MESSAGE FROM THE BOARD Photo by Hayley McBride Photography Happy New Year As SAMLARC embarks on a new decade of opportunities the Board of Directors looks forward to preserving and enriching the SAMLARC community in 2020 The Board s goal is to maintain and manage SAMLARC s assets in a manner that supports property values both now and in future years In this edition of Rancho Life we invite you to explore the ways that SAMLARC s partnerships initiatives and projects support a unique lifestyle village experience The Board s vision for 2020 cultivates all facets of a thriving community This vision is guided by the multi year Strategic Plan which captures goals for physical assets e g common areas and amenities and community resources e g lifestyle and property values The Board will craft the next 3 year Strategic Plan in May 2020 We invite you to learn more about the accomplishments the Board achieved in 2019 and key goals for 2020 in this edition Managing SAMLARC s assets wisely is foundational to the community s continued stability and high property values In the face of large scale external impacts such as the Orange County Fire Authority s Defensible Space guidelines anticipated rate increases from Santa Margarita Water District minimum wage effects on vendor contracts and landscape conditions the Board has moved to increase monthly assessments to 66 24 per month This increase is the first in eleven 11 years and will ensure that SAMLARC is able to offer excellent services to Members In order to protect one of SAMLARC s largest assets landscape the Board approved the infusion of additional resources to address declining landscape issues SAMLARC is partnering with professional landscape service providers who will dedicate their expertise to improving the landscape This process will begin in Quarter 1 with evaluations of the irrigation systems turf sidewalks monuments and planters The new year is the perfect time to meet new neighbors and explore your neighborhood with fresh eyes As you begin to lay out your home improvement plans for the year we encourage you to incorporate SAMLARC s Mediterranean inspired community design into your home SAMLARC s intentional architecture and landscape palettes create a cohesive aesthetic that preserves property values now and for years to come Each Director of the SAMLARC Board is personally invested in strengthening this community As homeowners and family leaders we recognize that strengthening SAMLARC s programs and services directly influences the exceptional and valuable lifestyle that makes the community attractive In the new year we hope to meet you as we enjoy life in the SAMLARC community you ll often find us cheering at sports games strolling around the Lake celebrating SAMLARC events and even working in our gardens As we forge ahead into a new decade we are also excited to announce a new way to leap into community living SAMLARC Life This lifestyle mobile app is a great way to discover events explore amenities join a club and more SAMLARC Life reflects the Board s active and innovative approach to community building In today s home buying market people are not just buying a home they are also buying a lifestyle This app is one of the many measures that the Board is taking to keep the community relevant and to preserve and enhance SAMLARC s property values SAMLARC Life will launch in early 2020 and will allow both long time Members and future homeowners the opportunity to take advantage of the amenities services and lifestyle that SAMLARC provides We look forward to making memories and enjoying life at SAMLARC alongside you this year Sincerely Your SAMLARC Board of Directors 3

BOARD OF DIRECTORS VISION FOR 2020 SAMLARC is proud to provide community services and facilities for the benefit of homeowners within the community and seeks to preserve the value desirability and attractiveness of all properties within SAMLARC The SAMLARC Board of Directors is committed to perpetuating a positive reputable and distinct identity for the SAMLARC community while maintaining a reasonable assessment fee Their goal is to maintain and manage SAMLARC s assets in a manner that supports property values now and for the future so that Members enjoy a unique lifestyle village experience for years to come When identifying goals and projects for the year ahead the Board draws on the objectives outlined in the Three Year Strategic Plan This Plan incorporates many valuable components of SAMLARC s community responsibilities and refines SAMLARC s vision for preserving property values and cultivating a vibrant community lifestyle The next Strategic Plan will be developed in May 2020 to craft the Association s goals and objectives spanning 2021 to 2023 A few of the Strategic Plan goals accomplished by the Board in 2019 include RESTORATION OF THE LAGO SANTA MARGARITA The efforts of the Lago Santa Margarita have led to stabilization of the Lake s ecosystem and the successful reintroduction of fish into the Lake The combination of the floating botanical islands fine bubble aerators and routine water quality testing has mitigated the effects of golden algae blooms and has re established the Lake as a viable fishery The first school of sport sized fish was introduced in the late summer of 2019 and a Fishing Season competition was held in the fall to welcome the return of recreational fishing DEVELOPMENT OF AN ACTIVE LAKE MANAGEMENT PLAN This Plan standardizes maintenance protocols that address the environmental conditions and operational efficiency of the Lake Lagoon and Lakeshore Park The Plan is executed by SAMLARC team members and professional service providers including three lake service technicians and one custodial maintenance technician who each perform water quality control measures These efforts protect the Lake s place as a valuable amenity of the SAMLARC community CREATION OF THE PERIMETER COMMON AREA RISK REDUCTION FIRE PREVENTION PLAN This Plan is designed to proactively implement the Orange County Fire Authority OCFA Defensible Space guidelines throughout SAMLARC The Plan pinpoints SAMLARC property immediately abutting wildland areas proposes realistic work plans to modify the landscaping and reduces SAMLARC s risk exposure in the event of a wildfire CULTIVATION OF SAMLARC CLUB PROGRAMS SAMLARC Clubs connect residents who share common interests as they learn and explore hobbies together The SAMLARC Walk Talk Club and Community Board Game Night each host a steady stream of participants and attract new Members along with their friends and families In 2020 SAMLARC also invites Members to establish and lead new clubs according to the wide range of interests that Members enjoy Over the course of 2020 the Board will continue to refine and execute the Strategic Plan objectives In addition the Board is undertaking several critical projects to improve current conditions of the Association including LANDSCAPE REVITALIZATION As SAMLARC approaches its thirty fourth anniversary the age of the community landscape requires careful maintenance In 2020 the Board of Directors has infused additional resources into SAMLARC s landscape service The Board is partnering with landscape professionals BrightView Landscape Services and Sunset Landscape Maintenance Inc whose specialized 4

services will amend the current state of the landscape and over time enrich its natural beauty Beginning in Quarter 1 of 2020 SAMLARC Members will observe improvements to the community landscape starting with foundational evaluation of the irrigation systems turf conditions sidewalks monuments and planters Additionally in 2020 the Board will draft a multi year Landscape Revitalization Plan to assess existing landscape water conservation opportunities and potential enhancements with implementation to be determined in a future year COMPLETION OF RESERVE PROJECTS SAMLARC maintains a schedule of Reserve Projects which identifies all of SAMLARC s physical assets from basketball courts and barbecue grills to pool decks and playground structures Each asset is analyzed for its projected useful life or length of time that an asset can be used without breaking malfunctioning or deteriorating aesthetics In 2020 key projects on the Reserve Schedule include the baseball backstops and safety netting asphalt resurfacing and sealcoating picnic trellises playground surfaces and concrete grinding SAMLARC routinely repairs enhances and replaces these assets so that Members and their families are able to enjoy high quality facilities and services for years LAUNCH OF THE SAMLARC LIFE MOBILE APP SAMLARC s newest community lifestyle tool offers a brand new way to dive into signature SAMLARC events programs clubs and more Using the SAMLARC Life mobile app Members can explore events read community news share their SAMLARC calendars with neighbors and even lead clubs all through their smartphones In today s market people are not just buying a home they are also buying a lifestyle This app is one of the many measures the Board is taking to keep the community relevant and preserve and enhance its property values The Board looks forward to launching SAMLARC Life in February 2020 and will feature updates on SAMLARC s social media channels throughout the year The combination of these initiatives and projects allows the Board to foster SAMLARC s reputation as a unique and desirable community Updates on community projects and news are published at SAMLARC org Rancho Life magazine and in the monthly SAMLARC e Newsletter For questions or more information please connect with Candice Fullenkamp SAMLARC Community Executive Officer at 949 709 0015 or candice fullenkamp fsresidential com 2020 Annual Meeting Thursday March 5 2020 7 00 p m Bell Tower Regional Community Center 22232 El Paseo Rancho Santa Margarita CA 92688 Pursuant to the Bylaws each year SAMLARC is required to conduct an Annual Meeting of the general membership One of the purposes of the Annual Meeting is to elect members to the Board of Directors At the close of nominations for this year s Board of Directors election the number of people nominated for the Board was not more than the number of Directors to be elected As such the Corporation pursuant to California Corporations Code section 7522 d can without further action declare that the nominees as presented have been elected At the January 21 2020 Board of Directors Meeting the Board acting on behalf of the Corporation will consider adopting a resolution to declare Board candidates Robert Dickson Jeff Halbreich and Judy Vasquez who have been duly nominated and are qualified to be elected have been elected Even though the election of nominees may be conducted pursuant to the above mentioned procedure you are encouraged to attend the Annual Meeting on Thursday March 5 2020 beginning at 7 00 p m in the Bell Tower Regional Community Center The State of SAMLARC Address will be presented at this time 5
