MBA’S TARGET BANKER PROGRAMConsidered the “gold standard” among advocacy groups, the Target Banker Program is MBA’s primary grassroots state lobbying program. Bankers are invited to visit the Missouri Capitol during the legislative session and meet with their legislators to advocate in support of or in opposition to legislation impacting the industry.These visits begin at MBA’s office, where bankers receive a short briefing from MBA staff on a few key issues and their legislators, including background and talking points. MBA staff then accompanies bankers to the Capitol to meet their representatives and senators.Through these Target Banker visits, MBA has a continuous presence at the Capitol throughout the session. Legislators need to hear directly from their constituents about how issues important to the banking industry affect their districts. The Target Banker Program is a great opportunity for bankers to get to know their legislators and build strong relationships for the future. Any bank employee is eligible to participate in the Target Banker program.5
MBA PACSAll MBA PACs are nonpartisan political action committees organized by MBA members. MBA FedPAC provides financial support for candidates for the U.S. Congress who represent Missouri, while the MBA State and Regional PACs provide financial support for candidates for the Missouri General Assembly and statewide executive office. The MBA PAC Committees ultimately determine which candidates receive support from the MBA. MBA PAC CommitteesMBA has seven Regional PACs (one PAC per MBA region) and a State PAC. Each Regional PAC is governed by a committee of bankers who live or work within that region. The MBA State PAC is made up of large banks and holding companies with a significant presence in two or more MBA regions and focuses its contributions on leadership and statewide races.MBA’s State and Regional PAC Committees play an integral role in the success of our government relations program. Committee members are briefed on current state and federal legislative and political activity and determine contributions for candidates on the state level. Committee members are a valuable resource to the MBA as they are aware of the political dynamics in their communities and often know which candidate is best situated to win in a competitive race.Every MBA member bank is asked annually to contribute to either a regional PAC or the State PAC, depending on their designation.WAYS TO CONTRIBUTE TO MBA PACSSTATE-CHARTERED BANKS• May make corporate contributions to the State or Regional PACs.• Personal contributions from management and directors may be made to the FedPAC.FedPAC PRIOR APPROVAL• MBA must receive prior approval from member banks to receive details on FedPAC.• Scan the code to submit the approval form online.• Submission is not a pledge to contribute.• Your bank may only provide prior approval to one trade association per calendar year.6
MBA GOVERNMENT RELATIONS COMMITTEEKEY ISSUESThe Government Relations Committee reviews potential legislative and regulatory issues and coordinates MBA’s legislative agenda for the year. The committee’s recommendations are sent to the MBA Board of Directors for approval.FEDERALAccess to Credit for our Rural Economy (ACRE) ActACRE is bipartisan, bicameral legislation that would lower interest rates for farmers, ranchers, and rural homeowners by providing a tax exemption for interest earned on bank loans secured by farm real estate, aquaculture facilities, and home mortgage loans in communities of no more than 2,500.* Ask your federal lawmakers to: Co-sponsor ACRE and help deliver approximately $1.15 billion worth of annual interest expense savings to farmers and ranchers in more than 17,000 rural communities across the country.Credit Card Routing MandatesThe Credit Card Competition Act would expand government routing mandates to the credit card market, reducing the security of credit card transactions, limiting community bank card offerings, and eliminating important consumer benefits like credit card rewards programs.* Ask your federal lawmakers to: Oppose the so-called “Credit Card Competition Act” and prevent a massive wealth transfer from small community financial institutions and their customers to the Big Box Retailers.Cumulative Impact of Bank Regulation on the EconomyThe tsunami of recent banking regulations will have significant real-world consequences on the stability of the financial system, the ability to foster economic growth in underserved communities, and the cost and availability of financial products and services for consumers and businesses.* Ask your federal lawmakers to: Conduct robust oversight of bank regulatory proposals that increase capital requirements, cut fee income, and layer on thousands of pages of new regulatory requirements without adequate analysis of the cumulative impact on bank customers and community banks.7
STATEOppose Credit Union Field of Membership ExpansionThe Missouri Credit Union Association is pushing legislation to expand the state’s current field-of-membership law, which was a negotiated compromise agreed to by the credit unions more than 15 years ago. This legislation is designed to help the largest and most aggressive credit unions that want to act like banks but not follow the same rules and tax structure as banks.Credit unions aren’t serving the population available to them now. In fact, credit unions serve less than 5% of their available membership; and, nearly 1/3 of credit unions don’t serve all the counties they have available to them in Missouri. * Ask your state lawmakers to: Oppose any effort by credit unions to expand their current field-of-membership.MOBUCK$ ExpansionRaising the cap on Missouri’s MOBUCK$ program was one of the top priorities for the MBA in 2024. MBA is proud to report that legislation has been signed into law to increase MOBUCK$ from $800 million to $1.2 billion, effective August 28, 2024. Through the program, the state treasurer deposits state dollars in Missouri banks at a reduced interest rate. Banks pass on that savings to customers through qualifying loans, primarily small business and agriculture. This program truly is a win-win-win!* Thank your state lawmakers for supporting this measure. Sen. Sandy Crawford, R-Buffalo, and Rep. Terry Thompson, R-Lexington, were the bill sponsors.Credit Report Cost Pass-through for Consumer LoansAnother priority bill in 2024 will allow banks to pass through the cost of a credit report on consumer loans. The legislation goes into effect on August 28, 2024.An MBA member brought this issue to our attention, noting that the cost of credit reports have increased drastically over the past several years. This measure is intended to help banks recoup those costs.* Thank your state lawmakers for supporting this measure. Sen. Sandy Crawford, R-Buffalo, and Rep. Michael O’Donnell, R-St. Louis, sponsored the legislation. The provision was added to a bill sponsored by Sen. Curtis Trent, R-Springfield, and Rep. Here are the toplines for each category.Supporting the PACsPACs enable our industry to support political candidates who are likely to advocate for policies beneficial to our interests. This includes regulations, tax policies, and laws that affect banking operations, financial stability, and profitability. • See page 6 for more details.Grassroots/In-District MeetingsThe secret to advocacy is simple; it’s all about relationships. The better you know your legislator – and more importantly, the more they trust you – the easier it will be to discuss the issues that are important to our industry. • Host an in-district meet-and-greet event with a group of legislators.• Invite a legislator to lunch or for coffee at the bank.• Periodically send an email to your lawmakers.• Write a letter or call their office. These options provide a personal touch. Regardless of how you choose to get involved, the most important element is to get to know your legislators. Don’t forget to share your customer success stories and how you are helping in the community. Lawmakers love hearing these stories!Submitting online testimony in the Missouri House and SenateThe public can submit testimony online for any policy bill that is heard in a House or Senate Committee. 2024 ELECTION SUMMARYGENERAL ELECTION2024 is an election year and a very important one at that. What’s at stake? President of the United States, a U.S. Senate seat, and all eight U.S. House of Representative seats. In Missouri, all 163 seats in the State House and half (odd numbered districts) of the 34-member State Senate are on the ballot.TUESDAY, NOVEMBER 5, 2024The general election allows voters to decide the candidate to represent the district or office.U.S. SenateEvery state has two U.S. Senators, and each Senator represents the entire state for a six-year term. In Missouri, the current U.S. Senators are Josh Hawley and Eric Schmitt. Hawley is up for re-election in 2024, while Schmitt is up for re-election in 2028.Individual Contribution Limit: $3,300 for primary, $3,300 for general.U.S. House of RepresentativesThe number of U.S. House members is based on population and varies by state. They serve two-year terms. Missouri has eight members in the U.S. House of Representatives.Two of those eight members will be new in 2025. Replacing retiring Congressman Blaine Luetkemeyer in Congressional District 3 will be either Bob Onder (R) or Bethany Mann (D). And in Congressional District 1, incumbent Cori Bush (D) was defeated by Wesley Bell (D) in the primary election. 2024 ELECTION SUMMARYState Executive BranchMissouri’s Executive Branch is responsible for enforcing the law. The executive branch is headed by the Governor along with five statewide elected officials including the lieutenant governor, secretary of state, state auditor, state treasurer and attorney general, and also consists of seventeen executive departments which are led by the governor’s appointees. All executive elected officials are limited to two, four-year terms, with the exception of lieutenant governor and state auditor, who can serve unlimited terms.• Lt. State SenateSeventeen of the 34 Senate seats – odd numbered districts – are on the ballot this fall. Due to term limits and resignations, the Senate will lose at least ten current members. Republicans hold a 23-7 supermajority in the Senate, with four vacancies.Individual Contribution Limit: $2,400 for primary, $2,400 for general.State House of RepresentativesAll 163 seats in the State House are on the ballot. Due to term limits and resignations, the House will lose at least 50 current members. Republicans currently hold a 111 to 51 supermajority.Individual Contribution Limits: $2,000 for primary, $2,000 for general.Term LimitsIn 1992, Missouri voters approved, by a margin of 75 percent, an amendment to the state’s constitution limiting a legislator in the General Assembly to eight years of service in the Missouri House of Representatives and eight years in the Missouri Senate.
