43PHOTO FINISHutenfor bebreidelser, vil bli et stort problem. Kanskje er det for stort for oss, men hvis vi ønsker å redde menneskeheten kan det vel likevel hende det kan bli gjort. I England har vi sett at The Water Services Regulation Authority kan hamle opp med selv de dårligste av våre Water Companies, også de som har satt fortjeneste høyere enn investeringer i drift og kvalitet. Men så har da også dette reguleringsorganet en meget høy kompetanse på sitt område. Verdensomspennende reguleringer av «harm done» vil også måtte ha en sterk kompetansebase, og bestrebe seg på skikkelighet og rettferdighet – framfor alt. For en oppgave! Hvordan ser løsningen ut? Først av alt må vi mennesker få FN til å bli vår framtidige livs-redning. Vi har akkurat sett at det tok en ti års kamp for å redde verdenshavene fra overfiske og sikring av biologisk mangfold. Det innebar en økning fra én prosent til 30 prosent regulert areal. Så store endringer og ny enighet kan oppnås, selv om det tar tid. Utryddelse av sykdommer og fremme av utdanning har vært suksesshistorier for FN. Nå må vi følge det samme sporet når selve menneskehetens eksistens står for tur. Ettersom klimaet endrer seg og mange andre utslipp enn CO2 også kaster verden ut i nye farer, er FN den eneste institusjonen som kan få satt oss sammen for å skape nye standarder for alle land og industrier. På den andre side av skalaen må også industrier, og særlig deres direktører, bli holdt fullt ansvarlige for den skade de gjør. Med erstatningsansvar dersom en skade ikke kan repareres. Aktørene må kunne holdes personlig ansvarlige, på linje med den praksis som det amerikanske justisdepartementet nå ønsker å lovfeste og innføre i USA. Forurensning er ikke det eneste problemet som skapes av «world business». Vi vet at tobakk forårsaker kreft, vi vet at alkoholproduksjon skaper alkoholikere, vi vet at legemiddel-industrien og spilleindustrien skaper avhengighet, vi vet at våpenproduksjon fører til uskyldige ofre for skyteepisoder. Mat-industrien skaper overvekt og Diabetes 2 med sin prosesserte mat, og er samtidig nummer to i verden når det gjelder bidraget til kimaendringene. For å fikse klimaet, må vi sannsynligvis fikse alt dette andre også. Alle direktører må holdes ansvarlige for den skade de gjør! Noe nytt å tro på? Men hvor finner vi de direktørene som er villige til å ta et så tungt ansvar, og måtte leve opp til nye reguleringer? Kanskje den menneskelige rase trenger noe nytt å tro på, noe som hever seg videre over vår religiøse fortid? Religioner ga oss koder av tro 35MILJØDEBATTJeg tenker at vi først må forstå at tilstandene ennå ikke er ille nok til å utvirke de løsningene som en hel verden trenger. For alle land vil måtte slutte seg til en felles innsats dersom det skal bli resultater. Putin foretrekker å drepe folk i Ukraina og selge sine hydrokraboner. Han tenker ikke en gang på utslipps-problematikken. Xi Jinping er altfor opptatt av å sikre sin posi-sjon som livsvarig diktator og stadig straffe og gjøre tilværelsen utrygg for det uregjerlige Taiwan. Han tar ikke tid til å bekymre seg om menneskehetens framtid. Populistiske politikere som er redde for ikke å bli gjenvalgt, unngår å engasjere seg i problemer som ikke er lette å løse. Det vil måtte bli enorme katastrofer – som fordrer all den ressursinnsatsen som både diktatorer og politiske populister rår over – før noe vil skje. Løsningene må bli både selvinnlysende og gjennomførbare før vi kan så mye som håpe på en start. Og de må være universelle, i den forstand at de må involvere hvert eneste land og hver eneste industri. To mulige «reiseveier» har blitt presentert. Nullvekst? La oss først se på Greta Thunbergs løsning på klimaendringene. Økonomisk nullvekst og sterkt kontrollerte utslipp skal redusere problemenes størrelse. Dette er et planleggingssystem i kjent Sovjet-Unionen-stil som kreves innført over hele kloden. Selv i et relativt stabilt og autoritært Sovjet greide man ikke å skape økt velstand for landet, med unntak av samfunnseliten. Hvordan skulle et slikt samfunn håndtere utsiktene for katastofer, og for sult og vannmangel? En høyst tvilsom løsning. Kapitalistisk demokrati? Det mer sannsynlige veddemålet på hva som kan imøtekomme alle menneskehetens behov, er en bedre versjon av den demo-kratiske og kapitalistiske samfunnsmodellen. Men det vil kreve en verdensomspennende, regulerende myndighet. Ingen større eller mindre gruppe av land, eller industrier, vil kunne dra hjem denne seieren alene. Det er noen forutsetninger: • Hvis vi kunne følge med på alle slags selskaper og deres direktører og passe på at de ikke gjør miljøskade. Og om de så gjør, må de sette alle krefter inn for å forbedre seg. • Hvis vi hadde kontrollører med kapasitet til å sjekke etter, ikke bare antallet skader men også deres potensiale, så hadde vi kanskje en sjanse. • Hvis vi skaper et reguleringssystem, slik som i den engelske drikkevannsindustrien, på verdensbasis. Reguleringer bygget på kompetanse Det å skape kunnskapsbaserte regler, laget med dyktighet og 34Karbondioksyd og andre forurensninger truer med å ødelegge oss alle. Utslipp, spesielt gjennom forbrenning av fossile drivstoff, truer menneskehetens eksistens. Vi har ideer og systemer som kunne ta seg av det dersom alle land i verden gjorde sitt beste, noe som er høyst usannsynlig. Men hvor finner vi løsningen som kan få alle til å prøve? Hvorfor har ikke FN, som ble skapt etter andre verdenskrigs vanvittige ødeleggelser, fått et grep om problemene? Hvordan ser det ut for vår sikkerhet, og hva slags sluttspill står vi overfor?
