Dear Friends It is an honor to represent Maine in the United States Senate I am grateful for the trust the people of our State have placed in me and welcome this opportunity to reflect on 2020 an incredibly challenging year for Maine families small businesses and communities When the pandemic struck our country faced the specter of an overwhelmed health care system and devastation to our small businesses and the millions of people they employ I immediately worked with Republicans and Democrats to pass multiple laws allocating approximately 3 trillion to respond to this public health and economic crisis including more than 8 billion directed to Maine to support testing schools the economy and other purposes that is nearly double Maine s annual state budget I am especially proud of the bipartisan Paycheck Protection Program PPP I co authored This program has provided three out of four Maine small businesses with nearly 2 3 billion in forgivable loans which has helped sustain more than 250 000 Maine jobs I have met thousands of Maine small employers and employees in all 16 counties who are surviving because of the PPP As one small business owner told me the PPP provided exactly what we needed at exactly the right time The PPP also allowed employers to maintain benefits such as health care during this challenging time Another round of PPP is needed to sustain small businesses and their employees While the pandemic continues across Maine our nation and the world I thank the first responders health care professionals teachers grocery store employees factory workers farmers truck drivers postal employees and so many others who continue to stay on the job during this difficult time With the deployment of the first vaccines better tests and the incredible speed with which these life saving responses were developed I am hopeful we can emerge from this crisis in the next few months While providing relief to American families was my focus throughout 2020 other accomplishments include the passage of the Great American Outdoors Act which provides full funding of the Land and Water Conservation Fund and addresses the maintenance backlog at our national parks forests and wildlife refuges As Chairman of the Transportation Appropriations Subcommittee in 2020 alone I secured 132 million to improve Maine s roads bridges airports buses rail ferries and seaports Finally as Chairman of the Aging Committee I led the reauthorization of the Older Americans Act which funds programs that improve the well being independence and health of our nation s seniors and their caregivers and I authored laws to reduce the cost of prescription drugs and protect individuals with Alzheimer s disease As the end of 2020 is approaching I have cast more than 7 535 votes never having missed one In the New Year my focus remains to work with colleagues to find common ground on policies to help support the health and safety of Mainers and the safe responsible opening of our communities If ever I or my staff can be of assistance to you please do not hesitate to contact one of my state offices May the coming year be a successful one for you your family your community and our state Sincerely Susan M Collins United States Senator www newsharon maine gov 7

Dear Friends I hope this letter finds you safe and well I know that this year has been challenging for many of our communities In the midst of these challenges it remains a privilege to represent you and I appreciate the opportunity to update you on what I have been working on in Congress for the people of the Second Congressional District The coronavirus pandemic has made this year an especially difficult one We ve seen the struggles of small businesses workers and families hospitals and states and towns COVID 19 has been a serious threat to public health that requires a comprehensive ongoing response In March Congress passed the largest of three bipartisan pieces of relief legislation the Coronavirus Aid Relief and Economic Security CARES Act The CARES Act was a 2 trillion economic relief package to provide immediate assistance for some of those hit hardest by the pandemic While an important start many of the programs and benefits created by the CARES Act were set to expire by the end of 2020 at a time when COVID 19 cases were on the rise That s why in late December Congress passed another bipartisan bill to provide COVID 19 relief to small businesses and hospitals the unemployed and families struggling to put food on the table However the action Congress took at the end of 2020 cannot distract from its failure to act sooner The unwillingness of many members of Congress to accept compromise throughout the fall left many Mainers struggling and led to a rushed process that produced a bill with serious flaws In 2021 Congress needs to step up come together and lead the country through this pandemic and get our economy back on track There are a few bright spots that came out of the work done by Congress this year As a member of the House Armed Services Committee I helped advocate for a national defense bill that would include important priorities for American national security Maine shipbuilders and servicemembers and their families The legislation authorizes a new DDG 51 Arleigh Burke class destroyer to be constructed at Bath Iron Works and helps BIW compete for new work by encouraging a new multi year procurement process for the DDG 51 Flight III This funding bill also makes permanent new federal guidelines proposed by Senator King and me to allow Gold Star Families free admission to national parks and other federal lands I ve been working to improve mental health services for veterans for years and I led the Maine delegation s effort to address the need for long term mental health substance abuse treatment for veterans in our state This past fall the Veterans Administration announced we were successful Construction starts next year on a new 24 bed facility at Togus that will ensure Maine veterans won t be sent out of state to receive residential care for substance use disorder and associated mental health issues This is one result that I am especially proud to deliver for my fellow Maine veterans As I reflect upon what I am most grateful for this year I am especially glad to be able to share that my wife Izzy and I are expecting a baby in 2021 We are excited about this new addition to our family and look forward to the blessings ahead This period is challenging for Mainers as we all take steps to limit the spread of the coronavirus protect our families and our communities and lean on each other to withstand this pandemic and economic hardship My staff and I stand ready to assist Mainers as we work through these challenges together I look forward to continuing to work on your behalf in 2021 Respectfully Jared Golden Member of Congress www newsharon maine gov 9

Report of the Selectmen To the people of New Sharon The year 2020 is finally behind us although we all know what it brought will not be gone so quickly Shortly after our annual town meeting in March SARS2 also known as COVID 19 became a factor in every single part of our daily lives and community It shut down the town office meetings baseball leagues roadside brush cutting and created great difficulty in the way we as a board were able to conduct business The first few months were spent learning how to work during a pandemic Despite that we were able to accomplish some exciting things for New Sharon Undeterred by a few roadblocks we continued to move forward with construction of our new town office fire station COVID was not the only issue we faced Once the walls were erected and the trusses put into place a strong windstorm in late September toppled the trusses requiring them to be reinforced prior to installment There were also some erosion issues presented from the heavy rains and lack of erosion controls that were not put into place initially by the contractors before bad weather hit Lastly there were two positive contractor cases of COVID 19 causing a complete shutdown of the project over Christmas week As we write this letter the move in date has been pushed to January 12 after a 4 day extension was granted due to the shutdown as well as an additional 6 day extension due to change orders in the building project The Town received two grants this year to include an electric speed limit sign This sign records speed and time even when the screen is blacked out It makes enforcement of excessive speeding possible without requiring law enforcement to sit for numerous hours and track down individuals A request for this sign to be posted on your road is available through the town s website Like several other towns we also received an elections grant through the Department of Health and Human Services which allowed us to purchase a secure outdoor ballot box personal protective equipment election supplies and additional postage for mailed in ballot requests This grant made it possible to provide a hazard bonus to our election workers We have a wonderful group of individuals who risked exposure by working many more hours than in years past We are thankful for those who invested time this year to help us accomplish important business and goals for New Sharon Residents gathered for one outdoor special town meeting regarding the electrical moratorium Just prior to the meeting we were advised by legal counsel to encourage voters to vote down the ordinance article pertaining to the moratorium After a short discussion this in fact happened The moratorium now expires January 23rd and the Planning Board continues to work with residents to build regulations and parameters that will protect both the Town and landowners During the summer months the Starks Road ball fields were refreshed Through excavation approximately 50 feet all the way around wooded areas was gained In addition the old water district well was removed which had posed a dangerous public risk The extra space will provide spectators the ability to attend games while exercising social distancing guidelines when the league is able to reopen The library received a much needed overhaul to bring the building into compliance with the Fire Marshall s Office Voters approved additional funding in March 2020 to accomplish a great deal of maintenance and it looks better than ever now Years ago when the Town accepted the Ditzler property there was an application with the State to get the building into compliance as a Town Library After the forms were filled out and guidance www newsharon maine gov 13

was provided from the State the Town failed to follow through with compliance The only remaining project is to pave the ADA parking space which we hope to accomplish this spring We had hoped to have paving done in 2020 as the construction phase took most of the summer and the ability to secure a paving contractor in the fall fell through We really wanted to meet in person for the 2021 Annual Town Meeting To meet State CDC guidelines for inperson gatherings a myriad of logistics made that option impossible The current guidelines would have only allowed a 50 person gathering per room for an indoor meeting much smaller than our normal turnout of 120 people Ballot clerks would be needed in each room as well as large tv monitors to connect rooms a moderator to orchestrate it all and a space that would allow it The board felt this task too difficult to accomplish without disenfranchising some and putting others at risk Thankfully the Town switched to a bifurcated town meeting a few years ago Because we use nomination papers and a written ballot for elected officials we were legally qualified to vote by referendum While an extremely tough decision we felt it was the safest and will still allow everyone the ability to participate in the legislative action of the town meeting process Absentee provisions mean that voters can request a ballot via telephone and vote in the comfort and safety of their homes or attend the election in person on March 12th Looking over the budget you will see very few increases apart from those the Town has no control over and represent the normal cost of doing business The largest change is debt service for the new town office fire station building project Payments for the new building will be approximately 7 000 monthly for a 15 year term With several new homes and the addition of the new Dollar General Dunkin Donuts facility this should offset some of the increases of the new building debt service After the first year in the new building and sharing expenses between the Town Office and Fire Department we should be able to better project future expenses and cost savings In closing we would like to thank each of you for your continued support and patience If you have any questions or concerns the board can address please reach out directly or submit an inquiry under the contact section of the Town s website Respectfully submitted Lorna Nichols Chair Travis Pond Selectman Paula Nason Selectwoman 14 www newsharon maine gov

We are extremely excited to move into the new Fire Station Town Office building We are positive it will make responding to calls safer as there will be more room to navigate between apparatus We will be able to hold more in depth training sessions and in general have the space necessary to do the things we do In 2020 we responded to 212 calls which break down as follows Fire calls Medical calls Motor Vehicle Accidents Public safety Propane smoke investigations Road Hazards 32 104 30 7 6 33 Fire Truck Report 01 26 2021 Some of the repairs we are looking into fixing on the trucks are as follows ENGINE 2 is a 1984 GMC Top Kick This pumper is our initial attack truck for any structure fires or car fires The main pump on this truck has enough of a leak in the packing seals that it will not pass the annual pump test This does not put the truck out of service as it pumps just fine We have had it looked at and was told that it will not be an easy fix and that to get the pump apart as it is so old you may have to replace everything in the pump To include the impeller all internal seals etc The cost for this work would probably be close to 10 000 00 We do not think given the age of the truck it is worth putting this kind of money into the pump just to pass the annual pump test TANKER 1 is a 2004 HME Tanker Truck This is our initial truck for any structure fire out of town that we would be called to for mutual aid It also would respond to any fires in town that was not in the hydrant district This truck has a compressor on it that is supposed to keep the air tank full so the air brakes on the truck are ready to go when you start the truck Other wise you would have to wait for them to fill up when you start the truck This compressor is no longer strong enough to keep the tanks filled Therefore the compressor tries to run constantly and must be shut of manually One of two things must happen the compressor must be replaced and probably with a more powerful one or the truck must be plugged into an air line coming from an external compressor We elected to go with the latter choice as the truck gets plugged into a power cord anyway it is just another line beside that one Another issue we are looking into on this truck is the chasse It was inverted when originally purchased so it would be lower and give more headroom to fit into the old station Now that we are in the new station we could flip the chasse back over and have more clearance under the truck We are not sure this would be worth the cost associated with it but just something that is being considered RESCUE is a Ford F 550 Diesel That is at the top of its load limit for weight We had a company bypass the EGR valve on it because the valve would get plugged with carbon and cause the truck to lose power Now we are cur rently having a company working on getting it more horsepower in doing so they had to pull the motor and replace the heads and they are researching through the Ford Motor Company to help it further with tune ups etc SQUAD 1 is a Ford F 550 Gas engine that serves as our brush truck as well as supplies tools at motor vehicle accidents The one thing we still want to add on this truck is a heater for the water tank on the back We have finished putting a cover over the back this year and now can install a small heater so we don t have to worry about freeze ups if we are out for a long time on a call The Snowmobile and rescue sled needs to be serviced they probably do not need a lot but there may be a loose wire on the trailer These are just a few things that we are working on with the trucks Together with normal yearly service on each truck and things that may come up that we have no control over all we can do is hope to have enough money in the Maintenance and Sharon Local Health Officers have five primary job roles Overall health resource to the community Mediator and problem solver in the resolution of complaints Investigator and enforcer of complaints that cannot be resolved Reports to the Maine CDC DHHS on any perceived local health threat Reports to and informs the Board of Selectpersons on the community s health threat The Local Health Officer is required to keep a record of all proceedings and enforce public health safety laws Also the Local Health Officer shall receive and examine the nature of complaints made by the public concerning conditions posing a public health threat or potential threat The Local Health Officer works with the town CEO APO LPI and fire officials as needed Please feel free to contact me with any town health RSU 9 SCHOOL REPRESENTATIVE REPORT To the people of New Sharon and the Select Board The 2019 2020 school year presented our school district RSU9 with unexpected challenges brought on by COVID 19 The entire staff and school board met these challenges creatively and successfully transitioning from in school learning to remote learning In March the whole district began fully remote learning and schools opened again in September While some students are back in live settings some are still fully remote and some students are combing live and remote Many of the district s decisions about remote versus inschool learning are regulated by the Department of Education s criteria This has brought considerable challenges to administration staff teachers and most of all to students Some towns areas in our largely rural district lack broadband coverage making remote learning difficult for many of our students in RSU9 RSU9 received COVID relief funds These funds had to be spent on specific items Some of the updates the money was spent on include hotspots laptops and devices to help with remote learning new busses for transporting students new boiler systems for heating schools two new portable classrooms for middle school new building for adult education new parking lot at Cascade Brook School new parking lot at bus garage and several upgrades throughout the district I thank the interacting with nature and each other It is an invigorating sport great for stress release and good mental health Snowmobiling is a great family lifestyle It is an activity keeping parents and kids together Historically individuals who snowmobile at a young age continue to snowmobile with their parents throughout their lives sharing great experiences as a family The main reason people snowmobile To view the scenery To be with friends To get away from usual demands of life To do something with their family as 95 of snowmobilers consider snowmobiling a family activity To be close with nature Cape Cod Hill School has a new first grade teacher All students at Cape Cod Hill School have their own iPads and iPad bags Communication has become much better among students parents and teachers with this added technology Cape Cod Hill School also has new sidewalk upgrades and a new kitchen steamer As a local club our goal is to create trails that can be used for mutual use These trails are developed with state snowmobile funds and local volunteers to directly benefit other outdoor recreationists During the non winter months many of these trails are used for hiking horseback riding bicycling and other trail based activities RSU9 continues to have three standing committees that meet monthly I am on each of these Our trails are designed to meet multiple criteria Safety It is designed signed and maintained to specifications which will eliminate or identify hazards Environment They are designed to avoid environmentally sensitive areas and built to strict environmental standards Destination It is designed to go somewhere to a point of scenic interest or recreation site to connect nearby towns etc Integrated Network They are designed to be part of a formal long distance integrated network ITS which links towns and counties across the state New Sharon Snow Riders maintains approximately 50 miles of trails that interconnect with Maine s 13 200 miles of trails The Operations Committee works with facilities and grounds as well as with the transportation program The Operations Committee also conducts site visits to all schools and meets with administrators to address needs The Policy Committee addresses teaching and learning The Personnel and Finance Committee reviews monthly financial reports and addresses staffing issues I have continued to take part in several other special committees including Negotiations Committee Budget Committee Sick Pool Leave Committee Foster Career and Technical Support Principal Advisory Committee Dyer Trust Fund Committee In addition having been elected by the board as vice chair I have supported our chair person in this leadership role This responsibility includes one of the two of us being on each committee Volunteers logged 206 hours grooming trails 192 hours cutting brush removing trees and maintaining bridges on trails that interconnects the towns of Farmington Starks Mercer Chesterville Rome and Vienna We wish to acknowledge the generosity of landowners who allow residents to utilize their property for recreational use We would not have a trail system if not through their continued support PARKS COMMITTEE Groups of community members continued volunteering their time and energies in maintaining the two garden projects that benefit the town Six individuals planted watered weeded and picked from the organic vegetable garden just beyond the library An estimated 250 deliveries of a variety of fresh vegetables were made to about 25 families and individuals in New Sharon over the course of the producing weeks We received donations of tilling compost and seedlings to help with the project and three businesses donated more than 100 ears of sweet corn to add to our offerings The flower beds at the end of Post Office Road and the intersection of Industry and Starks Road were kept up by a second group of volunteers again in 2020 adding beauty for motorists driving in and through town Weeding was done to keep the areas neat and mulch was added Individuals interested in joining either or both of these activities are always welcome Respectfully submitted Parks Committee formerly Community Improvement Team PLUMBING INSPECTOR S REPORT The Board of Selectmen and the Citizens of the Town of New Sharon In 2020 I issued thirty one plumbing permits Twenty were for septic systems and eleven were for internal plumbing Maine law requires that a Subsurface Wastewater Disposal System permit be issued for all septic system installations and that the Plumbing Inspector conduct a minimum of two inspections during the construction of the system The Maine Internal Plumbing Code requires that a permit also must be issued by the Plumbing Inspector for most interior plumbing and that the plumbing also must be inspected at least twice There were no violations of the septic system and interior plumbing rules and any complaints were resolved amicably I can be reached at 684 4111 if you need a permit or an inspection or if you have questions about internal plumbing or septic systems Respectfully submitted Tom Marcotte Plumbing Inspector RECREATION COMMITTEE The 2020 year was a year of very limited formal recreation activities and events sponsored by New Sharon Recreation due to the COVID 19 pandemic Cal Ripken League baseball was suspended for the year and there was limited softball team play It was clear that New Sharon youth and adults took care of www newsharon maine gov their recreation and fitness needs at a small group family and or individual level The town maintained the recreation fields to facilitate this New Sharon Recreation thanks all stakeholders who contribute to recreation and fitness opportunities for our town We look forward to those opportunities for the upcoming year Respectfully submitted Ed Ferreira New Sharon Recreation Committee ROAD COMMISSIONERS REPORT This year there were 29 culverts changed through town Ditching was done on the following roads Beans Corner Road Glenn Harris Road Lane Road Clearwater Road Gordon Road Kimball Pond Road Taylor Road and Weeks Mills Road Gravel was laid on the following roads York Hill Road Roxie Rand Road Hovey Road Kimball Pond Road Beans Corner Road Gordon Road and Clearwater Road A mile of hot top was applied to the Weeks Mills Road Gravel roads were graded as needed We ended the year with a major washout from the 2020 Christmas rainstorm Multiple roads were non passable for a short period of time with over 300 yards of gravel being hauled to make these roads fit for travel again by the end of Christmas day This storm caused us to gouge into the 2021 roads budget for a total of 10 488 00 A special thanks to all the people who assisted in the re construction efforts Thank you for your support and it is a pleasure to serve the Town of New Sharon as your Road Commissioner Respectively Submitted John Pond Road Commissioner REPORT OF THE TRUSTEES NEW SHARON WATER DISTRICT We continued our system upgrades in 2020 to include replacing 150 feet of 1 inch line on the Webster Road and 750 feet of 2 inch line on the Smith Road Both were ongoing problems We found and repaired two more leaks making progress on system repairs Another storm blew the power at the pumphouse but we are now on a priority list with Central Maine Power and it was fixed in four hours Finally our customer base is rising not declining Respectfully submitted David Dill Chair New Sharon Water District 67
