A re-quest for funding from the Kansas Silver Haired Leg-islature, was presented and denied. A bill from the County Shop for $541 for a rim for a county vehicle driven by a Health Depart-ment employee damaged during a flat tire was pre-sented. The Board asked to research other options. Shonda also presented a request from Cheryl Ghere for a letter of protest from the Commissioners in re-sponse to an application for salt water to be injected into disposal wells through-out the County. The request was denied. Heather Struble, Health Department, gave a de-partment update. In July and August, they have performed 554 encounters, and 286.75 housekeeping hours. They reviewed the incident discussed earlier where the county van had a flat tire and bent rim. The Board asked her to look for a used rim for less money. Discussed the Craig Scott presentation at the High School last week, which was sponsored by the Health Department. The group received many positive comments on the program. Heather would like to bring him back again over the next 4 years using Work-force Development Grant funds. The Health Depart-ment received a shipment of Narcan at no cost to the department, which was shared with EMS and the Sheriff’s Office. Three Trav-el Requests were submitted for October, all approved. At 9:21 a.m., Commis-sioner Waldschmidt moved for a 5-minute recess; the motion was approved unan-imously. The meeting re-sumed at 9:26.Brooke Mantey, Ap-praiser, entered the meet-ing. The Board called Mike Dallman, PVD, for a scheduled conference to discuss annual compliance results. KSA 79-1404b re-quires PVD meet with any Commission of a county de-termined to be out of com-pliance when audited to dis-cuss the results and review the steps for the appeal pro-cess. There was also discussion about other potential approaches to tax collection, exemptions cur-rently allowed, and utiliza-tion of income from Plumb Thicket and Wind Farms. The Board and Ms. Man-tey discussed a recent ap-plication received from Flat Ridge. Brooke asked the Board to request an updated PILOT agreement includ-ing something in writing addressing the decommis-sioning process. The ap-plication will be forwarded to the County Counselor to review, and the Board will add him to the agenda for Monday, September 30 to discuss. There was also brief discussion about a re-cent memo from PVD ad-dressing Renewable Energy process and recent zoning meetings. The Board asked Ms. Mantey to research companies to complete the updates to our comprehen-sive plan. The meeting reconvened at 11:03 a.m. Ami DeLacerda, County Clerk, gave a department update. Several Personnel Status Forms were submit-ted for review and approval, one of which prompted a compliment Commissioner Waldschmidt for Keith Por-ter, and his work with the Public Transportation De-partment. Commissioner Waldschmidt moved to ap-prove two Personal Prop-erty Abatements totaling $941.76 in refunds; the mo-tion passed unanimously. Commissioner Struble moved to enter executive session at 11:14 a.m. The justification for closing the meeting is to discuss per-sonnel matters of nonelect-ed personnel. The motion passed unanimously. Ami DeLacerda remained in the room. At 11:30 a.m., Com-missioner Struble moved to extend the session for 10 minutes; the motion passed unanimously. The regular meeting resumed at 11:40 a.m. with no binding action taken.Shonda Larson, Finance/BoCC Assistant, met with the Board. Commissioner Struble moved to begin the process of closing SE 80 Ave, south of HWY 44, between SE 10 and SE 20 Road; the motion passed unanimously. Commis-sioner Waldschmidt shared with the Board that a con-versation with the School Board confirmed that lack of Sanitation inspections by the County Sanitation Office wouldn’t affect their compliance scores with the State. The Board asked if the County Treasurer could attend the next meeting to discuss potentially trans-ferring a couple of County bank accounts from Dream First Bank to another local bank due to statement is-sues. Bids were opened for the Health Department base-ment renovation to relocate Dispatch. Crossover Con-struction was the only bid submitted, in the amount of $252,650.00. Orval Zimmerman, resi-dent of Harper County en-tered the meeting. The group discussed the requirement of $1,000,000.00 liability in-surance coverage, and if it needs to be increased, or adjusted based on the proj-ect. Ami will check with the County’s liability insurance carrier for their recommen-dations/requirements. Commissioner Struble moved to accept the bid from Crossover Construc-tion in the amount of $252,650.00 to renovate and move the Dispatch cen-ter to the Health Depart-ment basement; the motion passed unanimously. Mr. Zimmerman ad-dressed the Board, asking about the progress on a current lawsuit involving a road adjacent to his prop-erty. He requested minutes from the 1980’s and was ad-vised to complete an Open Records Request in the Clerk’s Office, and to con-sult with his attorney for further information. Josh Teel, IT/Building and Grounds, submitted an Inordinate Spending Request in the amount of $21,600.00 for Google G-Suite annual access. Com-missioner Vornauf moved to approve the request; the motion passed unanimous-ly, with the intention that we will look into alterna-tives to Gmail for the fu-ture. Discussion was held about potentially selling the county sign at the 6 mile corner. We currently spend approximately $200 per month on electricity, plus regular maintenance expenses. We have at-tempted to rent it out, but there has not been interest. Josh will speak to the Eco-nomic Development Direc-tor and gauge the impact disabling or removing the sign would have. Mike Bennett and Janet Slankard, Public Works, met with the Board for a department update. The group discussed various signs being down in the county, and reviewed the progress maps. Commis-sioner Vornauf expressed concern about the contin-ued presence of metal on the detour road. Mike said that they have not hauled anything with metal in it on that road, and have run the magnet over it multiple times. He feels confident that there is no metal there from the rock spread by the County. Public Works patrols that road regularly, and it is frequently used to haul things to All Metal. Janet inquired if a de-cision had been made re-garding the Insubordinate Spending Request submit-ted last week to repair the road North of Attica. The Board would like to wait another week to decide. The condition of Eagle Road, West of Croft’s, and an area on Berlin Road was discussed, along with what it would take to fix them. Clarification was made regarding the process fol-lowed when an operator grades a road and encoun-ters a washed out area. Mike confirmed that when this happens, the operator will continue grading, note the area, and come back and repair it later.Cynthia Hekel, County Treasurer, met with the Board to update a bank sig-nature card due to a resig-nation in her office. Com-missioner Struble moved to approve the request; the motion passed unanimous-ly. There was also discus-sion about the Treasurer’s Office and the Clerk’s Office sharing a full time position. Jennifer Wolff, De-partment on Aging/Pub-lic Transportation, met with the Board to discuss a bank account in At-tica for the Senior Meals program. Commissioner Vornauf made a motion to remove the association of account #XXXXXX866 with FID #XX-XXX2788, Harper Senior Citizens, Inc and change the account to Harper County, FID #48-6005267, and the name to Harper County / Harper Senior Meals; the motion passed unanimously. Shonda Larson, Finance Director & Board Assistant, met with the Board. Bids for the County Audit ser-vices provider were opened. The Board will make a de-cision during the 10/7/2024 meeting.Jan Harding, EMS, met with the Board, and gave a department update. She presented an Inordinate Spending Request for a $800 - $1800 to swap a power loader from one am-bulance to another (the amount will be determined by the labor required to complete the project). Bradley1926 ~ 2024Virginia Lee Bradley, daugh-ter of Berton M. and Josephine R. (Young) Cullop, was born October 13, 1926 at Manchester, Okla-homa. She was delivered by her grandmother, Jennie Young. Vir-ginia went to school at Manches-ter for 11 years, before her family moved to Ferguson, Kansas. She rode the bus to Spring High School her senior year, graduating with the Class of 1945. After graduation she went to work for Dr. Duffy in Anthony, dur-ing which time she met and mar-ried Frank Netahla. She later mar-ried Homer Bradley. Virginia took pride in her yards and always kept her yard full of owers. She had a collection of dolls, which included her very rst one. She enjoyed sewing and made many quilts. She spent hours making books on her family genealogy and made sure she kept them up to date. Virginia loved keeping her grandchildren and enjoyed being Mema to them. Every year she looked forward to the Cullop fam-ily reunions. She served as sec-retary of CWF, Queen Ester Class, EHU, and was president of Senior Citizens, which met every Monday evening to play cards. She was secretary of Spring High until it closed. Virginia was a member of the Manchester Christian Church from age 12. After Homer passed away in 1990 and Virginia returned to Anthony, she became a member of Sacred Heart Catholic Church, where she enjoyed helping with fu-neral dinners. On October 9, 2024, Virginia passed away at Country Living, where she had spent her last few years. She was preceded in death by her parents; son, Mike Netahla; grandchildren, Christopher Netahla and Lindsay Netahla; and siblings: Ernest and Gerald Cullop, Maxine Robertson, and Florence McKee. Virginia will be deeply missed by her daughter, Debbie Francis and husband, Allen; daughter-in-law, LuAnn Netahla; grandchildren: Annette (Travis) Marsh, Megan (Justin) Wilcox, and Nathan (Jenni-fer) Netahla; great-grandchildren: Brailey Koehler, Brieley Koehler, Brenson Marsh, Addison Wilcox, Miley Hodson, Beckett Wilcox, Christian Netahla, and Maddox Netahla; several nieces, neph-ews, other relatives, and a host of friends. Main St., Anthony, KS 67003.Obituary...Randy Dunmire1957 ~ 2024Randolf A. Dunmire was born March 8, 1957 in Wichita, Kansas, son of William and Margaret (Sigg) Dunmire. He grew up in Wichita attending Carroll Bishop where he played baseball and ran track. He loved to brag about being the fastest runner. One of his favorite things to do was roller skate and he was lucky enough to get to work at the roller-skating rink through all his high school years. In 1976, Randy began an ap-prenticeship in plumbing. He moved to California in 1986. On New Year’s Eve in 1989, he met Cheryl Maggard. They married on December 29, 1990. In 1992, they moved to Colorado, where Randy opened his own plumbing compa-ny, Roadrunner Plumbing. In 1999, they moved to Arizona. In 2016, Randy retired and they moved to Anthony, Kansas. Randy was very devoted to his studies in the word of God, which grew his strong relationship with the Lord. He enjoyed gardening, boating, remodeling, and most of all spending time with his grand-children. On October 8, 2024, Randy passed away at Via Christi St. Fran-cis in Wichita, Kansas at the age of 67. He was preceded in death by his mother, Margaret; niece, Olivia Turner; brother-in-law, John Auer; and sister-in-law, Cindy Dunmire. Randy will be deeply missed by his wife, Cheryl Dunmire; his children and grandchildren: Sara Hedlund and children, Kassidee, Zoe Alivia, and Zephaniah, James Hedlund and wife, Autumn, and children, Adan, Kale, Emery, Owen, and Nolen, and Rebecca Silvas and husband, Edward, and chil-dren, Clarity and Elias; his father, William Dunmire Sr.; his siblings: Denise Auer, William (Dana) Dun-mire Jr., Rose Ann Harper, Timo-thy Dunmire, and Colleen (Daren) Wiley; other relatives and many friends. Page 6 the Anthony Republican • October 16, 2024TOPEKA — Governor Laura Kelly has signed a proclamation approving up-dated drought declarations for Kansas counties.“Drought conditions have persisted across the state through the sum-mer season, and Kansans are continuing to see the effects,” Governor Laura Kelly said. “With conditions expected to remain dry throughout the fall, Kan-sans should consider their water usage and take extra care to prevent wildfires.”The drought declara-tion placed three counties into emergency status, 55 into warning status, and 47 into watch status. This action was recommended by Connie Owen, Director of the Kansas Water Office and Chair of the Governor’s Drought Response Team. Although recent rain-fall provided widespread drought relief, this relief was short-term, with many areas experiencing below-average rainfall for several months. Forecasts indicate that drought will persist and expand across most of the state through October and into the winter.“Many of our state’s large river basins are cur-rently being supported by federal reservoirs, utilizing storage in those reservoirs to maintain streamflow,” said Owen. “If conditions persist, as predicted, the demand and stress on wa-ter resources may increase Governor Kelly Updates Declaration Of Drought Emergency, Warnings, And Watches For Kansas Countiesquickly. The Governor’s Drought Response Team will continue to monitor the drought conditions across Kansas and make recom-mendations to Governor Kelly as conditions change.”Through an interagency agreement between the Kansas Water Office, the Kansas Department of Wildlife and Parks, and the Kansas Division of Emer-gency Management, coun-ties in the emergency stage are eligible for emergency water use from certain state fishing lakes and some fed-eral reservoirs.Individuals and com-munities must contact the Kansas Water Office for a water supply request be-fore withdrawing water from lakes. These requests will, in turn, be referred to the appropriate office to ob-tain the necessary permits to withdraw the requested water.This proclamation shall remain in effect for those counties identified until re-scinded by a proclamation ending the declaration or revising the drought stage status of the affected coun-ties.Effective immediately, the proclamation: Declares a Drought Emergency, Warning, or Watch for the counties as identified be-low; Authorizes and directs all agencies under the ju-risdiction of the Governor to implement the appro-priate watch, warning, or emergency-level drought response actions assigned in the Operations Plan of the Governor’s Drought Response Team. The Gov-ernor’s Drought Response Team will continue to watch the situation closely and work to minimize the negative drought-induced effects on Kansans. They spotted a cocoon and a caterpillar as well. We enjoyed a snack of apples before returning to the house. On October 10th sixteen girls plus ve adults went to a local pasture and traveled on cow paths. The girls enjoyed nding owers, snake skin, frogs, and identied animal tracks. They jumped over creeks, climbed steep slopes, and explored. The time went so fast that we could hardly believe our time was up. We learned about having a buddy, leaving no trace, and common courtesy to wildlife and nature. Dylan Klino, a 7th grader smoked the old record of the one mile run-ning an astonishing time of 5:45.
