MEET THE MARMER TEAM ADMINISTRATION Our Administration staff is led by Marmer s Vice President Merideth Wohl Merideth is a Certified Public Accountant and a Certified Construction Industry Professional She has built a strong administration team that is proficient in Project Compliance requirements as well as all accounting processes Our team ensures job costing is complete and accurate invoices are reviewed and approved timely billing is clear concise and complete and all lien releases are secured to ensure a timely close out of the project We believe our administration is the cornerstone of the company PRE CONSTRUCTION Over the past 14 years we have built an in house database of subcontractors and suppliers Not only does this database allow our team to query by trade service area and MBE DBE status it also has a rating capability which enables our Pre Construction team to rank each subcontractor and supplier by their bid response rate competitiveness of their bid actual field performance and organization of the company s administration This ranking system allows us to build strong relationships with quality subcontractors and suppliers across the State Our Pre Construction team works diligently to the obtain multiple quotes for each trade and materials needed Once proposals are received they are reviewed and qualified to ensure they are in compliance with the plans and specifications We then create detailed Schedule of Values and Qualifications Statements to provide our clients with an accurate and complete proposal Our team is proficient in numerous AIA Contracts types and Underwriting processes We also coordinate with the local authorities on zoning addressing and permitting needs

MEET THE MARMER TEAM CONSTRUCTION Our Construction team is dedicated in providing project management efficiency accountability and risk prevention to all of our clients We use the world s 1 most widely used construction management software Procore Project Management This software is the most innovated technology in the construction industry that allows us to increase project efficiency and accountability by streamlining and mobilizing project communication and documentation With 24 7 accessibility to project data our clients and construction team worked together to minimize costly risks and project delays Safety is a priority at Marmer Construction and our staff works hard to ensure our job sites are safe for all parties involved We believe the success of a project stems from communication cost control and scheduling Our team works directly with our clients to establish a clear line of communication by establishing goals expectations and progress meetings Cost control is managed through our SAGE accounting platform and securing quality subcontractor agreements SAGE allows our project management team to run cost control reports to ensure the project is on budget at any time Our team works diligently on preparing the construction schedules that meet our clients expectations as well as material and labor expectations We build our comprehensive schedules through Microsoft Project and upload them weekly in Procore At the end of each project our project coordinators prepare and provide all close out documents including all warranty documentation maintenance manuals selections specifications final lien releases and As Builts KEY CONSTRUCTION PERSONNEL

PROJECT COMPLIANCE DAVIS BACON Compliance with the Davis Bacon Act is a priority on our projects which is why we have an inhouse Compliance Department that oversees all required documentation They are responsible for managing all required Wage Determination requests reviewing the weekly Certified Payroll Reports CPR for completeness accuracy and assisting all subcontractors with completion of their reports Several simple mistakes are caught on our in house review saving several days on the compliance timeline allowing timely funding of monthly draws Establishing and maintaining communication with our subcontractors administration staff and the ownership s compliance team is key to maintaining compliance with the Davis Bacon Act SECTION 3 We know that successful compliance with Section 3 regulations by the General Contractor is a factor in determining future awards of Section 3 Covered Assistance Projects Projects requiring compliance with HUD s Section 3 are managed in the same manner as the compliance with the Davis Bacon Act Compliance begins in Pre Construction by actively soliciting to Section 3 Subcontractors in the Bidding Stage of the project Our Bid Coordinators begin by gathering Section 3 company lists from local Housing Authorities State Housing Authorities and our internal subcontractor database where we specifically track project Compliance Certifications Section 3 preference is also listed on our website Plan Room Invitation to Bid announcements One Team solicitation platform and Social Media After the Pre Construction Section 3 Davis Bacon Conference with the project Servicer our Compliance Team strategically identifies subcontractors that are not Section 3 certified but meet the qualifications and aid in their application process to obtain Section 3 Certification Section 3 solicitations are posted on the jobsite in local newspapers and social media to target areas to further promote Section 3 employment opportunities during construction We recognize the importance of creating employment opportunities to the residents within the project jurisdiction and take pride in our ability to achieve the Section 3 Goals for the project and promote employment to the local residents and our subcontractors SALES TAX Our administrative team has created a monthly process to collect and document the sales tax paid on all materials used to complete each project We provide this information to the ownership teams monthly or at the end of the project for identification of potential tax savings opportunities for the developments DRAW PROCESS Preparing for tomorrow is our motto in our Administration Division We are continuously working with our field management team architects subcontractors suppliers and project lenders to ensure that our month draw package is accurate and complete when submitted We understand that multi family projects have strenuous reporting requirements and the best way to ensure is all the requirements are met is to plan Marmer holds a Pre Construction Meeting with all key players to discuss project expectations and goals which includes monthly billing requirements
