENTATION This year's video highlights OPCA's ongoing and new initiatives, including best practices, safety training, and certification programs. Our report showcases these initiatives and the support from our contractor community. We value our members' experience and knowledge, as they are the backbone of our organization. We are committed to representing and advocating for them, providing support for their success in the industry. We are discussing alternative fuels and the challenges of technology, equipment, and regulations. We will continue to have an open dialogue and offer different perspectives on this topic. We understand the importance of innovative technologies, advanced equipment, and regulations for safe and effective use of alternative fuels. Our commitment is to provide relevant information and support the industry as it evolves to meet the needs of alternative fueling methods. We also pay tribute to Elson Fernandes, a valued colleague who passed away in April. Elson was an integral part of the OPCA Board of Directors, providing expertise on petroleum equipment and being the foremost expert on steel tanks. He represented the OPCA on various regulatory committees including CCME, CSA, TSSA, and NFC. Elson's contributions to both the OPCA and the industry will be greatly missed. SPEAKER PRESENTATION – Gary Highfield & Sam Sadeghi - TSSA Sam Sadeghi provided updates on TSSA’s journey to become an Outcome Based Regulator (OBR) As an Outcome-Based Regulator, TSSA takes a risk-informed approach to safety oversight. Our focus is on safety outcomes, and our goal is to use our expertise and strong partnerships to achieve positive safety outcomes for the people of Ontario. We will use data to understand risk, shape the safety oversight framework, and develop programs to better target risk and harm reduction and enable compliance. TSSA’s Outcome-Based Regulatory model is based on a set of Guiding Principles, which include: − Focusing on reducing risks of harm to Ontarians − Making decisions that are evidence based and balanced − Responding consistently and proportionally to risks of harm − Regulating clearly, flexibly, collaboratively and transparently − Utilizing a full regulatory toolkit, including authorizations, inspections, compliance standards, compliance support, education, advocacy and enforcement − Delivering smart, innovative and responsive service − Rewarding regulatory compliance and safety Gary Highfield provided an update on TSSA’s Biofuel Standards Strategy, and the pending Advisory on Underground Storage Tanks. Biofuels Standards Strategy: Industry is concerned there will be incompatible equipment continuing to be used / installed as higher bio content fuels are legislated to be produced by the Federal Government starting 2022. CSA nor ULC have adopted or created equivalent Canadian standards. UL has developed appropriate codes for fuel handling equipment and burning equipment. Given most equipment is targeted to the North American market, new equipment for the most part complies with the UL standards for bio content. As the bio content increases, the existing equipment (i.e. dispensers, tanks, pumps, etc.) and new installations have the potential to fail prematurely. (i.e. increased biofuel content increases the risk of degradation of the equipment, leading to environmental and safety risks). TSSA reviewed and received input from ULc on preferred short list and preparing a plan forward for each code based on UL's plans for updating each code. They will continue to work with UL to develop best plan forward for each code identified. TSSA will adopt UL standard (US version) and wait for UL to create ULc versions of code. Codes that will be adopted by Directors Order will need to be reviewed for standard orders and be set up in TSSA systems. Advisory regarding inspection of UST for Liquid Fuels and Fuel Oil storage: An issue last spring as a result of an inspection of a UST for fuel oil raised the different expectations for inspection between LF and FO UST. Further discussions were held between OPCA and TSSA to resolve the challenges placed upon contractors to harmonize as much as possible the inspection requirements for both fuel types to provide a consistent approach and the process for contractors. Target date for publication is April 2023. MOTION #2 - 2022 AGM MINUTES Motioned by James Picton to accept the 2022 AGM minutes; seconded by Owen Wilfong. Motion Carried. MOTION #4 - FINANCIAL REPORT - Bill Rathwell, Treasurer The firm Rumley Holmes LLP has prepared our audited financials for the 2022 fiscal year with comparative figures for the 2021 fiscal year. The auditor restated the financials from the previous fiscal year to adjust amounts to our marketable securities and deferred revenue. The OPCA continues to remain in a healthy financial position due to OPCA’s ongoing training programs and member support. OPCA’s investment portfolio performance is presented in Figure 1. The Board of Directors takes a low-risk approach in accordance with the association’s investment policy shown in Figure 2. In our 4th quarter of last fiscal year, we started investing additional funds into a separate GIC account and that performance will be reflected in our next fiscal year statements Motioned by Tiina McCombie to accept the OPCA financials as presented. SPEAKER PRESENTATION - Dave Mason, Canada Brokerlink Dave discussed post covid issues and insurance industry trends that are affecting your insurance policies: The insurance industry is driven by profit and goes through market cycles. Currently, we are in the tail end of a hard market, but conditions have stabilized. Despite rate increases, insurance companies have had high earnings for the past two years. Annual results for 2022 will be released soon. What's causing the hard market and increasing insurance costs? Factors include labor supply, supply chain issues, inflation, cyber insurance, climate change, mergers and acquisitions, underwriting processes, and automobile theft. These factors impact the insurance program for this year. The General Liability Carrier is seeking a 5% rate increase for 20-23, which is lower than previous years. Insuring fuel handling systems remains challenging regardless of market cycle. Contractor Pollution Liability has mostly stayed with the same carrier since 2003, but sometimes other markets are used based on specific needs. It is preferable to stick with the same carrier for pollution coverage due to the potential long-term undetected fuel leaks. Fleet insurance has been challenging in recent years. Companies are being selective with inexperienced drivers, and there is a labor shortage, making it difficult for contractors to hire drivers with verifiable insurance history. In 2020-2023, fleets are being marketed individually rather than as a whole portfolio. If you operate vehicles with a gross vehicle weight of 4,500 Kgs or over, you must register your business with a Commercial Vehicle Operators Registration number. This number includes information about your fleet's collisions, convictions, vehicle condition, and audit results. It is accessible through a level 2 CVOR report, which provides a 2-year safety score and historical record of your fleet's operations. The report includes two key indicators: Overall Violation Rate and Safety Rating (excellent, satisfactory, satisfactory-no audit, conditional, or unsatisfactory). The level 2 CVOR report is crucial for fleet underwriters. If your level 2 CVOR report shows an overall violation rate of 35% or higher, fleet underwriters will refuse to provide a quote for your fleet. If this rate goes up to 70%, you may receive warning letters from the ministry and your Safety rating could be downgraded. If you have a conditional CVOR, a fleet underwriter will decline to provide insurance coverage. If your CVOR safety rating changes from satisfactory to conditional, your current insurer will likely increase your rates significantly as other insurers will also refuse to quote. Maintaining a clean CVOR is crucial for favorable terms and conditions on your fleet policy. There are strategies available to help keep your fleet rates in check, considering the 2-year rolling report that is updated monthly. SPEAKER PRESENTATION – Amanda Mitchell – Head of Fuels, Renewable and EV Charging – Petro-Canada (Suncor Energy company) Amanda discussed Petro-Canada's approach to navigating the changing energy landscape in Canada, considering various factors such as climate change expectations, government policy, competitive moves, and customer demand. To meet customers' lower carbon mobility needs, it is important to look at energy alternatives across the country. This includes EV charging stations, conventional fuels, biofuels, renewable fuels, and hydrogen. In order to stay relevant and meet the demands of a rapidly changing world, it is essential to embrace new technologies and explore innovative solutions for a sustainable future. With their dedication to exploring energy alternatives and investing in research and development, Petro-Canada aims to play a leading role in shaping the future of energy in Canada. OTHER BUSINESS We would like to take this opportunity to bid farewell to Donna Riddle as she leaves us for retirement. It has been an absolute pleasure and honor to have had her in our team for the last fourteen years and we all wish her the very best on this new journey. As a member of the Canadian Petroleum Contractors Association (CPCA), we are dedicated to advocating for and promoting the petroleum industry across Canada. And through their digital magazine The Canadian Petroleum Contractor, members can stay up to date on the latest industry events, safety and regulatory updates and contractor proles that work to promote their members and the industry. INDUSTRY RESOURCES The OPCA is dedicated to promoting the petroleum industry through a variety of initiatives including our best practices for petroleum work ensuring the highest quality standards for contractors. OPCA TRAINING PROGRAMS As an industry leader, the OPCA has provided petroleum mechanic training for over twenty-ve years ensuring our programs follow best practices and regulatory compliance. We continue to promote new training initiatives and opportunities including our B139 program geared toward large scale generator systems to address regulatory gaps and improve the process to install and inspect these systems. We also continue to promote mandatory Site Operator training to improve both worker and public safety at service stations. By modernizing the Site Operator regulations and training scope, we can focus the curriculum on forecourt safety, leak and spill response and emergency procedures. And with the rapidly evolving energy landscape, it is more crucial than ever that facility staff are properly trained.

The OPCA offers its members convenient and accessible training ensuring their ongoing success in their respective trades. We are also striving to broaden the range of online training options available to our members, aiming to provide them with additional options in training their employees. As part of the home study training program, the OPCA holds in-class review sessions several times throughout the year and have skilled and knowledgeable instructors that assist with our classroom training. The OPCA appreciates their time, commitment and dedication they put into our training programs. In 2023, over 200 students enrolled in the OPCA petroleum mechanic program with 130 students attending our in class review and exam sessions within this period. This trend aligns with our ve-year completion average, indicating a signicant increase in demand for our PMH program in 2022, attributed to the surge in post-pandemic hiring. POST gives contractors working in the petroleum industry the convenience of following one consistent safety standard when working on petroleum sites. Many contractors tell us POST has enhanced their company’s safety culture ensuring their workers have the best tools available to work safely. POST has surpassed all expectations for our industry and provides two levels of online training plus industry specic safety tools and resources including our POST app and mobile forms feature that helps contractors organize their POST documents. POST has volunteers representing both industry and oil companies who participate on the advisory committee and meet several times throughout the year. They have ongoing discussions on POST safety requirements, aligning ideas with requirements across Canada as well as working on improving current safety processes. Our continuing investment in POST and supporting these safety initiatives helps meet our objective to have a safety program that meets or exceeds the minimum expectations of regulations for our industry across Canada. In keeping with the spirit of promoting a positive safety culture for our industry, the OPCA hosts an annual golf tournament each fall supporting Threads of Life. Threads of Life brings hope and healing to Canadian families who have been affected by a workplace fatality, life-altering injury or occupational disease. It is a national charity connecting more than 2,700 family members through one-on-one peer support, links to community support services, and the opportunity to take action to help prevent similar tragedies to other families. This tournament not only brings together industry professionals for a day of fun and networking but also serves as a platform to raise awareness on the importance of safety in the workplace. We believe that by supporting organizations like Threads of Life, we can make a meaningful difference in the lives of those affected by workplace incidents. Our shared commitment to increasing awareness of safety ultimately helps create a safer working environment for everyone involved in the petroleum industry.
