This year s Town Report is Dedicated In Memory Of Addilyn Sophia Davis 8 23 11 10 21 15 Addilyn Sophia Davis at the young age of 4 was known to many in this small town as our Hometown Hero At just 6 months of age Addilyn was diagnosed with a terminal disease known as Krabbe Disease and given a life expectancy of only 13 to 24 months Addilyn surpassed all the odds and lived a beautiful 4 years of life surrounded by her parents Jamie and Kyle her younger sister Rilyn her loving family as well as her huge group of supporters known as Team Addilyn In her short life she managed to teach many lessons all without ever speaking a word and touched the lives of over 100 000 people through her Facebook page Addilyn s Journey of Hope and brought awareness to a disease that most had never heard of Addilyn s parents and family continue to be advocates for newborn screening for Krabbe Disease and are still fighting to make testing mandatory for all children born in Maine If Addilyn had been tested at birth for this disease she could have possibly received life saving treatments and her family feels that every child should be given this opportunity that unfortunately Addilyn was not To learn more about Krabbe Disease please visit Huntershope org 4 www newsharon maine gov

This year s Town Report is Dedicated In Memory Of Frederick Fred W Hardy 02 13 30 07 04 15 Fred served 4 years on the New Sharon Planning Board Chair 1990 4 years as Selectman Assessor of New Sharon and 4 years representing New Sharon on the Franklin County Budget Committee From 1992 until his passing Fred served as the District 2 Franklin County Commissioner Fred was a true conservative leading many discussions about not spending money He was very frugal and changed a few minds in the process writing many articles in local and state of Maine publications encouraging people to see his view point he was just a really good Mainer Fred had served and was still active on many boards and committees He was past president and the current treasurer for the Maine Dairy Industry Association a former executive board member of the Franklin County Extension Association a past president and secretary of Franklin County Chapter of National Farmers of America a past secretary of Maine Milk Producers Inc an executive member of the Maine Association of Conservation Districts and a member of the Board of Directors of Franklin County Farm Bureau In 1994 he was appointed by Gov John McKernan to represent Maine on the Northeast Dairy Compact In 1998 he was re appointed by Gov Angus King and served until the compact expired in 2001 In January of 2004 he was awarded the Commissioner s Distinguished Service Award from the Maine Department of Agriculture Commissioner Robert Spear At the time of his death he was also a board member of Northstar Ambulance and an executive board member of Androscoggin Valley Council of Governments AVCOG We all will miss his sense of humor and quick witted retorts as he was a master storyteller and truly loved to make people laugh Fred enjoyed playing cards with friends reading the newspaper from cover to cover watching Red Sox and Patriots games www newsharon maine gov 5

Town of New Sharon 11 School Lane New Sharon ME 04955 Dear Friends This past year my first as your Congressman in the U S House of Representatives I am proud to have supported Maine families local businesses and communities by working hard with Republicans and Democrats to promote policies that will preserve and create jobs and lower energy costs I have worked to ensure our Veterans and active military members have the services they have earned and deserve protected the individual rights and liberties they have fought for and strengthened our national security to keep Americans safe and free I have fought tooth and nail to protect and create jobs for Maine I stood up against the Washington political establishment including Congressional leadership to oppose granting fast track authority to the President a policy that allows him to facilitate massive international trade agreements that are unfair to American businesses especially those in Maine I am also extremely proud to have led the charge in successfully ending unfair and job killing Canadian subsidies and to win a major victory for Maine by pushing into law a provision that will continue the FDA s use of paper inserts efforts that combined to preserve hundreds of traditional Maine papermaking jobs As a proud member of the Military Veterans Caucus I have been fighting for our Veterans by supporting several bills to increase funding for Veterans health programs and hold the VA accountable I also am proud to have introduced my own bill the Helping Our Rural Veterans Receive Health Care Act to give our rural Veterans easier access to their earned health care services by letting local hospitals care for them instead of VA centers far from home I extend my thanks to all who have served In this first year I also had one of my own bills signed into law My critical and bipartisan Child Support Assistance Act will help children and their families receive legally due support in a timelier manner from delinquent parents My District offices also helped hundreds of Maine families resolve issues with federal agencies and get the answers benefits and services they deserved There is much more work to be done Our Great State and Nation face many critical challenges Please know that I am working hard every day to serve you and that I will continue to work here at home and in Washington for our families local businesses and communities If you ever have any concerns or if I can provide assistance please contact my Congressional Offices in Bangor 942 0583 Lewiston 784 0768 Presque Isle 764 1968 and Washington DC 202 225 6306 or visit my website at poliquin house gov It is an honor to represent you and our fellow Mainers in Congress Best wishes Bruce Poliquin Member of Congress www newsharon maine gov 9

127th Legislature Senate of Maine Senator Thomas B Saviello 3 State House Station Augusta ME 04333 0003 207 287 1505 Senate District 17 Dear Friends and Neighbors I am so grateful and thankful that you ve selected me to represent you in the Maine Senate I am honored that you ve put your trust in me and I will continue to work tirelessly for the betterment of you and your neighbors as well as for the great state of Maine Please let me provide you with a recap of the first session of the 127th Legislature as well as my hopes for the second session which will begin in January 2016 The most important item on our to do list is clear our state needs more jobs at all levels of the pay scale so it is our responsibility and my solemn promise to work to expand economic opportunity for all Mainers To this end my fellow legislators and I accomplished a great deal during the first session of the 127th Legislature We passed a biennial budget that ensured that more Maine families received a tax cut than did in the largest tax cut in Maine history in 2011 That same budget stopped taxes on military pensions so those who have given all that a person can give can feel welcomed and at home in our state We restructured portions of our welfare system increasing funding for nursing homes and put far more funding towards eliminating waitlists for services for brain injured and intellectually disabled Mainers I m really looking forward to watching how the significant changes we ve already made will better the everyday lives of Mainers I wanted to serve in Augusta because I believe that while I m here I can have an impact on the direction of our district and state Because of this belief passing vital legislation and sometimes stopping bad legislation is so gratifying As you know more changes are necessary Next year during the second session of the legislature we need to make progress towards addressing the cost of energy in this state There are a number of bills that have been proposed that would change the way our state s energy system works and I look forward to putting my own energy into legislation that would lower your energy costs I also believe that working to provide support to areas hard hit by recent mill closings should be a focus of the 2016 session You have my humble and sincere thanks for allowing me to represent you in Augusta Please feel free to contact me at 287 1505 and drtom16 hotmail com if you have comments or questions or if you would like assistance in navigating our state s bureaucracy I continue to be enthusiastically ready to help you Sincerely Senator Tom Saviello www newsharon maine gov 11

Report of the Selectmen Starting with a nearly new Board there were many things that came to our attention even before we could get together and start tackling what lay ahead of us Manuals Yes Manuals as in Municipal Manuals Selectman Pond had been given one on loan from another municipality in Franklin County and discovered it contained a wealth of information the Board would find extremely useful including specific laws and statues on how to govern a town and to become compliant in all matters The manual proved useful right away as former Selectman Bonney had indicated he was resigning due to the amount of work that would need to get done The Board was able to look in the manual to make sure we followed the correct procedures in making this happen legally Mr Bonney also indicated we would need a General Assistance representative who had completed the course ASAP and would need to be available 24 7 Along with a new GA we would need someone to issue concealed firearm s permits With a quick call to DHHS we were assured there was no formal training needed for General Assistance and that applications could be provided during regular business hours as it was not a 24 7 requirement The Board did complete the course along with Mercy Hanson who currently serves as the Town s GA Officer Newly elected Chairman of the Board Nichols took over the Concealed Firearm permits and made sure all steps were completed with regard to State requirements Mr Bonney s resignation left us with a void in the Board requiring our first special town meeting he elected during the normal town meeting to fill Bonny s position but this would not be our last The Town elected Milton Sinclair to the Board for the remainder of the year and approved funding an Assessors Agent for the Town as the Board had no experience with this The Board hired Rob Stevens and he has been very busy getting things in order many deeds were missing and 30 plus residents that had been being taxed tree growth reduced tax rates had no paperwork filed with the state so the town was not receiving their portion of funds back from the state to help offset the tree growth Some of these errors date from the 1970 s to current 180 day notification letters were mailed out to the affected accounts and we have moved forward from there Other issues came up that needed Town approval to enter into a multi year snow removal contract sell town owned personal property fill a tax collector and town clerk vacancy and to fund a new computer server after the Town s server crashed The Dyer Trust Committee worked with the Treasurer and Board of Selectmen to determine correct balances for the Town and RSU9 Selectman Pond was appointed to serve on the Committee along with Superintendent Ward and School Representative Pooler As part of the process the Committee requested an audit of the account to determine what money was available to award scholarships for 2015 2016 What surfaced was the lack of compliance from a 1986 court order and has resulted in the most accurate accounting of the Trust to date for additional information please see the Dyer Trust Committee Report on page 65 The Board is currently working on yet another situation involving the former library building on Route 2 that was voted on by the townspeople at another special town meeting in 2015 The Board learned the building could not be sold as the Town does not own it In fact the Town does not own the property the building sits on as both the land and building belong to the School and Ministerial Fund Of 32 www newsharon maine gov

note is that the Town has been paying for electricity heat upkeep and insurance on property it does not own We are not clear at the time of printing what the resolution will be in recouping funds for the Town Likely one of the most fascinating things learned in 2015 was that the Town does not have a Fire Department The Town owns trucks a building and equipment As a result of no fire Department and the need to provide fire protection for its residents the Town elects to have an association called the New Sharon Fire and Rescue which provides a service using Town owned equipment which they maintain with funding from the Town that you the citizens of New Sharon approve and vote on Any additional funds which might include potential grants fundraisers and donations to the New Sharon Fire and Rescue do not get reported to the Town as accurate to the penny figures a total roughly of 1 100 dollars was brought in and used for food provided Thanksgiving baskets to local families in need and a meet and greet with Santa Claus at the Town s fire station providing gifts to children We decided to share the example above to assist you the citizens of New Sharon in gaining a clearer picture of the true needs of the multiple entities the Town supports i e fire protection library cemeteries snowmobile club etc Although 2015 was challenging for a new Board it was also very rewarding A few of the additional highlights work of your Board are listed below Replaced the Fire Department s Heating System due to failure Sold granite blocks from the destruction of the Old Iron Bridge Work on going to recoup back taxes due resulting in receipt of 30 000 more than 2014 Refreshed the Town s website www newsharon maine gov Appointed a new Town Clerk Tax Collector to fill the remaining term expires March 2016 Implemented Rapid Renewal the State s online vehicle renewal program Signed a legal compliant 3 year Snow Plow contract Appointed a member to the New Sharon Water District Board Oversaw the relocation of the Historical Committee and Museum now located in the Town Office building Appointed an FOAA Officer for the Town Worked with auditors from Maine Revenue Services to complete and correct the 2014 return Fostered relationships with MMA Legal and the Town s attorney for guidance and advice for compliance transparency and legality in many areas Hired a new ACO Buzz Bridges We would also like to note that this is the first year the Town has utilized financial reports exclusively from the TRIO database to ensure accuracy and consistency in reporting to you the residents of New Sharon The Board continues to work on issues important to the residents of New Sharon while striving to maintain transparency and compliance in all areas It has been a pleasure to serve you in 2015 and we look forward to another busy year in 2016 Respectfully submitted Lorna Nichols Travis Pond and Milton Sinclair Board of Selectmen Town of New Sharon www newsharon maine gov 33

New Sharon Water District Report of the Trustees Town Health Officer Report Because the District has not had a rate increase in ten years and is operating in the red we applied for a rate increase of 41 which would have brought us up to where we need to be financially However customers who attended the public meeting indicated that they strongly opposed our proposal Given that response we reapplied to PUC with a 26 rate increase which is still pending We are pleased to welcome Darren Brann and David Dill to the Board They have already helped us with a number of repairs We also thank Jeff Jenks who replaced the failed switches with a Scada Tech Precision Digital Meter with relay This meter now remotely calls for water at the appropriate reservoir elevation In addition to our routine duties the District sent its customers the seventeenth annual Consumer Confidence Report These reports are required of all water utilities and are intended to provide customers with information about routine testing and the quality of the water we deliver Special thanks to Douin s Market for again providing our hypochlorite bleach at cost We use a case of bleach a week in order to meet our requirement of 0 04 parts per million of hypochlorite residual in the system and the wholesale price helps us and our customers save money Maine law requires that every municipality have a LHO and that the LHO be appointed for a three year period A LHO is considered a municipal officer since they are appointed LOH s have five primary job roles Overall health resource to the community Mediator and problem solver in the resolution of complaints Investigator and enforcer of complaints that cannot be resolved Reports to and informs the Board of Selectpersons on the community s public health status Reports to Maine CDC DHHS on any perceived local health threat The LHO is required to keep a record of all proceedings and enforce public health safety laws Also the LHO shall receive and examine the nature of complaints made by the public concerning conditions posing a public health threat or potential health threat The LHO works with the town CEO ACO LPI fire official as needed Respectfully submitted Joyce Alcorn Health Officer Town of New Sharon Respectfully submitted Forrest Bonney Chair New Sharon Water District www newsharon maine gov 55

ACO Report Recreation Committee Report Residents of New Sharon Since October it has been my honor and privilege to serve as ACO I have had the opportunity to have raised an array of animals birds and reptiles during my life and have learned a lot Sometimes by mistake that I have not knowing their particular needs You see the Good Shepherd knows his sheep Well that goes for dogs cats alpacas etc I have found that there are very few abuses of animals Mostly it is a lack of knowledge or resources in how to care for them If I can help with what I have learned then please call me If I can t help I know where to go to get help I m from the government and I m here to help In this case it s true So call me leave your name and number because my phone doesn t always ring unless you leave a message then I will get right back to you Oh and by the way I used to be one of those people who did not like having to license my dogs but now I understand The fees help pay to take care of these animals that need help so please license your dogs Thank you and I hope to keep serving you in the fuure Respectfully Submitted Dexter Buzz Bridges Animal Control Officer Town of New Sharon 207 446 0739 The New Sharon Recreation Committee sponsored and supported a number of youth sports teams and activities during 2015 New Sharon was well represented in the area of youth baseball and softball during the 2015 season The town fielded a number of baseball teams and a softball team this past year New Sharon had a baseball team in the Farmington Area Ripken League at the T ball Rookie and a Ripken Minor and Major League Teams Volunteer coaches in these divisions included Kristin Plummer Ryan Hinkley Scott Walsh Terri Meader John Parker Jason Briggs and Mike White The town and the Recreation Committee also sponsored a girl s softball team that was coached and managed by Larry and Carmen Burke and Chris Guppy All the teams had great seasons and the young athletes got excellent coaching and supervision as well as plenty of exercise and fresh air The Recreation Committee wishes to thank all the vounteers and parents named and unnamed who helped to make the 2015 season a good one for the town and it s children The RecreationCommittee wishes to thank all those who volunteered their time and energy by providing attending and cheering for New Sharon youth and older folk engaged in healthy and well supervised recreation activities The Recreation Committee expresses gratitude to the residents and the officials of New Sharon for their continued support for healthy fun recreational opportunities in our home town Respectfully submitted Edward Ferreira Chairperson New Sharon Recreation Committee 56 www newsharon maine gov

School Director s Report Mt Blue Regional School District experienced some exciting changes during the 2015 calendar year There was turnover in several district and school level administrative positions The Mt Blue Campus coordinator principal and the director of support services were hired in February the Mt Blue Campus assistant principal and the director of special services were hired in April and the assistant director of special services was hired in June The RSU 9 Board of Directors elected a new chair and vice chair in July For various reasons two Farmington directors resigned this fall and replacements have been appointed The Industry director is awaiting their replacement since not running for re election last spring The director of food services and the Mt Blue Middle School principal have notified the superintendent of their intent to retire at the end of the 2015 16 school year A plan is in place for finding qualified replacements for both positions anyone in the community who has questions and or concerns You may contact Mrs Paine directly at 778 3031 The RSU 9 Board is currently having discussions about the 2016 17 school budget process and schedule Starting March 1 budget workshops and or meetings will be held every Tuesday and Thursday evening at 6pm in the Forum at Mt Blue Campus with the exception of April 19 and 22 Members of the public are encouraged to attend The district is in the third year of a threeyear budget plan I was elected by the RSU 9 board to serve as our delegate for the Maine School Board Association s annual fall conference in October 2015 I am also a member on the Administrator Evaluation Committee Respectfully submitted Jennifer G Pooler RSU 9 Director for New Sharon jpooler mtbluersd org The district s central office relocated to Mt Blue Campus during the summer of 2015 This allowed space for four additional classrooms to be constructed in the lower level of Mt Blue Middle School The district s day treatment programs have been reconfigured to offer a more effective and efficient delivery of services to the district s growing special education population The Maine Supreme Court ran a session in October at Mt Blue Campus High school students and faculty were able to watch from the audience and ask the judges questions New Sharon s Cape Cod Hill School has a current enrollment of 185 students PreK 5 The school houses nine classrooms including three multi grades and serves the communities of Vienna New Sharon Chesterville Farmington Falls Starks and Industry Cape Cod Hill School s principal Darlene Paine welcomes visits from www newsharon maine gov 57

Planning Board Report Plumbing Inspector s Report The most significant event for the Planning Board and perhaps the Town in 2015 was the one that didn t happen A Maine family business purchased land near the corner of routes 2 and 27 to expand their chain of convenience store truck stops The developers sought state permission for entrance and exit via Rt 2 After a state traffic study and public hearing centering on traffic safety the developers moved on to expand elsewhere due to projected costs to meet state requirements for the site The Board also approved a corrected map of a small existing subdivision and signed a letter of no enforcement enabling some recovery of back taxes on part of an illegal subdivision The Town s Site Plan Review Ordinance was examined for updating and work will continue along this vein in 2016 The Chairman wishes to thank board members for their reasoned insights and tireless efforts Respectfully Submitted Maine State law requires that a permit be issued for all septic system installations and that the Plumbing Inspector conduct two inspections during the construction of the system The State Plumbing Code requires that a permit also must be issued by the Plumbing Inspector for most interior plumbing and that the plumbing has to be inspected In 2015 I issued eight plumbing permits Four were for septic systems and four were for interior plumbing Enforcement of the State septic system and interior plumbing rules did not require legal action by the Town and any complaints were resolved amicably I can be reached at 684 4111 if you need a permit or an inspection or if you have questions about interior plumbing or septic systems Respectfully submitted Jim Mann Chairman 60 TO The Board of Selectmen The Citizens of the Town of New Sharon Tom Marcotte Plumbing Inspector www newsharon maine gov

arships for post secondary education for graduating seniors at Mt Blue High School who otherwise comply with the terms of the Dyer Trust with special preference given to the residents of the Town of New Sharon and Twenty five percent 25 of the annual income interest proceeds will go to fund programs at Mt Blue High School in furtherance of the terms of the Trust A separate amount of 250 00 is issued annually in June to the Town of New Sharon to care for the cemetery lots of the Dyer family at the New Sharon Village Cemetery Although directed by the 1986 court order the aforementioned split of annual income 25 75 has not occurred for the past 29 years To rectify this deficiency in trust management RSU 9 was informed of the lack of compliance and the current Dyer Trust Administrative Committee requested a financial audit of the Dyer Trust account RHR Smith of Buxton Maine audited the amounts received and expended by using all available archived documents Due to record retention rules and the lack of accurate archived records it was very difficult to audit the account fund to the fullest RHR Smith relied upon trust transaction reports received from US Trust and the New Sharon Annual Town Reports to conclude as follows ron for the over expenditure paid with town funds on Feb 9 2016 the Administrative Committee made the following proposal to the RSU 9 school board Request to approve the transfer and use of funds from the RSU 9 program funding account in the amount of 5 673 16 up to 11 000 00 in 2015 scholarship awards and all auditors fees billed on this matter to the Scholarship funding account leaving an approximate balance of 20 000 in the RSU 9 program funding account VOTE The RSU 9 school board unanimously approved the request with Jennifer Pooler recusing herself from the vote as she made the recommendation The Thomas F Dyer Trust Administrative Committee wants to thank Bonita Lehigh for her tireless effort and countless hours of unpaid accounting research and meeting time to bring the Tomas F Dyer Trust into compliance it does not go unnoticed or unappreciated Respectfully submitted Jennifer G Pooler Chair Thomas F Dyer Trust Administrative Committee jpooler mtbluersd org 1 41 561 36 is due to the RSU program funding account 25 2 5 673 16 is over expended in the Scholarship account 75 as of 12 31 15 NOTE An additional 11 000 in scholarships were awarded to 2015 graduates and are to be paid in 2016 to date 9 000 has been distributed The scholarships were awarded without clear knowledge of the Dyer Trust account balance due to the manner in which the trust proceeds were previously managed In total the potential deficit in the scholarship fund 75 may be as high as 16 673 16 In an attempt to remedy the scholarship account deficiency and reimburse the Town of New Sha 66 www newsharon maine gov
