RHONDA F. BRIGGINS, J.D. Rhonda brings over 25 plus years of professional experience in the arenas of federal, state and local government affairs. She has developed public policy, and community outreach strategies for major public and private entities organizations. In addition, she has been responsible for several legislative initiatives amounting to billions of dollars in funding for her clients. She was instrumental in the passage of legislation amounting to over $10.9B in 2017 for transportation funding. Rhonda secured a $3B program management contract in 2020 making an enormous mark again on the transportation industry. In 2021, she was selected as an inaugural fellow of the Herndon’s Directors Institute supported by NASDAQ. The inaugural class was honored by being featured in NYC Times Square on a billboard. In 2020, she was appointed to the MARTA Non-Represented Benefit Pension Board of Directors overseeing over $500 million in pension benefits. David Ralston, Georgia Speaker of the House of Representative, appointed her to serve on the House Study Commission on Transit Governance and Funding in 2018. In 2016, Rhonda was elected as the first African-American woman President of the Georgia Transit Association (GTA) while also serving as the President of the Atlanta Chapter of the Conference of Minorities in Transportation Officials (COMTO). Under her leadership, both organizations grew in membership and influence throughout the state. In 2019 – 2023, she has been ranked in the top 10 of “Top 100 Influential Women in Georgia”. Julia Settles Diversity Business Manager Transmission & Distribution, Atlanta Burns & McDonnell Julia the Southeast Region Business Diversity Manager with two decades of experience in the electrical transmission and distribution industry, working both for power providers and utility consultants. As a project manager, she cultivates stability for her clients and communities while delivering strategies and effective solutions. She has worked in engineering and project management, supporting fiber-optic networks, SCADA management and deployments, and other power delivery projects.
