This year s Town Report is Dedicated In Memory Of Shirley Martin 01 27 34 12 29 16 Shirley Ann Martin 82 beloved wife and best friend of Dr Robert Martin of New Sharon passed peacefully on Thursday Dec 29 2016 at Franklin Memorial Hospital She was the daughter of the late Karl F and Hazel Schulz Grunert and was born on Jan 27 1934 in Lisbon Maine For many years she was the head librarian at the University of Maine at Farmington Shirley also served on the Jim Ditzler Library s Board of Trustees for many years She helped maintain a collection that is pertinent to the needs of the community her recommendations for acquisitions were unerring and her advice for culling was valuable in keeping the collection relevant She will be missed by the library s patrons and the Board of Trustees 4 www newsharon maine gov

Dear Friends of New Sharon Since being sworn into the Senate in 2013 I have made it my mission to address at the federal level the most important issues facing our great state Working closely with my colleagues in the Maine Congressional Delegation we ve been able to successfully secure a number of legislative victories that support our state s economy our rich traditions and the hardworking people I am proud to represent In an increasingly polarized Congress my goal as an Independent is to put partisanship aside build consensus and further common sense solutions to address the needs of the American people To this end I have co founded the Former Governors Caucus a group of former state executives who are frustrated with legislative gridlock and eager to find bipartisan solutions And as always I aim to bridge the partisan divide by hosting barbeque dinners in Washington with colleagues ranging from Ted Cruz to Elizabeth Warren If you know a person s children then you see them as a mother or father and not a rival vote and working to further personal dialogue and build relationships can lay the foundation for successful legislation One of the accomplishments of which I am most proud is the legislative victory that protects our college students and their families from an expensive hike in student loan interest rates In 2013 as students faced a significant spike in interest rates that would have taken thousands of dollars out of their pockets I brought together colleagues from across the political spectrum to broker compromise legislation called the Bipartisan Student Loan Certainty Act Thanks to this bill students will save 50 billion over the next 10 years by lowering their interest rates which means that a student in Maine will now save between 3 000 and 6 000 over the life of their loan Being an Independent in the Senate has allowed me to make calls and vote on policies that are best for Maine but it has also made it possible to play key roles in finding simple solutions and legislative fixes that make good commonsense to both parties Of course much of what we do in the Senate doesn t happen on the Senate floor or even in committee Instead it involves working across all levels of government to ensure the State of Maine receives attention and support from the federal government Take for example the opioid and heroin epidemic devastating communities across our state While Congress has passed legislative solutions aimed at expanding access to medical treatment I ve also pressed for other changes that can be accomplished more quickly and make a more immediate difference in Maine For example I successfully urged the U S Department of Health and Human Services to increase the number of patients to whom a doctor can provide medication assisted treatment and in 2015 brought the Director of the Office of National Drug Control Policy to Brewer to meet directly with Mainers and hear their stories I ve also engaged law enforcement including the Drug Enforcement Agency to crack down on the production of opioids and work to limit their diversion Together Senator Collins and I helped pass the Northern Border Security Review Act to combat drug and human trafficking along our border with Canada While the opioid epidemic is certainly our biggest public health crisis job loss in Maine is still our number one economic problem and that s why we need to focus on bringing good paying jobs back to Maine and protecting the ones we still have As a member of the Armed Services Committee I teamed up with Senator Collins and Representative Poliquin to successfully secure a provision in the defense bill that can help domestic shoe manufacturers like New Balance The three of us also worked together with the Department of Commerce to establish an Economic Development Assessment Team known as an EDAT to assist Maine s forest industry in the wake of several mill closures We have an incredible spirit of innovation and ingenuity in Maine and I believe finding ways to invest in that spirit will reignite Maine s forest products sector and our economy Part of our economic path forward must also include expanding access to high speed broadband which can help connect our businesses and communities to information and economic opportunities As a member of the Senate Armed Services and Intelligence Committees I work to keep Maine and our nation safe Part of that important work means continuing to work for funding for the construction of Navy ships that will be used to protect American interests across the globe We all know that Bath Built is Best Built which is why I ve fought to authorize funding for Navy ships built at BIW The best way to preserve peace is by deterring war through unassailable strength and to do that we must support our shipbuilders and our brave service members and invest in our military I strive to meet this solemn responsibly every day as a member of these committees which is why I hardly ever miss a hearing and Town of New Sharon 11 School Lane New Sharon ME 04955 Dear Friends One of the greatest honors of my life is serving as your representative in Congress This past year we won some major victories for Maine families communities Veterans and local job creators but there is still more work to be done Since day one in Congress I ve worked with everyone regardless of party Republicans Democrats and Independents to get the job done for Maine My number one priority is creating and protecting jobs One of my main focuses this last Congress has been on helping secure 900 shoe manufacturing jobs in Maine at New Balance For years Maine politicians have worked unsuccessfully to get legislation through in Congress to require the Department of Defense DOD to adhere to the Berry Amendment a provision which requires the DOD to use American made products for new recruits whenever possible New Balance is one of the few companies that continues to hire American workers and produce footwear here in the U S I am absolutely thrilled that after a months long and hard fought effort we finally had this monumental language officially signed into law this past year This is a huge accomplishment and I m not going to let up an inch until it is fully implemented to secure the 900 Maine jobs at Skowhegan Norway and Norridgewock In Congress I have also been a steadfast opponent of bad and unfair trade deals namely the Trans Pacific Partnership TPP which have the potential to hurt jobs and local businesses in Maine That s why I voted twice against fast track trade authority or trade promotion authority despite pressure from powerful Washington special interest groups and leaders of my own party I don t work for any one party I work for you the people of Maine I am also extremely proud of the services that our Congressional office has been able to provide to help hundreds of Mainers in the past two years Whether it is a Veteran experiencing issues at the VA or a citizen needing assistance with a case at the IRS my staff is available to help I encourage anyone who is experiencing problems with a government agency including our Veterans when dealing with the VA to contact one of my Congressional offices in Maine Bangor 942 0583 Lewiston 784 0768 Presque Isle 764 1968 or visit my website at Poliquin House Gov There is much more work to be done Our Great State of Maine and our Nation face many critical challenges Please know that I am working hard every day to serve you and that I will continue to work here at home and in Washington for our families local businesses and communities It is an honor to represent you and our fellow Mainers in Congress Best wishes Bruce Poliquin Member of Congress www newsharon maine gov 9

S T A T E O F M A IN E OFFIC E OF THE GOVERNOR 1 STATE HOUSE STATION A U G U S T A M A IN E 04333 0001 PAUL R LEPAGE GOVERNOR Dear Citizens of New Sharon Maine has a long tradition of civil participation in both state and local government and I thank you for being informed and involved citizens My vision for Maine is prosperity not poverty For this reason one of my top priorities continues to be the reduction and eventual elimination of the income tax Raising the minimum wage is not the path out of poverty I want Mainers to earn a career wage Reducing the income tax is the biggest and most immediate pay raise for all hard working Mainers Not only does an income tax cut put more money back in your pockets but it will also attract businesses that can offer good paying careers to keep our young people here It shows the nation that we are serious about wanting people and businesses to come and stay in Maine Unfortunately voters approved a referendum question to raise the income tax to 10 15 on successful Maine households and small businesses Enacting the second highest income tax rate in the country shows the nation we are eager to punish people for being successful It will drive them out of our state and make it even more difficult to attract much needed doctors dentists scientists engineers and other professionals to Maine They can live in neighboring New Hampshire which takes no income tax from their paychecks Even worse there is no guarantee the extra revenue from this tax will go to fund education as proponents promised As successful people leave Maine state and municipal government will lose the significant amount they pay in property sales and incomes taxes This will put even more upward pressure on local property taxes Municipalities will have to get more creative to provide local services without increasing property taxes Reforming the tree growth program collecting property taxes on land in conservation or preservation programs charging a payment in lieu of taxes on state land that is taken off the property tax rolls and having non profit organizations pay a two percent tax on their net revenues are all ways for municipalities to increase revenues Such bold measures would take strong leadership and commitment from local officials and residents If ever I can be of assistance to you or if you have any questions or suggestions I encourage you to contact my office by calling 287 3531 or by visiting our website at www maine gov governor Sincerely Paul R LePage Governor PHONE 207 287 3531 Voice 888 577 6690 TTY www maine gov 10 www newsharon maine gov FAX 207 287 1034

Report of the Selectmen Greetings residents of New Sharon It has been an honor and privilege to work for you this past year The board has been diligent in focusing on the progress prosperity and safety of our residents and businesses and will continue that focus in 2017 Here are the highlights of the board s work in 2016 Perhaps the major achievement was clearing a large proportion of back taxes owed to the town By the end of the year all taxes owed before 2014 had been paid or the properties foreclosed upon had been sold by sealed bid Three of those properties were not bid on or the Board declined the bid Those properties remain in town possession The action to catch up on back taxes brought 83 270 01 into the town s general fund The Board will soon begin the process of collecting 2014 delinquent taxes The Board also took the first steps toward abating incorrectly assessed personal property for which people had been taxed even though they did not own that property or had paid excise taxes on it Most of these cases involved tractors or other equipment Abatements on that personal property account for a major part of the abatements issued during 2016 To help keep the tax records in order and current the Board approved the purchase of TRIO s assessing module for municipalities The package and its annual license fee are expensive but when they are installed and town officials have been trained to use it the addition of these two modules will allow the Town to work on these records easily and accurately The annual tax commitment and billing process es should also run more smoothly The Board commissioned studies of mold and asbestos in the Town Office to give the Town information needed to decide what to do about Town facilities Mold and asbestos remediation cost estimates came in from 42 000 to 52 000 The Board engaged David Sanders as special counsel to research the status of the School and Ministerial Fund and the School and Ministerial Board relative to the town government Sanders reported to the Board that the legality of those institutions is in doubt since no legislative action has taken place on these issues since 1894 He recommended the Town ask the State Attorney General for a ruling The Board awaits her ruling The Board has decided to seek proposals for insurance coverage rather than to automatically renew each year with Maine Municipal Association Two local insurance agencies have met with the Board and are preparing proposals MMA has raised issues about continuing to insure the fire station and town office building in their present condition s The Board has appointed a committee to research and present proposals to the board and to a town meeting about buildings for the future Committee members are Don Cornelio chair Joyce Alcorn secretary Forrest Bonney Dana Dill and the three Select Board members ex officio Jim Mann continued to page 32 www newsharon maine gov 31

Planning Board Chair and Jim Fleming Code Enforcement Officer advise the committee The committee has requested preliminary proposals from a consulting engineering firm for 1 repairing the Town Office and building a new fire station 2 building a new Town Office Fire Station Municipal complex on Town owned property 3 adding a fire station at the Town Office with a new access road and removing the old gym 4 using the old gym as a fire station with site improvements for access of fire equipment to the public roads 5 repairing and staying in the Town Office and fire station At a special Town Meeting on Nov 7 townspeople voted 30 1 for a 180 day moratorium on the commercial parts of the marijuana legalization that was approved on Nov 8 by voters statewide The Planning Board is considering steps to recommend to the Town for dealing with legal marijuana growing processing and sales It has since developed that the state expects to need a year to prepare its structure for legal marijuana The Board approved the purchase of a brush fire truck for the fire company at a cost of 103 277 The funds for the truck and for bringing it to New Sharon from Minnesota were taken from the fire truck reserve account The new truck is a 4x4 which will provide better service for residents living on dirt roads through the entire year with the frost coming in and out of the ground The truck is being prepared for pickup in the spring The purchase was researched and requested by the fire company The Board authorized using money from the Mahlon Dyer Fund to build a dugout and signage at the softball field beside the Town Office The project had been requested by the recreation committee As you can see in the warrant the Board has tried to simplify the roads accounts combining them into three accounts summer roads winter roads and snowplowing The Board is asking townspeople to start a roads reserve fund for capital projects this year Some projects coming up such as updating bridges may be too expensive to absorb into a single year s budget without raising taxes sharply A road reserve fund would permit the town to undertake such projects with less shock to the annual budget This is similar to the way the town finances the buying of fire trucks and overhaul construction of town buildings The work of the Board is more complex every year mostly because of new or revised requirements or procedures from the state Remember as you participate in town government the many men and women who have given their all in the name of freedom Please use that freedom to help guide the Board in the direction you the Town s legislative body want it to go in the next year Again It has been a pleasure to serve you Respectfully submitted Travis Pond Lorna Nichols and Bob Neal Board of Selectmen Town of New Sharon 32 www newsharon maine gov

Road Commissioner s Report New Sharon Fire and Rescue Fire Chief s Report Thank you for supporting me as your road commissioner in New Sharon and again I would like to thank all those who have offered assistance throughout the year There were 8 culverts and 15 cross culverts changed on various roads and 1 man hole changed A box culvert on Lane Road was changed and the abutments on both ends of the Lane Road bridge were stabilized Prep work done on Weeks Mills Road for hot top with 8 10 s of a mile of road completed new hot top Brush cutting was done on various roads Ditching was done on Crystal Vale Road Hovey Road Cunningham Road Kimball Pond Road Jersey Avenue York Hill Road Graveled areas on Dyar Brown Road Flagg Road Jersey Avenue Kimball Pond Road Crystal Vale Road Cunningham Road Roads are being surfaced with 3 4 crushed gravel from Lenny Meader s Pit Grader Some roads were graded 3 times some twice The town received 2 290 00 worth of road signs at a cost of 229 99 because of a matching state grant In 2016 we responded to 157 calls which break down as follows Fire calls Mutual aid fire calls Medical calls Motor Vehicle Accidents Road hazards Fire alarm investigations Flooded basements We were active in the community participating in events such as Prince Baker Day Fire prevention week at C C H S and Meet and Greet Santa We also worked with the Community Improvement Team in putting up and taking down the flags around town We represented New Sharon in various parades in the surrounding towns We have purchased a 2016 Ford F 550 brush truck which will allow better access to the dirt roads and remote areas in town It will also serve as a second response truck with the squad to accident scenes It is our goal this year to become a municipal department as this will allow us to be more available to the community I was appointed Chief in December 2016 Together with the line officers and a great group of fire fighters E M S and first responders we are proud to serve the Town of New Sharon Thank you for your continued support Sincerely Sincerely Edward J Pond Road Commissioner Town of New Sharon John Welch Chief New Sharon Fire and Rescue 54 19 13 78 25 13 8 1 www newsharon maine gov

New Sharon Water District Report of the Trustees Town Health Officer Report Prior to this year s rate increase the District had not had one since 2005 and was operating in the red In 2015 we applied for a rate increase of 41 which would have brought us up to where we need to be financially However customers who attended the public meeting indicated that they strongly opposed our proposal and petitioned the PUC against it Given that response we reapplied to PUC with a 26 rate increase The PUC granted us a 31 increase effective June 1 2016 The rate for fire protection will increase from 18 500 to 19 402 annually We are in the process of applying for a Rural Development loan grant package to provide funding to make some much needed repairs of our system First and foremost we need to replace the customers meters and the master meter in the pump house which are more than 25 years old Tests indicate that they are under recording the amount of water used by customers thereby short changing us of revenue We also need to replace the manganese filter treatment medium and in general update a number of items that are simply wearing out As the Local Health Officer I have been involved with health issues that affect a town public building I have contacted the state health agencies to determine what direction is needed to correct the problems I have been working with the Selectmen and I am on a committee to assist how to correct the issues The LHO works with the town CEO ACO LPI fire officials as needed and reports to the Town Selectmen Respectfully submitted Joyce Alcorn Health Officer Town of New Sharon In addition to our routine duties of the past year the District sent its customers the eighteenth annual Consumer Confidence Report These reports are required of all water utilities and are intended to provide customers with information about routine testing and the quality of the water we deliver Special thanks to Douin s Market for again providing our hypochlorite bleach at cost We use a case of bleach a week in order to meet our requirement of 0 04 parts per million of hypochlorite residual in the system and the wholesale price helps us and our customers save money Respectfully submitted Forrest Bonney Chair New Sharon Water District www newsharon maine gov 55

Animal Control Officer ACO Report Recreation Committee Report Residents of New Sharon Well I ve been serving as ACO for a little over a year now and have had some experiences I would like to repeat that I believe that most of the situations that I have to address are struggles between giving our animals as much freedom as we can and our animals abusing that freedom by getting into my neighbors garbage or leaving unwanted packages in the neighbors yard The New Sharon Recreation Committee wishes to thank all the townspeople who participated in town sponsored recreation activities during 2016 As usual youth baseball and softball were a staple of recreation activities in New Sharon And as usual dedicated parents and community members volunteered their time and talents to provide a healthy supportive outdoor experience for the children of New Sharon The issue is understanding our animals and training or containing them well The important thing is that we be considerate to our neighbors The committee wishes to thank the adults and children who helped to make 2016 a good year for recreation in New Sharon We have record of a lot more dogs in New Sharon than are licensed The difficult part of my job is to see that those animals have had their rabies shots and are licensed so that if your dog strays we can find the owner without taking them to Franklin County Animal Shelter The committee also wishes thank the townspeople for their ongoing and consistent financial support for these recreational opportunities in our town As of February 1st a 25 dollar late fee will be assessed to the regular license fee We can license our dogs anytime between October 15th and December 31st with a late fee put into effect as of February 1 Edward Ferreira Chairperson New Sharon Recreation Committee Respectfully submitted Please also consider the weather when leaving your animals outside If I can help in any way I truly will do my best Respectfully Submitted Dexter Buzz Bridges Animal Control Officer Town of New Sharon 207 446 0739 56 www newsharon maine gov

School Director s Report Mt Blue Regional School District experienced some exciting changes during the 2016 calendar year Retirements of long time employees created turnover in several district and school level administrative positions The positions impacted were the director of adult education director of food services director of Foster Career Technical Education Center two Mt Blue Campus assistant principals Mt Blue Campus athletic director Mt Blue Campus director of guidance Mt Blue Middle School principal and Mt Blue Middle School assistant principal At first glance this seems like a lot of turnover but most of the positions were filled by long time district employees causing vacancies in other positions The transitions have been smooth and both students and staff have reported positive things Starting January 24 budget workshops and or meetings will be held every Tuesday at 6pm in the Forum at Mt Blue Campus with the exception of February 21 and April 18 Members of the public are encouraged to attend I was elected by the RSU 9 board to serve as our delegate for the Maine School Board Association s annual fall conference in October 2016 I also serve on the Administrator Evaluation Committee Finance Committee and Vocational Advisory Committee Respectfully submitted Jennifer G Pooler RSU 9 Director for New Sharon jpooler mtbluersd org Some highlights from the 2015 16 school year the newly formed Robotics Team exceeded expectations for a first year team by succeeding in the regional and state competitions and qualifying for the New England and national competitioins Both the boys and girls Ski Teams were 2016 State Champions Sportsmanship Awards were earned by boys and girls Cross Country Teams boys and girls Soccer Teams girls Nordic Ski Team and the Winter Cheerleading Competition Team The drama department received awards at the State One Act Play festival and our music programs continue to receive state and individual honors New Sharon s Cape Cod Hill School has a current enrollment of 150 students PreK 5 The school houses ten classrooms and serves the communities of Vienna New Sharon Chesterville Farmington Falls Starks and Industry Cape Cod Hill School s principal Darlene Paine welcomes visits from anyone in the community who has questions and or concerns You may contact Mrs Paine directly at 778 3031 The RSU 9 Board is currently discussing on the 2017 18 school budget process and schedule www newsharon maine gov 57

Sincerely Community Improvement Team Report We are a volunteer group that strives to make New Sharon a better place If you are interested in participating meetings are held the second Monday of each month November through April second and fourth Monday of each month from May through October 5 30 6 30 at the New Sharon Town Office You may participate as much or as little as you like To be put on an email list contact Anisa Welch Wendy Pond Janette Adams Brenda Dunn or Don Waterhouse This past year the team Arranged with the local girl scouts to help pick up trash on Earth Day along the Sandy River walking trail Main Street and Rt 2 Planted weeded and harvested vegetables from the community garden that is located down by the library An estimated 80 deliveries to 30 individuals and families were made Maintained the flower beds at the end of the Post Office and Industry Roads Organized the scarecrow reunion held in October Honored our Veteran s with a summer bouquet and winter wreath on the monument handled the upkeep of the flags down Route 2 and other roads in town Put together Welcome to New Sharon packets to hand out to new residents They include information about the town s history its officers businesses churches organizations and the Franklin County area Placed two benches along the walking trail beside the Sandy River Upcoming event One of our biggest fundraisers is a yard sale We are sponsoring our next one Saturday May 6 at the town office When you are spring cleaning think of us and bring donations to the town office during open hours We want to say Thank you to the many people who donate money time or materials we appreciate you all 58 The Community Improvement Team Co Chairs Anisa Welch and Wendy Pond Code Enforcement Officer Report To the Board of Selectmen and the Citizens of the Town of New Sharon This past year I issued 23 Intent to Build Notification forms as follows 1 mobile home 1 camp4 new homes with the remainder additions barns sheds and garages At a special Town meeting the voters passed a Moratorium Ordinance on Retail Marijuana Establishments and Retail Marijuana Social Clubs This was done in order to allow the State and Federal Government to address the regulatory framework for compliance I was contacted by the Maine Floodplain Management Program this past fall Our last Floodplain Ordinance was dated March 12 1994 and we were well overdue for an update to keep us in compliance The revised ordinance should be on this warrant for your consideration The ongoing training for Code Enforcement this year was directed towards Municipal Signage Regulations Municipal Land use Regulation of Primary Caregiver Marijuana Cultivation and River Quality issues A structure was removed without Court action after lengthy negotiations which is good for all parties involved As always I appreciate your input on land issues and Ordinances Respectfully submitted Jim Fleming Code Enforcement Officer www newsharon maine gov

In 2016 I issued fifteen plumbing permits Four were for septic systems and four were for interior plumbing Planning Board Report Economic conditions continued to dampen development activity making for a quiet year Three members attended a Planning Board Training session sponsored by the Maine Municipal Association There were preliminary discussions of how to approach the legalization of recreational marijuana More than anyone would like the pace and substance of our efforts locally will be dictated by what happens on the state and federal level Nothing will happen overnight So we remain confident that with the assist of the moratorium passed at a special town meeting New Sharon will chart a course that will ultimately be correct for its citizens Finally there is still room for civic minded individuals to lend a hand on the Planning Board Feel free to call the chairman and ask a bunch of questions or stop by and observe a meeting last Tuesday of every month Respectfully Submitted Jim Mann Acting Chairman Plumbing Inspector s Report TO The Board of Selectmen The Citizens of the Town of New Sharon Maine State law requires that a permit be issued for all septic system installations and that the Plumbing Inspector conduct two inspections during the construction of the system The State Plumbing Code requires that a permit also must be issued by the Plumbing Inspector for most interior plumbing and that the plumbing has to be inspected 60 Enforcement of the State septic system and interior plumbing rules did not require legal action by the Town and any complaints were resolved amicably I can be reached at 684 4111 if you need a permit or an inspection or if you have questions about interior plumbing or septic systems Respectfully submitted Tom Marcotte Plumbing Inspector New Sharon Snow Riders Snowmobile Club Report The New Sharon Snow Riders would like to once again thank the residents for their generosity and continued support The primary goal of the club is to provide a way for families and individuals to connect through enjoyable travel and recreation in the great outdoors You will find most of our trails lead right up to the doors of many businesses that offer amenities to snowmobilers and the public at large The trails in New Sharon offer a wide variety of scenic riding from fields to forest There are 50 miles of trails to enjoy that interconnect the towns of Farmington Starks Mercer Rome Chesterville and Vienna The club also grooms trails for the Cape Cod School These trails are used for snowshoeing skiing and the Fit Girls Program Along with trail maintenance we also construct and maintain 14 bridges All trails maintained by the club are located on municipal or private property These trails are open to the public and are available to be used free of charge We encourage cross country skiing snowshoeing dog sledding winter fat biking hiking and horseback riding www newsharon maine gov

PROGRAMS THAT COULD AFFECT YOUR TAXES For the following programs the application must be submitted to the Assessor s Agent by April 1 2017 Applications and brochures are available at the Municipal Office or they can be downloaded from our web site at www newsharon maine gov on the Assessors page For further information on these programs please contact the Assessor s Agent at the Town Office at 778 4046 VETERAN S EXEMPTION If you are a veteran aged 62 or older or an un remarried spouse of a deceased veteran who would have been 62 by April 1 2016 and served during a federally recognized war period or if you are a veteran who receives federal funds for 90 100 disability HOMESTEAD EXEMPTION If you have been receiving the Homestead Exemption in the past you do not need to reapply unless your home ownership status has changed BLIND EXEMPTION If you are legally blind as determined by a properly licensed doctor you are eligible to receive an exemption A letter from a doctor stating that an individual is blind is all that is needed to apply for the exemption The above listed exemptions require that your primary residency be New Sharon If you are a new resident or currently a taxpayer that might qualify for one of the above exemptions your application for the exemption must be submitted to the Assessor s Agent by April 1 2017 These State programs exempt a fixed amount that is deducted from the taxpayer s residential assessed value before the tax rate is applied LANDOWNERS There are three programs for which you might be eligible The programs are THE MAINE TREE GROWTH TAX LAW FARM CLASSIFICATION LAW and THE OPEN SPACE TAX LAW As the laws for these programs are quite detailed please contact the Assessor s Agent for more information OWNERSHIP AND ADDRESS UPDATES REQUESTED To avoid errors in tax billing please notify the Assessor s Office in writing when selling or transferring property and any changes to your mailing address 74 STATE OF MAINE BUSINESS EQUIPMENT TAX REIMBURSEMENT BETR If you purchased or transferred taxable business property to a Maine location after April 1 1995 you may be eligible for this program STATE OF MAINE BUSINESS EQUIPMENT TAX EXEMPTION PROGRAM BETE If you purchased eligible non retail business equipment first subject to assessment on or after April 1 2008 you may qualify for this exemption BETE applications must be filed annually with the tax assessor by May 1st PROPERTY TAX AND RENT REFUND PROGRAM The Maine Residents Property Tax and Rent Refund Circuitbreaker Program has been repealed as part of the enacted state budget for claims beginning on or after August 1 2016 The Circuitbreaker Program has been replaced by a refundable Property Tax Fairness Credit that can be claimed on the Maine Individual Income Tax Form The new credit became available beginning in January 2016 on the 2016 Maine Individual Income Tax Form 1040ME A worksheet will be included with Form 1040ME to calculate the amount of the credit Who will be eligible for the new Property Tax Fairness Credit Homeowners or renters will be eligible who meet all of the following requirements Were Maine residents during any part of the tax year Owned or rented a home in Maine during any part of the tax year and lived in that home during the year Had Maine adjusted gross income of not more than 40 000 and Paid property tax on a home in Maine during the tax year that was more than 10 of Maine adjusted gross income or paid rent to live in a home or apartment in Maine during the tax year that was more than 40 of Maine adjusted gross income www newsharon maine gov
