MBA’S TARGET BANKER PROGRAMConsidered the “gold standard” among advocacy groups, the Target Banker Program is MBA’s primary grassroots state lobbying program. Bankers are invited to visit the Missouri Capitol during the legislative session and meet with their legislators to advocate in support of or in opposition to legislation impacting the industry.These visits begin at MBA’s office, where bankers receive a short briefing from MBA staff on a few key issues and their legislators, including background and talking points. MBA staff then accompanies bankers to the Capitol to meet their representatives and senators.Through these Target Banker visits, MBA has a continuous presence at the Capitol throughout the session. Legislators need to hear directly from their constituents about how issues important to the banking industry affect their districts. The Target Banker Program is a great opportunity for bankers to get to know their legislators and build strong relationships for the future. MBA PACSAll MBA PACs are nonpartisan political action committees organized by MBA members. MBA FedPAC provides financial support for candidates for the U.S. Congress who represent Missouri, while the MBA State and Regional PACs provide financial support for candidates for the Missouri General Assembly and statewide executive office. The MBA PAC Committees ultimately determine which candidates receive support from the MBA. MBA PAC CommitteesMBA has seven Regional PACs (one PAC per MBA region) and a State PAC. Each Regional PAC is governed by a committee of bankers who live or work within that region. The MBA State PAC is made up of large banks and holding companies with a significant presence in two or more MBA regions and focuses its contributions on leadership and statewide races.MBA’s State and Regional PAC Committees play an integral role in the success of our government relations program. Committee members are briefed on current state and federal legislative and political activity and determine contributions for candidates on the state level. MBA GOVERNMENT RELATIONS COMMITTEEKEY ISSUESThe Government Relations Committee reviews potential legislative and regulatory issues and coordinates MBA’s legislative agenda for the year. The committee’s recommendations are sent to the MBA Board of Directors for approval.FEDERALAccess to Credit for our Rural Economy (ACRE) ActACRE is bipartisan, bicameral legislation that would lower interest rates for farmers, ranchers, and rural homeowners by providing a tax exemption for interest earned on bank loans secured by farm real estate, aquaculture facilities, and home mortgage loans in communities of no more than 2,500.* Ask your federal lawmakers to: Co-sponsor ACRE and help deliver approximately $1.15 billion worth of annual interest expense savings to farmers and ranchers in more than 17,000 rural communities across the country.Reform the CFPBThe CFPB has broad authority over the financial services industry. Over the last few years, the Bureau has repeatedly ignored legal boundaries established by Congress. Now is the time to reign in the CFPB. Specifically, MBA supports transitioning the leadership structure from a single director to a Senate-confirmed, bipartisan board. MBA also supports changing the CFPB’s funding structure from the Federal Reserve System to appropriations. This would make the Bureau more accountable to Congress (and taxpayers) while making it harder for the CFPB to ignore the plain meaning of laws and regulations.* Ask your federal lawmakers to support reforms to the CFPB.Repeal 1071Section 1071 of the Dodd-Frank Act requires lenders to collect and report to the Consumer Financial Protection Bureau specific information about lending to minority-owned businesses. MBA believes that Section 1071 is too far-reaching, will put small businesses’ privacy at risk and will discourage bank lending to small businesses given the cost to collect this data.* Ask your federal lawmakers to repeal Section 1071 of the Dodd-Frank Act.Credit Card Routing MandatesThe Credit Card Competition Act would expand government routing mandates to the credit card market, reducing the security of credit card transactions, limiting community bank card offerings, and eliminating important consumer benefits like credit card rewards programs.* Ask your federal lawmakers to: Oppose the so-called “Credit Card Competition Act” and prevent a massive wealth transfer from small community financial institutions and their customers to the Big Box Retailers.8
STATECombatting Fraud in MissouriScams and fraud are at an all-time high. Banks work diligently to educate and protect their customers from becoming victims of these crimes. However, there are legal limitations on what banks can do to stop fraudulent transactions and customers aren’t always convinced they are being taken advantage of. MBA supports legislation to create liability protections for banks that offer a “trusted contact” program. A trusted contact is someone designated by a customer who the bank can call when fraud or suspicious activity has been detected. The trusted contact would not have the ability to transact funds or stop payments but could serve as an additional voice of reason to prevent fraudulent activity. * Ask your state lawmakers to support giving banks a tool that will help combat fraud and protect Missouri consumers from scams (HB 229 & SB 99).Reduce Regulatory BurdenMBA supports legislation to update and reform the state’s banking code. The 2025 legislative package will allow a bank’s board to issue additional shares of capital stock without having to amend and restate the articles of agreement; removes a prohibition against using video technology to make quorum; removes a requirement that all loans to directors, officers, and employes be provided at bank board meetings; eliminates antiquated publication requirement for bank call reports; and, removes confusing language relating to inactive or abandoned accounts.* Ask your state lawmakers to support regulatory relief measures provided in HB 754 and SB 97.Oppose Credit Union Field of Membership ExpansionThe credit union association has pushed field of membership expansion in recent years. While credit unions are not pursuing legislation in 2025, MBA expects they will try again in the future. MBA urges all bankers to continue educating legislators on the key differences between banks and credit unions. Specifically, credit unions’ tax and regulatory structure create an unfair competitive advantage. * Continue educating state lawmakers by highlighting the key differences between a bank and a credit union.9MBA GOVERNMENT RELATIONS COMMITTEEKEY ISSUES CONTINUED

MAXIMIZE YOUR VOICE IN JEFFERSON CITY & WASHINGTON, D.C. BECOME AN ADVOCACY OFFICERWhat is an Advocacy Officer?The Advocacy Officer serves as a point person to help coordinate regulatory, legislative, and advocacy efforts for the bank. This is a volunteer position.What’s in it for you?Leadership, development, visibility, and impact. Advocacy Officers serve as a resource at their bank and help disseminate government relations information to other bank staff.Who would make a good Advocacy Officer?This position is geared towards someone who has an interest in public policy, a strong understanding of the banking industry, and the ability to communicate information to other staff in a timely fashion.If you have someone signed up for the Banking Leadership Missouri program, name them as your Advocacy Officer. A CEO can be the Advocacy Officer, but you may choose to give this leadership position to someone else.Duties:• Stay informed on legislative issues that impact the bank and the banking industry.• Attend a Target Banker visit and encourage other bank staff to attend as well.• Work with MBA staff to communicate with members of Congress and the Missouri General Assembly when important messages need to be delivered.• Help MBA staff nurture relationships with your elected officials.• Advise MBA staff on ways the association can be more effective in its advocacy efforts.Please contact Emily Lewis at MBA for more information.11
MBA GOVERNMENT RELATIONS BEST PRACTICESMBA Government Relations staff frequently rely on bank executives for help in four key advocacy areas – fundraising, grassroots, communications, and capitol visits. Here are the toplines for each category.Supporting the PACsPACs enable our industry to support political candidates who are likely to advocate for policies beneficial to our interests. This includes regulations, tax policies, and laws that affect banking operations, financial stability, and profitability. • See page 7 for more details.Grassroots/In-District MeetingsThe secret to advocacy is simple; it’s all about relationships. The better you know your legislator – and more importantly, the more they trust you – the easier it will be to discuss the issues that are important to our industry. • Host an in-district meet-and-greet event with a group of legislators.• Invite a legislator to lunch or for coffee at the bank.• Periodically send an email to your lawmakers.• Write a letter or call their office. These options provide a personal touch. Regardless of how you choose to get involved, the most important element is to get to know your legislators. Don’t forget to share your customer success stories and how you are helping in the community. Lawmakers love hearing these stories!Submitting online testimony in the Missouri House and SenateThe public can submit testimony online for any policy bill that is heard in a House or Senate Committee. 2024 ELECTION SUMMARYThe 2024 elections were held November 5. One the state level, Republicans maintained supermajorities in both chambers, with 24 (to 10) members in the Senate and 112 (to 51) members in the House. Republicans also won all statewide offices and hold all six offices in the executive branch (governor, lieutenant governor, attorney general, auditor, secretary of state and treasurer). On the federal level, Republicans hold both U.S. Senate seats and six of the eight U.S. House seats.U.S. SenateEvery state has two U.S. Senators, and each Senator represents the entire state for a six-year term. In Missouri, the current U.S. Senators are Josh Hawley (R) and Eric Schmitt (R). Schmitt is up for election in 2028 while Hawley is up for election in 2030.Individual Contribution Limit: $3,300 for primary, $3,300 for general.U.S. House of RepresentativesThe number of U.S. House members is based on population and varies by state. Each member serves two-year terms. Missouri has eight members in the U.S. House of Representatives.There are two new members for Missouri in the U.S. House. 2024 ELECTION SUMMARYState Executive BranchMissouri’s Executive Branch is responsible for enforcing the law. The executive branch is headed by the Governor along with five statewide elected officials including the lieutenant governor, secretary of state, state auditor, state treasurer and attorney general, and also consists of seventeen executive departments which are led by the governor’s appointees. All executive elected officials are limited to two, four-year terms, with the exception of lieutenant governor and state auditor, who can serve unlimited terms.• Lt. State SenateRepublicans retained their supermajority after the 2024 election cycle and hold 24 of the 34 seats in the Senate. Due to term limits and resignations, there are 10 new members in the State Senate starting in 2025. Half of the Senate seats are up for election every two years. In 2024, odd numbered districts were up for election. In 2026, the even numbered districts will be up for election.Individual Contribution Limit: $2,400 for primary, $2,400 for general.State House of RepresentativesRepublicans retained their supermajority after the 2024 election cycle and hold 112 of the 163 seats in the State House. Due to term limits and resignations, there are 54 new members in the State House starting in 2025. All 163 seats in the State House are up for election every two years.Individual Contribution Limits: $2,000 for primary, $2,000 for general.Term LimitsIn 1992, Missouri voters approved, by a margin of 75 percent, an amendment to the state’s constitution limiting a legislator in the General Assembly to eight years of service in the Missouri House of Representatives and eight years in the Missouri Senate.
