Greetings,As we flip the calendar on another year, we once again experience significant change as our government relations Director Scott Stenger has retired after 32 years with the Tavern League. It has truly been an honor working with Scott over the last 3 years, his dedication and knowledgeof our industry leave some big shoes to fill. I would like to wish him well on retirement as he winds down in the Northwoods and works on his fishing skills. With that said we would like to welcome the folks from HWZ to the team. With the new legislative session right around the corner, we are looking forward to working with them.. You may or may not have seen the emails and post in regards to this year’s annual Ledge Day in Madison. Due to some scheduling complications, we thought it was best to change the date to allow for more opportunities for people to attend.We understand there is never a perfect day for any statewide event, and with manyother events so close together it only makes the decision more complicated. With thatsaid we have moved the date to March 4th at The Madison Concourse. The event is freeonce again this year, and with the number of new Legislators elected it is just asimportant as ever to attend so that way we can connect and educate to them who weare and what we do as an association. Please make every attempt possible to join usthis year!! Aside from Ledge Day coming up, we flip the calendar again and that meansVegas!! Our partnership with the fine folks from the El Cortez Hotel and Casinocontinues to grow every year. Reports coming from them so far are over 300 plusrooms already booked. There still might be some rooms available but getting limited, soif you’re still on the fence and haven’t booked yet, you might want to hurry up. I’mlooking forward to joining everyone again this year for a fun, relaxing few days awayfrom work enjoying conversation and cocktails while hoping for some luck. The Tavern League operates differently from many otherassociations, as it is driven by its members rather than a top-down approach. Our policies are shaped by the voices ofour members. The Board of Directors and Executive Officersengage directly with TLW members, taking their feedbackinto account when establishing organizational policies.Decisions are made in response to the ideas and concernsexpressed by our membership.Legislation Legislation The 2025-2026 Wisconsin State Legislative Session has just started with the Legislature being sworn in onJanuary 6th. The Republicans maintained majorities in the Assembly (54-45) and the Senate (18-15), eventhough they lost 10 and 4 seats respectively. The tightened majorities will give the Legislative Democrats moreability to sway the agenda and potentially impact policy, but in general, we can assume it will be GovernorEvers and the Republican Legislature introducing and arguing over the major issues. Not much has happened in the Legislature as of yet, which is not unusual. The Governor willintroduce the 2025-2027 Biennial Budget on February 18, which is traditionally when the Legislaturereally starts to begin its work. This year, however, we expect the Legislature to introduce and(possibly) pass a comprehensive tax cut plan prior to the introduction of the Governor's budgetproposal. And, in doing so, demand that the Governor sign the tax package prior to the Legislaturebeginning work on the Governor's budget proposal, which is supposed to be passed By July 1, 2025 (the end of the 2023-2025 biennium). This will likely be the first of many stand-offsbetween the Governor and the Republican Legislature from now until next Spring when session ends.We also expect a number of proposals relevant to the TLW and the hospitality industry to come up as thesession progresses. As of January 1, 2025, Wisconsin has implementeda new statewide operators permit.that introduces a Statewide Operator’s Permit. Thispermit will simplify the process for individualsserving alcoholic beverages in differentmunicipalities. What is the Statewide Operator’s Permit? The Statewide Operator’s Permit is an alternative tothe usual operator’s licenses, commonly known as“bartender’s licenses.” Unlike local operator’slicenses, which are only valid in the city where theyare issued, the Statewide Operator’s Permit can beused at any licensed location throughout Wisconsin.Qualifications for a Statewide Operator’s Permit To apply for this permit, applicants must meet thesecriteria: • Be at least 18 years old. • Have no felonyconvictions or repeated law violations, unlessexempt under Wisconsin’s Fair Employment Law. •Complete an approved responsible beverage servertraining course, unless exempt (for example, renewalapplicants or those with recent experience).Applications will be submitted online. through theDivision of Alcohol Beverages (DAB), and there willbe an application fee.Supervision Requirements Remain the SameBusinesses must still ensure that alcohol service issupervised by a licensed or permitted individualduring operating hours. The Legislature had repeatedly passed legislationrepealing the PPT but Governor Evers vetoed the bill last session. Legislative Republicans andGovernor Evers finally agreed on a proposal to repeal the PPT effective for tax year 2024!The TLW was a longtime supporter of repealing the PPT and worked with then Rep Knodl onhis bill to provide tax relief to small business in Wisconsin. Executive Director’s MessageExecutive Director’s MessageScott Stenger Looks Back at Three Decadeswith the Tavern League After 32 years of advocating on behalf ofWisconsin’s tavern industry, Scott Stenger’sretirement is a major milestone for both Scottpersonally and for the Tavern League ofWisconsin. He has been the face of the TLW tolegislators in Madison for more than threedecades, working and leading on the front linesof every major issue along the way.Scott started with the Tavern League ofWisconsin 32 years ago under then TLWPresident Bob “Bubba” Springer, and over theyears worked with eight different TLWpresidents. Before joining the Tavern League,Scott worked as a legislative staffer for stateSenator Jerry Van Sistine, who represented hishometown of Green Bay. I had a chance to talk with Scott recently ashe looked back on the many wins he helpedachieve for the industry over the years. I askedhim to reflect on what issues stand out. Howhave things changed? What lessons did helearn and what advice does he have for folks inthe tavern industry? We walked through themajor issues that have faced the industry andthe Tavern League of Wisconsin over the past32 years. He also shared stories about the fightsand folks he fought alongside in the TavernLeague to settle those issues. Looking back, Stenger points to several issuesthat he and the Tavern League have worked on thatcontinue to put money in the pockets of the state’stavern owners and helped preserve the industry.Among them are video games, the HomestyleExemption from music licensing fees for smallbusinesses, and protection from excessive dramshop laws that could cripple the industry withthird-party liability claims. All required strategy andsignificant effort to accomplish, and all remain vitalto the industry today.TLW board member SharonWard of Milwaukee started with the Tavern Leagueabout the time Stenger began in the early 90s. “Iworked with Scott back when he still had hair andmine wasn’t grey!” she said. Ward said when Scottwas starting out, she wondered if someone soyoung could be effective at the Capitol but wasquickly won over. Said Ward, “He was responsive to people in theindustry who had questions or needed information,and legislators appreciated his straightforwardstyle.” She said he was very effective at preppingfolks to speak on the issues with elected officialsand made sure members hit the most effectivepoints when speaking to their legislators. The fight over the state smoking ban was amajor issue throughout the state, and especiallywith the Tavern League of Wisconsin. Both Stengerand Ward agree that although the smoking ban wasa problem for the industry it was made far moreworkable in the end thanks to lobbying efforts onbehalf of retail establishments. Places likeMilwaukee and Madison actually had moreflexibility under the state’s smoking ban becausemore burdensome local ordinances wereoverridden. And rural areas were afforded moreflexibility than the legislature would have allowedhad the Tavern League not been so heavilyinvolved. Executive Director’s MessageExecutive Director’s Message Fisher said Stenger was not afraidto stand up for what was right onthe many issues he encounteredduring the past three decades.Fisher singled out a particularlychallenging time when he took thelead to help ease businessrestrictions during COVID. It was theright thing to do, and he said Scottdeserves a lot of credit for standingup to the criticism and beingsuccessful. Stenger said more than oncelegislators have asked him aboutspecific establishments in theirdistricts, after meeting with theowner somewhere, because theywanted to stop by. “Where’s so andso’s bar?” they would ask him. It’s aconnection for the industry and itmakes a difference, Scott said. Ithelps the Tavern League, and ithelps with your business.Scott also pointed to the work thatwas done in the 1990s to build theTavern League PAC and efforts togreatly increase the TLW’s politicalgiving, which has helped build cloutfor the organization. He wasinstrumental in getting the TavernLeague more active in federallegislation as well. Even as he waspreparing to leave the TavernLeague, he was offering some veryhelpful suggestions the League willneed to consider as it looks to adaptto changes in Washington. For example, long timemembers of the Tavern League will rememberTLW member Ed Thompson, the brother ofGovernor Tommy Thompson, facing chargesfor having machines in Monroe County. A jurycouldn’t be seated, in large part becausepotential jurors said they could not bringthemselves to convict him over the videogames, and it helped get state officials tofinally get serious about solutions. TLWworked with the state to get it done.Scott said the tavern industry enjoys widepublic support and people want it to continueto be successful. People in Wisconsinappreciate the character that comes withmom-and-pop taverns, and all that they bringto the state, he said. The cookie cutter placesdon’t have the same appeal as the individualestablishments with their local character andcharm that draws people in. That won’tchange, but that doesn’t mean the industryhasn’t changed. Scott reflected that mosttaverns are no longer just a place to comeand grab a beer. There are any number ofactivities going on at local establishmentsthese days including special events, livemusic, softball and dart leagues, etc. “If youdon’t respond to change, you get run over,”he said.Stenger urged members to engage with theirelected officials, citing examples of memberslike Rod Fisher who went out of their way to doso and were consistently able to securemeetings when others were not so successful.Fisher established relationships with centraland northern Wisconsin’s elected officials at the state and federal level and it paiddividends for the entire organization. He urgedfolks with a stake in the industry toremainactive with the Tavern League. “We help withthe bottom line of every retail alcohol businessin this state, so get involved,” he said.Rod Fisher’s son, Russ, is a state Tavern LeagueBoard member and gives credit back to Scott.“At the end of the day, Scott lived andbreathed the Tavern League,” he said.Scottsaid the more you get involved, the moresuccessful your business tends to become. Thepublic supports local businesses so engagewith the public in the Tavern League, in thecommunity, and across all levels ofgovernment.When asked for advice on how the Leagueshould go about lobbying in the legislature, hepointed to his own philosophy of focusing onmaybe two or three priorities at a time. Comingto the legislature with 10 or 20 things you wantis a good way to get told no. You want to bethe one doing the prioritizing of what’simportant to the industry rather than leaving itto the legislature to try to figure it out for you.Scott’s parting words for Wisconsin’s tavernowners? “Be proud of who you are,” he said. “You’re a vital part of the economy and when you do well the state does well. Fight hard and be smart by picking the battlesyou can win, and don’t shy away from thefights you need to fight.”The Tavern League of Wisconsin and theentire tavern industry is grateful to ScottStenger for leading those fights all these yearsand wishes him a long and happy retirement. 19. That is why we offer the SafeRide program.The goal of SafeRide is to eliminate drunk driving on Wisconsin's roadways.In 2020-21, the SafeRide program provided 42,347 free rides home from 2,006 TLW-member establishments - the number of participating businesses has increased by nearly300 since 2019. The program has provided over 1,000,000 rides since 2004.1. Establishment will be enrolled in the Tavern League SafeRide programat no cost for 6 months (Starting May 1, 2024)2. Only the owner or employee of establishment may initiate a SafeRide. Patron may NOT call for their own SafeRide.3. Patron must be dropped off at residence. NO SafeRides are permitted to other bars, restaurants, or gas stations.4. SafeRide may not be prearranged.5. SafeRide may not be used as employee transportation and/or regular or frequent transportation. Since acquiring the inn in June 2017, he has relished the experience of running thebusiness. The King and Queen of the illustrious parade are immortalized for all eternity, theirportraits displayed alongside those of past and present royalty. These images are proudlyshowcased in the pub, serving as a timeless tribute for all to admire. The tradition of the paradeextends beyond its annual celebration—it is a living, year-round story, shared and cherishedthrough generations. Voting for the 46th royal titles takes place at the Erin Inn. The couple with the highestvotes will reign as king and queen for the 46th anniversary. The parade kicks off at 11 a.m. andwill proceed down Hwy K in front of the pub.
