2Medical Director MessageI am pleased to report on OPHP’s acvity from 2019. It was my rst year serving as the Medical Director and a very impacul year for our organizaon. We connued to experience growth as we focused on implemenng the One-Bite Program and our collaboraons with state and local health organizaons. In 2019, OPHP was approved by the State to serve as the monitoring organizaon responsible for determining eligibility and administering the One-Bite Program. The One-Bite Program is a condenal program now available to all of the Medical Board’s licensees. Through this program, licensees who seek treatment for a substance use disorder may do so condenally without the involvement of the Medical Board. OPHP received more referrals than ever before from colleagues, aorneys, hospitals, and others. We were also able to surpass our fundraising goal to help support the increase in services provided to the medical community.We welcomed new members to both our Board of Trustees and sta. Longme Medical Director of OPHP, David Goldberg, D.O., rered in June. We welcomed new Case Manager, Dawn M. Riegel, MS, LPC, LCDC III. We also added two new posions: Micah D. Wright, CDCA, as our Clinical Coordinator and Colleen M. Opremcak MD, MS, FAPA, as our Wellness Director. Dr. David Goldberg from Dayton was selected to join the Board. As a member of the Ohio Physician Wellness Coalion (OPWC), part one of the rst series of wellness videos was launched, oering one hour of free connuing medical educaon (CME) credit for each module. These videos cover topics such as mental health, isolaon, gratude, and meditaon and mindfulness. The OPWC plans to launch part two of the wellness video series in 2020.2019 was a year of development and growth for OPHP. The work we do is only possible with the generous support of our loyal donors and many stakeholders. 4To Our StakeholdersThe Ohio Physicians Health Program (OPHP) is proud to provide you with an overview of acvity for 2019. We connue our eorts to provide a compassionate, supporve, and safe environment for healthcare professionals to receive condenal services to improve their health and well-being. Through our reless eorts, we aim to encourage early intervenon and treatment, desgmaze substance use and mental health disorders, and improve the health and well-being of healthcare professionals. We believe that healthy praconers provide beer care to Ohio’s paents. OPHP connues to oer three primary programs. • Condenal Resource: OPHP serves as a condenal resource that assists with idencaon, intervenon, and referral for assessment or treatment of physicians and other healthcare professionals who may be aected by mental, emoonal and behavioral illness, substance-related and addicve disorders, or other issues. • Monitoring and Advocacy Services: OPHP specializes in providing condenal monitoring and advocacy for qualifying physicians and other healthcare professionals. OPHP also provides monitoring and advocacy to healthcare professionals who have formal acon with licensing agencies. • Educaonal Outreach Programs: OPHP provides educaonal presentaons to individuals or groups throughout Ohio. Presentaons are delivered on the prevenon of mental, emoonal and behavioral illness and substance-related and addicve disorders. Programs also cover the topics of stress, burnout, and suicide; statutory guidelines on seeking treatment for mental health and substance use disorders; and the role of OPHP in the healthcare community. Presentaons meet the criteria for connuing medical educaon credit.Aer years of working with the State Medical Board of Ohio (SMBO) and our many stakeholders to improve the process for licensees of the SMBO to access condenal treatment, the new “One-Bite Program” was ocially launched in 2019. OPHP was selected by the State as the organizaon responsible for determining eligibility and conducng the One-Bite Program. The One-Bite Program allows an eligible individual who is impaired due to substance use disorder to avoid formal disciplinary acon by the Medical Board when certain condions exist. As the monitoring organizaon for the One-Bite Program, we also provide monthly educaonal seminars for the approved treatment and connuing care providers. We have been busy in this new role, receiving 121 referrals during the rst year of the new One-Bite Program and are looking forward to connuing to improve the program.OPHP’s major source of funding is the Ohio Medical Quality Foundaon (OMQF) and we are honored and grateful for their connued support. To be good stewards of OMQF’s funding, accurate budgeng, regular oversight of expenditures, internal controls, and improving eciency connue to be priories for the organizaon.As the Board of Trustees expands and diversies, we will connue to pursue growth and opportunies to promote OPHP’s programs and to support the health and wellness of healthcare professionals in Ohio. The three priories idened in the plan are:Outreach & Engagement: In 2019, we increased awareness of OPHP programs, the One-Bite Program, improved online presence and outreach by ulizing social media plaorms and increased subscribers to our electronic newsleers. We also improved educaon on stress/burnout, mental health and substance use disorders. Programs: In 2019, we maintained current programs and implemented new programs to increase the impact of OPHP on Ohio’s medical community. We promoted educaonal outreach programs to medical schools and residency programs. We built new programming and collaboraons with prominent organizaons in Ohio’s medical community – including the Ohio Physician Wellness Coalion. Government Relaons: In 2019, we implemented a strong government relaons eort to advocate for the health and wellness of Ohio’s healthcare professionals, and we collaborated with the Medical Associaon Coalion and other stakeholders to implement the new condenal One-Bite Program.In addion to these three priories, there were two focus areas outlined in the strategic plan; Board Governance, which OPHP connues to focus on expanding and diversifying the Board of Trustees and to develop eecve training to support Board performance and engagement. The second area of focus is Development, which focused on expanding fund development eorts and to generate new funding sources in order to support new and exisng programs as well as nancial sustainability. 6OPHP’s condenal resource program allows us to assist health care professionals who may be aected by mental, emoonal and behavioral illness, and substance-related and addicve disorders.OPHP provides referrals to community resources for: stress, burnout, individual psychotherapy, family and marriage counseling, ethics training, legal counsel, skills assessment, and others.Referrals are accepted from any source and OPHP protects the condenality of program parcipants and anonymity of referral sources to the fullest extent allowed by law.HIGHLIGHTS290 referrals were received in 201950% of referrals were from self-referrals or from hospitals, employers, or colleagues. 8OPHP’s monitoring and advocacy program provides services including: documentaon of recovery meengs, treatment and aercare plans, toxicology tesng, volunteer peer monitors, therapeuc feedback, and providing clinical oversight through face-to-face visits.
