PRESIDENT’S REPORT MIKE SAUGER Brothers and Sisters, In June 2018, you elected me as your State President. Since that time, a lot has changed, both personally, and for the State Lodge. At that time, we set out with some goals in mind of growing our membership, becoming a louder voice, and increasing our benefits. Today, I can proudly say, we have accomplished all of those goals – but I stand before you today pledging that we are not done. We will continue to grow, increase our presence, and of course, increase the benefits that are, THE FOP. Below is just a touch of some of my activities since our last conference. It has been an honor, and if re-elected, I pledge that I will continue to lead the Michigan FOP these next two years with only one thing in mind – the Good of the Order.
VICE PRESIDENT’S REPORT JOHN MARASCO Brothers and Sisters, I want to start by saying thank you for entrusting me these past six years as your State Vice President. It has been a true honor and privilege to serve the membership in this position. Since my last report at our winter board meeting in February, I attended the Spring National Board meeting in San Diego, National Police Week in Washington DC and our day at the Capital in Lansing this month, where we celebrated 85 years of the Michigan FOP being the Voice of Law Enforcement in Michigan. I continue to serve on the National Training and Education Committee for the Grand Lodge. I also serve on my local lodge as the membership secretary – treasurer. I have attended several local lodges, and I request that if you are having a local lodge event or meeting and would like someone from the State Lodge to attend to please let us know. As I have reported on before one of the great benefits that we have as a FOP member is our education benefits. I encourage all our members and their family members to take advantage of them. We have the NFOPU Consortium of schools that provides discounts for tuition. The schools in the NFOPU Consortium are accredited. We also have the FOP Union College benefit www.ebsunioncollegebenefit.org/FOP/ with our partnership with EBS. Union College Benefits has five schools that they offer discounts on tuition to each member and their family. While it’s not free college, is it very discounted through grants and scholarships up to 50% off. If you or a family member are looking at school, I encourage you visit this website. This information can be found also via our mobile app under the benefits guide or on the national website www.fop.net. This coming October the Great Lake Area Coalition (GLAC) will be hosting our second training conference Last October we held the 1st training, and it was a very successful event. GLAC was able to keep this training cost to just $99.00 per person. It is two days of packed labor, lodge management and wellness training. The training will take place in downtown Indianapolis October 2-4. Please try to send some of your lodge leaders and upcoming leaders to this event. If you have a vendor that would like to be a sponsor for this event, please have them contact me as I am the point of sponsorship for this event. In closing, I want to again thank you each for your support in the past and I ask again for your trust and support to continue to serve as your State Lodge Vice President. SECRETARY’S REPORT JOHN OUSNAMER June of 2022 I ran the FOP Golf League, ran the Lodge 132 membership meeting and attended the retirement for Lodge member Ian Kershaw. In August I participated in the Annual Sheriff Bouchard Fallen Officers Memorial Golf Outing at Oakhurst Country Club. I participated in the Hillman Pistol Match and the Lodge 128 Golf Outing at the Links of Novi. In September ran the FOP Golf League Banquet. In October I attended a fundraiser for a Detroit police officer the was injured in the line of duty at the Berkley American Legion Post. In October I attended President Sauger’s Batchelor party at Top Golf in Auburn Hills and the Lodge 124 Hall. In November I attended President Sauger’s wedding to Lisa Beam in Canfield, Ohio. In December I organized and ran the Gerald Carpenter Memorial Pistol Match for Lodge 132. Jerry was killed in the line of duty on December 7, 1976! I attended the Grand Prize drawing for the MiFOP Super Raffle at the State Lodge Office in Madison Heights. In January, 2023 I attended the National Wellness Summitt in Nashville, TN. In February I attended the NFOP Leadership Matters training in Nashville, TN. In February I attended the Mid-Winter Board Meeting at the Okemos Event Center which included training on Friday. In March I attended the funeral service for long time 130 Associate Member and State Chaplain Earl Sparkman. I attended the Lodge 132 Dinner Dance and the Fenton Lakes Pistol Match. In June I attended the funeral visitation for Past State President Jack Brown in Rochester, MI. I attended the Summer Board Meeting at the Soaring Eagle Casino and Resort in Mt. Pleasant, MI. I participated in the MiFOP Foundation Golf Outing at the Links of Novi. I attended the funeral service for long time Lodge 132 member Roger Houck. In July I attended and participated in presenting the MiFOP Foundation Scholarship to the recipient child of the Lodge 124 member!
In August attended the Annual Cherie Hunter Picnic for Lodge 132. I attended the Nation FOP Conference in Las Vegas, NV. Michigan’s position on the conference floor was behind the Canadian delegation! I attended the Fallen Heros golf outing at the Oakhurst Country Club in Clarkston, Mi. I also participated in the Lodge 128 Annual Golf Outing at the Links of Novi. In September I participated in the MiFOP Zoom Board Meeting. I organized the FOP Golf League Banquet at the Lion’s Den restaurant in Waterford, MI. I attended a Police Reunion for the Pontiac Police Department. In October I attended the Great Lakes Area Coalition leadership training in Indianapolis, IN. In December 2023 I swore the new Board for Lodge 130. I attended the Super Raffle drawing at the State FOP office December 21, 2023. In February 2024 I participated in the Mid-Winter Board meeting in Okemos. In March I attended the funeral of the wife of the FOP Golf League member Rick Kujala. I have been golfing with Rick for over 30 years on this Golf League! I continue to serve as Chairman of the Constitution and By Laws Committee. I am the current President of Lodge 132. I run the Lodge meetings. I am the Secretary for and run the FOP Golf League.
TREASURER’S REPORT KENNETH WILLIS Brothers and Sisters, Today, I stand before you with mixed emotions as I step down as your State Treasurer. It has been an incredible honor and privilege to serve in this role, and I am deeply grateful for the trust and confidence you have placed in me over the years. During my tenure, I have witnessed firsthand the dedication, courage, and commitment ofour members. Each one of you has demonstrated the true spirit of service and sacrifice, upholding the values and principles that define our esteemed organization. It is your hard work and perseverance that have made our Fraternal Order of Police a beacon of hope andsupport for law enforcement officers across Michigan. As I reflect on my journey as State Treasurer, I am proud of the accomplishments we have achieved together. We have navigated through challenging times, ensuring the financialstability and growth of our organization. Through prudent management and careful planning,we have been able to provide essential resources and support to our members and their families. I am grateful to the Executive Board for their collaboration and unwavering support. Together, we have worked tirelessly to advocate for the rights and welfare of our members, striving to create a safer and more just society. Your dedication and partnership have been invaluable, and I am confident that the Michigan Fraternal Order of Police will continue to thrive under your leadership. To our members, I extend my deepest gratitude. Your trust, encouragement, and camaraderie have been the driving force behind my work. It has been a privilege to serve you and to be a part of this incredible family. I am inspired by your resilience, bravery, and unwavering commitment to serving and protecting our communities. As I step down from my role, I do so with a sense of pride and fulfillment. I am confident that the future holds great promise for our organization. I encourage each one of you to continue working together, supporting one another, and upholding the values that define us. 2nd VICE PRESIDENT TODD GILCHRIST Welcome to the Fraternal Order of Police Bi-Annual Summer Conference. Over the past months a lot has been taking place involving Law Enforcement, and as a fairly recent retiree I applaud those working the streets and facing negatively from our citizens and those in political power. I continue to serve as Secretary of Charles Hammond Lodge 99 out of Muskegon. Due to a hip injury and subsequent surgery, I missed a couple winter meetings at my local lodge as well as not being able to attend the State Lodge mid-winter meeting in Lansing this past February. Since my last State Lodge meeting I have continued to stay involved in my local lodge and have visited the Grand Rapids lodge. I have visited the Newaygo Lodge and continue to stay in contact with their Lodge Secretary throughout the year. As your 2nd Vice President I assist the other State Board Members as needed. Due to my proximity to the State Office, I do not get to do much in person, but continue to offer my support in any way possible. I also continue to be a strong voice for the Fraternal Order of Police as I travel throughout the state as a trainer, advocating for being a member as well as the importance of the Legal Defense Plan and other benefits offered to members. I serve as the Fraternal Order of Police Representative on the Michigan Sheriffs’ Coordinating and Training Council Advisory Board. As part of Public Act 125 of 2003, one member must be appointed as a Fraternal Order of Police. I am in my third three-year term for this appointment. TRUSTEE REPORT DISTRICT 3 DAN HEYTHALER Over the past 2 years I've has the privilege to represent the 6 lodges in District 3. I've personally visited the Sterling Hgts Lodge, William E Lewis Lodge, Robert Christy Lodge and Central Macomb Lodge. I have also attended the State FOP Golf outing (last year) and the Robert Christy Golf outing which was a local fund raiser in conjunction with a local park project. I also attended the Lodge #187 Motorcycle Run the past 2 years. This helps raise funds for the Lodge to donate to local area charities and families in need. I've attended and participated in National FOP Conference in Las Vegas last year as well as State FOP meetings. The one of the main topics of discussion at the local level seems to be enrollment and participation of new members. Different ideas have been brought up and attempted with varying results. Lower employment and interest in law enforcement/corrections have cause lower enrollment and interest in joint the FOP. That has really been my main objective these past 2 years with my lodges.
TRUSTEE REPORT DISTRICT 5 MARC CURTIS Since our last meeting, I have continued to promote the Fraternal Order of Police through meeting with officers across my District. I, along with Charles Hammond Lodge #99 President, Brian Harris attended a full department meeting at the Muskegon Township Police Department. We discussed the benefits of being a member of the FOP and the fraternalism that is experienced. We also talked about the FOP Legal Defense Plan and its benefits. I also attended the Grand Rapids Police Department Union meeting and talked about the need for the younger officer to join the FOP and become active in these times of the “Woke” culture, that officers can longer sit back and allow the profession to be made out as villains. I also have attended meetings at the Charles Hammond Lodge where I am the 2nd VP. As part of the 5-hour energy partnership, I have been working the West side of Michigan by stopping at local police departments from Traverse City to Benton Harbor dropping off bottles. I have contacted local, sheriff and State locations. Everyone is grateful and thanks the FOP for the donation. On June 4th, 2024, I, along with several other members, attended the FOP legislative day at the Capitol. I personally spoke to several Senators and Representatives about the need to introduce legislation that will benefit officers if they are charged with a crime in the performance of their duties. This is needed as our state is only one of a few across the country without these protections. I will continue to work to increase the membership of the FOP and spread the word of its benefits. It is time that our voice be louder than that of the “woke” culture that is trying to cancel us.
TRUSTEE REPORT DISTRICT 6 BRAD PETER I have had a very busy last few years since being elected as your District 6 Trustee at the 2022 Summer Conference in Shanty Creek. In the last half of 2022, I have attended several of my lodge’s (Bay City Lodge #103) events including, but not limited to, Dry Dock Beer Garden Fundraiser, Runnin’ with the Law 5K race, Steak Fry, Shop with a Hero, and Presents in the Patrol Car. I also visited the Saginaw Lodge #105 meeting on 11/8/22. In 2023, I was again re-elected as lodge 103 Vice President and soon after attended the FOP Mid-Winter Board Meeting in Lansing. I was able to bring two new members from our lodge to the Mid-Winter and they enjoyed the fraternalism (maybe a little too much). Some of my 2023 local lodge activities included the annual Wild Game Dinner, Law Enforcement Memorial, Detroit Tigers Law Enforcement Appreciation Night game, Runnin’ with the Law 5K race, Family Picnic, Steak Fry, Kid’s Christmas Party, and Presents in the Patrol Car. Outside of my local lodge, I was able to visit lodge #126 and lodge #137 meetings. I attended the FOP Summer Board Meeting in Mt Pleasant on 6/24/23. I participated in the MI FOP Foundation golf outing on 6/26/23 in Novi. I was then fortunate enough to attend the 2023 National FOP Conference in Las Vegas in August. In 2024, I continued my Vice Presidency for Lodge #103. Some of my local lodge activities thus far include the Wild Game Dinner, Police Memorial, and the Dry Dock Beer Garden Fundraiser. I also attended the Mid-Winter Board Meeting in Lansing in February. I was also able to attend lodge #148 Police Memorial and Lodge #137 meeting in May. TRUSTEE REPORT DISTRICT 9 PAT BUCKLEY TRUSTEE CHAIR All monthly meetings at Kalamazoo Lodge #98 were attended and most monthly meetings also attended at Lodge #136. I attended and participated in the mid-year board meeting as well as the State FOP golf outing. As in years past I was a judge in the essay scholarship contest as well as the Peace Officer of the Year award. I was able to offer input in the Herb Adams award this year. I am also on the Compensation Committee.
TRUSTEE REPORT DISTRICT 11 JAMES STARNES I have participated in many meetings at my home lodge 128. I have also attended meetings at Lodges 130 and 132. I have attended State Mid -winter board meetings and the National FOP conference in Las Vegas. I have helped and played in many FOP golf events. I have participated in Lodge 128 Cops and Kids, and cheered on our team when we played a charity Basketball game against the Detroit Lions.

SITE COMMITTEE REPORT Our 2026 State Conference received only one bid which came from Bay City Lodge #103 for June 26-28, 2026 at the DoubleTree Hotel. With a room rate of $129 per night, we have secured all 118 rooms in the hotel. For our current conference, as of June 10th, we had 130 rooms reserved, so we anticipate we will fill up the DoubleTree, and be forced to use an overflow hotel located across the street. For our next board meetings, our Winter 2025 Board Meeting was not ready at time of printing of this report. For our Summer 2025 Board Meeting, we will be back at Soaring Eagle in Mount Pleasant on June 20-21, 2025.

SPECIAL OLYMPICS REPORT We are working hard to ensure a very successful 2024 Flame of Hope Week and wanted to reach out to all of you early on about getting registered for an event near you! MCOLES REPORT A major change to MCOLES is coming, in the form of Continuing Professional Education (CPE). On January 31, 2023, Public Act 1 of 2023 appropriated funds to support the implementation of required annual in-service training standards for all licensed law enforcement officers. MCOLES is now promulgating rules with respect to in-service training programs, courses of study, and attendance requirements. MCOLES has developed an annual CPE requirement for all licensed law enforcement officers in Michigan. The annual CPE requirement is a projected total of 24 hours, divided into two main segments: • One-third half of the requirement (8 hours) is comprised of Commission Designated training categories; and • The other two-thirds of the requirement (16 hours) is comprised of Agency Selected training categories. *For 2024, the CPE requirement has been reduced to a total of 12 training hours (4 hours of Commission designated training categories and 8 hours of agency selected training categories).
For 2025, and 2026, the hours are set at twenty-four (24) and the topics are listed below. The complete guidelines for this pilot program can be found online by clicking here. The MCOLES Law Enforcement Population for May 2024, is 18,495 still down 3,993 officers since 9/11, and down 506 since Pre-2020.
